Integrated Hub™

• At the core of the Spillman system is Integrated Hub – the foundation for the system’s key components including a single-source database, master tables, Geographic Information System (GIS) technology, and message center. Using an open, centralized database, all information is entered, stored, and extracted in real time while providing total software integration.

Open Database

• As the sole location for the input, storage, and retrieval of agency-wide records, the system’s single-source database allows you to build a foundation of secure and accurate information. Its open-architecture design supports industry standards such as Open Database Connectivity (ODBC) and SQL to make data easily accessible.

Master Tables • The system’s master tables allow you to enter data once, where it is

automatically shared among related modules. All tables are accessible from any Spillman module, providing direct access to critical agency information. You can also attach related files to records, including images, sound waves, and other essential documents.

Dual-Platform Compatibility • The Spillman system is compatible with Microsoft Windows®and IBM AIX®

operating systems. This compatibility enables you to choose the platform that best fits your agency’s needs and maximizes the productivity of system users.

Data Sharing and NIEM • The Spillman system is constructed to unify all divisions throughout your

agency in addition to supporting regional data sharing with real-time data flow. Intra-agency sharing streamlines data exchange by connecting departments through fully integrated modules and immediate access to information. Regional sharing makes it possible for multiple “shared” agencies to utilize one central Spillman database housed by a “host” agency. With Sentryx-based modules, you can save your searches and recall them later, eliminating the need to re-enter the same search criteria.

Administrative Privileges

• Spillman allows you to control administrative privileges screen-by-screen throughout the Jail Management and Imaging modules. In Admin Mode, you can make any field on a screen required, delete records, or change a field label. You can easily set privileges by selecting from a list of users and permissions.

• Monitor the operation of your correctional facility using Spillman’s Jail Management module. The software allows you to see at a glance whether your jail is over or under-populated. You can track inmate population trends to determine correlation between population and disciplinary problems, and then export the data to a Microsoft Excel®spreadsheet. Spillman also provides you with preformatted reports on jail capacity, visitation, arrests, and more. The software enables you to access detailed information about an inmate’s history, including arrests, previous incarcerations, and medical conditions.

Booking Benefits• Spillman’s Jail Management module allows you to quickly book and assess

inmates. All records created in the Spillman system are stored in the system’s Integrated Hub, where they can be instantly accessed from all other system modules. Personnel booking an inmate are prompted to search the Integrated Hub for an existing name record before creating a new inmate record, eliminating the chance of creating duplicate records. This integration also allows you to send and receive secure messages with dispatch personnel, investigators, police officers, and others using your shared Spillman server.

• Using Spillman’s InSight and State Link modules, you can also search for information outside your jurisdiction as well as from state and national databases. If no record exists, the system creates an inmate record automatically. Next, you can utilize the Jail Management module’s booking features to efficiently book inmates. A checklist screen allows you to track which activities have been completed. This intuitive step-by-step booking method allows multiple people to participate in the booking process, while minimizing the possibility of missing crucial steps.

• You can use Spillman’s Imaging module to capture mug shots that meet the standards of the National Institute of Standards and Technology (NIST). The software allows you to control camera functions remotely through a live video feed, including eye-level and face-width guidelines. Images can be automatically cropped to meet NIST requirements.

• Assess an inmate’s security risk and medical needs using the Jail Management module. The assessments are decision-tree based, meaning that each question is determined by the inmate’s previous answer. You can create and maintain multiple customized assessments to evaluate an inmates’ medical care requirements and decide which level of security they should be placed under.

Medical Benefits• Track all medical information associated with an inmate using

Spillman’s Jail Management module. The software allows you to see all the medical conditions and prescribed medications associated with an inmate throughout multiple incarcerations. You can also see the inmate’s assigned physician, medical screening information, appointments, and medical charts. The software allows you to maintain HIPAA compliance by preventing unauthorized personnel to view an inmate’s data. The Jail Management module enables you to simply assess inmates’ medical needs. Assessments are decision tree-based, meaning that each question in an assessment is dynamically determined by the inmate’s previous answer or medical condition. You can create and maintain multiple customized assessments to evaluate what type of medical care is required, then list required medications and dosage information in the system.

Commissary Benefits• Spillman’s Commissary Management module allows you to monitor all of

your correctional facility’s commissary needs. You can conveniently manage commissary purchases for multiple inmates, see inmate order lists, access an inmate’s current balance, and view a history of an inmate’s account transactions and receipts.

• Maintain accurate commissary records and view a summary of purchases and sales using the Commissary Management module. You can post and cancel orders, track inventory, and set the software to reorder items automatically based on current inventory levels. Easy-to-read reports allow you to see supplier summaries, orders pending, item costs, and more. You can quickly calculate purchases and create a list of inmate orders by scanning bar codes into the Spillman software.

• Spillman provides interfaces for prominent commissary providers Keefe, Swanson, and Canteen. The interfaces allow you to create nmateaccounts in the commissary software using Spillman records data and easily submit inmate orders.

Housing Benefits• Monitor inmate movement and maintain jail security using Spillman’s Jail

Management module. The software allows you to keep volatile inmates apart by creating a Keep Separate record with an optional expiration date and narrative. Once a record is created, the software will display an on-screen warning if a security restriction will be violated by moving the inmates.

• Spillman software allows you to track the movement of each inmate at all times. Using a bar-code scanner, you can scan inmate wristbands each time they enter or leave an area. You can also record inmate movement by dragging and dropping one or more inmate names on your computer screen onto a location name. The Inmate Movement Log feature of Spillman’s Jail Management software records the time each inmate is moved in or out of a location and warns you if gender, juvenile, maximum capacity, or security restrictions will be violated by moving inmates.

• You can also use Spillman’s Law Records module to generate law incidents that document criminal activities within your correctional facility. You can store an unlimited amount of intelligence data about individuals involved and create links of related Involvements® that allow you to see relationships between information and conduct thorough investigations.

Third-party Interfaces

• To help you maximize your existing vendor relationships, Spillmanpartners with a variety of third-party vendors through custom software interfaces as well as XML or ODBC data exchanges.
