The joint stock company “R&D Center for Power Engineering” was created on July 17, 2006 by the merging of the institutes – “VNIIE”, JSC; “ROSEP”, JSC; “SRC VVA”, JSC and “SibNIIE”, JSC. The creation of “R&D Center” aimed to increase the effectiveness and to improve the management of the scientifically-designed complex of the electric-power profile of the above-mentioned institutions.

Since October 18, 2007 the company is a 100% subsidiary company of the joint stock company “FGC UES”.

Since June, 2009 the “R&D Center” possesses 99,99% shares of the “Dalenergosetproject” JSC.

Vladimir DorofeevDirector GeneralGraduated from Moscow Power Engineering Institute. After the creation of “RAO UES of Russia”,

JSC worked in this structure, firstly in the position of Head of the Department, later – in the position of Vice-President on economics and finances. After the creation of Federal Grid Company (FGC UES) in 2003 he changed the employer and started to work in the FGC UES in the position of Deputy Chairman. Since February 2010 he has been heading the “R&D Center for Power Engineering”, JSC.

In the “R&D Center” researches are conducted on a regular basis, along side with the measures to ensure the reliability, stability and endurance of power systems, regional integrations and UPS of Russia. The company implements projects of complex research on development, modernization and extension of main and distributive grids of the UPS of Russia. The ideology of the power system management in the new conditions is developing and implementing.

The company executes works on inspection and diagnosis of electric machines, on balancing of losses in the networks, on creation and adjustment of climatic maps and complex of studies on research and development of the electric drives controlled by the rotational speed for the TPP auxiliaries.

The area of research and development includes such big centers as: - The electrotechnical equipment center - The informational and technological systems center - The power efficiency center - The network design center - The center of power plants` electrical equipment - The center of current networks` reliability and operation modes

In accordance with the world trend on the power industry modernization, the “R&D Center” carries on the active development and realization of the ideology of the new generation grids construction and elaboration.

Intelligent power system with an active-adoptive grid will ensure the fulfillment of the following requirements :

Increase of the characteristics of the reliability, quality, transmission and distribution economy;

Reinforcement of the technical and economical effects from the location of the Russian UPS in the 8 time zones;

Adaptation to the power overflows, conditional on the changing in the generation and consumption;

Decrease of the power objects influence on the ecology.

In the work frame of the creation of the Intelligent power system the “R&D Center” developed and implemented at the objects of the “FGS UES”, JSC, line of the elements of the active-adoptive grid:

Installation of the STATCOM on the Viborgskaya (400 kV) substation in the Leningrad region

STK-1 100 MVar. The STK building and the condenser plants on the substation Novo-Angerskaya (500 kV)

The successfully tests of the 200 m HTSC cable line by the voltage 20 kV

UP-TO-DATE TECHNOLOGIES

Works on research and modeling of the operating power grids modes involving the superconductive (SC) equipment for location of its application, elaboration of technical requirements and tests of SC cable 30 and 200 meters long.

Elaboration, manufacturing and test of the STATCOM equipment.Elaboration of technical requirements for the devices of controlled longitudinal

compensation and for the unified power flux regulators on the base of STATCOM. Development and adoption of the asynchronized synchronous turbogenerators and

compensators.

ENERGY EFFICIENCY

Development of the programs of the energy efficiency of the grid and generate power companies.

THE GRIDS` MAIN EQUIPMENT

Development of an acoustic-emissive device for the mechanical state control of the porcelain covers of the low oil-content circuit breakers without its dismantling in the external environment.

The “R&D Center” has wide opportunities in the area of inspection and diagnostics of electric machines.

The followings methods of determining and estimating the main rates of technical state, which allow to diagnose faults of hydrogenerators, have been developed and are successfully applied in “R&D Center”:

  Control of stator vibratory state. Control of air clearance dynamic symmetry. Identification of slackening of fit (interference) of the rim on the spokes of the skeleton of the rotor. Identification of thermal state of the generator stator core (including distribution of the temperature of the active steel from bore to back and by height of the generator). Estimation of the state of brazed connections of the frontal parts of the stator winding. Estimation of the technical state of the stator and the rotor assemblies on the stopped hydrogenerator.

