The out of county travel requests were presented to the board as well as
follow-up notes from previous approved trainings/meetings. Motion

Ms. Billeter reviewed with the Board the 2011 Purchase of Service
contracts. Motion by Rogers, seconded by Borgerding to approve the
2011 Purchase of Service contracts as presented. Motion carried.

Contracts
Ms. Billeter reviewed the November 2010 financial reports with the
board. The county’s financial software now has the ability to export
data into Excel so the current report as well as all future reports will be
in the format presented. Expenditures continue to be well below target
for the year especially in the placement area. The schedule of vouchers
was made available for the board to review. The board received the
information as presented.
Financial
Report
The Energy Assistance program has been up and running for a
few months. The department is seeing about the same number
of applicants compared to last year; however there are more
first time applicants.
Last year, employees from the department met with
representatives from Pierce Pepin to discuss their fees and the
minimum fill requirements that have caused hardships for
clients. Since then, Pierce Pepin has lowered some of its fees
as well as decreasing the minimum fill requirement. These
changes have been very helpful.
A social worker in the Juvenile Justice unit has resigned her

position with the department. This position will not be able to
be refilled at the present time.
There has been an administrative appeal filed in the Child
Protection Unit in regards to a finding of maltreatment of a
child so an appeal hearing will occur.
Ms. Kincaid will be attending a meeting in Chippewa Falls as
part of a seven-county consortium to discuss a community-
based Mental Health facility. A request for proposal was sent
and two facilities have responded and will be interviewed. The
facility will be in Chippewa Falls at the former Badgerland
Youth Services building.
Motion by Ross, seconded by Bartels, with a unanimous roll call vote to
convene into closed session pursuant to Section 19.85(1)(c) Wisconsin
Statutes, for the purpose of considering employment, promotion,
compensation, or performance evaluation data of any public employee
over which the governmental body has jurisdiction or exercises
responsibility: Human Services Director’s annual performance
evaluation. Motion carried.
Motion by Place, seconded by Reis, with unanimous roll call vote to
return to open session. Motion carried.
Motion by Place, seconded by Reis, to recommend a step increase for
the Human Services Director based on an overall evaluation of exceeds
standards rating. Motion carried.

Chairman Reis called for public comments. There were none. Public comments
Cassandra Malloy, Child Protection Program Manager, along with three members of the Citizen Review Panel, Ed Paulson, Betsy Byker, and Heidi Roettger provided a presentation highlighting the panel’s activities for the past year. The panel indicated that they are in the process of collecting and analyzing data related to child fatality and egregious incidents of child maltreatment in Wisconsin. They are also working with the court system to review the role and responsibilities of guardian ad litems and potentially initiate a CASA (Court Appointed Special Advocate) volunteer program.

The out of county travel requests were presented to the board as well as follow-up notes from previous approved trainings/meetings. Motion by Rogers, seconded by Borgerding, to approve the out of county travel requests for Human Services staff as presented with the addition of travel to Madison for the Director on March 14, 2011. Motion carried.

Ms. Kincaid reviewed the 2010 Annual Report. Motion by Rogers, seconded by Borgerding to approve the 2010 Human Services Annual Report as presented. Motion carried.

Ms. Kincaid discussed the Evolve Payroll Interface to e-Wisacwis software and indicated that the agency is mandated to utilize this software. Motion by Rogers, seconded by Borgerding to approve the purchase of the Evolve Payroll Interface to e-Wisacwis. Motion carried.

Ms. Kincaid reviewed that the agency is working on the year-end close-out. The auditors are expected to be here in April.

Expenditures continue to be below target for 2010. The schedule of vouchers was made available for the board to review. The board received the information as presented.
• Human Services Day at the Capitol is scheduled for April 6, 2011.
• Information was distributed on upcoming regional legislative meetings.
• An administrative appeal hearing was held in front of a panel in regard to a finding of child maltreatment by the Child Protection Unit. The panel upheld the substantiation.
• The Teamsters have filed two union grievances. • The agency is continuing to research options in regard to the
seven-county mental health consortium. • The Managers will be holding an Employee Appreciation on
March 21, 2011 and members of the board are invited to attend. • An update was given on the Governor’s Budget Bill. The bill
calls for a reduction in coverage for BadgerCare. This could potentially create an increase in service needs at the agency. In addition, it is being proposed that the State is planning on taking over economic support programming and developing a centralized center. There is also a proposed reduction in Food Share benefits. The budget does allow for the continuation of the child care rating program, but it reduces the reimbursement amount to day care providers.

