EIRMS Accomplishments
Goal 1 - Effectively plan and execute government IT projects
2007-09 EIRMS Tactical Plan completed Governance Charters adopted
CIO Council & CIO Management Council SDC Advisory Board, CIO Advisory Board, Finance Committee
Trained ~ 300 people in business case development since May 2007 Biennial budget instructions required alignment with 2007-2011 EIRMS,
coordinated IT planning and budget development with the SDC, and development of business cases for major IT projects
Over 240 people completed the Oregon Project Management Certification Program (OPMCP) since March 2007
Trained nearly (50) in Enterprise Architecture since October 2007 RFP to establish Statewide Price Agreement for Quality Assurance
Services was completed. Contract execution in early 2009

Goal 2 - Ensure adequate state government management information and decision support capabilities
DCBS initiated the Statewide Electronic Permitting Project. Statewide aerial imagery (color, with ½ meter ground resolution) was
delivered and made available for statewide use. In partnership with OSU the Oregon Imagery Explorer portal was implemented
A statewide standard for Geographic Information Systems (GIS) Software (125-600-7550) was adopted via rulemaking in 2008
RFP to establish a Statewide Price Agreement for Electronic Records Management System (ERMS) products and services was completed. Expect contract execution in early 2009
DHS Electronic Birth Registration System, Electronic Death Registration System, and Medicaid Management Information System projects were completed
DAS Oregon Procurement Information Network Project was completed

Goal 3 - Optimize the efficiency and cost effectiveness of government infrastructure and services
Computing and Networking Infrastructure Consolidation (CNIC) Project completed and State Data Center (SDC)
Completed mainframe consolidation – 3 mainframes to 1 Consolidated Portland telephone systems for more efficient operation Tiered storage environment to better manage growing data storage – reduces cost and energy
consumption System security improvements - Network Access Control (NAC), Virtual Private Network (VPN) and
Intrusion Detection infrastructure SDC awarded Disaster Recovery Contract
Oregon.gov -14.7 million visitors in 2008 - @ 20% per yr increase in visitors. 21 million pages to 1.4 million visitors each month
Improved statewide information security guidance -7 policies in 2007-08 Enterprise class collaboration tool through Oregon based company -14
agencies with 900 User Accounts. 16 cross-organizational spaces served Oregon Statewide Communications Interoperability Plan (SCIP) submitted
to federal DHS-Safecom Program in late 2007. Plan adopted by State Interoperability Executive Council (SIEC) in 2008
Conducted Statewide Information Security Business Risk Assessments in 2007 & 2008 increasing maturity rating

EIRMS Update Process
Operating environment of state government has changed dramatically over the past 18 months
2007-11 EIRMS Update process initiated to ensure the strategy is properly focused on addressing the priorities, issues and challenges state agencies now face
Formed a multi-agency steering committee (Business & IT) - held kickoff meeting in January 2009
EIRMS Update is planned in three phases with the final version rescheduled for completion by fall of 2009. Update deferred to ensure proper focus on fast-track planning process. Phase I - Determine agencies’ business needs and how IT can address
those needs – include SWOT and citizen expectation sessions Phase II – Determine the ability of IT to respond to the business
requirements Phase III – Determine the final set of strategic initiatives and
finalize the Tactical Plan

The Legislative Fiscal Office asked two questions of the State Chief Information Officer (CIO) and Agency CIOs

First, IT in the current environment…
Agencies invest in information technology (IT) to make business run better, cheaper, faster
Each agency has a portfolio of IT investments that together achieve business outcomes
Each portfolio is periodically reevaluated and rebalanced in response to new opportunities and changing conditions
Agencies are now more focused on investments that will produce hard cost savings, not just cost avoidance
Agencies have already shifted their IT activities to reflect the economic landscape