The “R&D Center” possesses a very high scientific and technical potential for effective solving of the energy efficiency problem in the following main areas:

•organization, coordination and methodological support of the works on the power audit of power units, industry, and housing and public utilities;

•various kinds of complex energy inspections (primary, periodical, special, local, express-inspection) of power system, industry and housing and public utilities` units;

•energy inspection of the power, heat, water supply etc.; •diagnostics and instrumental inspections of technical conditions of the equipment; •development of energy efficiency programs; •maintenance and support of energy efficiency programs; •Examination of energy efficiency projects and programs.

The staff members of “R&D Center for Power Engineering”, JSC are the authors and the co-authors of many important guides, normative and methodological documents, functioning in the Russian Federation power industry area, for the support of the sector according to the Federal law N184 “About the technical regulation”.

Since February, 2009 “R&D Center for Power Engineering”, JSC has conducted the total certification of electrical equipment, technologies, materials and program-technological units for “FGC UES”, JSC.

From February, 2009 to March, 2010 more than 238 draft reports of certification commissions were prepared.

In 2010 the “R&D Center” carries on the work on creation of it’s own System of Voluntary Certification of the Russian Energy Complex (SVC “REC”) .

The main goals of the SVC “REC” are:The adjustment of power equipment to the requirements of the Federal law “About the

technical regulation”The presentation of the Russian system of voluntary certification to the international

marketThe expansion of the area of the independent certificationThe independent examination of projectsThe carrying out of independent acceptance tests and the acceptance of the completed

objects

Since 1993 the “R&D Center” has been accredited by the Government standard for the competency and independence, and since 1999 it is been accredited as a Certification Laboratory.

It is possible to carry out the switching tests, endurance tests by the short circuit of the equipment of all voltage classes and logging measured values over the entire range within the limits of the error, acceptable by the government standards.

During the work in the area of certification more than 540 certificates by the mandatory certification and 422 – by the voluntary certification have been issued for more than 50 types of equipment.

The “R&D Center” carries out the complex design of transmission lines 04-220 kV;of transformer substations 220 kV and below with open, enclosed and unitized switchgears; of consumer transformer substations 10/0,4 kV; of transmission lines 10 and 0,4 kV with self-supporting, covered and protected wires and with overhead cables; the design of main current networks and substations with voltage under 500kV inclusive; and carries out geotechnical and topological explorations.

The Scientific and Technical Council (STC) operates in the “R&D Center”, the main goal of which is to estimate the significance of the research studies and projects completed, to elaborate recommendations on research results application and to favour the sector of technical policy realization.

The company has obtained a license for five years for the graduate work in two field oriented specialties and has recreated the doctoral dissertation council.

05.14.02 — “Power plants and electric power systems”05.09.01 — “Electromechanics and electrical machines”

Within the frameworks of the research and development area the Company files patents, licenses and know-how, which add to company's intangible assets more than 250 million rubles annually.

The “R&D Center” collaborates actively with the institutes of Russian Academy of Sciences and co-operates with the International Council on Large Electric Systems (CIGRE).

The design of supports` constructions and of their foundations, the construction of trial designs, the tests and the review of steel multi-poles single circuit and double circuit, intermediate, anchor and end supports for the 220 kV OL for the Extreme North, for regions with heavy climate.

The design of the automatic control system of the 220-750 kV OL insulation state on the basis of the registration of the noise from corona discharges.

A unique high-voltage unit is situated in the Novosibirsk branch of the “R&D Center”. It allows possible to make studies and engineer works to develop new constructions of transmission lines of all voltage classes right up to 1200 kV.

The Center also allows to make researches aiming to determine the residual resources of the OL steel-aluminium conductors and ropes with the service life over 30 years.

In the “R&D Center” with the support of RAO “UES of Russia”, JSC, “FGC UES”, JSC and the Ministry of Education and Science the world’s first Test Field for the elements of networks under load, which use high-temperature superconductor technologies (HTS) was created .

Engineering capabilities of the Test Field make it possible to carry out:

- Tests of HTS devices with heat inflow under 3,5 kW in conditions of combined synchronous influence of the rated voltage and of the current (under load).

- Tests of superconducting cables, Fault Current Limiters (FCL), HTS transformers and other HTS devices with the power under 120 MVA.

