This chapter provides introductory information about the DOE School Session Time Application.

DOE School Session Time Application Overview 1

Welcome to the DOE School Session Time Application!

Functions Available in the DOE School Session Time ApplicationThe DOE School Session Time Application allows you to:

• Do either of the following:– Submit requests to continue using your 2010-2011 session times in the 2011-2012

school year.– Submit requests for new session times for the 2011-2012 school year.

• Designate the Transportation Coordinator assigned to each of your sites for which the OPT provides busing.

Your requests will be reviewed by the New York State Education Department (SED), Office of Labor Relations (OLR), and the Office of Pupil Transportation (OPT). If your session times fall outside of SED, OLR, and OPT guidelines, those organizations will work with you to adjust your schedule.

Notes 1. You are required to submit a session time request even if you will not need busing for the 2011-2012 school year.

2. Requests submitted by charter or non-public schools will be reviewed by only the OPT, no SED or OLR approval is necessary.

Session Time Request Submission Process OverviewThe process by which you submit session time requests and the requests are reviewed for approval by the SED, OLR, and OPT is described below:

1. You do either of the following:• Submit a request to continue using your 2010-2011 session times in the 2011-2012 school

year.• Submit a request for new session times for the 2011-2012 school year.

2. The application completes an automated SED review to see if your session times meet SED requirements, then displays the SED Requirements Review Status:• This schedule needs an individual review: Your session times do not meet SED

requirements. You can then submit the request for the SED, OLR, and OPT to review for approval.

3. If your session times meet SED requirements, then the application completes an automated OLR review to see if your session times meet standard contractual guidelines, then displays the OLR Review Status:• This is a standard contract day, no OLR approval necessary: Your request does not need

an individual review by the OLR and you can then submit the request for the OPT to review for approval.

• This schedule needs an individual review: Your session times do not meet standard contractual guidelines. You can then submit the request for the OLR and OPT to review for approval.

4. You submit your request for approval.

5. The SED, OLR, and OPT review your request for approval:

• Approved Request: If the SED, OLR, and OPT approve your request, you will receive a confirmation email for each of your OPT school codes. (If your session times meet SED requirements, then only the OLR and OPT need to approve the request. If the application stated that no OLR approval was necessary, then only the OPT needs to approve the request.)

• The request needs an individual review: If the session times fall outside of SED, OLR, or OPT guidelines, these organizations will contact you and develop a schedule that both complies with the guidelines of the SED, OLR, and OPT and meets your school's needs. You will then receive an email message asking you to confirm these session times. (If you are a principal of a school with multiple locations, such as a school with an annex or a D75 school, you will need to confirm each site individually.)

Chapter 2 Using the DOE School Session Time Application

• This chapter provides instructions for doing the following:

– logging into the application– logging out of the application– viewing your 2010-2011 session times– submitting requests to continue using your 2010-2011 session times in the 2011-2012

school year– submitting requests for new session times for the 2011-2012 school year– changing your previously submitted session time requests– checking the status of your previously submitted session time requests– designating your Transportation Coordinator – allowing pop-ups in the application

• This chapter also contains a glossary of some of the terms that you will see in the application.

Logging In

To log into the DOE School Session Time Application:

1. Go to: http://www.opt-osfns.org/opt/schools/sessiontimes The Login screen of the DOE School Session Time Application will appear.

2. Type in the User Name that you use for all your other OPT applications such as the Field Trips System and the School Bus Violations System. If you are from a charter school, type in your ATS code.

3. Press the Tab key on your keyboard.4. Type in the Password that you use for all your other OPT applications.5. Click Go.

The Main screen of the DOE School Session Time Application will appear.

Notes 1. If you do not know your user name and password, please send an email to [email protected]. In the email, include your name, your title, your contact information, your school's name, and the school's ATS or OPT code. Please note that the OPT can email the user name and password only to the principal of the school at the principal's DOE email address.

2. If you have questions about the application, please send an email to [email protected] or call the OPT help desk at 718-392-8855.

3. To report an error in the application, please send an email to [email protected] with the subject "Application Error" and include your ATS code, the OPT code for which a request is being submitted, a description of the error, and a screen shot of the error message. If you called the OPT help desk regarding the error, please include the name of the OPT agent that you spoke to in the email.

