“Konstantin Stanislavsky once limited a theatre’s lifetime to ten years. He thought ten years was enough time to realize the innovative ideas of the theatre’s founders, carry out the bold projects and plans of the theatre’s directors, and fully reveal the creative potential of the theatre’s troupe. After ten years in operation, the theatre inevitably begins to fade and decline and a new powerful impulse is required to bring it back to life.Perhaps, any non-commercial organization could be compared to a theatre. At any rate, ten years in civil society, especially in a country such as Russia, is a very respectable term. As it approaches its tenth anniver-sary, the New Eurasia Foundation faces the task of assessing its role and contribution, its comparative advan-tages and weaknesses, as well as the task of identifying new ways and methods that will ensure its continuous growth and development. The past ten years have been extremely rich and eventful for us: we remember our victories and defeats, our hopes and disappointments, our successes and failures. Although not everything has gone according to plan, the New Eurasia Foundation has been and will remain one of the social develop-ment leaders. Our models, methods, and techniques are being used by dozens of organizations throughout the country. Our approaches underlie the standards of Russia’s emerging social investment sector.The New Eurasia Foundation has always been known for its willingness to experiment, master new social techniques, and expand its circle of partners and experts. Perhaps, this is why the Foundation has always attracted creative and caring professionals who strive to outpace the spirit of time rather than follow it. THE NEW EURASIA FOUNDATION (FNE) IS A RUSSIAN NON-PROFIT ORGANIZATION ESTABLISHED

IN MOSCOW IN 2004. OPERATING IN THE CAPACITY OF A SOCIAL DEVELOPMENT AGENCY,

• The Foundation has access to a pool of international experts specializing in 36 scientific disciplines and capable of delivering professional assessment of scientific research projects.

• An international database of experts specializing in assessment of scientific research projects. The database contains the resumes of more than 7,000 scientists and researchers representing 36 scientific disciplines and 42 countries of the world.

• Portfolio of techniques. The Foundation has access to a unique portfolio of project methods and techniques in the field of social development. All FNE methods and techniques have been tested and proven effective in the current Russian conditions.

One of the New Eurasia Foundation’s key program areas, “Education” aims to support the modernization of Russian education with the view to improve the lives of Russian citizens. The projects and programs within this block are designed in response to education requirements of various stakeholders. They aim to meet the needs of Russian citizens in accessible quality education, support the development of the social function of education, introduce mechanisms required to improve accessibility of quality education, and enhance the role of education in Russia’s innovation development.

The New Eurasia Foundation’s portfolio of training and consulting techniques and methods helps implement complex and highly-focused projects in the fields of tertiary, secondary vocational, and general education.

The portfolio of techniques and multiyear experience accumulated within the “Education” block make it possible to implement projects designed to facilitate the development of territorial education systems, form partnerships between education, governments, businesses, and civil society institutions, promote commercialization of research and technology transfer, assist in the development of youth, and facilitate the networking among education professionals.

Mission: To support the modernization of Russian education with the view to improve the lives of Russian citizens.

Goal: To support the development of Russian educational systems and institutions by creating conditions conducive to cooperation and consolidation of resources.

Nargis VALAMAT-ZADE, Director of the New Eurasia Foundation’s «Education» program area:

“Education plays a very important role in contemporary society. It is the principal pillar that supports human beings, society, and state. A good

education enables a talented individual to rise from the bottommost layers of public life, achieve a high social status, and become a useful

and productive member of society. Since the very inception of our organization, all our education-related projects and programs have been

conceived in response to the education requirements of our various stakeholders. We facilitate an effective organization of the process of education,

provide methodological support to the instruction process, design innovative education techniques, and build productive and lasting international

partnerships. The New Eurasia Foundation’s ability to access a large and distributed network of international partner organizations, an international

community of scientific experts, and a unique database of international experts has enabled the Foundation to take part in organizing the assessment

of the scientific research projects submitted to the open grant competitions designed to attract the world’s leading scientists to Russian universities

and research centers under Resolution No.220 of the RF Government by some of the world’s most reputable international science experts. It is not

only a great responsibility, but also a great honour for us to be so involved in the development of Russian education and promotion of cooperation

with the international scientific and education communities”.

• Promotion of public-private partnerships in the field of education and social functions of educational institutions; creation of a network-based professional community.

