1 Carbon reduction strategy and targets

Carbon reduction vision statement or similar. Up to date and comprehensive carbon or energy reduction policy,

strategy and implementation plan, backed by challenging reduction targets.

Carbon and energy embedded in corporate strategies and priorities. High general awareness at a senior level of the importance and

value of active carbon management.

2 Current carbon position: baseline / carbon footprint and monitoring

Comprehensive carbon footprint, annual updates. High level of AMR, no estimated meter readings. Reporting on physical consumption, not just financial data. Appropriate data disaggregation e.g. submetering of sites with

multiple buildings. M&T techniques e.g. exception reports, weather correction and analysis of half hourly data.

3 Carbon reduction through organisational, behavioural and culture change

Existence of relevant standards e.g. Green Dragon, ISO14001. Involvement / engagement of all staff. Green champion network or similar. Comprehensive awareness campaigns and behaviour change

initiatives, measurement of impact/staff opinion. Staff training programmes.

4 Financial provision Firm sources of funding, with a clear finance strategy and responsibility.

Adequate funding to cover projects to achieve targets. Good working inter departmental relationship, finance and

energy/estates teams.

5 Programme management and human resources

Adequate human resources and skills, or access to specialist skills as necessary.

Project management systems for project implementation. Risk management process for achieving carbon / energy targets. Energy team spend a proportion of time on site or have good links

with representatives on site.

6 Governance, communication and reporting

Senior sponsorship by management. Regular reporting demonstrating the financial value of carbon

management and progress to targets. Demonstrative interest and drive by senior management. Effective strategic oversight. Active communications plan and engagement with corporate

communication teams.

7 Technical projects Maintain a comprehensive list of carbon reduction projects with quantified costs and benefits.

Appropriate prioritisation of projects. A credible pipeline of projects to meet reduction targets. Active verification of project outcomes.

8 External engagement Use of external sources of assistance and inspiration. Community leadership. Courage to Share Knowledge