4. After approximately 30 minutes of inactivity, you will be logged out of application and you will have to log back in to continue using the application.

5 Using the DOE School Session Time Application

Logging Out

When you have finished using the DOE School Session Time Application, log out to maintain the security of your data.

To log out of the DOE School Session Time Application:

1. Click Logout.

The Main Screen

After you log in, you will see the Main screen. It has four sections:1. Announcements & Instructions: This section displays important announcements regarding

session time requests and a link for downloading this Principal’s Guide for using the application.2. Principal Contact Information and School Information: This section displays your principal and

school contact information. If you are a principal of a public or D75 school, you will see your school's network code, network leader, and cluster leader. If you are a principal of a non-public school, you will see your school's affiliation and affiliation code.

3. OPT School Information: This section displays each OPT school code that is associated with your ATS code. If you are a principal of a school with multiple locations, such as a school with an annex or a D75 school, you will see multiple OPT school codes. If your school information is incorrect, please email [email protected] or call the OPT help desk at 718-392-8855. This section also allows you to enter your Transportation Coordinator information. The OPT will keep you and your Transportation Coordinator informed about all issues regarding your session time requests and busing issues related to your school(s).

4. OPT School Session Time Request(s): This section allows you to submit or change requests for session times for the 2011-2012 school year. This section also displays your session times that are being used for the 2010-2011 school year. If you are a principal of a school with multiple locations, such as a school with an annex or a D75 school, you will see separate session times for each location. If the OPT does not have your 2010-11 Schedule, this message will appear: “2010-2011 schedule not available in the system.”

Viewing your 2010-2011 Session Times

In the OPT School Session Time Request(s) section of the Main screen, your session times for the 2010-2011 school year are displayed. Review these session times for each OPT school code that is associated with your ATS code. (You will see a different OPT school code for each of your locations: annexes, satellites, etc.)

Notes 1. If your displayed 2010-11 Schedule is incorrect or your schedule is not in the application, you can simply submit a request for new session times for the 2011-12 school year. (Please see Requesting New Session Times for 2011-2012 on Page 15.)

2. If you are a principal of a school with multiple locations, you will see your 2010-11 Schedule for each location.

3. If the OPT does not have your 2010-2011 Schedule, this message will appear: “2010-11 schedule not available in the system.”

To view your 2010-2011 session times:

1. On the Main screen, scroll down to the OPT School Session Time Request(s) section.A summary of your 2010-11 Schedule will be displayed as shown below.

2. Click View 2010-11 Detailed Schedule to see your daily schedule for regular and extended times.

Your detailed session schedule will appear.

Note If pop-ups are disabled on your computer, your detailed schedule will not be displayed and this message may appear at the top of the screen: “Pop-up blocked. To see this pop-up or additional options, click here.” Please see Page 31 for instructions on allowing pop-ups.

9 Using the DOE School Session Time Application

Submitting Session Time Requests

You can do either of the following:• Submit requests to continue using your 2010-2011 session times in the 2011-2012 school year.• Submit requests for new session times for the 2011-2012 school year.

Your requests will be reviewed for approval by the New York State Education Department (SED), Office of Labor Relations (OLR), and Office of Pupil Transportation (OPT).

Notes 1. Requests submitted by charter or non-public schools will be reviewed by only the OPT, no SED or OLR approval is necessary.

2. If you are a principal of a school with multiple locations, such as a school with an annex or a D75 school, you will need to submit session time requests for each of your locations.

3. Even if you will not need busing for the 2010-2011 school year, you are required to submit a session time request. This is because the DOE needs to know your session times. In addition, you might need busing for a student during the school year. For example, a student might become disabled and then require busing. If the OPT knows your session times, we can provide transportation for that student.

4. If your displayed 2010-11 Schedule is incorrect or your schedule is not in the application, you can simply submit a request for new session times for the 2011-2012 school year. (For instructions, please see Requesting New Session Times for 2011-2012 on Page 15.)

Continue Using your 2010-2011 Session Times

To continue using your 2010-2011 session times in the 2011-2012 school year:

1. In the OPT School Session Time Request(s) section of the Main screen, click Use 2010-11 schedule for 2011-2012.

Your 2010-11 session times will appear.

