Developing Apprenticeships for the Heritage

▪ The Historic England Apprenticeship Programme
▪ Commissioning a future programme of Labour Market Research into
the skills gaps and shortages in the sector and employment
trends/barriers to evidence the need for apprenticeships
▪ Developing new apprenticeships for heritage specific roles through
working with partners in the Historic Environment Trailblazer
What is an apprenticeship?
▪ Work based training and 20% off the job training
▪ Apprenticeship frameworks and apprenticeship standards
▪ Level 1 to Level 7 (GCSE – post graduate degree)
▪ Could be a new apprentice or an up-skilling opportunity
▪ Employed for 12 months or more
▪ Intention to offer employment at the end of their training
7 December 2015 - the government published its outline plan for:
▪ increasing the quality and quantity of apprenticeships
▪ achieving 3 million apprenticeships by 2020

1. Levy. C £145k pa from April 17
2. Public sector targets for apprenticeships – 2.3% which
equates to approximately 22 per year – will average out
3. Culture White Paper requirements for apprenticeships:
• Recruit our own heritage apprenticeships and non
heritage apprenticeships
• Strategies for creating and developing standards in
sector
• Address areas where there is the greatest need – skills
analysis, demand
Historic England Apprenticeships
▪ Levy – we are now paying the levy and will reclaim part of this through supporting
apprenticeships (new staff and up-skilling or side skilling opportunities) and off set
part of this through developing charged services
▪ Public sector targets – year 1 set up and trial an apprenticeship programme with
three non-heritage apprenticeships, year 2 support eight apprenticeships (heritage
& non-heritage), year 3-4 maintain eight per year
▪ CWP requirements – we are convening the Historic Environment Trailblazer to
develop new heritage apprenticeships

▪ Infrastructure is now in place to deliver a new
programme
o Apprentice contract documents, terms & conditions,
commitment statement
o Apprentice pay band
o Training programme
o Web pages
o Toolkit for recruiting Managers
o Set up training for Managers & Mentors
▪ Mapped existing standards to Historic England roles
▪ Identified initial opportunities based on BAU approach
– procurement apprentice and HR assistant
apprentice in shared services, customer services
apprentice in Listing
▪ Further non-heritage non BAU apprenticeships will be
identified in skills needs assessment of individual
groups carried out by HR
Developing new apprenticeship standards for the sector
“Nobody understands the skills employers need better than the employers themselves. That is why we are placing them in the driving seat. They are designing apprenticeships so that they focus on exactly the skills, knowledge and behaviours that are required of the workforce of the future.
A levy will put employers at the heart of paying for and choosing apprenticeship training, and place the funding of apprenticeships on a sustainable footing. Employers will choose between high quality education and training providers, or be able to train their apprentices themselves.”

▪ We set a timeline based on the guidelines set out by the Institute of Apprenticeships – detailing
the development & submission of each EOI, standard & assessment plan
Institute for Apprenticeships

▪ Independent crown non-departmental government body funded by the Education & Skills Funding
Agency (ESFA)
▪ Responsible for monitoring the quality of apprenticeships, approving standards and assessment plans
▪ Each route will be led by an Industry Expert
