The telephone and the fax lines are necessary in the office.
The remote monitoring and control lines are necessary in the power
plant and substation.

In 3 days : The telephone and the fax lines were restored.
In 2 weeks : The remote monitoring and control lines were restored.
Other power companies cooperated in the preparation of the necessary
transportable VSAT stations.
A temporary line was constructed with the VSAT system.
It contributes to the early recovery of the disaster.

The TV conference system was used for the disaster recovery at the East Japan great earthquake.
System configuration
- 183 TV conference terminals in 113 offices.
- Stationary terminal and portable terminal.

which had been destroyed by the tsunami, the TV
conference system were available for use in offices.

We strongly felt the possibility of ICT for considering disaster-
resistant and supporting early recovery, from the experience of
disaster. We learned many things from these use cases.
- How to ensure the communication system (telephone, video
conference) is important to assist recovery from disaster.
- VSAT and micro-ware wireless network are highly reliable and
we
can use it in case of wide area disaster.
- In case of disaster, we can do early action if we have
communication system which can use in emergency.
We would like to use these good experience for expansion of electric
power telecommunication system which aim at SMARTGRID
deployment.

Q1-8. Does Shikoku and Tohoku Electric Power Companies have standalone
disaster resilience and support with dedicated telecommunication systems?
How are they integrated to the enterprise bus of the other utility systems?
<Answer>
VSAT system is the one which has capability of disaster-resistant
independently, and we can compose it if fixed VSAT station is connected to
internal network in advance.
Shikoku Electric Power Company has VSAT system and fixed VSAT station is
connected to internal telephone network. We can connect to internal
telephone network using transportable VSAT station from the place which
encounter the disaster and can't use existing telecommunication system.
Tohoku Electric Power Company, as describing in this paper, in addition to
FAX system and remote monitoring and control line, they can connect to the
TV conferencing system.
