Scenario A:
• Development of the Sectoral Development plans for water and sanitation (WSS), solid waste management (SWM), energy efficiency (EE) in public buildings, integration into the regional policy documents;
• Project pipeline of investment fiches in the above sectors (worth up to EUR 170 million);
• Capacity development of local and regional regional development (RD) actors.
Scenario B (when mandated):
• Regional operational plans also for local and regional roads;
• Developing the “viable project” concepts into “ready to finance project” concepts (incl. feasibility studies, environmental impact assessments, technical design docs, etc.);
• Pipeline of investment projects (in 4 sectors).
the Intervention Area (IA) 2 consultants introduced the idea of the Regional Sector Program (RSP) as a tool to support the development of a pipeline of
viable sector investment projects.

The Regional Sector Program (RSP) is an operational tool which will be used to support the development of better investment projects in Moldova. The RSP:
• RSP Incorporates sector development needs, and complies with existing sectoral policies, practices and the relevant strategic framework;
• Extends the planning horizon set out by Regional Operation Plans (ROP) with a larger view on the sector development challenges;
• Defines the necessity of financial investments;
• Contributes to funded decision making about the need for financial resources for further projects development;
• Contributes to investment attract in the sectors (SWM, WSS, EE, Regional and Local Roads);
• Identifies possible project concepts (PPCs) that are to be considered for further development.

• PPC– project idea that is relevant and consistent with the regional plan;
• VPC– project idea which has been sufficiently developed that many of the features became very clear; stable understanding of the results/positive change the project can bring;
• RGP–final project proposal, not necessarily or only full feasibility study, but which has all the required documentation, tender docs, commitments, etc.
• Project Pipeline - a mechanism whereby a series of projects, and their promoters are assisted to progress their projects from conception towards readiness. Projects in the pipeline can have different degrees of readiness, qualities, speeds, but it is necessary to ensure that poor quality projects do not progress in the pipeline.

• Regional Sector Working Groups (RSWG), of about 15 representatives of LPAs, public service providers, line ministries, specialized dis-concentrated institutions formed by the RDAs under the auspices of the MRDC in each sector, each region.
• RSPs developed by RSWGs through a series of WSs with the purpose to engage participants, draw on their experience and expertise, enable them to think and plan strategically, support them in analysis and practical solutions identification.
