Executive Summary
Part IV of the Environment Act 1995 places a statutory duty on local authorities to
review and assess the air quality within their area and take account of Government
Guidance when undertaking such work. This Annual Progress Report is a
requirement of the Fifth Round of Review and Assessment and is a requirement for
all local authorities. The Report has been undertaken in accordance with the
Technical Guidance LAQM.TG (09) and associated tools.
This Annual Progress Report considers all new monitoring data and assesses the
data against the Air Quality Strategy objectives. It also considers any changes that
may have an impact on air quality.
Monitoring carried out in 2012 indicated 5 potential new air quality hotspots in the
County. Due to uncertainty around bias correction factors, it is recommended that
2013 monitoring data is considered prior to making decisions on the requirement for
Detailed Assessment. The site at Rose Cottage previously assessed via Detailed
Assessment continued to exceed the objectives for NO2 annual mean in 2012. There
was also an exceedence of the hourly objective for NO2 at the Rose Cottage site.
It is recommended that the Council continue and supplement the monitoring regime
and proceed to Annual Progress Report 2014.

1 Introduction
1.1 Description of Local Authority Area
Flintshire is the north-eastern gateway to Wales and is bounded by Wrexham,
Denbighshire and Cheshire. Wirral Metropolitan Borough also shares a boundary
along the tidal estuary of the River Dee. The extreme north-west of the county is
bounded by the Irish Sea. The built-up area of the City of Chester straddles the
English/Welsh border at Saltney. The south-west of the county is bounded by the
Clwydian Hills which form a distinct boundary with Denbighshire. The population of
Flintshire was 150,077 in 2006 (Flintshire County Council Profile summary, August
2008).
1.2 Purpose of Progress Report
This report fulfils the requirements of the Local Air Quality Management (LAQM)
process as set out in Part IV of the Environment Act (1995), the Air Quality Strategy
for England, Scotland, Wales and Northern Ireland 2007 and the relevant Policy and
Technical Guidance documents. The LAQM process places an obligation on all local
authorities to regularly review and assess air quality in their areas, and to determine
whether or not the air quality objectives are likely to be achieved. Where
exceedences are considered likely, the local authority must then declare an Air
Quality Management Area (AQMA) and prepare an Air Quality Action Plan (AQAP)
setting out the measures it intends to put in place in pursuit of the objectives.
Progress Reports are required in the intervening years between the three-yearly
Updating and Screening Assessment reports. Their purpose is to maintain continuity
in the Local Air Quality Management process.
They are not intended to be as detailed as Updating and Screening Assessment
Reports, or to require as much effort. However, if the Progress Report identifies the
risk of exceedence of an Air Quality Objective, the Local Authority (LA) should

undertake a Detailed Assessment immediately, and not wait until the next round of
Review and Assessment.
1.3 Air Quality Objectives
The air quality objectives applicable to LAQM in Wales are set out in the Air Quality
(Wales) Regulations 2000, No. 1940 (Wales 138), Air Quality (Amendment) (Wales)
Regulations 2002, No 3182 (Wales 298), and are shown in Table 1. This table shows
the objectives in units of microgrammes per cubic metre µg/m3 (milligrammes per
cubic metre, mg/m3 for carbon monoxide) with the number of exceedences in each
year that are permitted (where applicable).

1.4 Summary of Previous Review and Assessments
Previous rounds of review and assessment have identified areas in the County where
exceedences of the annual mean objectives have occurred. Detailed Assessments
have been carried out in 2004 and 2010 for PM10 and NO2. Both Detailed
Assessments concluded that no AQMA was required in the assessment area. No
AQMAs have been declared in the County.
The 2004 Detailed Assessment was carried out for PM10 and NO2 close to the A494
(Aston Hill). The 2006 USA identified the need for two Detailed Assessments at
quarries and one at a waste transfer station. The 2009 USA resolved the need to
carry out a Detailed Assessment at one of the quarries and the waste transfer
station. Monitoring results confirmed no exceedences of the air quality objectives at
these sites.
The 2010 Detailed Assessment carried out for the junction of the A5119 and A494 in
Mold concluded that no exceedences of the air quality objectives for NO2 or PM10
were likely at this site. Therefore no AQMA was needed at this location.
The 2010 Annual Progress Report concluded that a Detailed Assessment was
required for the area around Wrexham Road in Cefn Y Bedd. The report also
concluded that no Detailed Assessment was required for the Limestone Quarry
identified as in the 2006 USA as having potential to breach the PM10 air quality
objectives.
The 2012 Updating Screening and Assessment incorporated the data requirements
for the Annual Progress Report 2011 in order to bring the LAQM reporting up to date.
The report concluded there was no longer a need to carry out a Detailed Assessment
at Wrexham Road in Cefn Y Bedd. However it was identified that the concentrations
at Rose Cottage on the A115 in Mold were again exceeding the NO2 annual mean
objectives. Therefore a Detailed Assessment was required in this location.

