The series “Advances in Intelligent Systems and Computing” contains publicationson theory, applications, and design methods of Intelligent Systems and IntelligentComputing. Virtually all disciplines such as engineering, natural sciences, computerand information science, ICT, economics, business, e-commerce, environment, healthcare, life science are covered. The list of topics spans all the areas of modernintelligent systems and computing such as: computational intelligence, soft comput-ing including neural networks, fuzzy systems, evolutionary computing and the fusionof these paradigms, social intelligence, ambient intelligence, computational neuro-science, artificial life, virtual worlds and society, cognitive science and systems,Perception and Vision, DNA and immune based systems, self-organizing andadaptive systems, e-Learning and teaching, human-centered and human-centriccomputing, recommender systems, intelligent control, robotics and mechatronicsincluding human-machine teaming, knowledge-based paradigms, learning para-digms, machine ethics, intelligent data analysis, knowledge management, intelligentagents, intelligent decision making and support, intelligent network security, trustmanagement, interactive entertainment, Web intelligence and multimedia.
The publications within “Advances in Intelligent Systems and Computing” areprimarily proceedings of important conferences, symposia and congresses. Theycover significant recent developments in the field, both of a foundational andapplicable character. An important characteristic feature of the series is the shortpublication time and world-wide distribution. This permits a rapid and broaddissemination of research results.

Foreword
With the rapid development of big data and current popular information technol-ogy, the problems include how to efficiently use systems to generate all the differentkinds of new network intelligence and how to dynamically collect urban infor-mation. In this context, Internet of things and powerful computers can simulateurban operations while operating with reasonable safety regulations. However, achieving sustainable development for a new urban generation currently requiresmajor breakthroughs to solve a series of practical problems facing cities.
A smart city involves a wide use of information technology for multidimensionalaggregation. The development of smart cities is a new concept. Using Internet ofthings technology on the Internet, networking, and other advanced technology, alltypes of cities will use intelligent sensor placement to create object-linked infor-mation integration. Then, using intelligent analysis to integrate the collectedinformation along with the Internet and other networking, the system can provideanalyses that meet the demand for intelligent communications and decision support. This concept represents the way smart cities will think.
Cyber-physical system (CPS) as a multidimensional and complex system is acomprehensive calculation, network, and physical environment. Through thecombination of computing technology, communication technology, and controltechnology, the close integration of the information world and the physical world isrealized. IOT not only is closely related to people’s life and social development, butalso has a wide application in military affairs, including aerospace, militaryreconnaissance, intelligence grid system, intelligent transportation, intelligentmedical, environmental monitoring, industrial control, etc. Intelligent medicalsystem as a typical application of IOT will be used as a node of medical equipmentto provide real-time, safe, and reliable medical services for people in wired orwireless way. In the intelligent transportation system, road, bridge, intersection, traffic signal, and other key information will be monitored in real time. The vastamount of information is analyzed, released, and calculated by the system, so thatthe road vehicles can share road information in real time. Personnel of road man-agement can observe and monitor the real-time situation of the key sections in thesystem and even release the information to guide the vehicle so as to improve the
v
existing urban traffic conditions. The Internet of things, which has been widely usedin the industry, is a simple application of IOT. It can realize the function of objectidentification, positioning, and monitoring through the access to the network.
BDSPS 2019 which is held on December 28–29, 2019, Shenyang, China, isdedicated to address the challenges in the areas of CPS, thereby presenting aconsolidated view to the interested researchers in the related fields. The conferencelooks for significant contributions to CPS in theoretical and practical aspects.
Each paper was reviewed by at least two independent experts. The conferencewould not have been a reality without the contributions of the authors. We sincerelythank all the authors for their valuable contributions. We would like to express ourappreciation to all members of the Program Committee for their valuable efforts inthe review process that helped us to guarantee the highest quality of the selectedpapers for the conference.
We would like to express our thanks to our distinguished keynote speakers,Professor Bo Fei, Shanghai University of Medicine & Health Sciences, China, andProfessor Tiejun Cui, Shenyang Ligong University, China. We would also like toacknowledge the strong support of Shenyang Ligong University, as well as thegeneral chairs, publication chairs, organizing chairs, program committee members, and all volunteers.
Our special thanks are due also to the editors of Springer book series “Advancesin Intelligent Systems and Computing,” Dr. Thomas Ditzinger, Dr. Ramesh NathPremnath, and Arumugam Deivasigamani for their assistance throughout thepublication process.
