Guidelines target the organisations in charge of decision making and technical deployment of ITS on a local level – guidelines poorly structured and edited and fail to fulfil the needs of either target audience

» 1–1.2% of the GDP» The public transport sector creates about 1.2 million
direct jobs and an average of 2–2.5 indirect jobs per direct job
