The nation’s homeless population increased this year for the first time since 2010, driven by a surge in the number of people living on the streets in Los Angeles and other West Coast cities.

The U.S. Department of Housing and Urban Development released its annual Point in Time count Wednesday, a report that showed nearly 554,000 homeless people across the country during local tallies conducted in January. That figure is up nearly 1 percent from 2016.

Of that total, 193,000 people had no access to nightly shelter and instead were staying in vehicles, tents, the streets and other places considered uninhabitable. The unsheltered figure is up by more than 9 percent compared to two years ago.

Increases are higher in several West Coast cities, where the explosion in homelessness has prompted at least 10 city and county governments to declare states of emergency since 2015.

City officials, homeless advocates and those living on the streets point to a main culprit: the region’s booming economy.

Rents have soared beyond affordability for many lower-wage workers who until just a just few years ago could typically find a place to stay. Now, even a temporary setback can be enough to leave them out on the streets.

“A lot of people in America don’t realize they might be two checks, three checks, four checks away from being homeless,” said Thomas Butler Jr., who stays in a carefully organized tent near a freeway ramp in downtown Los Angeles.

Butler said he was in transitional housing — a type of program that prepares people for permanent homes — for a while but mostly has lived on the streets for the past couple of years.

The numbers in the report back up what many people in California, Oregon and Washington have been experiencing in their communities: encampments sprouting along freeways and rivers; local governments struggling to come up with money for long-term solutions; conflicts over whether to crack down on street camping and even feeding the homeless.

The most alarming consequence of the West Coast homeless explosion is a deadly hepatitis A outbreak that has affected Los Angeles, Santa Cruz and San Diego, the popular tourist destination in a county where more than 5,600 people now live on the streets or in their cars. The disease is spread through a liver-damaging virus that lives in feces.The outbreak prompted California officials to declare a state of emergency in October.The HUD report underscores the severity of the problem along the West Coast.While the overall homeless population in California, Oregon and Washington grew by 14 percent over the past two years, the part of that population considered unsheltered climbed 23 percent to 108,000. That is in part due a shortage of affordable housing.

In booming Seattle, for example, the HUD report shows the unsheltered population grew by 44 percent over two years to nearly 5,500.

The homeless service area that includes most of Los Angeles County, the epicenter of the crisis, saw its total homeless count top 55,000 people, up by more than 13,000 from 2016. Four out of every five homeless individuals there are considered unsheltered, leaving tens of thousands of people with no place to sleep other than the streets or parks.

By comparison, while New York City’s homeless population grew to more than 76,000, only about 5 percent are considered unsheltered thanks to a system that can get people a cot under a roof immediately.

In the West Coast states, the surge in homelessness has become part of the fabric of daily life.

The Monty, a bar in the Westlake neighborhood near downtown Los Angeles, usually doesn’t open until 8 p.m. Partner and general manager Corey Allen said that’s because a nearby shelter requires people staying there to be in the building by 7. Waiting until after that to open means the streets outside are calmer.

Allen said the homeless have come into his bar to bathe in the restroom wash basins, and employees have developed a strategy for stopping people from coming in to panhandle among customers.

Seventy-eight-year-old Theodore Neubauer sees the other side of it. Neubauer says he served in Vietnam but now lives in a tent in downtown Los Angeles. He is surrounded by thriving business and entertainment districts, and new apartments that are attracting scores of young people to the heart of the nation’s second most populous city.

“Well, there’s a million-dollar view,” he said.

Helping those like Neubauer is a top policy priority and political issue in Los Angeles.

Since last year, voters in the city and Los Angeles County have passed a pair of tax-boosting ballot initiatives to raise an expected $4.7 billion over the next decade for affordable housing and services for the homeless. HUD Secretary Ben Carson praised the region for dealing with the issue and not relying solely on the federal government.

“We need to move a little bit away from the concept that only the government can solve the problem,” he said.

Places where the numbers went down included Atlanta, Philadelphia, Miami, the Denver area and Hawaii, which declared a statewide homelessness emergency in 2015.The homeless point-in-time survey is based on counts at shelters and on the streets. While imperfect, it attempts to represent how many people are homeless at a given time. Those who work regularly with the homeless say it is certainly an undercount, although many advocates and officials believe it correctly identifies trend lines.The report is submitted to Congress and used by government agencies as a factor in distributing money for programs designed to help the homeless

But Mayor Eric Garcetti said that insufficient federal funding for affordable housing and anti-homelessness programs are part of the reason for the city’s current crisis.“Los Angeles’ homelessness crisis was not created in a vacuum, and it cannot be solved by L.A. alone,” Garcetti said in a statement.Excluding the Los Angeles region, total homelessness nationwide would have been down by about 1.5 percent compared with 2016.The California counties of Sacramento, which includes the state capital, and Alameda, which is home to Oakland, also had one-year increases of more than 1,000 homeless people.In contrast, the HUD report showed a long-running decline in homelessness continuing in most other regions. Nationally, the overall homeless number was down by 13 percent since 2010 and the unsheltered number has dropped by 17 percent over that seven-year span, although some changes in methodology and definitions over the years can affect comparisons.

La Saline slaughterhouse is a nightmarish panorama of animal blood, body parts and detritus. It’s also an essential part of the economy of the Haitian capital, supplying meat to restaurants, street vendors and stores.

Associated Press photographer Chery Dieu Nalio spent nearly a month documenting conditions in the market and the lives of more than 100 people who work there. He found a constant struggle to make ends meet in the face of unhygienic conditions, poor regulation and even deadly violence.