• Promotion of collaboration between educational institutions and the Labor market; encouragement of professional self-identification and education of youth with the view to train, attract, and retain skilled workers in Russian territories.

• Provision of support to institutions of higher learning that choose to continue their development as entrepreneurial universities.

• Promotion of the universities’ role in the development of regional innovation infrastructures, commercialization of research, and technology transfer required for the development of territorial innovation ecosystems by designing regional, interregional, and international projects with participation of territorial education administration bodies, governments, businesses, national partner organizations (e.g. Association of Innovative Russian Regions, Skolkovo Foundation, Foundation for Support of Small Innovative Enterprises, RVC, etc.), as well as international partners.

• Provision of advisory support in modernization of educational systems and institutions.

• Improvement of administration efficiency of educational systems and institutions.

• Organization of evaluation, benchmarking, and ranking of educational systems and institutions in compliance with applicable global standards.

• Provision of assistance to Russian educational institutions that choose to pursue international markets in joining international consortia and projects by promoting international cooperation.

• Implementation of exchange programs, operational and research projects in collaboration with leading institutions of higher learning, their associations, and other professional associations from the USA, European countries, China, Israel, and other Asian countries.

• Provision of assistance to territorial innovation communities consisting of educational and research organizations, innovative businesses, industrial enterprises, governments, and third sector organizations in their attempts to join the global innovation community.

• Organization of qualifications improvement and internship programs for representatives of educational institutions, businesses, and governments in Russia that are focused on education development issues that are relevant for the Russian partners and territories; promotion of academic mobility, including international academic mobility.

• Implementation of community school model, as well as community, multicultural, and democratic education models to ensure equal conditions for the development of children and youth and socially vulnerable population groups.

• Promotion of best Russian and global models and practices in the development of children’s creativity in compliance with innovation development requirements; development of technological competencies and creativity in students and youth.

• Promotion of youth support and development models that are based on the premise that youth is one of the key territorial development subjects and the country’s new creative class.

• Participation in the implementation of governmental initiatives aimed at modernizing tertiary education: development of the networks of federal and national research universities, recruitment of leading scientists, assessment of education and research projects by international experts.

• Collaboration within the framework of a distributed international network that makes it possible to organize international networking projects, training events, and study tours hosted by the world’s leading university centers.

• Reliance on the outcomes of exclusive analytical research projects designed to identify problematic areas and best practices in university development.

PROGRAM MECHANISMS RESOURCES

The New Eurasia Foundation’s multifaceted experience in supporting the development of institutions of higher learning enables it to implement projects designed to modernize university management systems and assist universities in improving specific spheres of their operations, such as strategic development planning, modernization of curricula in compliance with the Bologna Convention requirements and Labor markets, man-agement of research activities, commercialization of research, development of university innovation ecosystems, etc. with the view to enhance the role of institutions of higher learning in the development of territorial innovation ecosystems and innovative economy clusters, international activities, collaboration with regional, national, and international partners. The New Eurasia Foundation designs such projects in collaboration with a broad network of partners encompassing Russian and foreign universities, associations, and expert organizations.

T he “EURECA” program seeks to enhance the scientific research capac-ity of Russian universities and support their participation in the national and global innovation ecosystems by assisting them in the develop-

ment of their commercialization of research and technology transfer systems, strengthening their entrepreneurial potential, and helping them integrate aca-demic and entrepreneurial components in their everyday operations. The pro-gram is the initiative designed and funded by the US-Russia Foundation for Economic Advancement and the Rule of Law (USRF). It is implemented in partnership with the Ministry of education of the Russian Federation in com-pliance with the priorities of the National “Education” Program and the Federal program for support of national research universities.In the course of its pilot phase, the “EURECA” program helped create opportu-nities for Russian national, federal, and research universities and other leading institutions of higher learning to organize collaboration with the international innovation community and its primary networks thereby enabling its members to adequately assess the growing potential of cooperation with Russia. Based on the experiences of the model US — Russian interuniversity partnerships, the program offered effective mechanisms enabling Russian innovative univer-sities to access not only national, but also international, particularly, American innovation markets. The “EURECA” program became an innovative mediator that brings together the requirements and resources of institutions of higher learning, businesses, governmental stakeholders, innovation community members, and development institutes interested in innovation development in general, as well as in mutually beneficial US-Russian cooperation in in-novations, in particular.