The out of county travel requests were presented to the board as well as follow-up notes from previous approved trainings/meetings. Discussion occurred about the amount of staff time and expenses that it takes to prepare the out of county travel requests. Members advised Ms. Kinacid to provide the board with a report outlining the costs for staff to prepare these documents, postage, paper, etc. Motion by Dr. Rogers, seconded by Ross, to approve the out of county travel requests for Human Services staff as presented. Motion carried.
Out of County Travel
Ms. Krings reported on the status of out-of-home placements and hospitalizations. Emergency detentions and diversions have remained relatively the same compared to the first quarter of last year and the first quarter of this year. However, the number of individuals without insurance has increased and this has increased the costs of hospitalizations for the department. In addition, there has been an increase in group home placements for adults that have a serious mental illness. For child protection and juvenile justice, placements are comparable to last year. However, there are several children needing out-of-home placements that have significant special needs. The agency continues to be within the budget, but the agency is seeing an increase in uninsured individuals as well as adults and children with significant needs.

Ms. Kincaid provided an update to the board of potential impacts of the State budget. Ms. Kincaid advised that she will be presenting at the full county board meeting in May. The three main areas that the State

budget will have an impact on the department are: 1) The potential redesign of Economic Support. There are different models being proposed for the redesign. Essentially, there will be some type of regionalization for Economic Support; 2) The State allocation for child support will be reduced by fifty percent; 3) The Family Care Audit was just released. The audit outlines that administrative costs and daily rates are significantly higher than projected. In addition, three agencies that are providing the services are in question as to whether they can remain solvent, one is Community Health Partnership that serves Pierce County. As a part of the State’s budget proposal, the Governor is recommending that a cap be placed on Family Care enrollment. Motion by Rogers, seconded by Ross to recommend to the county board that Supervisor Aubart serve on the Human Services board. Motion carried.

Dr. Rogers Ms. Krings reviewed that as of the end of March, we are slightly under budget as the income and expenditures were at 19.88%. The auditors have finished with Human Services. The agency is waiting for the final audit report but it is projected that we will have a surplus of approximately $700,000.
Financial Report
• An administrative appeal hearing was held in front of a panel in regard to a finding of child maltreatment by the Child Protection Unit. The panel upheld the substantiation. No further appeal will occur and this finding will stand.
• Ms. Kincaid presented to the River Falls Business Association on Economic Support Services.
• The building is having windows replaced and the contractor has an excellent crew. The crew has been very efficient.
• Shelly Newton received an award from the University of Wisconsin – River Falls as an Outstanding Field Supervisor of the Year for her work with a social work intern student.
• Kris Moelter from the Office of Justice Assistance complimented Julie Krings’ work on developing evidence-based practices for Juvenile Justice.
• Ms. Kincaid will be attending the WCSHA Spring Conference.

There were no agenda items identified for the June. For July’s meeting, an open meeting about the budget will need to occur.

Director Kincaid indicated that Eugene Kittleson, Chairman of the ADRC Governing Board, submitted a written concern about funding. However, he was unable to be present at the meeting. In addition, Birch Haven Senior Living Center submitted in writing a desire for Human Services to utilize their programming. Staff from Positive Alternatives, Northwest Journey-River Falls, St. Croix Valley Family Resource Center, and Turning Point were present. Staff from the various organizations explained their programming and indicated a desire for Human Services to support their programming.

Director Kincaid reviewed the revised job descriptions for lead social worker and social worker positions within the department. Motion by Rogers to approve the job descriptions as presented with the amendment of the social worker description including a bachelor’s degree in social work or human services “from an accredited college or university”, seconded by Borgerding. Motion carried.

Director Kincaid indicated that due to changes in the restructuring of Economic Support, there continues to be a degree of uncertainty of how this will affect the department’s staffing plan. Kincaid reported that she has been participating in multiple meetings with other counties to form a consortium for economic support. Because plans are still being developed, Kincaid is recommending that action on the staffing plan be postponed until the August 2011 meeting. Motion by Rogers, seconded by Borgerding, to postpone action on the staffing plan until the August 2011 meeting. Motion carried.

• Per instructions by the board in regard to out-of-county travel, Ms. Kincaid indicated that it took an administrative support staff 8 hours for the month of June and 9.5 hours for the month of July to prepare documentation for out-of-county travel to meetings and trainings. This does not include the staff or managers time for providing and preparing this documentation. Ms. Kincaid indicated that she was instructed by County Board Chairman Barkla that staff no longer needed to provide requests for travel to River Falls. Dr. Rogers indicated that the level of documentation provided for travel is unnecessary.
• There continues to be work to develop a plan for economic support operations. The State has instructed the counties that there can only be ten consortiums for economic support and each consortium needs to have a minimum of 40,000 cases. Pierce County is looking at joining a consortium with the Five Family Care Counties as well has other counties in the northern region of the State.
• In regard to child support, funding is uncertain. At this time, it appears that counties will receive their full allocation from the State for 2012, but no allocation from the State for 2013.
• The Department has chosen to decline participation from the supported employment regional consortium as there are not the numbers to support this involvement.
• The State has implemented a cap in Family Care enrollment. There is a waitlist for services. The State has made available funding for urgent services.
• The State has contracted with Logisticare to provide Medical Assistance Transportation. The new administration is denying billing for law enforcement transportation for Chapter 51 situations. In addition, residents of Pierce County have been having difficulties finding rides and drivers are missing rides. This has resulted in people missing appointments, such as dialysis.
• The Drug Court program is now under the supervision of Julie Krings. There is some uncertainty as to whether or not this will remain under the Human Services umbrella.

