Key Findings:

ATS is the core recruitment application which operates either as a stand-alone application or as a module in a much larger integrated talent management system (TMS).

Despite the potential large size of the ATS market, it is likely oversupplied. The large number of players, many of which are small and undercapitalized, makes the market highly volatile and difficult to estimate individual market share with any credible accuracy.

The ATS market is segmented and consists of large ERP providers to global corporations, regional ATS providers (able to handle medium and large enterprises, but maybe not a comprehensive multi-language/localized capability), substantial local players able to handle small and medium enterprises, and a range of niche operators serving specific market sectors.

Since 2004, there has been a growing acceptance of and trend towards an ATS being delivered either as a public or private cloud service (SaaS).

There are a number of different pricing models available but buyers should be aware of what is included given that additional costs could be anywhere between 25% to 40% of the ATS base cost.

This report also contains a comprehensive Supplier Directory listing over 120 ATS’s and highlighting different characteristics among vendors.

This report provides an overall view of applicant tracking technology to help corporate recruiters understand the range of options available to them as well as the pitfalls to be aware of in costing any ATS implementation.

The term Applicant Tracking System (ATS) needs clarification. In our Lexicon of Contingent Workforce Terms, Staffing Industry Analysts describes ATS as follows:

A software application that enables the electronic handling of corporate recruitment needs. Most incorporate a company website, enabling companies to post jobs onto their own website, as a way to attract candidates.

Certain vendors use a different description for ATS software, such as talent management software (TMS), candidate management system (CMS) or recruitment management system (RMS).

ATS solutions store candidate data inside a database to enable effective searching, filtering and routing of applications. Resumes and other unstructured documents are also stored and indexed for search and retrieval.

Scope

This document aims to inform corporate recruiters about the ATS market, capability and costs. It does not aim to inform staffing agency recruiters about the variety of ATS’s that help them to manage their own applicant interactions. Applicant tracking systems developed with recruiting and staffing firms in mind typically differ somewhat from those with a corporate HR orientation in that they have more tools and features including customer management, order/requisition, contract and rates management.

Excluded Applications

A number of ATS applications were excluded from this report for the following reasons:

● We could not establish if the ATS component of the overall Talent Management or HRMS suite could be purchased and operated as a stand-alone application.

● The website did not provide sufficient information to include the application. ● The website proved dysfunctional. ● The company was noted to be either insolvent or inactive. ● The ATS was primarily aimed at servicing the staffing industry.

Functional ATS Requirements

The ATS is the core recruitment application which operates either as a stand-alone application or as a module in a much larger integrated talent management system (TMS).

Most larger enterprises (e.g. Fortune 1000) more often choose an integrated talent management system, and utilize the ATS component for recruitment. However, some choose a “best in class” ATS and many small and medium enterprises also opt for a stand-alone system.

As a minimum requirement, an ATS must include the following functions:

Job Requirement: ● department vacancy request; ● job description, qualifications, experience and skills; ● job location, salary, benefits, tenure and conditions;

Job Posting ● to company website; ● to pre-qualified commercial and free job boards; ● distributed via a job posting services (e.g. BroadBean, Equest, etc.); ● to social media (e.g. LinkedIn, Facebook, Twitter, etc.);

Candidate Acquisition ● application receipt, storing and acknowledgement;

Candidate Processing ● search, retrieval and match; ● assessed, shortlisted, outcome notified; ● interviewed, screened/background-tested; ● selection, rejection or parked for future opening; ● locality regulations (including in the EU, the ability to delete, not hide,

personal data); EEO, etc.;

On-Boarding ● information required to initiate status of employment; ● employment contract with benefits, terms, conditions; ● statutory and company required forms; ● digital signing; ● authorizations; ● induction and security requirements; ● payroll notification including banking, deductions, etc.;

Applicant Tracking System Minimum Requirements

A 360o view of the process from vacancy to fulfilment by authorized persons improves intra-company communication and manages expectations. Social applications such as LinkedIn and Facebook provide further insight into candidates, with LinkedIn now the dominant source of unsolicited talent profiles. LinkedIn also provides an applicant sourcing and basic tracking tool for both corporate and staffing industry recruiters.