The program “Enhancing the entrepreneurial capacity of leading Russian universities by engaging regional governments in improving the efficiency and competitiveness of innovation economy cluster subjects” (a.k.a. “EU-

RECA-2”) will strengthen the role of the leading universities in the develop-ment of modern innovation systems and effective cluster collaboration models involving universities by supporting universities’ leadership in innovation clus-ters, creating and developing innovation infrastructures in clusters, designing methodological recommendations on organizing this process, and by putting together model descriptions. These models and mechanisms will be subse-quently disseminated and replicated for the benefit of other regional and na-tional clusters. “EURECA-2” will enable universities to optimize their innovation infrastructure management systems, R&D management systems, commerciali-zation of research and technology transfer systems by creating new structures and introducing new procedures and approaches. The project will enable uni-versities to optimize their entrepreneurial education systems taking into account the needs of regional innovation ecosystems and high-tech industry sectors. The project will enhance the role of institutions of higher learning within region-al innovation clusters by supporting their innovation activities and by enabling them to form partnerships with leading American universities and join interna-tional innovation networks. “EURECA-2” will also enable innovation companies to optimize their operations by enabling them to form partnerships with institu-tions of higher learning in training a highly-skilled workforce and implementing R&D activities for the industry in compliance with regional innovation economy and cluster development requirements. Finally, the project will enable Russian regions to optimize their innovation ecosystems by improving the operating ef-ficiency of regional cluster member-organizations.

The key participant of the “EURECA-2” program is a con-sortium consisting of the Association of Innovative Russian Regions (AIRR) and the seven leading Russian universities listed below:• National Nuclear Research University “MIFI”,

This project continues what was started by the “Community schools in Russia” and “Community universities” projects as

it links them together using a new project com-ponent, “Synergy”. The project aims to reinforce the previously created institutional, intellectual, and human resources in the field of community education, facilitate a mutual integration of these resources, and create a viable model for their subsequent dissemination. The project will help create a mechanism for integration of schools and institutions of higher learning for the purpose of implementing community education practices. The project will help design a set of secondary school education methods based on community school principles. The pilot schools will launch creative and innovative Local Development Labo-ratories where school teachers, school students, as well as students and faculty members of institu-tions of higher learning will implement research and education projects within the framework of study programs and extracurricular activities designed to address territorial and local commu-nity development problems.

The New Eurasia Foundation has recently expanded its database of international experts.

Today, the database contains information about more than 7,000 international experts. A

more extensive list of experts will help ensure a maximum diversity of potential candidates

from among foreign experts and avoid excessive representation of any specific country

in the process of assessment of project proposals. The network is comprised of experts

representing more than 42 countries, including Austria, Australia, Belgium, Great Britain,

Hungary, Germany, Greece, Denmark, Israel, Ireland, Spain, Italy, Canada, Cyprus, China,

Latvia, Lithuania, Macedonia, Mexico, Netherlands, New Zealand, Norway, Poland, Portu-

gal, Romania, Serbia, Singapore, Slovakia, USA, Finland, France, Croatia, Czech Republic,

Sweden, Switzerland, Estonia, Japan, etc.

The New Eurasia Foundation has experience in and disposes of resources required to organize assessment of research and education process

of any complexity by international experts. A diversi-fied expert base and a proven method that meets the procedural requirements of the leading international organizations enable the Foundation to organize project assessment in compliance with relevant international standards. In 2012, the FNE used its methods and ac-cess to a database of international experts to organ-ize assessment of 37 project proposals submitted to a grant competition of the RF Government. Those project proposals were assessed by 71 international experts.

The New Eurasia Foundation has already used its metho-

dology to organize assessment of the project proposals

submitted to the open grant competitions that were held

by the Gov ernment of the Russian Federation in 2010 and

2011 in compliance with Resolution No.220, “On measu-

res designed to attract leading scientists to Russian in-

stitutions of higher learning”, by international experts.

At present, the New Eurasia Foundation is responsible

for organizing the assessment of project proposals sub-

mitted to the open grant competition of the Government

of the Russian Federation designed to provide govern-

mental support to research projects implemented under

the supervision of the world’s leading scientists at Rus-

sian institutions of higher learning, research organizations

of the governmental academies of sciences, and govern-

mental research centers of the Russian Federation.