A Detailed Assessment was carried out for the area around Rose Cottage in Mold in
2012. It was recommended an AQMA be declared at this location. The council have
not yet declared this AQMA, however modelling of potential measures to improve air
quality in this location has been undertaken to inform future plans for the junction.

2 New Monitoring Data
2.1 Summary of Monitoring Undertaken
2.1.1 Automatic Monitoring Sites
Automatic monitoring was carried out at two sites in the county during 2012. The
locations of monitoring are shown in Figure 1 and Figure 2. The Mold continuous
monitor is a suburban background monitor and is part of the Defra Automatic Urban
and Rural Network (AURN). The Rose Cottage continuous monitor is owned by the
council and located in an area of potential poor air quality.

2.1.2 Non-Automatic Monitoring Sites
During 2012 two changes to tube locations were made. No new tubes were added or
removed in 2012.
� Tube 3 moved across the dual carriageway in August 2012 to a site of
relevant exposure.
� Tube 44 changed location from 419 to 413 Chester Road, Oakenholt to a site
of relevant exposure.
During 2012 the tubes were analysed by Environmental Scientifics Group using 50%
TEA in Acetone.
With regards to the bias adjustment factor, a co-location study has been undertaken
at the Mold AURN background continuous monitoring site in 2012. The bias
adjustment factor from the co-location study was calculated as 1.05. The continuous
monitor only recorded 76% data capture in 2012 therefore as this is below the
recommended 90% data capture, the national bias adjustment factor of 0.84 has also
been applied in order to compare results.

2.2 Comparison of Monitoring Results with Air Quali ty Objectives
2.2.1 Nitrogen Dioxide (NO 2)
Automatic Monitoring Data
During 2012 continuous monitoring was carried out at two locations. The results
from the two stations are presented below.
The concentration at the background site in Mold remained well below objective
concentration and has fallen slightly (~1µg/m3) to 10.3µg/m3 in 2012.
Concentrations at the Rose Cottage monitoring site have increased by 3µg/m3 in
2012. The concentration at the monitoring location in 2012 was 52.3µg/m3 which is
12.3µg/m3 over the NO2 annual mean objective. The hourly objective of 200µg/m3
not to be exceeded on more than 18 occasions has also been exceeded at the Rose
Cottage monitor in 2012. This result should be treated with some caution as this
objective has not been exceeded or come close to being exceeded in past years. It
is recommended that monitoring continues at this location.

Diffusion Tube Monitoring Data
Two sets of data have been presented for the monitoring data due to variations
caused by the bias adjustment factors. Discussion regarding factors is presented in
Appendix A.
During 2012 there were seven exceedences recorded at diffusion tube sites;
� Site 3 Aston Hill;
� Site 3 relocation;
� Site 11 3 Davies Cottage;
� Site 12 20/22 Glynne Way;
� Site 24 Llys Alun, Wrexham Road;
� Site 30 28 Chester Road; and
� Site 57 Rose Cottage Junction.
Site 3 was moved in September 2012 to a site of relevant exposure. The original site
recorded 8 months of data in 2012 with a concentration of 79.7µg/m3. As this was
not located at a site of relevant exposure, no Detailed Assessment is required at this
location. The new tube location on the opposite side of the dual carriage way is at a
site of relevant exposure. Monitoring was carried out at this location for four months
in 2012. The raw results and both sets of annualised and bias adjusted results are
close to or exceeding the air quality objective for NO2 annual mean concentrations. It
would be recommended that monitoring continue at this location and additional
monitoring be added in the locality. If exceedences are found in 2013, the Council
should carry out a Detailed Assessment at that location.
Site 11 located on the A494 has recorded a concentration of 44.9µg/m3 in 2012. This
site had 100% data capture in 2012 all with raw results in the region of 40µg/m3. It
would be recommended to install a duplicate tube at this location in order to improve
accuracy of reporting. Should this site continue to exceed the NO2 annual mean
objective in 2013 then the Council should carry out a Detailed Assessment.
Site 12 in Hawarden is located on a narrow B road in the centre of town. The results
in 2010 and 2011 both indicated the site was close to the objective levels of 40µg/m3.

