WE KNOW, for instance, that you have been among the most aggressive members of the Senate Select Committee on Intelligence, in dealing already, with abuses of power by the Obama administration, including its programmatic abuses of the administration, from within the CIA & NSA – and that you have been doing so even up to the minute. I also remember – because I listened live -- that you were forthright, and forceful, last year, in grilling of President Obama’s (former) National Security Advisor John Brennan, during his confirmation hearings on February 7, 2013, to be head of the Central Intelligence Agency; and that since then, you have not let up in demanding government accountability to the public, even by the nation’s most covert agencies – those supposed “intelligence agencies” that seem to have a ... peculiar dedication ... to whatever activities might best compromise the U.S. Constitution, regardless of their supposed efficacy in securing the national defense...

In those confirmation hearings – when all others were silent, you uniquely pushed forward the matter of “the President’s [asserted] authority to conduct the targeted killing of an American ... ” against Brennan, and you did so by demanding a full explanation of this supposed authority. “ Here I was, still a young student, volunteering for a man who was and is an Oregon political hero for having the courage to stand up to his party and his president and all those who banged the drum for war. It was a position that had ultimately ended his Senate career, but he cared more about being right than being popular. He was an independent icon who fought for the rights of the politically powerless and the disenfranchised and he was willing to make hard decisions in order to improve the lives of all Americans. And I was lucky enough to be his driver. Needless to say he had an impact on my political education. So much so that I often attribute the direction my career has headed in part to my time working on those campaigns. As Senator Morse’s driver I got to spend a lot of time with him as he met with constituents throughout the state. (p. 11)

*** He was one of two senators to vote against the Gulf of Tonkin resolution, and when he did, he said that the resolution was a “blank check” that would be cashed with the blood and treasure of the American people. He said that history would prove him right, and he remained a staunch critic of the war throughout his time in the Senate and afterward. Senator Morse was not one to shrink away from asking the tough questions, and he had faith in the public’s ability to make the right decisions if given all of the facts. Like many of us today, he was a firm believer that the American people should be given the facts to make up their own minds about the United States’ foreign and national security policy. To him, circumventing the American people’s right to decide for themselves was not just a Constitutional failure, but a moral one. (p. 8)

Nuland: “My understanding from that call, but you tell me, was, that the big three were going into their own meeting, and that Yatz was going to offer in that context, a con … a three way, you know, three plus one conversation or three plus two, with you. Is that not how you understood it? Pyatt: No, I think. I think that’s what’s he proposed, but I think, just knowing the dynamic that’s there with them, where Klitschko’s been the top dog, he’s going to take a while to show up for whatever meeting he’s got, he’s probably talking to his guys at this point: So I think you reaching out directly to him, helps with the personality management among the three, and it gives you also a chance to move fast on all of this stuff, and put us behind it, before they all sit down and he explains why he doesn’t like it. Nuland: Okay. Good. I’m happy. Why don’t you reach out to him and see if he wants to talk before or after [the actual coup]. Pyatt: Okay. Will do. Thanks. Nuland: Uh, can’t remember if I told you this or if I only told Washington this: that when I talked to Jeff Feltman this morning, he had a new name for the U.N guy, Robert Serri. So let me work on, let me work on Klitschko and if you can just keep … I think we want to try to get somebody with an international personality to come out here and help to midwife this thing, and then the other issue is some kind of outreach to Yanukovich but we probably regroup on that tomorrow as we see how things start to fall into place.
