2 ways to add Local Users and Groups shortcut to Windows 10 desktop:

Way 1: Send lusrmgr shortcut to desktop.

Open This PC, type lusrmgr.msc in the top-right search box, right-click lusrmgr in the result, point at Send to on the menu and select Desktop (create shortcut) in the sub-list.

Way 2: Create a BAT file named Local Users and Groups on desktop.

Step 1: Right-tap blank area on desktop, choose New in the menu and click Text Document to create a new text document.

Step 2: Open the document and type lusrmgr.msc in it.

Step 3: Click File and select Save As in the document. After that, choose Desktop, type Local Users and Groups.bat as the file name and then hit Save in the Save As window.