The New Eurasia Foundation does a lot of work supporting international activities of edu-cational institutions of different kinds. Here,

the New Eurasia Foundation focuses on promot-ing effective formats of international cooperation and informing Russian education specialists of best foreign practices and methods of their adaptation to the Russian conditions. Over the years, the Foun-dation has built serious partnerships with some of the leading America, European, and Asian uni-versities, professional associations, and expert communities. The Foundation’s networks of partners enable it to organize various seminars and confer-ences, training sessions, study tours, and qualifi-cations improvement programs specifically tailored to meet the needs of Russian universities. Education services are usually requested by the leading Rus-sian universities and regional institutions of higher learning.

The Foundation’s education projects and programs have

included more than 50 study tours to European countries,

the USA, and Israel and more than 100 international

conferences on the most relevant education development

issues, e.g. “We build our future today: University —

Region — Business”, “University innovation ecosys-

tems and their role in regional innovation development:

lessons learned and solutions for successful commer-

cialization”, Russian — German symposium “Knowledge

transfer as the new key objective of institutions of higher

learning. Support for innovation development and the re-

International study tour for representatives of Russian institutions of higher learning “University as a key player in the development of the national innovation ecosystem”, May 2013, Beijing, People’s Republic of ChinaThe study tour was hosted by Qinghua University. Its participants had the opportunity to learn

about the most effective methods and approaches to the development of university innova-

tion ecosystems, development of productive and lasting partnerships between universities,

businesses, and regional and local governments, and to strengthening the role of a univer-

sity as a key player in the development of the national innovation ecosystem. The study tour

participants included representatives of the Ural Federal University named after the first RF

President B. N. Yeltsin. They also had a chance to discuss potential cooperation avenues

with representatives of Qinghua University.

International study tour “Entrepreneurial strategies of leading American universities: practices and partnerships for territorial development” (December 2012, Boston, USA)The study tour was organized for representatives of the Southern Federal University and Penza

Technological Academy and covered the third function of universities, development of socially

enterprising universities, and collaboration between institutions of higher learning and local

stakeholders for the benefit of university and territorial development. For additional informa-

“Innovations after 2013” conference, July 2012, Amsterdam (Netherlands)This international event was organized by the Association of Universities in the Netherlands

in partnership with the New Eurasia Foundation and Association of the Leading Russian Uni-

versities. The purpose of this conference was to identify promising areas for cooperation be-

tween Russian and Dutch universities and put together collaborative action plans for the year

of bilateral relations between the Russian Federation and the Netherlands scheduled for 2013.

The “Community universities” project seeks to introduce socially useful practices in edu-cation of students, support the develop-

ment of continuous education programs, promote the project management approach and entrepre-neurial spirit among students and faculty, contrib-ute to the development of local communities, make education more practical and improve its quality, expand the opportunities of students and faculty for self-realization, and enrich the resources of in-stitutions of higher learning.The project promotes the social function of educa-tion in Russia, helps collect and disseminate best university practices in social engagement, and pro-motes the networking between Russian and foreign institutions of higher learning. The project helped create information resource centers focused on promoting the social function of universities on the basis of six Russian insti tutions of higher learning: Ural Federal Univer sity, Northern (Arctic) Federal University, ITMO, Perm State University, Kostroma State Agricul tural Academy, and the Novokuznetsk Branch of the Kemerovo State University. The pro-ject helped train teams of specialists for promotion of community education at institutions of higher learning. In addition, the participant universities have put together a portfolio of 50 best practices in collaboration between universities and local communities. The participant universities distrib-ute these practices among other universities.

PROGRAMS (PVE AND SVE) DESIGNED ON THE BASIS OF PROFESSIONAL STANDARDS” PROJECT

The project offered a mechanism of engaging employers in designing professional standards for professions required for territorial develop-

ment that were subsequently used to design vocational training programs to train skilled workers and manag-ers. The project helped design a mechanism of col-laboration between business and vocational education capable of meeting employers’ needs and enabling vocational school students to improve their competi-tiveness and mobility on the Labor market.

