CHAPTER 1
1.1 Introduction
Apart from managing the administration of the organization, the top management also plays a role and responsibility in determining the direction of the organization he runs. Therefore, he will need to make some important decisions that can serve as a guide by subordinates. In decision making, top management usually influenced by actions based on the nature of their internal or professionally. Act in a professional manner usually associated with the education they receive through work experience or education. Making decision is one of the most important functions performed by leaders (Chocquel, 2010)
1.2 Statement of the Research Problem
a. Decisions made by management are not understood by subordinates b. Communication between management and subordinates are often affected by the
information that is received by subordinates
1.3 Research Objective
The research objectives of this study are:
i.) To identify problems that arise in the delivery of information about the decisions made by the higher-level are understood by subordinates.
ii.) To examine why the information communicated to subordinates often misinterpreted by them

Research question of this study as:
1.4.1 What are the problems that arise in the process of delivering information or about the decision making by the management to the sub-ordinate?
1.4.2 What are the problem facing by sub-ordinate in interpreting of information send by management?
