European Commission issued standardization mandate (M/512), ETSI develops corresponding Licensed Shared Access (LSA) Standardsin respose to the mandate

European Regulators collaborate closely with ETSI in order to resolveRegulation hurdles, defining for example spectrum access conditions For Licensed Shared Access in 2.3-2.4 GHz (CEPT WG FM PT52/53)

Integrated approach to dynamically authorizing access to the Priority Access and General Authorized Access (GAA) tiers of the 3.5 GHz Band: approach towards implementing the next generation of spectrum management systems

European Regulators consider TVWS Access in 470-790 MHz, inParticular in CEPT Working Group Frequency Management, ProjectTeam PT53

Provision of rules for TVWS Access, use of the spectrum with geolocationbased channel allocation.

ETSI published and still elaborates standards for opportunisticAnd/or coordinated access to TVWS. A Harmonized Standard for Opportunistic TVWS Access was recently adopted.

IEEE published several TVWS related standards, in particular IEEE 802.11af is an extension of WiFi to TVWS spectrum („super WiFi“)

„White Space“ (ETSI TR 102945): part of the spectrum, which is available for a radio communicationapplication (service, system) at a given time in a given geographical area on a non-interfering / non-protected basis with regard to primary services and other services with a higher priority on a national basis.

• Based on EC Mandate M/512, ETSI ERM/RRS have developed a Shared Spectrum related System Reference Document (SRdoc): TR 103 113

• Mobile broadband services in the 2 300 MHz – 2 400 MHz frequency band under

Licensed Shared Access regime, the following example architecture was presented:

Key system components include:• The LSA Repository is a data-base which receives a-priori information on future availability of LSA spectrum

to concerned cellular operators – as well as information on exclusion zones, protection zones and futureintended requests for vacating LSA bands, triggered by Incumbents following the conditions in the SharingAgreement.

• The LSA Controller typically accesses the information in the LSA Repository and processes it in order toidentify specific spectrum opportunities to be granted to cellular operators for a specific geographic area, aspecific period of time and a specific spectrum band. Typically, the operator requests access to LSAspectrum for a given Base Station / Cell or a group of Base Stations / Cells. The LSA Controller exploits allavailable information and identifies the best available solutions for the concerned cellular operator, takinginto account the information provided by the Incumbents to the LSA Repository, the requirements of theconcerned cellular operator (taking for example specific infrastructure configurations and preferences intoaccount) and possibly statistical historical data, concerning the behavior of the Incumbent, for example withrespect to a possible emergency vacating of the LSA bands (in accordance to the applicable SharingAgreement).

• The Operations, Administration and Management (OA&M) entity is the contact point of the concernedcellular operator with the LSA system and will interact with the LSA Controller in order toauthorize/update/terminate access to the concerned LSA bands over geographic area, time and spectrumband.