“TRAINING DEVELOPMENT MANAGERS FOR RUSSIAN REGIONAL UNIVERSITIES” PROJECT

“COMMUNITY SCHOOLS IN RUSSIA” PROJECT

The project enabled a group of Russian universities to design and test new mechanisms required to optimize strategic development of institutions of higher learning by training teams of university development specialists

and enhancing competitiveness of Russian regional universities. The introduc-tion of a training program for strategic and organizational development managers into the tertiary education curriculum is another achievement of the project.

The project enabled a group of Russian univer-sities to design and test a mechanism required to utilize the potential of regional universities

in socio-economic development processes of their respective regions by implementing replicable models of collaboration between universities and other regional so cial partners..

Since 2005, the New Eurasia Foundation has been promoting the community school model entailing collaboration between secondary

schools and their respective local communities, utilization of local community resources in the pro-cess of education, popularization of volunteerism among secondary school students, and engagement of parents and other members of local communities in everyday lives of secondary schools. Several Russian regions have chosen to use the commu-nity school model as the basis for the development of their respective regional education systems. The model is fully equipped with methods required for implementation of the new generation standards of education and has been included in the national education initiative “Our new school”. The project has helped create a large portfolio of methods that are now used in secondary schools, as well as qualifications improvement institutes for education specialists. In addition, the project has helped put

together an interregional network of resource centers that provide methodological, advisory, and training support to community schools, as well as an interregion-al network of institutions of higher learning and continuous education that train and improve qualifications of school teachers and administrators using the com-munity school model. Russian community schools are networking and collaborating with community schools in other CIS member-states and abroad.

The project helped create a system of workforce training for community schools on the basis of qualifications improvement institutes for education specialists. The project participants designed 11 sets of training and methodological materials two of which are designed to train community schools specialists at teacher training institutions, eight will be used to train community school specialists at institutions of continuous pedagogical education, and one set was designed for both categories of students. Community education approaches and courses have been implement-ed at more than 60 schools involved in the project.

The program enabled the Foundation to summarize the education financing models available in Russia by implement-

ing a research project, “Comparative analysis of Russian and foreign education financing mod-els”. In addition, the Foundation designed rec-ommendations for Russian institutions of higher learning on attracting non-budget funding and organizing research activities, and sug-gested ways to improve the existing education financing models in Russia.

This was the first project in Russia to launch public discussions of relevant ideas, ini-tiatives, and best education development

practices within the professional community of education executives, such as regional edu-cation administration officials, secondary school principals, representatives of educational NGOs, and leading experts, using a variety of venues, such as interregional councils, forums, clubs, etc. The recommendations designed as a result of those discussions have been used by edu-cational ministries and departments, as well as education professionals of various levels.

“When we speak of the New Eurasia Foundation’s approaches to territorial development we mean, first and foremost, giving up on charity for the sake

of charity. Since 2010, we have been using the concept of social investment. The Foundation’s territorial development projects seek to enhance

the quality of human capital, ensure employment and self-employment, and introduce innovative techniques and approaches into the social sphere.

Our work primarily focuses on three areas: support of small and medium-sized businesses at the municipal level, professional self-identification

of youth and adaptation of the primary and secondary vocational training system to the Labor market requirements, and engagement of local

community members in social projects and civic initiatives. Since 2011, we have been working in the field of social entrepreneurship — a kind

of activity that is entirely new for our country. Social entrepreneurship has the capacity to help effectively address the most pressing needs

of the Novoshakhtinsk (Mikhailovsk district,

Primorye region) municipal government, Sergey

Ivanchenko, is taking part in the projects implemented

by the New Eurasia Foundation and the SCEC

Regional Development Foundation and he says

that the knowledge he acquires as a result of his

involvement helps him a lot in his everyday work.

“We came here, — said Sergey Nikolayevich, —

to see how the Krasnoyarsk region, Kemerovo

Our representatives observed the fair in Borodino”.

