Expert Mechanism on the Rights of Indigenous Peoples (EMRIP) July 7-11, 2014 Global Indigenous Youth Caucus (GIYC) Statement Item 3: World Conference on Indigenous Peoples – Zero- Draft Outcome Document Additions Mister Chair, We, the Global Indigenous Youth Caucus, upon reviewal of the Zero-draft outcome document of the high level plenary meeting to be known as the World Conference on Indigenous Peoples, are conscious of, and recognize, the many recommendations which are unaccounted for from the Alta Document into the Zero-draft outcome document. With the neglect of highly integral portions of the Alta document and all other documentation pertinent to the high level plenary to be known as the World Conference on Indigenous Peoples developed for, and by, Indigenous peoples, shows the sufficient amount of work which has to be completed by Indigenous people in order to ensure that recommendations are taken into high consideration for all outcomes of WCIP. We recognize the importance of ensuring the Alta Document and all other Indigenous perspectives are prioritized and make the following recommendations regarding the Zero-draft outcome document: To ensure that Indigenous youth have creative avenues to participate and respond in lobbying efforts, rallies, and other means of expressing political viewpoints towards the HLPM WCIP also that WCIP be a place to view and showcase arts and pieces of work done for and by Indigenous youth in safe manner no matter the political perspective.

Item 3: World Conference on Indigenous Peoples – Zero- Draft Outcome Document Additions

Mister Chair,

We, the Global Indigenous Youth Caucus, upon reviewal of the Zero-draft outcome document of the high level plenary meeting to be known as the World Conference on Indigenous Peoples, are conscious of, and recognize, the many recommendations which are unaccounted for from the Alta Document into the Zero-draft outcome document.

With the neglect of highly integral portions of the Alta document and all other documentation pertinent to the high level plenary to be known as the World Conference on Indigenous Peoples developed for, and by, Indigenous peoples, shows the sufficient amount of work which has to be completed by Indigenous people in order to ensure that recommendations are taken into high consideration for all outcomes of WCIP.

We recognize the importance of ensuring the Alta Document and all other Indigenous perspectives are prioritized and make the following recommendations regarding the Zero-draft outcome document:

To ensure that Indigenous youth have creative avenues to participate and respond in lobbying efforts, rallies, and other means of expressing political viewpoints towards the HLPM WCIP also that WCIP be a place to view and showcase arts and pieces of work done for and by Indigenous youth in safe manner no matter the political perspective.

Ensure that the final outcome document refrains from utilizing phraseology such as “consider,” “encourage,” and “invite,” in relation to the work of UN states and mechanisms relevant to engaging with, and ensuring the promotion and protection of, Indigenous Peoples and their rights. This is noted in items 6, 7, 13, 14, 18, 35, and 36 of the zero outcome document. Utilizing stronger phraseology will ensure recommendations are followed through, which is paramount to the advancement of UNDRIP and Indigenous Peoples rights during, and preceding, the HLPM WCIP.

Ensure that all UN states and mechanisms involved in the HLPM WCIP commit to completing all recommendations made in the final outcome document and also commit to those recommendations made in the Alta document.

All Indigenous Peoples involved in the HLPM WCIP recognize their own right to self-determination and role in protecting and promoting Indigenous Peoples rights without the need to claim any kind of definition by UN States and Systems. This has to be completed to honor their ancestors, themselves, and their future generations.

We thank all those involved in the processes thus far, and extend our gratitude for those who are serving the cause to ensure a positive outcome in the WCIP for Indigenous Peoples.
