+ Rural: 4.1 million (57%)

+ working age: 69%

- Urbanization rate: 45%

Objectives:

Up to 2030:

- Population: 9,1 millions;

- Urbanization rate: 65-70%

Decision 768/QD-TTg date 6/5/2016 by Prime Minister in Construction planning of Ha Noi Capital

Urbanization can:

- Make new jobs in: insdustry, construction, trade and services,...;

- make temporary job because expansion of urban space plan;

- increasing self-seeking employment;

- Make opportunities for changing job from agriculture to non- agriculture;

Urbanization also request and

cause:

- Require a high education that farmer can not meet;

- Rising unemployment;

- Reduction of agricultural employment, have pressure in seeking employment;

Rural Employment features:

- Agriculture workers has own nature;

- Agriculture workers has seasonal nature;

- Agriculture workers has low quality;

- Household scale;

- Low active;

Urgent Issues:

Creating jobs for agriculture employment!