Sergey Ivanchenko wants to launch a pilot small

business support program in his district that

currently boasts about 35 entrepreneurs that would

be able to consolidate the fragmented businesses

of the Novoshakhtinsk settlement, populated by some

8,500 people, primarily represented by commerce

and service enterprises…

Project goal: to put together a system that will help train young workers for the Siberian Coal Energy Com-pany enterprises at the vocational training schools in the company’s operation territories. on the outcomes of the projects in professional self-determination of youth implemented in 2008-2010 in partnership with the Siberian Coal Energy Company Regional Development Fund and aims to meet the most pressing workforce training needs. The qualifications of vocational school graduates rarely meet the requirements of industrial enterprises and this problem is felt very strongly in Russia’s industrial regions. This is why workforce training has become such an important issue for Russian municipalities, regions, and businesses. Addressing this problem requires qualitatively new approaches.

“PUBLIC-PRIVATE PARTNERSHIP IN MODERNIZING PRIMARY AND SECONDARY VOCATIONAL EDUCATION” PROJECT

In 2010, the project “Developing the Labor potential of Leninsk-Kuznetsky” helped

establish a center for professional self-determination of youth at the city’s Lyce-

um No.4. The workforce preparation procedure is interactive, focused on independent

work, reflexive discussions, distant learning courses, and application of best Russian

and foreign practices in the development of territorial workforce potential.• A small business support agency was registered

in Sharypovo.

• The first municipal fair of small businesses

of the Mukhorshibir district of the Republic

of Buryatia was held.

• Training seminars were held for over 150 existing

and aspiring entrepreneurs from the pilot regions.

The project is designed to organize a professional identity system in con-sideration of the modern employee requirements. Mobile, competent, and competitive graduates capable of promptly acquiring the professions

for which there is a market demand are required today. At the same time, they must have social competencies and be independent and mature enough: they must be able to assume responsibility for their own lives and know how to make the right choice. This is why the notion of professional identity in this project differs from the traditional notion of professional orientation: it also has to do with one’s personal identity, one’s attempt to develop certain qualities that make one an independent adult.

Project goal: to improve the operating efficiency of regional innovation sup-port structures.Project geography:• Kemerovo region,• Khabarovsk region.One of the factors impeding the advancement of innovations is the poor op-erating efficiency of the regional innovation support structures. This is often accounted for by the lack of information about the best Russian and interna-tional practices and models of regional innovation development. This is why the project focuses on supporting the networking among regional innova-tion support structures, analyzing the world’s best practices, and ensuring exchange of relevant experiences. The project partners include two regional innovation support structures: the Kuzbass Technological Park (Kemerovo re-gion) and Far-Eastern Agency for Support of Innovations (Khabarovsk region).

“DEVELOPING REGIONAL INNOVATION SUPPORT STRUCTURES” PROJECT

The first Popular Science Museum was inaugurated in Len-

insk-Kuznetsky on August 24, 2011. The museum is the result

of a social partnership: the exhibits were created by the mem-

bers of the Children’s Creativity Center; the lyceum teach-

ers, spearheaded by the principal, T. A. Yakushina, designed

amusing exercises for the youngest patrons, while the mu-

nicipal research methodology center, education department,

and New Eurasia Foundation provided methodological sup-

port. The museum’s inauguration turned out to be a truly joyful

event for the children. A special tour of the museum was de-

signed for them. “Feel free to touch the exhibits!” is the basic

rule of behaviour in the museum, which is why the children

were able to experiment with each exhibit and check how it

worked. Some of the children immediately revealed their abili-

ties. For example, Ilya, a lyceum student, built Leonardo da

Vinci’s bridge in record time. In addition to the tour of the mu-

seum, the organizers had put together four experimental labo-

ratories where the children examined the composition of light

and colour, analyzed the air of Leninsk-Kuznetsky, assembled

a model of Earth’s crust, built a radio receiver and a Dicta-

phone, and turned on the light in a lighthouse model.

The Deputy Governor of the Kemerovo region for economy

and regional development, D. V. Islamov, had visited the mu-

seum shortly before the inauguration ceremony. The Director

General of Siberian Coal Energy Company OJSC, V. V. Ra-

shevsky, came to check out the new museum on August 27,

the official Miner’s Day.

Another popular science museum was inaugurated in the city

of Borodino, Krasnoyarsk region, in December 2011.

