New Delhi: Keen to shake off the per-ception that BJP was instigating com-munal violence, a Home Ministry re-port has said that incidents ofcommunal tensions have decreased bynearly 20% after the new governmentassumed power at the Centre. HomeMinister Rajnath Singh too said at anevent on Saturday that incidents of com-munal violence had decreased this year.

A senior government official told ETthat the latest figures compiled in anote for the minister said that inci-dents of communal violence this yearhave come down by almost 20% fromthe corresponding period last year.There have been 561 communal skir-mishes in the country till the end of Oc-tober, while there were 694 incidents of

communal violence in the same periodlast year, the official said. The whole of2013 under UPA rule saw as many as 823incidents of communal violence acrossIndia, a sharp rise from 668 such inci-

dents in 2012, the top of-ficial said.

A close reading of thefigures, however, re-veals there is not muchchange in the commu-nal violence scenariothis year since the BJPgovernment came topower. While there werearound 270 incidents of

communal violence in the first fivemonths of 2014 when the country was un-der UPA rule, the first five months of theNarendra Modi government have alsosaw nearly 290 incidents. “It’s the opposi-tion ruled states - Uttar Pradesh, Bihar,

Karnataka and Maharashtra (underCongress rule till October) – that are un-able to control communal tensions.These four states are biggest contrib-utors, nearly 60% in all, to these figures,”a Home Ministry official said.

The Samajwadi Party and the JanataDal (United) in UP and Bihar, respec-tively, have blamed BJP leaders for in-stigating communal flare-ups. A seniorUttar Pradesh government officialpointed out that the high figures ofcommunal incidents in 2013 – whichthe Centre was now citing as a refer-ence point to exhibit its ‘performance’this year – was primarily due to theMuzzafarnagar riots that broke out inthe district in 2013. “A number of BJPleaders, including their MLAs likeSangeet Som stand accused in the Muz-zafarnagar riot cases,” the UP govern-ment official said.

Bengaluru: The Congress government in Karnatakaplans to introduce a bill that will empower rural voters torecall elected representatives to gram panchayat, includ-ing president, if they are perceived to have failed to meetexpectations. The bill seeking changes in the existing actfor local body elections will be called the KarnatakaGram Swaraj Panchayat Raj Act and if passed would seeKarnataka become the first state in India where voterswould be bestowed with such a right.

proposes that the gram sabha to have theoption to recall a member or the gram pan-chayat president. The conditions are that50% of the full-strength of the gram sabhahas to meet and two-thirds of them have toopt for recalling the member.“The right is basically there to ensure

that the gram panchayat member visits hisward, conducts gram sabhas regularly andfollow the decisions taken there,” RameshKumar told ET. “There will be clear evi-dence if any of this is not followed. The en-tire recall process will be monitored by theState Election Commission,” he added.

The state Cabinet has to clear this billdrafted by the committee at the behest of Chief MinisterSiddaramaiah, who has expressed keenness to strength-en the panchayat raj system in the state. The committeeexpects that this bill, which also proposes other far-reac-hing reforms, will be tabled in the assembly session be-ginning in Belgaum on December 9.

Rural Development and Panchayat Raj Minister HK Pa-til said the bill would have to be vetted by the law and fi-nance ministries, before it could be tabled. “The reformsare welcome, but will take a little time,” he told ET.

After denying him mandate,

the BJP announced that itsstate president Jugal Kish-ore’s younger brother NandKishore will contest from Na-grota. The region was repre-sented by Kishore Sr twice,but fell vacant once he waselected to the Lok Sabha.

“For the last 50 years, youhave mortgaged the state totwo families and they are inleague with each other,” Modisaid in Kishtwar recently.

“The two families have an un-derstanding that while oneloots for five years, anotherplunders for the next five.”

But Kishore's nomination,which was resisted by the peo-ple, brought the spotlightback on 'family politics'.“There were two contenders,Chander Mohan Sharma andAjatshatru Singh, but neitherof them could get the ticket,”said a party member.

Kolkata: Bengal BJP on Mondaysought a no-objection certificate fromthe Kolkata Municipal Corporation(KMC) and the state fire and emergen-cy department for their rally on No-vember 30 which will be addressed bythe party chief Amit Shah.

“Following advice from the CalcuttaHigh Court, we sought permissionfrom the KMC and the state fire depart-ment for our November 30 rally. We areexpecting to get final permission fromthe Kolkata Police by Tuesday,” seniorBJP leader Asim Banerjee said. Partysources hinted that the Kolkata Police(KP) was likely to give a green signal forthe rally on November 30. “But it is still

unclear whether we would be able tohave our meeting at the same venuewhere Mamata Banerjee holds her ral-ly every year on July 21,” a senior BJPleader pointed out, hinting that the par-

ty might shift theirvenue to Rani Rashmo-ni Avenue.

Meanwhile, in a fresh blow to MamataBanerjee, suspended Trinamool MPKunal Ghosh on Monday alleged thatshe was the biggest beneficiary in theSaradha scam. “Mamata Banerjee isthe biggest beneficiary. She is holding ameeting of party workers' to save her-self.” Reiterating his demand for a jointquestioning by the CBI, he said: “She isa coward. She should be made to sit infront of me and questioned.”