Contract and Contingent Workers - The shift towards assignments for contract work, and the employment of contingent workers, is a reality for many companies. The ATS may be equipped with some additional functionality (in the case of contract workers, safety, insurance, site induction, licensed to work, etc.) or be integrated with a separate contract management system, and in the case of contingent workers, is more likely to be integrated with a Vendor Management System (VMS) partner with provision for requisition/ order management, terms, conditions, project details, etc.

Those ATS systems which have their fundamental origins in the staffing industry are more likely to have this functionality inbuilt (for example, Akken, Bond, Bullhorn, PeopleFluent, and a number of others). Additionally, some VMS’s have aspects of ATS functionality added to their core contingent worker functionality. It should be understood that an ATS is essentially a simpler technology than a VMS – while the latter is commonly used to access temporary and other contingent workers via a preselected list of staffing vendors, the ATS is used for both internal and external sourcing, including referrals and social media networking. In fact, in a number of companies the VMS system populates the company ATS.

The functions of a contemporary ATS may provide a number of additional capabilities, some of which corporate recruiters may regard as essential, including:

● dashboard summary with drill-down for tasking, reminder, and reporting; ● integration (or mashup) with companies' own branded web-site, providing a

seamless application experience for those responding to company internal and external job vacancies;

● referral management for internal and external applicants; ● additional resume handling tools for enhanced search and match, e.g. data

extraction and database population, semantic search with matching and ranking (e.g. Daxtra, Burning Glass, TextKernel);

● job description templates/libraries (particularly those relevant to the organization);

● integration with email, diary/scheduling; ● links to, or embedded, third party services such as video interviewing, chat,

location services (e.g. Google Maps), job distribution engines, jobsite aggregators, etc.

● links to testing/profiling/assessment services or applications; ● access to commercial databases for resume search and download; ● provision of a mobile version for authorized anywhere, anytime access; ● performance and predictive analytics (whether from in-house or external

sources); ● configurable workflows and screens; ● API’s and documentation for integration with other business systems; ● single sign-on, access authentication and security logs.

The electronic handling of applications has proven both efficient and cost effective and provides the recruiter with more time to explore capabilities and potential prior to making hiring decisions. Future recruiting is facilitated and costs are lowered by tagging short-listed candidates for future inclusion.

Since 2004, there has been a growing acceptance of and trend towards an ATS being delivered either as a public or private cloud service. Gartner reports, “Recruiting is still the most commonly deployed SaaS talent application, followed by performance management, then learning.” While some excellent solutions are still offered in legacy licensed on-premise form, 80-85% are now various forms of cloud and SaaS applications. Regardless of platform few, if any, companies are now developing non-web based commercial applications. Cap Gemini estimated in March 2014 “that 83% of product revenues of [the] recruitment solutions market was contributed by SaaS based solutions”.1 Gartner provided a similar estimate.2

In more recent times, social network sites such as LinkedIn Talent Solutions are increasingly used to host and deliver recruitment services. This provides a useful adjunct to the ATS but has some limitations. Notably, LinkedIn is primarily a repository of passive candidates, and while publishing jobs may attract those contemplating change, job boards have yet to be disintermediated by LinkedIn and continue to be an important source of job advertising. The ATS will allow job applications to be channeled to a single company-controlled talent repository.

The advent of smart-phones, tablet computing, and SAAS has led to most providers including mobile application extensions to their core ATS. Some ATS providers have gone further and made the mobile app their primary ATS platform. It is estimated that the majority of candidates now view job opportunities and make their responses via a smart phone. Any new ATS acquisition must include mobile application support for candidates and recruiters.

According to Deloitte in May 2013, “…the market for talent management systems (software to manage recruiting, performance and succession management, learning management, compensation, and related areas) is over $4 billion, and we expect it to grow by over 20% next year. The market for core HRMS software is much larger — over $12 billion — and growing as well.” 3 As explained previously, ATS is a subset of TMS so, if Deloitte’s forecast is correct, the ATS market will be smaller than $4 billion.