The out of county travel requests were presented to the board as well as
follow-up notes from previous approved trainings/meetings. Motion
by Rogers, seconded by Sorenson, to approve the out of county travel
requests for Human Services staff as presented. Motion carried.

Ms. Kincaid presented the 2012 proposed Human Services budget.
The budget was prepared to maintain the current level of services
which includes a 0% tax levy increase. Staff costs decreased due to the
fact that the health insurance rates are decreasing by 8% for 2012 and
employees are required to pay the employee share of the retirement
beginning in August, 2011. State funding will decrease for 2012.
Children’s placements continue to be below average while Mental
Health placements are on the rise and continue to fluctuate. The
Economic Support budget has decreased as a result of the medical
assistance transportation services being taken over by the state in 2011.
The Income Maintenance 10-county consortium will begin in 2012.
Pierce County is required to contribute their 2009 levy maintenance of
effort amount for 2012 and 2013. The number of Adult Protective
Services (APS) referrals continues to increase significantly. The

budget includes converting one vacant Children’s Waiver social
worker into an APS worker. On August 8, 2011, the Finance and
Personnel Committee took action that the County will continue to
subsidize the housing costs for the Hunger Prevention Council through
the end of 2012. The funding will be transferred into the Human
Services budget for the remainder of 2011 and 2012 and the subsidy
will be paid by Human Services. The 2012 proposed budget for
Human Services has been amended to include the subsidization.
Motion by Borgerding, seconded by Rogers, to approve the proposed
2012 Human Services budget as amended. Motion carried.
Ms. Kincaid presented the 2012 Human Services staffing plan. The
plan includes converting one Children’s Waiver social worker position
into an Adult Protective Services social worker. The demand for Adult
Protective Services is clearly evident as the number of APS referrals
have increased significantly. The plan was amended to remove the
Computer Support Specialist position as this position will be
transferred to the Information Services department in 2012. Motion by
Rogers, seconded by Borgerding, to approve the proposed 2012
Human Services staffing plan as amended. Motion carried.

Ms. Billeter reviewed the Human Services financial report with the
board. Overall expenditures continue to be below target. Mental
Health purchased services is projected to be over-budget due to higher
than expected placements. Juvenile placements continue to be below
budget. The schedule of vouchers was available for review as well.

Report
The County board has passed a resolution that board members can no
longer participate in meetings via the telephone. As a result, it has
been suggested that board members be given reminder calls prior to a
meeting to ensure a quorum is present. It was agreed that all Human
Services board members would prefer an e-mail reminder.

Motion by Rogers, seconded by Place, with a unanimous roll call vote to
convene into closed session pursuant to §19.85(1)(f) Wisconsin Statutes
for the purpose of considering financial, medical, social, or personal
histories or disciplinary data of specific persons, preliminary consideration
of specific personnel problems or the investigation of charges against
specific persons except where paragraph (b) applies, which, if discussed in
public, would be likely to have a substantial adverse effect upon the
reputation of any person referred to such histories or data, or involved in
such problems or investigation: employee leave of absence request.
Motion carried.
Motion by Rogers, seconded by Place, with unanimous roll call vote to
return to open session. Motion carried.
Motion by Rogers, seconded by Borgerding, to approve the employee
leave of absence request which includes unpaid time. Motion carried.

It was requested that the actual increase in numbers of Economic
Support cases be presented due to the impact of the poor economy.

Chairman Reis called for public comments. The board congratulated
Maria Mata, Child Support Administrative Assistant on becoming a
United States citizen. Ms. Kincaid introduced Chris Tuenge as the
agency’s new Economic Support Supervisor and Ron Kiesler as the
agency’s new Community Behavioral Health (CBH) Program
Manager.
Public
comments
Heather Rewey-Conway presented the application for the 2012 §85.21
Transportation Grant. The county is eligible to receive $71,362 from
the state which would require a county match of $14,272. This amount
is already included in the budget. The 2012 proposed application is to
support the same services and service priorities as in the past. Motion
by Rogers, seconded by Borgerding, to approve the 2012 application
for the §85.21 grant. Motion carried.