More than 300,000 goats are butchered every year in La Saline, at the edge of a slum by the same name that forms part of the sprawl of the capital, Port-au-Prince. The market is mostly a dirt yard, with a few huts made of worn sheet metal, wood and cloth. Chunks of raw meat sit on tables for purchase by customers. The remnants of slaughtered animals are dumped in a canal at the entrance of the market, filling the area with a foul stench and causing flooding in the surrounding neighborhood.

Outside the market is the neighborhood known as La Saline, so violent that market workers and customers frequently have to dive to the ground to avoid stray bullets.

Customers, neighbors and even the market’s workers say Haitian authorities have long failed to take any action in to improve conditions there.

Butchers are paid $10 for $20 for each goat they slaughter for individuals. They get no money from wholesale customers, but rather keep some parts of the animals to sell to retail buyers.

Other workers skin the animals, clean them, transport them and sell them to customers. Etty Felix, 50, and Monise Jironer, 54, remove waste from goats’ intestines, disinfect them in boiling water and sell them to vendors who make bouillon to sell. They receive 16 cents per intestine.

Market owner Polynice Amboise, 65, said the market has been repeatedly moved by Haitian administrations, from inside the slum to the seaside and back again.

He said that since Haiti’s devastating 2010 earthquake killed an estimated 300,000 people and threw the government into crisis, he hasn’t paid taxes for the market and the government has taken no action to improve its conditions.

“The authorities don’t come. I bring all my papers to City Hall but they never get back to me,” Amboise said. “I am not happy with the situation of the market. The workers also are not happy.”

Youri Chevry, the mayor of Port-au-Prince, said the situation is complicated by a broader problem of lawlessness, but which he claims is improving. A U.N. peacekeeping mission recently left Haiti and the country is re-establishing its own army, a force supposed to be dedicated to maintaining domestic order.

“Everyone knows that this zone is a lawless area, a red zone with armed people that create a lot of problems,” Chevry said. “Step by step, peace is returning in the area. Step by step, we will get control of the slaughterhouse.”

Firefighters work to put out a blaze burning homes early on Dec. 5, 2017, in Ventura County, California. Authorities said the blaze broke out Monday and grew wildly in the hours that followed, consuming vegetation that hasn't burned in decades.

In the first 10 hours, the fire has already burned 31,000 acres and has forced more than 25,000 people to evacuate as one of the strongest Santa Ana winds forecast of the season is ongoing and expected to last several days.

Dawn hues of pink and purple reveal a dusty valley in Bangladesh's southern hills quilted with a dense settlement of red tents home to more than 230 women and children grieving for lost husbands and fathers.

They are among more than 625,000 Rohingya Muslims who have fled to Bangladesh since late August, following a crackdown by the Myanmar military in response to attacks on security forces by Rohingya militants.

Roshid Jan, who walked for 10 days with her five children to Bangladesh after soldiers burnt their village, wept when she spoke about her missing husband.

He was accused of being a member of the Rohingya militants and arrested with four other villagers 11 months ago, she said. She had not seen him or heard about his fate since then.

Aisha Begum, a 19-year-old widow, said her husband was killed by Myanmar soldiers as their band of refugees headed for Bangladesh.

"I was sitting there by his body and just crying, crying, crying," she said.

"He was caught and killed with knives. I found his body by the road. It was in three pieces," she cried, recounting the events that brought her to the camp.

Most Rohingya are stateless and seen as illegal immigrants by Buddhist-majority Myanmar.The United Nations and United States have described the military's actions as ethnic cleansing, and rights groups have accused the security forces of atrocities, including rape, arson and killings.Myanmar's government has denied most of the claims, and the army has said its own probe found no evidence of wrongdoing by troops.

There are 50 tents and no men in the camp for widows and orphans, the biggest of three sites built with donor funds from Muslim-majority Pakistan in the refugee settlement of Balukhali not far from Bangladesh's resort town of Cox's Bazar.

Two makeshift kitchens provide space for cooking in small holes in the ground, a new well is being dug to supplement a water pump, and a big tent serves for prayers."For those who can't pray, we have learning sessions on Monday and Friday in a special room," said 20-year-old Suwa Leha, who serves as the camp's unofficial leader.Praying and reading the Muslim holy book, the Koran, was one of two conditions for admittance set by religious and group leaders, Suwa said. The other was that widows and orphans be selected from among the most vulnerable and needy.

The camp is marooned amid ponds and streams of dirty water left by the washing of clothes and dishes. Behind are thousands of dwellings in a vast refugee camp that sprang up during the crisis.Still, the women are relieved to have their own space.

"For those with no protection, a camp like this is much safer," said 22-year-old Rabiya Khatun, who lives there with her son. "No man can enter that easily. Also, the rooms are bigger and we have more chances of receiving some aid."Women and girls number about 51 percent of the distressed and traumatised Rohingya population in the Cox's Bazar camps, the U.N. Women agency said in October."Women and children are also at heightened risk of becoming victims of human trafficking, sexual abuse or child and forced marriage," it added.

Women and adolescent girls aged between 13 and 20 arriving from Myanmar typically had two to four children each, it said, with some of them pregnant.No relief agencies officially run the camp for the widows and orphans but aid groups and individuals help out.

Rihana Begum lives with her five children in a room that is bare except for a few tomatoes, some religious books and clothes. On a thin mat lies her daughter, ill with fever, but fear of missing food handouts keeps them away from the doctor."I'm afraid to miss aid distribution. I can't afford to miss it," she said on the day ration cards from the World Food Program were distributed in the camp.
