The Competent authority ha s ordered the promotion of the following Postal Assistants (SBCO), to the cadre of LSG (SBCO) on regula r basis in the pay band of Rs.5200-20200-Grade Pay-Rs.2800/- and further ordered the Regional allotment witb immediate effect and until further orders.

2. Tbe promotion of the officials will take effect from the date on which the officials actually join the post of LSG after the issue of this memo.

3. The officials now promoted on regular basis are not entitled for any pay fixation if they have already availed the benefit. The officials who are entitled for fixation of pay have to exercise an option under FR 22 (I) (a) (1). T his should be exercised within one month fro m the date of promotion. Option once exercised is final.

4. If the officials are already getting higher pay band 1Grade Pay by virtue of financial upgradation un der TBOP 1BCR 1MACP, they may contin ue to get their present pay band / Grade Pay without any further fixation on promotion to LSG (SBCO) cadre ordered in this Memo.

5. The Regional Postmasters General will issue transfer & postings immediately and ensure the re lief of the official to join in time in the new post.

6. The appointing authority reserves the right eithe r to modify or cancel the promotion, if any official is found not eligible for the promotion or if found necessary for any cause at a later date.

7. The officials should be relieved immediately and directed to report to their new places of posting. The responsibility would be that of the controlling officer .

8. In case, any official is not willing to ccept the promotion, his / her unconditional declination letter should be obtained in wr iting within 15 days, failing which it will be presumed that he 1she has declined the promotion. The declination, if any, will be disposed by the concerned appointing authority. The officials declining the promotion will lose seniority vis-a-vis thei r j uniors promoted to LSG earlier and they will be considered for promotion only after one year, from the date of decli nation or on availability of next vacancy whiche er i later , subject to all other conditions prescribed. The Regional Office should send a consolidated report to Circle Office in time about the dec lined officials.

9. In case any Vigilance / Disciplinary case of the type refer red to in the OM No. 22011/2/86-Estt. (A) dated 12.01.88 and DOP&T circulated vide Directorate' s Memo No. 25/19/88-SPG da ted 04.05.88 (subsequently) rev ised vide DOP & T Memo No. 22011/4/91­Estt (A) dated 14.09.92 circulated vide Directorate ' s Memo o. 25- 19/88-SPG dated 13.10.92 is pending against any of the officials, they should not be relieved for posting, without obtaining specific orders from this office. The official against whom any punishment is cur rent should not be promoted before expiry of cur rency of pu nishment, and a report in this regard should be submitted immediately.

10. In case of SC/ST officials, the promotion is subject to verification of their caste status. Concer ned Division will process for the ver ification immediately.

11. If the promoted officials refuse the regular promotion before becoming entitled to a financial upgradation, no financial upgradation under MACP sha ll be allowed as such they have not been stagnated due to lack of opportunities. If, however, finan cial upgradation has been allow e due to stagnation and they subsequently refuse the promotion, it shall not be a ground to withdraw the financial upgradati on. They shaU, however not be eligible to be considered for further financial up gradation un der MACP, till they agree to be considered for promotion again and the second and the next financial upgradation shall also be defer red to the extent of per iod of debarment du e to the refusal.

12. The regional allotment is subject to change if there is any variation in the vacancies in an y region.