2. For public schools only: Select the type of students for which the extended times are intended: All students or Targeted students. If you select All students, then all students who ride a school bus to school will be routed for the extended times that you entered.If you select Targeted students, then students who ride a school bus who are identified as participating in the extended day program will be routed for the extended times that you entered and students who ride the bus who are identified as not participating in the extended day program will be routed for the regular times that you entered.

3. Review your 2010-11 session times.4. Type in the Lunch Duration for each day for your general education and special education

students. The lunch duration should be a minimum of 15 minutes and a maximum of 90 minutes.

Note Extended times apply to only public schools.5. If you want to keep the session times, click Continue with submission.

If you want to request new session times, click Go back to the Main Screen.

After you click Continue with submission, the application will complete an SED review to see if your session times meet SED requirements, then display the SED Requirements Review Status.

If the status is This schedule needs an individual review, you have these options: • If you want to edit your request before submitting it, click Edit the times listed above.• To submit the session times for approval, click Continue submitting session time request

for 2011-12.If your session times meet SED requirements, the application will complete an OLR Review to see if your session times meet standard contractual guidelines, then display the OLR Review Status:

• This is a standard contract day, no OLR approval necessary: You can then submit the request for OPT approval by completing Step 7 below.

• This schedule needs an individual review: a. Do you have an SBO?: Select Yes or No to indicate whether or not you have an SBO

for your extended time. Click on Click HERE to see examples of acceptable configurations of extended times.Type in an explanation of your requested session times. If you have an SBO, please describe the SBO and the configuration of the extended time in the box.

b. Are you multi-session?: Select Yes or No to indicate whether or not your school has multiple sessions.

c. Type in the number of staff members who participated in the SBO vote.d. Type in the number of staff members who were in favor of the SBO.

Notes 1. Requests submitted by charter or non-public schools will be reviewed by only the OPT, no SED or OLR approval is necessary.

2. SBOs do not apply to charter or non-public schools.3. If the SED, OLR or OPT Review Status is This schedule needs an

6. Review your request.You have these options:

This message will appear: “Thank you for submitting the session time request shown below.” If you need to submit session time requests for other sites, click Go to the Main Screen.

Your request is available for the SED, OLR, and OPT to review for approval. If the application stated that no OLR approval was necessary, then only the OPT needs to review the request.

Approved request: If the SED, OLR, and OPT approve your request, you will receive a confirmation email for each of your OPT school codes. Requesting New Session Times for 2011-2012

If you need to request new session times or you do not currently have session times, you can submit a request for new session times for the 2011-2012 school year. Your request will then be reviewed for approval by the SED, OLR, and OPT.

To submit a request for new session times for 2011-2012:

1. In the OPT School Session Time Request(s) section of the Main screen, click Type a schedule for 2011-12.

The Submit Session Time Request screen will appear.2. At the top of the screen, select an option if it applies to your school:

a. My school does not have any General Education students. b. My school does not have any Special Education students.

After a few moments, the boxes for the service type that you selected will be removed from the screen.

Tips A. To copy your General Education schedule to your Special Education schedule, click Copy the GE schedule entered above, and have it pasted as the SE schedule below. OPT recommends that schools have the same schedule for GE and SE students.

B. Click View 2010-2011 Detailed Schedule to see your session times for the 2010-2011 school year if they exist in the application. Please note that the schedule will not appear if pop-ups are disabled on your computer. Please see Page 31 for instructions on allowing pop-ups.

6. Review your entries.7. Click Continue with submission.

If you want to discard your entries, click Go back to the Main screen.

Changing your Session Time Requests

Before the submission deadline, you can change your previously submitted session time requests.

Note If you are a principal of a school with multiple locations, such as a school with an annex or a D75 school, you will need to change your session time requests for each location individually.

To change a session time request:1. Go to the OPT School Session Time Request(s) section of the Main screen. 2. Do either of the following:

a. To overwrite your previous request and continue using your 2010-2011 session times in the 2011-2012 school year, click Use 2010-11 schedule for 2011-12.

b. To change the session times that you previously submitted for 2011-12, click Type a schedule for 2011-12.