The out of county travel requests were presented to the board as well as
follow-up notes from previous approved trainings/meetings. Motion
by Rogers, seconded by Aubart, to approve the out of county travel
requests for Human Services staff as presented. Motion carried.

The agency has recently been certified to bill Medical Assistance (MA)
for Crisis Intervention services if clients receiving the services are
eligible for MA. Staff will be attending training on December 1st to
learn how to set up the billing for these services. The agency must

commit to match the non-federal share of these services with budgeted
tax levy. Motion by Rogers, seconded by Borgerding, to approve the
availability of budgeted tax levy for the non-federal share needed for
Medicaid reimbursement of Crisis Intervention Services. Motion
carried.
The State of WI changed the requirements in 2007 for supervision of
Alcohol and Other Drug Abuse (AODA) services. The new CBH
Program manager does not have those qualifications. There may be
qualified individuals in the county that would meet these requirements.
This position would supervise the AODA services/treatment plans for
the agency. The supervision of this position would be provided by the
CBH Program manager. The additional cost would amount to
approximately $11,632. There is money in the Operating While
Intoxicated (OWI) Surcharge fund to cover this additional cost.
Motion by Rogers, seconded by Bartels, to recommend to Finance and
Personnel, the creation of a Lead AODA Counselor position. Motion
carried.

Ms. Kincaid revised the 2011 Human Services staffing plan. The plan
includes adding the AODA Lead Counselor and deleting one AODA
Counselor, transferring the ADRC Accounting Assistant to the
Operations Manager from the ADRC Program Manager, and
transferring the Adult Protective Services (APS) positions from the
CBH unit to the ADRC unit. Motion by Rogers, seconded by
Borgerding, to approve the 2011 Human Services staffing plan as
amended. Motion carried.

Ms. Billeter reviewed the Human Services financial report with the
board. Expenditures through September are at 66% which is below the
target of 75%. Mental Health purchased services is projected to be
over-budget due to higher than expected placements. Juvenile
placements continue to be below budget. The schedule of vouchers
was available for review as well.

Report
The Wisconsin Counties Human Services Association (WCHSA)
continues to look at Compression Planning in Human Services. There
will be an Economic Support Planning meeting that board members are
invited to attend. It will be on December 1st in Wisconsin Rapids. Mr.
Ross expressed an interest in attending a partial day. The Economic
Support consortium will consist of 10 counties for our region. The
money will be allocated in the same way amongst the counties;
however workers will be distributed based on caseloads. Any
additional staff will be part of a call center for the entire consortium.
Child Support will see a decrease in funding over the next few years.
Performance measures have also been set in place for future funding
levels in Child Support. Child Protective Services has seen an increase
in emergency cases. The severity of cases has also increased. Claims
for the Children’s Long-Term Support Waiver are now being
processed through a Third Party Claims Administrator as of November
1st.

Ms. Kincaid and the Honorable Judge Boles were available to discuss
the change in position description and wage classification for the Drug
Court Coordinator position as it is currently vacant. This position
originated as an AmeriCorps volunteer and later morphed into a part-
time position with Pierce County. The position was originally
supervised by the Judge, but later was moved under the supervision of
Human Services management staff. As the position evolved, it became
clear that the qualifications needed to be changed. The
recommendation of the Drug Court team and the Human Services
Director is that the requirements of the position should include a
Bachelor’s degree in Social Work, Mental, Health, AODA, Criminal
Justice or related field, and five years of experience in a related field.
The wage classification would be at a Social Worker III level. The
increase in salary would be paid out of the OWI Surcharge fund. This
position would be supervised by the Human Services Director. Judge
Boles expressed the importance of the Drug Court program and its
effect on society as well as the county’s overall budget savings. This

position is critical to the success of the overall program. Motion by
Place, seconded by Rogers, to approve the changes to the Drug Court
Coordinator job description, approve wage classification, and approve
revised staffing plan and recommend these changes to Finance and
Personnel. Motion carried.
Ms. Billeter reviewed the Human Services financial report with the
board. Expenditures through October are at 74% which is below the
target of 83%. The schedule of vouchers was available for review as
well.

Report
Counties of the Great Rivers Income Maintenance (GRIM) consortium
are continuing to work on the Economic Support Redesign with the
focus being on negotiating the contract between the counties and the
state. This should be ready to present to the board in February, 2012.
The Wisconsin Counties Human Services Association (WCHSA) is
still looking at Human Services Redesign which will focus on
regionalizing Human Services programs throughout the state. The
Child Protective Services unit received an Alternative Response grant.
The state has approved the purchase of gift cards to be used for future
needs of families to spend down the grant by the end of the year as
funds cannot be carried over into 2012. The Treasurer’s Office will
hold the cards and distribution will be monitored by the Finance
Department. There was a union grievance in the department that was
settled recently.
