Why TFTN?3
Goal to build national transportation base layers (roads and other modes) for use by all levels of government Parallels and reinforces other current efforts to develop
national framework data layers (IFTN) Recognizes that we are currently maintaining national
highway and road data in different forms for different purposes
Overlapping transportation datasets vary in scale, format, documentation, and are maintained for different purposes
Benefits are widely distributed, uses are diverse, costs are unevenly shared
Slide 4
Why a Strategic Plan?4
Establish a compelling vision
Define requirements, challenges and opportunities
Document progress already made and good ideas, challenge current assumptions
Explore implementation issues
Evaluate funding requirements and sources
Slide 5
Strategic Planning for TFTN Objectives

requirements, potential benefits and feasibility of TFTN, and
Involve stakeholders in the information gathering and consensus building process.
Slide 6
Key Issues & Questions6
Institutional Readiness Purpose and motivation, constraints, roles across different
levels
Best Practices and Current Models Coordination and integration, Lessons learned , identify
duplication of effort, amplify success
Content of the TFTN Core attributes for road centerlines, core uses, other
transportation modes

Examples of tasks designed to get feedback, information include: Creation of a Steering Committee Conduction of interviews, workshops, meetings,
surveys, case studies, etc. Identification of what’s working, what’s needed –
current practices, requirements, strategies, standards, documentation
Identification of institutional constraints, capacity, operational authority, motivation, benefits, etc.
