Reflec'ons on URBACT
• Easier to involve individuals than ins'tu'ons • Vast differences in capacity • Ci'es in projects gain most out of method • Much harder to capitalize know how and engage with second circle (other ci'es)
• Ver'cal chain (municipality, city region, region, state, EU) very disfunc'onal

One project inspires another
Conclusions from the EU Urban 50 § Tension between inclusion and compe::veness § The capacity to innovate and implement needs to be developed ; § Small scale social innova:ons remain small if not supported in the ver:cal governance chain; § Financial engineering has been challenging to implement ! § Transparency and metrics need to be strengthened at project level; § Policy learning, knowledge-‐exchange and coopera:on can play a key role in accelera:ng the spread of good prac:ce. § But it is not just a ques:on of copy and paste § Integra:on and transparency oLen related to size of projects; (smaller = more transparent and more integrated)