In the first half of 2009 the tests of the HTS 30 meters long cable and of the superconducting FCL were carried out. In the second half of 2009 the tests of the HTS 200 meters long cable were carried out.

There are three types of FCL:based on quick-acting crosspointsbased on power electronics devicesbased on superconductivity

FCLs guarantee limitation of shock and steady fault values, thereby providing the reliable operation of electrotechnical equipment and of electrical networks in whole.

At present the “R&D Center” in co-operation with the Joint Institute for High Temperatures of the Russian Academy of Sciences develops the world’s first FCL, based on crosspoints, for the networks 110/220 kV.

The “R&D Center” is a developer of the main technical tools to provide the necessary voltage regulation in load nodes of AC-systems – of the reactive power compensation devices.

The automation of the regulation is achieved by using the auto-controlled compensation devices such as FACTS (Flexible Alternative Current Transmission Systems):• static reactive power compensator (thyristor — STK), on the base of completely controlled semiconductor devices — STATCOM); • phase shifters (PS); • controlled consecutive compensation devices (CCCD); • unified power flux regulators (UPFG); • reactive power compensators and phase-shifting devices, including asynchronous machines (ASTG, ASC, ASEMFS etc.)

Examples of FACTS introducton:Substation 500 kV Novo-Anzherskaya OES of Siberia — STK-2 ± 100 MVAR, 11 kV — was put into industrial operation in 2004. Substation 220 kV “Kirillovskaya” MES of South – STK-1, 50 MVAR, was put into industrial operation in 2009.Substation 500 kV Zarya (Novosibirsk region), MES of Siberia – STK, 160 MVAR, 2009.

AS-turbogenerators, engineered with the participation of “R&D Center for Power Engineering” JSC’s specialists, are used in the followings units of the Russian Energy Complex:ASTG-110 mgW T3FA was put into operation in 2003 at the TPP-22 of “Mosenergo”, JSC.ASTG-160 mgW T3FA-110-2U3, included in the unit №3 of the CCP-450T TPP-27 of “Mosenergo”, JSC, started in 2007.CHPP-21 of “Mosenergo”, JSC - ASTG 160 mgW, included in the unit of the CCP № 11 – was put into operation in 2008.

The System of collective display of information was put into commercial operation in “Bashkirenergo”, JSC with the participation of “R&D Center”. The developing of the operational information collective display and analysis system lasted 7 month. The system has been made with the design tools of the complex CASCAD-NT and allows to extend the functional capabilities of the complex by means of operational staff and advanced users.

The complex of the programs of operational information display and analysis on the personal (monitors) and on the collective (videowalls) means was implemented in «Bashkirenergo», JSC. The complex is supplemented with the current conditions tracking programs, the programs of its stability control in respect to the criterion N-1 and operations staff informational support programs.

Within the framework of the project two videowalls were constructed together with «Polimedia», JSC: a smaller one - 3х2 cubes for the trainer room and a bigger one - 8х4 cubes for the control room. The following data is displayed on the big screen: the EPS structure chart with the possibility of opening of 62 substations or the total diagram of connections for executing the topological analysis of the network.

The videowall control system in the RDU of “Bashkirenergo” allows to display on-line the current values of the telemetries and telesignals, stored in the OIK SK. The information is regularly updated on the control panel, which makes it possible to minimize temporary delays in its displaying and to reduce calculating costs.

In accordance with the target programme of “FGS UES”, the “R&D Center” carries out the design of new types of supports on the basis of 35-500 kV multi-sided rakes.

The following support types have been developed in “R&D Center for Power Engineering”, JSC:

- Steel multi-sided single circuit and double circuit intermediate supports for 220 kV OL: PM 220-1, PM 220-2, PM 220-3, PM 220-5

- Single circuit anchor-angular steel multi-poles supports for 220 kV OL: UM 220-1, KM 220-1, AM 220-1, UM 220-3

- Single circuit and double circuit anchor-angular steel multi-poles supports for 330 kV OL (is done by “NorthWest R&D Center”, JSC): MU 330-1, MU 330-2, MU 330-3, MU 330-4, MU 330-5, MU 330-6

- Multi-sided supports for 220 kV OL for heavy loading areas: AM 220-4, KM 220-4, PM 220-7, PM 220-8

The realization of the design documentation on the above-listed support types is carried out on the basis of the license contract.
