英国学校GCSE和A－水平考试的实践和改革及其对中国的借鉴意义

英国（英格兰）教育概况

3－4岁：学前教育 5－11岁：小学教育 11－16岁：初中教育 16－18岁：高中教育（包括继续教育及职业教育） 18—：高等教育和终身教育。 （义务教育阶段：5－16岁； 2013：16-17岁； 2015：18岁） 学期：秋季（9月－11月），春季（1月－3月），夏季（4月－6月）。

英国考试制度溯源

• 历史:最初由各大学考试委员决定，缺乏协调公平比较

• 1918年：开始国家统一考试; 成立中学考试委员会（Secondary

Schools Examination Council），主要由大学考试机构、教师和

地方的教育部门代表组成。

考试分为学校证书（School Certificate； SC），学生一般在16岁

时完成，和高级学校证书（Higher School Certificate; HSC）两

级，学生一般在18岁时完成。为一揽子（如五门科目）考试。

英国考试制度溯源

• 1951年：GCE

引入普通教育证书（General Certificate of Education）取

代了原来的“学校证书”（SC）考试. GCE考试为单科性质，分为普

通水平（O-level）和高级水平(A-level）。

• 1965年: CSE

由于GCE的高级水平考试偏重于学术性，难度较大；为使

更多学生也有参加国家考试的机会，在保留GCE考试的同时，英

国于开始推行中等教育证书CSE（Certificate of Secondary

Education）考试。

英国考试制度溯源

• 1984年决定引入

中学（11-16）

GCSE= (GCE + CSE)

合并后称普通中等教育证书考试；General Certificate of Secondary Education), 以推行统一的国家课程

高中（16-18）

GCE A-level 考试保留

英国考试制度溯源

• 1988：英国议会通过《1988年教育改革法》规定:所有公立学

校学生，在义务教育结束（16岁）时，必须参加GCSE考试。

• 1988年夏，举行第一次GCSE考试

• 1989年，增设GCE-AS level （高级补充水平普通教育证书

GCE- Advanced Supplementary level）”

现行英国考试制度（2000年起）

• 11-16岁（？）：GCSE考试（普通中等教育证书)； 自1988年起

• 16-17岁（？）GCE A-level 第一部分： AS level （高级辅助水平

， 但是Advanced Subsidiary Level），可单独使用。

• 17-18岁（？）GCE A-level）第二部分：A2 level (高级水平), 不

能单独存在。

AS level + A2 level = A-level.

现行英国考试制度（2000年起）

政府主导宏观政策 (Regulator)：

• 改等级A*-G 为1-8分, 8分最高;

• 取消模块制，改两年学完后总考 （第一次考试2017起）；

• 几乎取消作业考评，减少重考

• 减少能力分层考试科目

仍然叫GCSEs （原计划叫I-levels）

普通中等教育证书考试(GCSE)新的改革动向：2015起

Maths 重点内容：advanced algebra, statistics, ratio, probability and geometry。 • More independent problem-solving tasks, with fewer “single-step” questions to stop pupils being led through answers;

• Applying four calculation methods to decimal fractions, simple proper and improper fractions and mixed numbers;

• Questions on complex algebra, including the laws of indices, co-ordinates, perpendicular lines and trigonometry;

• More emphasis on ratio, geometry and probability.

普通教育高级水平 (GCE A-Level)新的改革动向：2015起 总体设想： 更有挑战性，目标更高，更严格。

• 取消模块制，改两年学完后总考；

• 重考限一次。

• AS水平改为独立存在。也在两年学完后总考

• 大学更多参与。
