ACCESSING AND USING FOOD DATA TO SUPPORT COLLABORATIVE POLICY DECISIONS
Center for Applied Research and Environmental Systems (CARES) - Columbia, MO
Center for Systems Integration - Denver, CO
Community Initiatives - Columbia, MO
WPM Consulting - Boulder, CO
LiveWell Colorado - Denver, CO
Session Goals
Demonstrate web based interactive mapping and reporting tools – accessing over 7000 publically available national source data layers
Learn how other states are developing tools to arm both the state and communities to better understand the story of their food system
Identify ways that mapping and reporting can be used to support collaboration and advance policy dialogue
Discuss what else we need to advance our efforts!
Session Overview
Group Introductions Introduction to CARES
CARES data management platforms Overview of the Colorado Food Assessment
Framework Food Security, Resiliency & Access Module
Break-Out Discussions Explore how and why to use data to understand and
address issues of food access Group Discussion
How are the tools working? What else might advance your work?
Points – hospitals, social services
Lines – Roads, paths, trails
Networks – Public transportation
Areas– neighborhoods, cities, counties
Imagery – Satellite, Aerial
imagesSpatial Analysis – Proximity, buffer
Mapping is a representation of the real world…
We may tell a better story by overlaying more data…

CARES Core Engine: Public Good Mapping
All public data from all CARES contracts are housed in one national “Commons” Engine
to benefit all communities
Multiple Levels of Geography…

National Collaborative Management SystemsAre Built on the Public Good Engine
An Example NCMSWhat is Community Issues Management (CIM)?
CIM is a powerful web-based collaborative management system
to help organizations, networks, and community partnerships
enhance collaborative decision-making and action
Why a Collaborative Tool?complex issues, complex data, limited resources
engagement of multiple citizens, partners, organizations
Issue Notebook
Manage local collaborative - issue description, contact information,
keywords, etc…
Issue Notebook

Issue Notebooks help organizations frame and manage the issues
Local Data Integration
1. Automated Upload of GIS Data Layers
2. Automated Upload of Tabular Data a. Existing geography (State, County, City, ZIP Code)
b. Address matching (Geocoding Addresses)
c. Map coordinates (latitude and longitude)
3. You Add Tool - Draw an Area, Point or Line
Three Ways to Integrate Local and Regional Data
2. Tabular Data Upload
Augment local and regional GIS and IT capacity
3. You Add Tool - Draw an Area
Add Attributes about the Area
3. You Add Tool - Draw a Point
Add Attributes about the Point
CO Food Assessment Framework
Sponsored by the Colorado Department of Public Health and Environment Funding is provided through a cooperative
agreement with the Centers for Disease Control and Prevention, ARRA grant number FOA#90101ARRA09
Partnership between LiveWell Colorado and food systems consultants
One of several goals to advance healthy food systems and farm to school efforts in CO
Goals of the CO FAF: Identify and collect existing food systems
indicators across food production, processing, distribution, and access
Identify and collect existing community food assessment tools, data, and lessons learned from across Colorado
Identify and propose an interactive, on-line data management system that includes comprehensive indicators, highlights community data and learning, and facilitates peer networking
Track the health of the state’s food system over time
CO Food Assessment Framework
Break-Out Process
Worksheet: Define a hypothetical goal and focus
Review Included Indicators Discuss what data helps address your
question Take note of what is missing
Group Work: Exploring the Tools
Using the Tool: What data is available to address your
issue? What does it tell us? What reports and maps can you create? What indicators might be missing?
Other Discussion: Would such a national platform support
your work? Would you use it? Who would? What would facilitate you using it?
