CHUKCHI & BEAUFORT SEAS ECOSYSTEMS COLLABORATION TEAM PURPOSE: Develop integrated ecosystem research in the Beaufort and Chukchi Seas. PARTICIPANTS: Program managers from several funding agencies, academics, representatives of private sector, state, and local governments. FORMAT: Monthly webinars will include updates from PIs of active research programs, agency updates from program managers, guest speakers on topics of broad interest, tracking progress on IARPC 5-year plan milestones, and an opportunity for any member to share information. Webinars are recorded for future reference.

CHUKCHI & BEAUFORT SEAS ECOSYSTEMS COLLABORATION TEAM COORDINATION AMONG FUNDING AGENCIES: Identify mechanisms to fund interagency ecosystem programs. COORDINATION AMONG EXISTING PROJECTS: Enhance communication among projects to identify opportunities to collaborate to achieve ecosystem-level products. COMMUNICATE NEEDS/OPPORTUNITIES: Provide tools to facilitate communication about opportunities to leverage resources (vessel time, equipment), collaborate, seek analytical expertise, etc.

CHUKCHI & BEAUFORT SEAS ECOSYSTEMS COLLABORATION TEAM CHUKCHI & BEAUFORT MARINE STEERING GROUP: Steering Group members will track the progress of ecosystem programs, including identifying any budget shortfalls, opportunities to collaborate to achieve broader goals, and recommended next steps, and will report back to the collaboration team. Funding agencies may consider this information as they develop plans for future funding opportunities.

DISTRIBUTED BIOLOGICAL OBSERVATORY (DBO) COLLABORATION TEAM (CT)

PURPOSE: Support the development of the DBO, designed to detect biological responses to physical drivers in the Pacific Arctic marine ecosystem PARTICIPANTS: Program managers from federal agencies, academics, state, and local governments. FORMAT: Monthly teleconferences featuring CT and outside speakers on topics related to the development of the DBO, with special focus on the last existing milestone = completion of a decadal DBO Implementation Plan

An international group of organizations and individuals having a Pacific perspective on Arctic science. PAG serves as a Pacific Arctic regional partnership to plan, coordinate and collaborate on science activities of mutual interest.

• PAG shares information on annual field activities in the Pacific Arctic region

• PAG continues to develop and implement long-term monitoring activities such as the Distributed Biological Observatory (DBO) and Pacific Arctic Climate Ecosystem Observatory (PACEO)

• PAG undertakes Pacific Arctic regional, multidisciplinary syntheses of scientific findings in the marine region relevant to ongoing scientific objectives at the core of the PAG

• PAG is engaged in project development and sampling in the Pacific Arctic region to investigate climate, oceanography, air-sea ice interactions, physical oceanography, and modelinghttp://pag.arcticportal.org/

DBO COLLABORATION TEAM: FOSTERING NATIONAL AND INTERNATIONAL SAMPLING

DBO sites (red boxes) are• regional "hotspot" transect lines and stations located along a latitudinal gradient• considered to exhibit high productivity, biodiversity, and overall rates of changeDBO sites will• serve as a change detection array for the identification and consistent monitoring of biophysical responses• be occupied by national and international entities with shared data plan

BACKGROUND – IARPC’S 5 YEAR PLAN UPDATEIARPC’s enabling legislation mandates that it develop a 5 Year Plan to coordinate across agency efforts. IARPC’s current Plan runs through FY17 and must be updated. Additionally, new inputs & capabilities affect IARPC’s scope:Jan-13, IARPC 5-Yr Plan for Arctic Research released (FY12-17)Oct-14, IARPC Collaborations Website LaunchedJan-15, Exec. Order Creates Arctic Executive Steering CommitteeMay-15, USARC Releases Goals and Objectives, 2015-2016

INPUTS TO DATE INPUT FROM TEAM LEADS: Stronger ties to Agency plans and stakeholder communities. GUIDANCE FROM PRINCIPALS: Stronger ties to National Policy; focused on imperative work. DEC 1-2 INPUT WORKSHOP (FED & NON-FED): Highly participatory workshop identified important thinking to develop Research Goals and Research Objectives that will drive interagency actions.

Performance Elements = Specific, Measurable, Attainable, Relevant,Time-Based

Research Goal: some level of increased understanding needed in order to develop policy. (Under consideration by Re-V subgroup.)

Policy drivers: an issue of national importance requiring research policy to address. (4 were selected as a result of the Workshop.)

Performance Elements: specific, measureable, attainable, etc. (determine the rate of change of Greenland ice mass to within x%). Performance Elements have yet to be defined.

Research Objective: a specific set of tasks contributing to a research goal (quantify ocean heat transport, quantify atmospheric heat transport, etc.) Research Objectives have yet to be defined.