Any company that regularly recruits people is a prospective ATS customer especially because legislation significantly impacts upon employment processes in most countries. Given that there are millions of companies, the potential global market is massive.

Despite the potential large size of the ATS market, it is likely oversupplied. Several hundred ATS applications are listed in various software directories, some part of a larger HRMS system, some stand-alone. Software directory Capterra4 listed 216 ATS’s at the time of this research, and other web listings, including a study by outworking recruiter Staff.com5 and one by recruitment support company OnGig,6 brought the total to around 300. This number only includes those specific to the English language.

Indigenous commercial ATS solutions also exist in many other countries, e.g. China, Japan, Korea, Russia, LATAM and continental Europe. This would likely inflate the total number to around 500 or more worldwide (however, connecting to published links revealed a number of ATS sites were either “dead” or unresponsive).

Given there are no barriers to entry and such a large number of ATS’s, there is intense competition which is bound to sort out the winners and losers. The large number of

players, many of which are small and undercapitalized, makes the market highly volatile and difficult to estimate individual market share with any credible accuracy.

Most of the online data which establishes the market presence of an ATS provider is garnered by web-spidering by companies specializing in web-analytics. It follows that an ATS that is not web-enabled or which has disallowed web-spidering (and many do for security reasons), is not included in published online statistics, such as those provided by Datanyze.7 Therefore, in terms of market share these online data sources should not be relied on as being definitive, though they do provide an insight into product availability.

While we have made no attempt to estimate the market share of leading ATS providers, our December 2014 report ‘Recruitment Process Outsourcing Technology’ survey did ask RPO firms “What percent of your RPO hires go through the following ATS platforms?”. Not including their own proprietary technology, the most frequently cited third-party ATS’s were Oracle/Taleo (29%), Peoplefluent (14%), Bullhorn (13%), IBM Kenexa/Brassring (12%) and iCIMS (8%).

The same survey suggests that 5% of RPO’s actually use their client’s own proprietary technology. The issue of what ATS an RPO client should use is the subject of some discussion (see next page).

Leading RPO providers use a variety of ATS solutions. Some are in-house products but based on Peoplesoft, Bond, Bullhorn, Taleo, Success Factors or a similar system rather than a ground-up build. Some RPOs have a range of recommended ATS solutions that they suggest their clients use.

While an RPO may recommend their choice of ATS platform to a client, they will also accommodate a customer’s ATS providing that the ATS is capable of secure integration with the RPO’s primary system.

The overriding need for the RPO is driven by functional and customer needs, that is:

If the ATS solution is offered to clients it has to be ‘multitenant’ in design and operation. (With a multitenant architecture, a software application is designed to provide every ‘tenant’ a dedicated share of the instance including its data, configuration, user management, tenant individual functionality and non-functional properties).

The ATS must be configurable and simple to use.

It should provide access to real-time reporting and customer-branded career site integration.

If the hiring managers feel threatened by the introduction of an RPO into their domain (and this is a common initial reaction), the introduction of a new ATS as well as other changes may lead to resistance and ultimately failure of the relationship. Therefore, from the RPO’s perspective, it is important to consider whether the customer’s existing ATS can be integrated into the RPO provider’s systems and services. And if not, the RPO provider must consider, when providing its own ATS, the uptake of existing customer data, customer reporting requirements, adequate site preparation, user training and the provision of attentive or maybe dedicated help desk services.

Whose ATS?

While a large company with global operations may want to rationalize its choice of ATS to that provided by its existing ERP partner (e.g. Oracle, SAP, IBM, and their ERP-based ATS solutions), there is some criticism that these high-end solutions may be “over-engineered” or at least require dedicated (and expensive) maintenance.

The many choices and types of ATS available in the market should prohibit corporate recruiters from trying to build their own solution but, even so, this has not prevented some companies from doing so.

