National Strategy for Regional Development for the period 2016-2020

Achievements during January – March 2017

• NSRD 2016-2020 was published in the Official Gazette No. 30-39 dated

03.02.2017

• Draft Action Plan for the NSRD was developed and approved by NCCRD

• NCCRD held 2 meetings; Progress on MLPS and key challenges were

discussed in the MLPS steering committee

• The draft M&E framework of NSRD was approved by NCCRD and is

undergoing consultations with certain line ministries.

• The new draft Law on Regional Development was developed and submitted to

the Minister of Regional Development and Construction for initial approval and

• The NSRD 2016-2020 is translated into English.

• The Draft Law on Regional Developed is launched for public consultations (?)

development of the package for the EU projects in public services is

launched.

• 1 issue of Regional Development Newsletter is published and distributed.

• 1 workshop on Social Media for MRDC/RDAs communicators is organized.

RDCs recommendations for regional development strategies

Achievements during January – March 2017

• The Regional Development Council of Gagauzia approved the Final Strategy

on Regional Development for Gagauzia for the period 2017-2020 on

24.01.2017. 53 out of 58 recommendations were provided by the

representatives of the working group and Executive Committee of UTA

Gagauzia and most of them were taken into account.

RDC coordinates the implementation of the RDS based on RBM system

Achievements during January – March 2017

• The package for support in strengthening the role of Regional Development

Councils (RDCs) and civil society involvement in regional development processes

was presented and endorsed during the MLPS Steering Committee held on 27

January 2017

• The results of focus group discussions with RDC members from North, Centre and

South Development Regions and recommendations for strengthening the

capacities of RDCs were presented at RDC meetings in January 2017

• The draft framework regulations on functioning of Regional Sector Commissions

was prepared with involvement of RDC members and presented to MRDC and

RDAs

• Tender procedures for contracting of two international and two national experts in

supporting the RDCs and guiding civil society involvement were launched

Regional Development Councils

• Civil Society Organizations are informed about regional development

processes and the tender for their engagement in activities support is

launched (one per each region)

Pre-final stage of developing 5 projects in WSS (3) and SWM (2) resulted

from RSPs

Achievements during January – March 2017

• Local Steering Committee for Waste Management Zones 5 (Centre Region)

and 8 (North Region) were organized in January 2017 to present the status of

preparedness of feasibility studies and to agree on the following steps to be

undertaken by involved partners

• The tender documentation was prepared and public procurement procedure

was launched to select the company for providing support in Environmental

Impact Assessment for Waste Management Zones 5 and 8

• The feasibility study for Waste Management Zone 1 (South Region) was

approved by Cahul, Taraclia and Cantemir Rayon Councils. Based on it, there

were held discussions with EIB and EBRD on modalities for its pilot

implementation

• Feasibility Studies (2) for Solid Waste Management Zones 5 and 8 are

completed and handed over to beneficiaries for approval

• The work on Environmental Impact Assessment for Solid Waste Management

Zones 5 and 8 will be carried out for obtaining the environmental approval

• Project pipeline database is under development and the agreement on

ownership and its maintaining is achieved

Challenges

• Delays in the development of Socio-Economic Strategy of UTA Gagauzia for

the period 2017-2022 caused difficulties in ensuring effective coordination and

synergies between the two strategic documents

• Lack of motivation and, consequently, low level of involvement of the

members of Regional Development Councils in regional development

processes

• Limited capacities of the market to provide needed qualified experts to cover

the entire variety of issues/sectors in the development regions

• Restricted experience in broader citizen involvement in the areas of social

accountability, awareness raising, planning and procurement monitoring of

investment projects

• The support for LPAs in updating/elaboration of WSS and EE Chapters of

SEDS is well-defined and agreed with partners

• The needs for information campaigns of upcoming EU projects are identified

• Construction works of Orhei Hospital related to the thermal insulation of the

Perinatal Center has been launched

• The EE programme (Chapter on public buildings) for Calarasi Rayon was

completed and approved by the Rayonal Council in March 2017;

• The draft package of documents for creation of regional operator based on

reorganized Municipal Enterprise ‘Apa-Canal’ Cahul and on establishment of

inter-municipal cooperation between involved LPAs from Cahul rayon

(Lebedenco, Crihana Veche, Manta, Rosu and Cahul) was presented to the

involved partners

2. Inter-municipal cooperation

• The WSS service delegation contracts to the WSS Regional Operator are

concluded by Cahul and Lebedenco LPAs

• The options for regionalization of water services in the Prut cluster are

considered and presented to the involved partners

3. Investment Measures

• The public procurement of technical design service for Cahul – Lebedenco WSS

Project is completed

• The public procurement for Leova-Iargara WSS project is launched

• The official opening of Cahul Water Purification Station is organized

• The procurement process of water and waste collection vehicles for Centre

Region is completed

• The construction works of boiling house at Calarasi Hospital is launched

• The official opening of SWTP and sewerage system in Costesti Riscani is

launched.

4. Capacity Development of service providers

• The assistance in the registration of the new joint WSS service provider

in Cahul is offered.

• The capacity development plan of the newly registered operator is

elaborated.

• The Business Plan is developed and presented to the management of

JSC “Apa Canal Cahul”

• The diagnostic analysis for the JSC “Apa Canal Leova” is carried out

• LSC and LCC meetings of the ongoing public service projects are

organized

Support to Institutionalization of Trainings

Achievements during January – March 2017

(a) Institutionalisation of Training Modules

• APA successfully piloted the new training module “Local and Regional

Marketing for Competitive Regional Development“ with new 14 trainers

• Updated training methodology in the WSS sector based on the needs

assessment was validated and agreed with TUM/AMAC

• Report on capacity development needs in the EE sector completed and draft

curriculum for three training modules available

• Legal report on options to enhance the sustainability of the trainings provided

to Rayon Energy Managers submitted to MRDC and Ministry of Economy

developing a national SWM association in

Moldova” with 170 participants

• Institutional development plan for the CCE at

TUM/AMAC validated with key stakeholders

and priority measures for implementation agreed

• CCI organised study visit to Romania for design

companies and MRDC in WSS & EE field

• Initiated preparation for an exchange between

Moldova, Georgia and Ukraine on the

implementation of chapters on “regional

development” the EU-Association Agreement

• Initiated analysis of potential for network/exchange measures in WSS & EE

Challenges

• Difficulty to follow-up with the EEA on the results of the

capacity assessment causing delay to development of

training modules

• Unclearities regarding the criteria for the quality

management system necessary for accreditation of

training institutions (esp. APA) by the newly created

Agency ANACIP (Agenția Națională de Asigurare a

Calității în Învățămîntul Profesional)

• Lack of financial sustainability of training institutions to

finance the provisions of training modules after the end

of MLPS support
