The NAPA Process of 2007

• Country driven and consultative process which generated interest and consensus in identifying adaptation needs

• Provided basis for identifying vulnerable sectors through vulnerability assessments

• Still forms baseline for adaptation interventions in the country

Session 3: Element A: Laying the groundwork Experience from [Country]

The NAPA Projects

• From the ten identified NAPA priority project profiles, one is under implementation and one is under inception

1. Adaptation to Climate Variability and Change in Agro-Ecological Region I and II

- Promotion of efficient water resources management among small scale farmers (water harvesting)

- Promotion of conservation farming techniques (manual and mechanised ripping & basin planting)

NAPA Projects....

• Support for multiple livelihoods among farmers including small livestock (browsers e.g goats) and crop diversification

• Providing of early warning systems through automated weather stations

2. Strengthening of Early Warning Systems (LDCF Funded)

• This is the second project arising from the NAPA and is currently at inception phase

• It is aimed at strengthening the capacity and effectiveness of the early warning system in the country

• It takes a multi-sectoral approach involving meteorology, Disaster Management and Mitigation Unit (DMMU), Department of Water Affairs as well as Agriculture and Forestry

• Interim Climate Change Secretariat will provide coordination through oversight by its Committee of Permanent Secretaries

• 1. The National Climate Change Response Strategy

-Information Needs Assessment (Mapping of players and cc related works)

- Economics of Climate Change in Zambia (quantified cost of impacts to GDP as well as response interventions)

- Climate Change Communication and Advocacy Strategy (NCCAS)

2. Technology Needs Assessments completed in 2013 with two reports on adaptation and mitigation technologies respectively

3. Attempts have been made to mainstream ENR particularly cc into the national development planning process, in the (SNDP 7 R-SNDP)

4. These processes generated information and rationale for formulation of the National Policy on Climate Change which has just been finalised