Given that the ATS market is crowded, there is a degree of market segmentation. For example:

● ERP providers to global corporations – which entails multi-lingual capability (double byte code), a large number of staff to maintain local regulatory compliance, user interfaces, multiple data-center support and integration across the HCM ERP platforms for single data-entry. As well as these established providers, there are a host of start-ups (some of which are interesting, but most of which are struggling for market share) and some established local companies carving out market share. The Supplier Directory at the end of this report contains a more complete list with some brief comments per provider. Market Hype A number of providers start their marketing dialogue with the notion that Applicant Tracking Systems are no longer relevant, and that the focus has shifted to a new paradigm, i.e. “beyond the applicant tracking system”. While there is merit in streamlining workflows, utilizing mobile technology, and encouraging candidates to provide substantial input to their application inputs, the process is still procedurally and coherently that of an Applicant Tracking System so buyers should be wary of such marketing hype.

What necessarily determines a minimum conformance are the talent acquisition and hiring processes and the minimum legislative compliance that HR/hiring practices must meet in many jurisdictions. It is necessary therefore to ignore the hype (but maybe not the promoted advantages of the application being offered for consideration).

Exposed and closed pricing strategies

A number of ATS providers, particularly those aiming at sales to medium or small enterprises, are happy to publish their pricing. Major software vendors are not.

The sales approach is generally to accept the opportunity for an ATS sale but aim more broadly at selling an entire Talent Management or HRMS Suite which, for the larger corporation, can represent a seven-figure cost. Even where just the ATS suite is required, major vendors first qualify the sales opportunity and then scale costs sufficiently to gain a sale, taking into account the general market for high-end products.

Anecdotally, some of the major vendors will discount their talent suites by up to 50% on their “list” price or provide a “first year” price. One concern that has been noted by industry observers is the price increases in ATS and HRMS applications made by major vendors, of more than 40% in the US in the last two years. This probably reflects increased recruiting activity given the upturn in the US economy and the need for major vendors to recoup some very large acquisition costs (and in some cases, losses).

As a guide only(because there are varying pricing models, which are outlined in the Supplier Directory at the end of this report), a high-end ATS component will cost around USD 85 to USD 125 per month/per user for a vendor hosted (SAAS) solution.

Buyers should be aware of what is included as additional costs could be anywhere between 25% to 40% of the base ATS cost (see next page on Set-up and Additional Functionality). Smaller and medium enterprises can also choose products which range from around USD 20 to USD 85 per month. While the lowest price range seems attractive, most of these low cost ATS applications are not designed to scale and meet the demands of the larger organization. However, many small companies may find them fit for purpose.

ATS Costs and Pricing Models

These include a number of utility models:

● per recruiter - e.g. cost per user per month, often tiered, e.g.

– basic – medium – enterprise;

● per job opening but unlimited users; ● per job applicant; ● per number of employees, i.e. pricing related to size

of the organization; ● initial fixed cost, i.e. licensing model; ● combinations of the above; ● discounts for a lock-in contract for an agreed period,

e.g. 1 year, 2 years or 3 years. (Lock-in contracts tend to dilute the utility model, which is based on only paying for what is utilized, whereas lock-in contracts are similar in nature to traditional licensing contracts where the license and maintenance is paid regardless of whether the system is utilized or not.)

Many suppliers will publish their pricing, but what is offered is often only a basic ATS framework. This may well be adequate for a small to medium enterprise dealing with a relatively low number of vacancies and resumes, but may have insufficient automation and supporting technology to suit the busy corporate recruiter. It is important to understand what is being offered. For example:

Set-up costs

This may include additional costs for uploading existing data, and customizations such as screen tailoring and additional fields, corporate logo’s, company-specific workflows, additional reports, integration with the existing HRMS systems and system extensions to cater for contractors and contingent workers.

There are few large or medium sized organizations that are satisfied with an “out of the box” implementation. Recruiters will most likely want to import at least their current data into the new system and many will claim the need to import historical data such as resumes, testing and interview results, correspondence, etc.

