subscription.
Total Response Certification courses are essential components of
our call-handling solution. Certification is available in Emergency
Medical Dispatch (EMD), Fire Service Dispatch (FSD), Law
Enforcement Dispatch (LED, Telecommunicator CPR (T-CPR), and Call
Assessment. These qualifications are valid for two years after which
the opportunity to re-certify is available.

Preparing dispatchers for aircraft incident calls by explaining types of aircrafts, related
incidents, details that might be reported about the incident, pertinent information to

Teaching dispatchers about emergencies caused by allergic reactions or stings.
Explaining allergy and sting types, relevant details that might be reported and are
important to gather, and necessary questions to ask.
Crimes in Progress
Instructional review of common crimes in progress, both property and violent, to help
students identify patterns amongst those crimes.
Kidnapping – Unlawful Custody
Familiarizing dispatchers with calls reporting kidnapping or unlawful custody by
explaining different caller parties who might report the emergency, details that might
be reported, pertinent information to gather, and vital questions to ask based on who is
reporting the incident.

Exploring the information-gathering process of an Outside Fire call for the different
types of outside fire calls dispatchers could receive, and teaching appropriate pre-arrival
instructions to offer callers.
Young Stroke: A Dispatcher Resource
Identifying and defining stroke among those under 65 years of age (including teenagers)
who are experiencing stroke a greater frequency. Quick identification of young stroke
incidents saves lives.

practice recommendations for dispatcher-lead CPR instructions including the standard that all

available to all students, your agency doesn’t have to be a user of our Total Response Protocol
System. Telephone CPR protocols are provided as part of the course materials.

*Certification programs are offered in conjunction with our Total Response Call handling Syatem
Certification training is important introductory training in the Total Response solution. It can be taken
online or in the classroom in the disciplines of Emergency Medical Dispatch (EMD), Fire Service Dispatch
(FSD), or Law Enforcement Dispatch (LED). Online certifications are also available in Call Assessment (CA)
and Telecommunicator-CPR (T-CPR).
Our certification courses combine service-specific skills training and extensive role playing using the
protocols used at your agency. Certification training courses meet or exceed all known guidelines and
have become the standard for 911 call handling.
Successful completion of a course results in a two-year certification in that discipline. Fifty percent of a
certification student’s grade is determined by the final quiz and fifty percent is determined by the
student’s performance during a practicum.
Certification Course Components
To attain EMD, LED or FSD certification, all students are required to successfully complete three
component modules:

Practicum Module
Foundation Module
The Foundation Module is an essential component of Total Response certification serving as a building
block to success as a highly-trained telecommunicator and as the foundation for all of PowerPhone’s
protocol-based certifications. Certification courses’ foundation component familiarizes students with
Total Response’s tools and structure including protocol orientation, effective communication, and
information gathering processes.
Students certifying in multiple disciplines are only required to complete the foundation component once
in a two-year period.
Theory Module
The Theory Module focuses on content and learning objectives specific to the certification being taken.
Combining communication skills discussed in the Foundation with subject specific content and protocols
relating to these types of calls, students learn to identify significant scene conditions that would
influence recommendations for dispatch or alerts for responders to ensure their safety.
Practicum Module
The practicum is an instructor-led session providing students an opportunity to demonstrate the skills
learned in a certification course.
Practicums involve a live summary of the call-handling process and role playing exercises where the
instructor plays the role of a 911 caller and the student answers the call using PowerPhone’s Total
Response system.

The practicum ends with a single graded exercise and assessment where the instructor leads students
through realistic scenarios where they are expected to conduct the full call-handling process from start
to finish including: receiving the call, conducting the initial survey, establishing the appropriate chief
complaint, asking the primary questions, dispatching resources, asking secondary questions, giving pre-
arrival instructions, and relaying any important information to responders and closing the call when
appropriate.
Each online course contains a practicum where a PowerPhone instructor actively evaluates students in
real-life scenarios through a web conference session.

The Call Assessment Certification course provides 911 personnel with the tools to establish standards
and conduct call reviews at the highest professional level.
Students are empowered to assess call-handling quality, evaluate call-handling performance, and
recommend changes that improve communications and response. It’s an essential component of
PowerPhone’s Total Response system.
In conjunction with this course, students are expected to use the assessment tools provided with the
version of CACH their agency has purchased.

Recertification in each discipline must take place every two years. Students certified in multiple

Course completion deadlines are clearly specified in each course’s syllabus. Most of our online courses
have open enrollment, but there are time limits within which the course must be completed. When a
registration is confirmed, the Student will receive an automated email with the course’s expiration date.
If a student fails to complete the course on time, he or she will be required to contact us to ask if an
extension is possible.
All assignments will receive a grade. Grades may include participation assessments, project completion
grades and quizzes. Courses provide grading directions to assist students, but final grades are subject to
