➢ „Universities and research institutes should play a major role in supporting an open data culture by:

➢ recognising data communication by their researchers as an important criterion for career progression and reward;

➢ developing a data strategy and their own capacity to curate their own knowledge resources and support the data needs of researchers;

➢ having open data as a default position, and only withholding access when it is optimal for realising a return on public investment.“

➢ „It is the responsibility of the institution to ensure that the researcher has access to the support and infrastructure necessary to make data available, whether that be external, e.g. through disciplinary data centres or internal, e.g. through institutional repositories. This support not only includes the infrastructure for the storage of data, but also training and guidance in best practice for data management and citation. Management play a crucial role in driving cultural change within the institution, articulating and reinforcing its orientation towards open access, both through incentivisation and enforcement, and ensuring that the value of open data is recognised.“

➢ A dedicated job position 'RDM coordinator' established in summer 2012; Initial task: to develop an institutional concept for RDM.

➢ Starting points: What types of research data are being produced at HU, what size they are, any archival/publishing practices in place, what support is needed? No answers yet.→

➢ Focus on organizational, sociocultural and legal aspects instead of just building a new technical infrastructure.

➢ Work so far:

➢ Survey on the current state and researchers needs (conducted in January – March 2013),

➢ Institutional RDM policy and accompanying guidelines (to be passed by the Academic Senate),

➢ Roadmap for RDM services based on gap analysis.

➢ Shorter than 10 years job contracts and research projects;

➢ Problematic notion of 'data' in arts & humanities;

➢ Esp. younger researchers not familiar with rules;

➢ A journey of constant learning

➢ Bringing together different disciplines and stakeholders views

➢ Need to find the right balance: local setting vs global research questions, generic vs discipline-specific needs

➢ Researchers need pragmatic support in everyday life

➢ Without broad academic recognition, making research data publicly accessible is still an unpaid voluntary work

➢ Advocacy at all institutional levels needed to enable cultural change: from PhD students to administration offices

➢ HEIs and research institutions should share their experiences and join forces in providing RDM support more intensively