Project goal: to engage children and adoles-cents residing in the operation regions of Siberian Coal Energy Company OJSC in technological ac-tivities and awaken their interest in mining and en-ergy professions.Project geography:• Leninsk-Kuznetsky, Kemerovo region,• Borodino, Krasnoyarsk region.The project attempts to tackle one of the most relevant tasks for today’s Russia — to awaken an interest in science, research, and technology in young people. The project methodology is based on the popular science museum model. Popular science museums exist all around the world. In re-cent years, they have appeared in Moscow, St. Pe-tersburg, and Irkutsk. The project aims to establish popular science museums whose activities will promote innovative thinking, popularize science and technology, revive the prestige of engineer-ing professions, and train a competitive workforce for the coal-mining industry.

To help the pilot universities implement their projects the New Eurasia Foundation has conducted training seminars

for their students on innovation project design (“School of innovation development”). These seminars required forming

interdisciplinary project teams made up of not only students of technical faculties, but also future economists, market-

ing specialists, managers, and lawyers. At the same time, the Foundation is providing practical assistance to the teams

in their efforts to design innovation projects based on the innovative activities of their respective universities. For exam-

ple, the Siberian Federal University has put together interdisciplinary teams for five innovation projects:

• Environmentally friendly and energy-saving technology of utilization of the out-of-balance coals

of the Kansk-Achinsk coalfield for production of calcium carbide, acetylene, and hydrogen.

• Development of environmentally friendly and energy-saving devices for preparation of the Kansk-Achinsk field

coals for power production at power plants.

• Biomedical products manufactured on the basis of polyhydroxyalkanoates (PHA).

• Medical application of nano-sized ferrihydrite particles.

• Reduction of silicone tetrachloride using a univalent aluminum compound (subchloride).

This approach to the development of innovative projects, on the one hand, helps to better prepare projects for external

financing, and on the other — makes it possible for students to acquire practical skills in teamwork, experience in train-

ing and subsequent implementation of innovative projects, and an opportunity to form teams for implementation of their

own projects in the future.

Project goal: to establish and facilitate the organizational development of a small business support structure in the city of Sharypovo, Krasnoyarsk region.This project was implemented using the model that was tested in the course of the small business support project implemented in the city of Borodino, Kras-noyarsk region, in 2008-2010 as part of a program implemented by the New Eurasia Foundation in collaboration with the Siberian Coal Energy Company Regional Development Fund. Small business development is one of the most pressing needs currently experienced by the city of Sharypovo because, ac-cording to the head of the municipal government, V. G. Khokhlov, it is small and medium-sized businesses that are to act in the capacity of “city-forming enterprises” for Sharypovo. The FNE experts traveled to the city of Sharypovo and analyzed the needs of the local business community and the status of the ex-isting small businesses in the city, designed a small business development concept for the city, and selected candidates for recruitment by the future small business support structure to be soon established in Sharypovo.

• Sustainable partnerships were created between the bodies of power, businesses, and non-commercial organizations in seven districts of the Omsk region (the total number of participating partners reaching 143);

• 57 new jobs were created;• 5,302,727 roubles were raised to implement social

entrepreneurship projects;• The participating social entrepreneurs earned about

1.5 million roubles during the five months following the completion of their training under the project.

RESULTS OF PHASE I OF THE “SCHOOL OF SOCIAL ENTREPRENEURSHIP” PROJECT

Project geography:• Phase I — Omsk region;• Phase II — Omsk region, Republic of Tatarstan, Irkutsk region.The project consists of two phases. The first phase, completed in July 2011, helped design and test the training component of the School of social entre-preneurship. The Omsk regional community school resource center acted as the project partner.The first group of the school students — a total of 43 individuals — were selected on the basis of competition. Over the course of the subsequent five months, these people not only designed, but also implemented social entre-preneurship projects. The Supervisory Board of the school presided over by the Deputy Chairman of the Omsk regional government, A. V. Artyomov, was put together to monitor the students’ progress. The Supervisory Board also in-cluded prominent representatives of the regional business community and non-commercial sector.A local community development technology based on the social entrepreneur-ship approach and public-private partnership was the principal result of the first phase of the project. The social entrepreneurship approach allows combining the advantages of the non-commercial sector and entrepreneurship in social practices and address social problems at the local and regional levels more ef-ficiently. The technology is unique in that successful local businessmen provide expert support to the students’ projects and ongoing negotiations and collabo-ration between municipal governments, social entrepreneurs, and the Supervi-sory Board members help create a favourable entrepreneurial climate in the pilot territory.The second phase of the project is designed to put together a regional pool of social entrepreneurship trainers. In addition, the project geography was ex-panded as the Irkutsk region and Republic of Tatarstan joined the project.

