WHAT IS ASPPB ? PSYCHOLOGY IS A REGULATEDPROFESSION Canada - by province/territory 10 Provinces Northwest Territories United States - by state/territory 50 States Virgin Islands, Puerto Rico, Guam District of Columbia 5. WHAT IS NEEDED FOR LICENSURE Graduate degree in psychology- -accredited, designated, Supervised professional experience (SPE) 1500 to 6000 hours of SPE Examinations Examination for Professional Practice in Psychology (EPPP) Jurisprudence and/or Ethics Exam Oral Examination, ( in some jurisdictions) 6. SEQUENCE FOR LICENSUREAcademic ProgramPracticumDissertation/ThesisInternshipGraduationLicensurePostdoctoral ExperienceTestingLicensure 7. ENTRY TO INDEPENDENT PRACTICE US Most (49) states require a doctoral degree for licensure as a Psychologist One (1) state (West Virginia) requires a masters degree for licensure as a Psychologist Two (2) jurisdictions also license at masters level for independent practice, different title: Oregon: Psychological Associate Vermont: Psychologist - Master 8. Five jurisdictions (BC, MB, ON, QC, NB) Psychologist: doctoral degree Psychological Associate: masters degree Six jurisdictions (AB, SK, NS, PE, NL, NWT) Psychologist: doctoral or masters degree Two jurisdictions (QC, NB) have recently changed from masters to doctoral degree 9. PSYCHOLOGY GRADUATEPROGRAM Must be a recognized psychology program (accredited ordesignated) Specific courses may be required CPA/APA accredited doctoral program may meet alldegree requirements 10. PENNSYLVANIA REGULATIONS 41.31(4) First time applicants who enrolled in a graduate degree programin psychology or field related to psychology on or after July 1,2008 will be evaluated under theses regulations. MUST BE FROM APA or CPA ACCREDITED OR ASPPB/NR DESIGNATED PROGRAM 11. New 41.32 Shall complete 1 year of acceptable post doc supervisedexperience First time applicants who commence post doc as of December 6,2010; 1) 1 year is calculated as at least 12 months consisting of 1750hours 2) no more than 45 hours and no less than 15 hours may becounted each week 3) At least 50% direct services 12. PASS RATE OF THE EPPP Doctoral degree first-time takers: 83% difference between traditional (phd) and professional (psyd) APA/CPA accredited graduates: 78% NON APA/CPA graduates: 53% APA/CPA/APPIC internship: 80% No APA/CPA accredited/APPIC: 54% My impression for the last 12 years in PA are similar to thenational numbers 13. For those already licensed/registered with no disciplinary sanctions Mechanisms to facilitate mobility: Certificate of Professional Qualification Reciprocity Agreement Mutual Recognition Agreement Interview and jurisprudence exam may be required 14. CERTIFICATE OF PROFESSIONALQUALIFICATION Program of ASPPB Individual must meet requirements for CPQ Currently licensed 5 years being practicing in a jurisdiction No discipline actions on licensure Includes credentials bank feature bank credentials Insures your data is available when you need it Fast track toward licensure in another jurisdiction 15. MOBILITY CHARGES Promote responsible mobility for psychologists in allASPPB jurisdictions. Keep jurisdictions apprised of developments and issuesaffecting mobility and continue to offer proactiveresolutions to member jurisdictions on emergingprofessional and legal issues relevant to mobility. Continue implementation, marketing and review of theCPQ, IPC, Credentials Bank and Agreement ofReciprocity programs. Review applications for the ASPPB CPQ, IPC andAgreement of Reciprocity programs. 16. MOBILITY PROGRAMSCPQCertificate of Professional Qualification Documents that individuals have met certaineducational, supervised experience, examination andwork history standards, with no adverse discipline actions Now accepted in 44 Jurisdictions In process of being accepted in an additional 3jurisdictions Recognized in an additional 8 jurisdictions 17. JURISDICTIONS ACCEPTING CPQ Jurisdictions in Canada:all 10 provinces Jurisdictions in the United States:AZ, AR, CA, CO, CT, DE, DC, GA, HI, ID, KY, LA, ME, MI,MS, MO, ND, NV, NE, NH, NM, NC, OH, OK, OR, PA, RI,SC, UT, VT, VA, WV, WI, WY 18. These jurisdictions have voted to accept CPQ, and are in process of making legislative or administrative changes for implementation.US Alaska Minnesota, * South Dakota* 19. These jurisdictions may waive at least one requirement forapplications who hold a CPQ. US IOWA, MARYLAND, MASSACHUSETTS, MONTANA, NEW JERSY, TENNESSEE WASHINGTON 20. NOT ACCEPTING CPQ NEW YORK, FLORIDA, ALABAMA,** INDIANA,** ILLINOIS, ** KANSAS, PUERTO RICO, VIRGIN ISLANDS, GUAM 21. ASPPB AGREEMENT OF RECIPROCITY 10 jurisdictions (2 provinces, 8 states) Jurisdiction must meet requirements of Agreement toparticipate Psychologist licensed with no disciplinary sanctions in oneparticipating jurisdiction may seek registration/licensurein another participating jurisdiction Like a treaty but jurisdictions had difficulty with it 22. MEMBERS OF RECIPROCITY Arkansas Kentucky Manitoba Missouri Nebraska Nevada Oklahoma Ontario Texas Wisconsin 23. NATIONAL REGISTER The National Register credential is approved or in process ofapproval in 46 jurisdictions in the US and Canada. The NationalRegister has helped more than 1,300 of our credentialedpsychologists easily and quickly apply for licensure in anotherjurisdiction. BUT must look at each jurisdiction to see what is waived Taking EPPP, Educational Requirements Supervision Requirements (practicum, internship, post-doc) 24. APBB Some Jurisdictions will accept APBB for mobility Florida 25. IPCInterjurisdictional Practice Certificate A mechanism to facilitate temporary practice acrossjurisdictional lines Credentials (including history of discipline) have beenvetted and verified by ASPPB Over 500 individual holders of the certificate Not a fast track to licensure but allow for temporarypractice into another jurisdiction Forensic, Consulting and I/O 26. ACCEPTS INTERJURISDICTIONAL PRACTICE CERTIFICATE (IPC) Accept IPC Idaho Georgia South Carolina Kentucky Mississippi Ohio 27. TELEPSYCH OR INTERNET ACROSSJURISDICTIONS Not a license to practice in another jurisdiction Not even physical temporary privilege Possible agree by jurisdictions to some how recognize telepsych NURSE COMPACT PHYSICIAN DOD, VA, DOJ ONLY NEED 1 LICENSE PRIVILEGE MODEL FEDERAL MODEL 28.
