Dear all of you, Thank you to Martin Köhler for his introduction of me. I think you are tired about all the information you got up to now. So I ask you for another 15-20 min of your attention. SCIENCE is BUSINESS – lets talk about money. Publishing is an important part of scientific work. Open Access Publishing is a new way to do so. My presentation aims to show you how you can get financial support for your OA publication.

2. Implementation in Helmholtz Centres

Within the publication process there is one point more: Publication fees for Open Access publications Ways to organize the funding: Central publication fund, administraded by the library (or by other departments) Decentral funding by the scientific units No funding at all

Conditions for funding by the Helmholtz Centres should be:

Corresponding author must be a member of the Helmholtz Center Journal must be a Gold Open Access Journal, not a hybrid journal No budget is available within a project

An item newly formed within the publication process: OA publishing : Articles are free of charge available for the reader, but not for authors Authors needs money to pay for gold OA publishing Gold OA means, that the articel is free available, nobody needs a licence for reading Another way is the green OA, that means, after 6-12 months the articel can published on the institute repsitory or author‘s home page

Rules for good scientific practice (Regeln guter wissenschaftlicher Praxis) Recommendations of the DFG „Vorschläge zur Sicherung guter

wissenschaftlicher Praxis“ Regulations for publication according to DESY operational procedures

and company rules (Geschäfts- und Betriebsordnung GO/BO) apply for all DESY staff members, and to all guests who use the DESY facilities.

3.1. Deutsches Elektronen-Synchrotron DESY Hamburg

Decision of the Directorate on August 25th, 2006 All scientists at DESY are asked to

transfer preprints of their approved publications to publicly accessible electronic print archives,

preferably publish in open access journals, see to it that, when submitting articles for publication in other journals, DESY

retains the right to make the article accessible in its latest version and in electronically readable form, e.g. in an institutional repository.

The DESY makes its own publications accessible to the public in an institutional repository.

Adequate fees for the publication in open access journals will be accepted by DESY.

The Library administered the OA publication fund of DESY.

In FZ Jülich there is a central publishing fund for all publications, both print and electronic. New: if possible, OA publishing is mandatory for all Using JuSER is mandatory, JuSER is a service of the library To give preprint of every paper for OA and archiving To give final version as a PDF for archiving Parts of publishing guidelines are: Hybrid journals: the author can his articel publish as an OA article. In this case he has to pay the publishing fee for Gold OA and the article is license free available. But not the complete journal. The get acces to the electronic journal a license is necassary. That means, the publisher get money from the author and from the readers (mostly libraries of research institutes). This is a dubble incomming for the publisher, and brings dubble cost for research institutes. Thats why this way of OA will be not supported of the HGF, also not by the other research societies.

3.3. Publication workflows @ GSI

The library supports the publication process especially to:

Service to the GSI institutional repository (in approval; OA visibility) Services to metadata for the GSI institutional repository and the

evaluations Advisory service (copy rights, image rights...) in connection to the

legal department Information to open access (esp. questions to the Helmholtz

contracts) Handling of supplementary materials (program code...) Handling of receipts (only in cased of missing groups‘ regulations) Green OA via Alliance licences is considered in close connection to

the library of FZ Jülich

Now we see the 3rd example: FOCUS on service Information not for protocoll: The decision whether or not to publicat in OA is a decisions in the collaborations and groups. no publications regulations for the whole research center no publication workflows and processes obligations no open access obligations for the centre All decisions to the publications process are made within the groups. The library‘s suggestion to establish an OA fund for the centre was not yet accepted by the research department of GSI.

HZDR Board decision 06.04.2011: OA publication fees have to be paid by project fund and if not available by the central publication fund, administrated by the library. The author decides to publish in Open Access. The author requestes the absorption of costs. Complete electronic workflow : publication database of HZDR

If a project budget is not available and for all other publications the library absorps the OA publishing fees.

The cooperation between different departments of the research centres are an important factor for good publishing-all-round-service for the scientists. Summery Gold AO Publishing is more and more an important way of publishing. Very often there are publication guidelines in the research centres, where scientists can find detailed information. It is also possible to establish a center own publisher, who supported OA publishing process. Financal support is available under specific conditions . My recommendations: If you have any question about OA publishing and funding ASK YOUR LIBRARIAN. He knows the best way to support you and can give all the necessary information for your specific situation. The library provides services for publishing, most also for OA publishing and funding.
