About UN-Habitat & Land Project
• The United NATIONS Human Settlements Programme, UN-Habitat, is the United Nations agency for human
settlements. It is mandated by the UN General Assembly to promote socially and environmentally
sustainable towns and cities with the goal of providing adequate shelter for all.
• UN-Habitat plays an important role in providing technical assistance to countries and cities in the areas of
Governance, land and property rights, environmental management, disaster mitigation, post conflict
rehabilitation, urban safety, water management and poverty reduction. UN-Habitat has over 150 technical
programmes and projects working in normative and operational activities in over 60 countries.
• UN-Habitat coordinate and arrange meeting with the Senior Member Board of Revenue (SMBR) and other
officials of Revenue and estate Department (BOR) to discuss areas of mutual interest in land project.
• During these meetings the SMBR showed keen interest in the possibility of computerizing the Land and
Revenue record, he pointed out that at present the record is manually maintained and is often incomplete
and defective. The system itself is centuries old and is open to a select number of Revenue Department
officials which presents a number of problem to the land owners and other stake holds, the consequence of
defective record keeping ends up in difficult and lengthy legal problems.

Objective of the Pilot Project
The objective of the Digitization Land Records of Revenue (DLRR) project is to improve the land records service delivery:
• JAMA BANDI (land records registers)
• INTEQALAT (Mutation)
• Digitization of Massavi (Cadastral Map)
• Online Parcel Mapping of land records integrated with land database
• Establishment of Service Delivery Centre (SDC) with procurement of latest IT equipments (hardware/software), renovation and network setup
Outcomes• The proposed Land Management Information System is a hybrid of Management
Information System (MIS) and Geographical Information System (GIS).
• This system will properly document the land records and will prepare maps of land parcels
using revenue maps like Massavies maps (hand sketch cadastral maps) and will be
updated by using high resolution Google Satellite Imageries.
The DLRR will help:
1. The land owners to better manage their land in record access
2. The people to identify their parcel of land in transaction and in case of any future
flooding or planning
3. In reducing land ownerships dispute and relocate the parcel after flood
4. Enhancing transparency in mutation and transfer of land
5. The Revenue Department to properly and equitably levy taxes (particularly it will help in
the collection of water charges -aabyana).
6. Adopt a disaster risk reduction and management approach that is holistic,
comprehensive, integrated, and proactive in lessening the socioeconomic and
environmental impacts of disasters including climate change, land types information
BENEFITS OF DIGITIZATION LAND RECORDS OF REVENUE
• The objective of the Digitization Land Record of Revenue (DLRR) project is to improve the land records service delivery
• It will contribute to long-lasting tenure security and more efficient functioning of land markets, and to establish a basis for fuller integration of information associated with rights in land.
• Digitization process would ensure transparency and accountability in land management.
• Records of rights (Jamabandi) and Mussavi (Field Map) are scanned and digitized. In the old record individuals shares of Land owners were not indicated, whereas, during this process share of each and every land owner is being noted against their names for their facilitation.
• Online access of all to see ownership field khasra-number/Field Maps. The record of rights will be made available at every service center.
• Through this process old records will be repaired and Individual owners/vendees will see onlinetheir respective share in Land/Visual of Land being sold/purchased.
• Facility will be available at service center for entry of mutation and its attestation withinshortest possible time.
• During the court session will support online records
• The revenue officers can monitor/check staff activities and correct record according torequirements of rules on the subject.

Challenges
During data entry, following errors/deficiencies have been found which real challenges for computerization are;
JAMMABANDI (Haqdarani Zamin)• Total HISSA (share) of KHATTA not equivalent to owners accumulated HISSA
