NevroNet Roadmap and International Council Design:A Call for Action

• We represent a Russian foresight team that had taken part in around 20 foresight industry maps building events with tens of thousands experts taking part in them. Through this experience we have found that there is a repeating pattern in different industry maps – space, transport, education, etc. Something we called a “nevronet” future technology cluster is effects future of all of these maps. As a follow up to this finding we've decided to run an independent foresight focused on "nevronet" to see what is really is and how is it going to develop.

• We found that creation of this cluster of technologies will in next 10 to 20 years be a key, opening a path to cognitive revolution transforming individual psyche and collective consciousness on civilisational scale via introducing a collective virtual space for collaborative co-thinking built on new generation of brain-computer interface powered by semantic translation technology.

Nevronet, the cognitive revolution and coming of “psychozoic” era

• We've realised that "nevronet" architecture being blueprinted right now as it's technological predessesors hit the market, will define how a civilisation will pass a major technological trigger of the coming century. Will the possibility of human-machine physical and psychological symbiosis be used to drive a consciousness developement-based cognitive revolution or to implement a total thought and feelings control that will have to way out of it.

• This document is a call for action. We invite all groups interested to openly discuss and verify our findings, co-create a new foresight based nevronet road map and join forces to use all the nessesary psychological and cultural instruments to implement human growth and conscious developement imperative into "nevronet"'s architecture. protocols - into the matrix that this instrument will create for future society. We think that key predecessor technologies that will make nevronet creation possible, will be around as soon as by year 2020, and their ethical and arcitectural basis is being created right now.

A Call for action

Nevronet as an Internet’s natural development• Nevronet will become a significant development of Internet

and will give its users new capabilities. To name a few:• It will create new possibilities of collective creative and

management activities and work for organizations, collectives and distributed workgroups;

• Will widen a diapason of non-verbal communication (that will also include communication with higher animals) ;

• Will rise the affectivity of operator and traffic controllers work by institutionalizing altered states of consciousness;

• Will provide conditions of use for artificial receptors and manipulators as a natural receptor-effector system expansion tools (collective and remote operation included);

• Will provide means for effective use of artificial intelligence instruments in creative work of teams and individuals (using “live” interfaces – artificial languages, supported by AI-agents)

Taking part in planning the Nevronet design is today’s very relevant and significant task

• Nevronet predecessor technologies and commercial and research project connected to them and new kinds of social practices are coming to life before our eyes.

• Taking into account how drastical the changes Nevronet is bringing are, taking part in defining its architecture and standards, in taking part in research and development tasks that are important for it’s creation seem like very interesting perspective.

• We propose to form a distributed international workgroup to work on creating elements and to promote and advance the general concept of nevronet and adress all the issues that arise around it. This document serves as a premise to a creation of such group.

technological infrastructure, there is a tendency created to loose this function in “naked” human psyche. If it happens in early ages it brings radical psychological changes.

Why create NevroNet International Council?• We understand that nevronet will be created by one of

large corporate players anyway, and this player will define this new net’s standards

• Present stage of nevronet development – is a stage of defining the principles it will evolve according to, its architecture (analogues are von Neumann computer architecture and internet protocol principles laid down by J.Licklider and Kahn-Cerf/ Berners-Lee protocol design)

• On this stage it is possible to actively affect the subject, that’s why the council will focus its attention on bridging the interdisciplinary gaps and borders and forming a Nevronet architecture in a such a way that it right from the beginning will account for human psychological development tasks, as well as for next stages of “consciousness evolution”, connected to possible use of this collaboration instrument (merging ethics and technological planning)

Possible directions of cooperation

1. Running international foresight and creating an updated and verified roadmap by leading neurophysiology, cognitive psychology etc researchers (California, Spring 2014)

2. Starting International science council that will be coordinating research needed to create nevronet technologies, support the international cooperation and financing for this projects

3. Joint nevronet technology promotion program development and realization (engagement in federal programs, reaching for pilot rapid experiments spaces and opportunities etc.)
