Water quality planning

Overview

Introduction to TMDLs

Specific TMDL work in the area

Next steps

Adopt Water Quality Standards

Monitor and Assess Waters

List Impaired Waters

Develop TMDLs (TMDL = WLA + LA + MOS)

Control Point Sources through Discharge Permits

Manage Nonpoint Sources through Voluntary Efforts

Define Water Quality Goal

Compile data/information and assess waterbody condition

303(d) Process

Implementation

Impaired water bodies and TMDLs

Clean Water Act requirement to list water bodies not meeting water quality standards (303(d) listing)

Removal from the list through several mechanisms

Total maximum daily load = allowable of a pollutant to attain water quality standards

Daily load = pounds/day

Allocated to contributing sources

How it’s allocated…

MOS 10%

LA 25%

WLA 65%

WLA + LA + MOS = TMDL

Wasteload Allocations

Point Source Discharges Point sources = discrete conveyances

such as pipes or man-made ditches

Subject to discharge permitting regulations

Permit limits must be consistent with TMDL wasteload allocation

Load Allocations

Background and Nonpoint Sources

Natural background

Nonpoint sources = runoff from many diffuse sources

Voluntary implementation through local, state and federal programs

Margin of Safety

Accounts for variability in load reduction calculations

Allows for seasonal variation

May be explicit or implicit

Public/Stakeholder Role

Provide data and information

Review and comment on impaired waters list

Review and comment on draft TMDLs

Develop implementation plans to meet required load reductions

Post TMDL

• Not self-implementing

• Discharge permits

• Implementation planning

Segment COARLA01c (blw John Martin) WQCD addressing segment COARLA01c with a new,

alternative approach

EPA produced guidance for expedited actions towards implementation

Requires collaboration and fairly strict milestones

Interest from local stakeholders allows for productive collaboration that leads directly to implementation and remediation efforts

Great opportunity with current project proposals