Note If you previously submitted a request for new session times and then you click Use 2010-11 schedule for 2011-12, this message will appear: “Please note that whatever session times you previously submitted will be overwritten by 2010-11 session times when you click OK. Do you want to continue?”The Submit Session Time Request screen will appear.

3. If you clicked on Type a schedule for 2011-12, then select or deselect the applicable option for your school:

a. My school does not have any General Education students.b. My school does not have any Special Education students.

After a few moments, the boxes for any service type that you selected will be removed from the screen.

Checking the Status of your Session Time Requests

You can view the approval status of each session time request that you submitted.

Note If you are a principal of a school with multiple locations, such as a school with an annex or a D75 school, you will see a separate approval status for each location.

To check the status of your session time requests:

1. Go to the OPT School Session Time Request(s) section of the Main screen.For each OPT school code, the status of the request will appear in the Status column.

The statuses are described below:• Approved for year 2011-2012: The request for the 2011-2012 school year was approved

by the SED, OLR, and OPT.• Awaiting OPT Review: The request was approved by the SED and OLR, but it has not been

approved or denied by the OPT.• Denied by OLR. Email [email protected] ASAP to discuss this matter: The

session times fall outside of OLR guidelines. The principal should email [email protected] to discuss the session time request. Designating a Transportation Coordinator

You can provide the OPT with the contact information of the Transportation Coordinator assigned to each of your sites for which the OPT provides busing. The OPT will keep you and your Transportation Coordinator informed about all issues regarding your session time requests and busing issues related to your site(s).

To enter or edit your Transportation Coordinator’s contact information:

1. On the Main screen, go to the OPT School Information section. 2. Under Transportation Coordinator Information, click Edit.

3. Type in your Transportation Coordinator’s Name, Contact Number, and Email.

Note Type in the Contact Number in the format xxx-xxx-xxxx. For example, type “212-123-4444”.

4. Click Save.

The Transportation Coordinator information is saved and available for the OPT to view.

Note If you are a principal of a school with multiple locations, such as a school with an annex or a D75 school, you may enter your Transportation Coordinator information for each location.

When you try to view your 2010-11 detailed schedule or view the details of your submission for 2011-12, those screens might not be displayed and this message may appear at the top of the screen if pop-ups are disabled on your computer: “Pop-up blocked. To allow pop-ups and view the details screens:

1. Click on this message: “Pop-up blocked. To see this pop-up or additional options, click here.”

2. Click on Always Allow Pop-ups from This Site.

OLR: The Office of Labor Relations (OLR) administers the following for employees of the City of New York: Employee Health Benefits Program, Management Benefits Fund, NYC Employee Assistance Program, Medicare Reimbursement Program and the Tax-Favored Benefits & Citywide Programs including the Deferred Compensation Plan and the NYCE IRA. It is also charged with reviewing school compliance with the Chancellor’s goals in using the 150 minutes of extended instructional activity in the DOE-UFT contract.

OLR Review: After you enter session times, the application will complete an automated OLR review to see if your schedule needs an individual review by the OLR. Session times will not need an individual review by the OLR if the following are all true about them:

1. For District 75 schools:• run for 6 hours and 50 minutes each day: Monday through Friday,• start at or after 8 AM, and• end at or before 3:45 PM

2. For non-District 75 schools:a. Regular or extended session times:

– start at or after 8 AM and– end at or before 3:45 PM

b. Regular session times only:– run for at least 6 hours and 20 minutes each day: Monday through Friday

c. Extended session times only:– run for 37½ additional minutes each day: Monday to Thursday and– the extended time takes place in the afternoon

OPT: The Office of Pupil Transportation (OPT) coordinates transportation services to and from school for eligible students in both public and non-public schools. Transportation services include stop-to-school busing, door-to-door busing and student MetroCards for use on public transportation.

SBO: A School Based Option (SBO) is an agreement between your school leadership and the local teachers’ union on extended schedules that differ from standard extended schedules. Such extended schedules might involve choices such as the following: adding 50 minutes three days per week, adding 75 minutes two days per week, adding 37½ minutes four days per week either at the beginning of the day or at the end of the day on days other than Monday to Thursday, or other configurations.

Note SBOs do not apply to charter or non-public schools.
