Sensor, Surveillance, and Biometric Technologies Center of Excellence
UDRI – RDCAP Proposal
• DOJ Program: National Institute of Justice (NIJ) Sensor, Surveillance, and Biometric Technologies Center of Excellence
• UDRI/IDCAST – AFRL, City of Dayton Police/Fire Depts.• Activities
– ID, test, evaluate, & demonstrate new technologies that support NIJ– Support the deployment & adoption of new technologies– Develop technology guidelines & standards– Provide assistance & support to criminal justice agencies in the use of
these technologies
• $6 million from NIJ, all of which stays in Ohio and will be used for personnel and operations of the national center at UDRI
• $900,000 from RDCAP for additional instrumentation for IDCAST specific to NIJ activity
UDRI – RDCAP Proposal• NIJ is most interested in proposals that leverage existing
centers/facilities/personnel. NIJ states it will evaluate proposed costs to NIJ relative to the project’s overall scope, impact and benefit
• 15% of the evaluation is based on the cost proposal, to include cost share, and the above criteria
• This will be the only NIJ center of its kind and, if awarded to UDRI, will move this activity from New York
• Aligns extremely well with current work and capabilities of UD, UDRI, IDCAST and the Dayton region in remote sensing, wide area surveillance, chemical/biological sensing, environmental monitoring, and biometrics
• Provides this group with an entirely new funding stream and sponsor type

• DOE Program: Energy Efficient Building Systems Regional Innovation Cluster Initiative
• DOE partnering w/ DoC EDA, DoC NIST, SBA, DoL, DoE, NSF• R&D and deployment/transfer of energy efficient building
components, systems, & models that will reduce energy use, greenhouse gases, and catalyze an industry-wide shift to new technologies
• Advanced energy, advanced materials, ICE• Cost share is encouraged from state/local government and is
required for most project activities• Only one $130 million award over 5 years

• Consortium of PA, OH, and WV institutions and companies• PA will lead the project w/ a systems integration facility in PA• Ohio activity will focus on an engineering & prototyping center in
Warren, OH• The engineering & prototying services supplied in Warren will serve
all PA, OH, and WV partners• Ohio partners will get $45 million• PA will receive $76M and WV will receive $9M

– Global HQ for Philips computed tomography and nuclear medicine businesses
– NA HQ for Imaging System’s Refurbishment business
– Field Service Academy and Training facility – 5,000 people per year
– Existing partnership with OSU and CWRU through a Wright Center of Innovation
Philips – RDCAP Proposal
• Philips partnering with University Hospitals and Case• Center could be based within both a renovated space of UH and
within UH’s new cancer hospital • Both prototype and newly released equipment would be sited for
clinical feedback and enhancement• Clinicians and researchers from UH and Case would be co-located
with Philips product development personnel• Such a Center would:
– Test and evaluate prototype and new-to-market technologies– Develop and test investigational molecular imaging agents on various
instrumentation– Help secure development of new imaging technologies for Philips– Provide research access to and collaboration around new, highly
advanced imaging technologies(R&D, product development, manufacturing/assembly, and clinical partnerships are currently scattered globally, requiring extensive travel)

• Philips will set R&D direction, both clinical and technological. Philips will also supply equipment, engineers, and product development expertise to the Center
• UH will provide space and supply both patients and clinicians from Neurology, Cardiology, Pathology, and Oncology to alpha and beta test new devices
• Case will provide research personnel, technology evaluation, Dept. of Biomedical Engineering, research services, students and additional equipment/instrumentation

• Phase I– Philips $33.4 million ($6.8 million for Philips & UH personnel, $10.65
million for equipment, and $15.9 million for R&D services).
– Initially 5 new high-level Philips senior R&D staff
– RDCAP $5 million to UH, and Case as fiscal agent, for equipment for the center
• Possible Phase II– Additional Philips investment equal to or greater than Phase I
– The potential of an additional 20 Philips R&D positions

Center for Translational Molecular Medicine and partnerships with 4 medical centers/hospitals in the Netherlands and Germany
• Qualifies for support through Europe’s $50 billion Framework 7 program
– Haifa, Israel – over 200 R&D employees and partnerships with 3 medical centers/centers of excellence
• Qualifies for support through Israel’s Office of the Chief Scientist
– Suzhou, China – Imaging Systems Industrial Campus, 11/09
– Additionally, Israel and China are both better located to serve emerging, and ultimately dominant, markets