While many vendors claim their application program interface (API) makes integration with other products and legacy systems easy, this depends on how well the API’s are written and documented and the capabilities of both systems. It is an often-voiced complaint that integration was neither easy nor inexpensive. It is also a fact that as more applications are delivered via a SaaS platform, applications from disparate providers and platforms present increasing challenges when required to receive and transmit real-time data from one application to another. (This is one reason why an ATS that is part of an overall HRMS suite, sharing a common database, is likely to be less troublesome than a compendium of best-in-class solutions.)

Training costs and documentation may also be additional to the base cost. The costs of email integration may depend on the systems used, and whether the email system is embedded within the core ATS product or sits alongside, passing relevant information into and out of the ATS. While initial training may be included in the price, it is likely that new staff will incur training costs. These need to be understood and budgeted.

Set-up and Additional Functionality

Set-up costs should not be underestimated - for larger organizations using enterprise-strength systems these may run into six figures. As a rule of thumb (based on experience with some medium and larger SAAS projects), the set-up costs may equal the first-year cost of operation.

Management costs

Reports from large enterprises note the complexity of some high end ATS’s especially where the ATS is a subset of a Talent Management System. The ATS may require on-going help/support and administration, especially where the organization has numerous departments/branches and recruiters.

While the vendor may offer help desk support, a local capability may be necessary and should be costed into the project budget. As an example only to illustrate the complexity of ERP products, the SuccessFactors Recruiting Management Administration Guide is over 420 pages long.

Search engine capability

One notable and frequent area of complaint is that the ATS search system often excludes suitable candidates, penalizing the candidate and disadvantaging the recruiter. In part, this is a function of how far you can automate the qualitative aspects of finding and matching the required attributes in an unstructured résumé to the job requirement. It is quite possible to greatly improve on the basic keyword search method. For example, if there is a well-constructed job description or exemplar résumé, some search engines specifically designed for the recruitment industry will ingest

and parse the exemplar inputs and use these to provide complex search and match, providing ranked/weighted results, often with resumes that may not exactly fit but are worthy of consideration. These so-called semantic search engines utilize complex algorithms to acquire understanding of unstructured documents such as résumés or job profiles (e.g. as contained on LinkedIn), and use machine learning and various deep learning techniques to continuously improve results. BurningGlass9, Daxtra10 and TextKernel11 are leading examples – but there are also emerging technologies such as Plexinlp12 which may take this further. The semantic search tailored for recruitment is a valuable adjunct to the ATS but is usually quoted at an additional cost.

Disaster recovery and security of data

Another cost that may be additional to the published price is the provision of 24x7x365 disaster recovery. While leading providers are using robust platforms that provide data security and access continuity, others, particularly new market entrants, may not. Regardless, no ATS should be engaged without proper due diligence and evidence of capability to protect, recover and restore data and services within an acceptable period.

Proactive security is also a requirement. Web based platforms are increasingly vulnerable to security breaches, whether by direct hacking or by exploitation of users. In some countries there are legal sanctions for disclosing tax, social security and private data.

Some vendors may offer enhanced security with single-sign on, proactive packet inspection and monitoring and event notification. Job posting distribution services such as BroadBean or Equest, or distribution by job-site aggregators such as Indeed.com or similar services, must also be costed at the outset. LinkedIn provides a basic free service, but it also provides, at a cost, its own recruitment solutions, albeit utilizing data captured by LinkedIn. Services such as employment eligibility (e.g. work visa checks), drug testing, background checks and video interviewing, likely have an additional cost.

Data

Most vendors will provide a data allowance in their basic service but this needs to be adequate. For example, while text data will likely not occupy a lot of storage, photographic and video capture (e.g. video interviews) will. Therefore, contracts should cover both active and recent data for a set period (e.g. 3 years of data capture and, if required, include photo and video interview material, and third party reports such as screening) and archived data (for legal discovery reasons this may have a minimum period of 7 to 10 years).