The project activities bring together representatives of six operation regions of Siberian Coal Energy Company OJSC (heads

of municipalities, employees of municipal governments and organizations, active project participants, and initiative citi-

zens), including representatives of the territories in which social programs were not implemented in 2008-2010. As they

learned about the successful project experiences and results of other territories, the participants of the seminars re-evalu-

ated the prospects of their respective coal-mining enterprises. For example, the participants of the seminars in Kiselyovsk

and Ulan-Ude were presented with implementation experiences of specific public initiatives: the municipal fair of social

projects organized by an initiative group of citizens in Kiselyovsk and professional self-identification and career coun-

seling at the local press-center in the settlement of Nikolsk, Mukhorshibir district, Republic of Buryatia. The participants

of the seminar in Krasnoyarsk learned how to improve people’s lives in a small company town and attract additional capital

by promoting the development of small businesses and small business support structures as it was done by the small

business support agency of the city of Borodino and the Rybinsk district. In Abakan, the seminar participants learned about

the professional self-identification and career-counseling model used by the Ust-Abakan municipal center for professional

self-identification and career counseling for youth, which helps young people to find their life paths and choose professions

required for ongoing prosperity of their home towns.

The municipalities of the Primorye region in which Siberian Coal Energy Company OJSC operates a number of its enter-

prises also took an active part in the seminars. The seminars were attended by a total of 121 participants.

“SCHOOL OF LOCAL COMMUNITY” PROJECT ACTIVITIESProject goal: to organize and facilitate an exchange of best practices of the participants of the social projects implemented in 2008-2010 and to dis-seminate the most successful models in other territories.Project geography:• Krasnoyarsk region,• Khabarovsk region,• Trans-Baikal region,• Altay region,• Primorye region,• Kemerovo region,• Republic of Buryatia,• Republic of Khakassia.The New Eurasia Foundation launched the «School of Local community» project in 2011 to engage as many of the Siberian Coal Energy Company’s operation territories as possible in socially meaningful activities using the territorial devel-opment models tested in 2008-2010, as well as to improve professional qualifica-tions of the representatives of the resource centers established under the social projects implemented in 2008-2010. The project will enable groups of orphans from among senior-year high school stu-dents and their mentors to undergo training

in social project management and support their independent efforts in designing and implementing their own socially meaningful projects, as well as effective communication and constructive competi-tion with peers..

The project aims to enhance the capacity of civil society institutions, businesses, and mass media required to facilitate peaceful resolution of con-

flicts and design new social conflict-prevention mech-anisms in Transnistria.

The project aimed to prevent illegal migration to RF by improving the conditions and oppor-tunities for legalization of migrants. The project

consisted of a series of activities designed to further the political dialogue between EU and the countries in-volved in the project with the view to improve the qual-ity and quantity of social support available to migrants before they leave home and upon their arrival in their destination countries. In addition, the project entailed a training program designed to improve relevant com-petencies of government officials and NGO representa-tives in social adaptation of migrants.

The project aims to introduce the social entrepre-neurship technology to young people with dis-abilities as a tool they can use to facilitate their

own social adaptation and integration into the socio-economic life of their community. The project helps its participants to determine if they want to engage in social entrepreneurship and formulate their busi-ness ideas, if they do.

The project helps identify effective models of collaboration between the governments and civil society institutions, such as NGOs,

institutions of higher learning, social development centers, community school resource centers, etc. in the field of prevention and mitigation of con-flicts in Northern Caucasus. The project will help increase the number of initiatives implemented by civil society institutions in collaboration with gov-ernments with the view to prevent and mitigate con-flicts, as well as expand the media coverage of this work in the region.

The project is implemented in partnership with the Department of Family and Youth Policy of the Moscow city government. The New Eurasia

Foundation facilitates the process of social adaptation of orphanage and boarding school graduates by pro-viding them with social communication skills, as well as independent goal-setting and goal-achievement skills. To that end the FNE partners and specialists have adapted and provided orphanage specialists with a set of specifically designed methods and tech-niques, including psychological and skill development training sessions, and involved orphanage residents and graduates in social project management.