In 2012 the concentration based on 100% data capture and bias adjusted with the
local bias adjusted factor was 45.7µg/m3. As this exceedence is not shown when
the national bias factor is applied, and as data capture at the Mold monitoring station
was below 90%, it is again recommended that should this site continue to exceed the
NO2 annual mean objective in 2013 then the Council should carry out a Detailed
Assessment.
Site 24 in Cefn Y Bedd located on the A541 is on a narrow section of road before the
railway bridge. This site has been close to the objective for a number of years. It
would be recommended to continue monitoring at this location and add a duplicate
tube to improve data accuracy. If the concentrations are above 40µg/m3 in 2013 the
council should carry out a Detailed Assessment at this location.
Site 30 located on the B5129 marginally exceeded the NO2 annual mean objective in
2012. The site is located on the same road as Site 47 which was well below the
objective levels. As the exceedence at this location was marginal in 2012 it would be
recommended the council continue to monitor at this location and carry out a
Detailed Assessment in future if necessary.
Site 57 at Rose Cottage is known to be exceeding the air quality objectives. A
Detailed Assessment which recommended that an AQMA be declared for this
location was carried out in 2012. The council are currently considering all options for
this location with a view to declaring the AQMA.

2.2.2 Particulate Matter (PM 10)
Monitoring of PM10 was carried out at Rose Cottage in 2012. The results indicate all
objectives for PM10 were met during 2012. The results indicate a slight decrease in
PM10 concentrations.

2.2.3 Sulphur Dioxide (SO 2)
Past LAQM reporting has confirmed the Air Quality objectives for Sulphur Dioxide are
being met in all locations across the County. No monitoring for SO2 is currently
undertaken in the County.
2.2.4 Benzene
Past LAQM reporting has confirmed the Air Quality objectives for Benzene are being
met in all locations across the County. No monitoring for Benzene is currently
undertaken in the County.
2.2.5 Ozone
Monitoring data is available for ozone from the Mold AURN continuous monitoring
site. Ozone is not included in the LAQM regulations due to its transboundary nature
and thus the limited effectiveness of action of a local scale. There is however a
provisional objective level of 100µg/m3 as a running 8 hour mean that is not to be
exceeded more than 10 times per year. The Mold site recorded an exceedence of
100µg/m3 (8hr running mean) on 37 occasions in 2012. This is a slight improvement
from 2011 when 50 exceedences were recorded.

2.2.6 Summary of Compliance with AQS Objectives
Monitoring carried out in 2010 and 2011 indicated that objectives for all pollutant
except for NO2 will be met in the County. NO2 exceedences were measured at
seven locations.

Flintshire County Council has examined the results from monitoring in the County.
Concentrations within the proposed Rose Cottage AQMA still exceed the annual
mean for NO2.
When the locally derived bias correction factor is applied, NO2 concentrations outside
of the proposed AQMA have been recorded at relevant locations. However, as data
capture for the automatic station used for bias correction was below 90%, and use of
the national bias factor does not show exceedences, it is recommended that 2013
monitoring data is considered before deciding on the requirement for Detailed
Assessment.

3 New Local Developments
3.1 Road Traffic Sources
Since the previous Review and Assessment report, there have been none of the
following new or newly identified developments:
� Narrow congested streets with residential properties close to the kerb;
� Busy streets where people may spend one hour or more close to traffic;
� Roads with a high flow of buses and/or HGVs;
� Junctions;
� New roads constructed or proposed;
� Roads with significantly changed traffic flows; or
� Bus or coach stations.
3.2 Other Transport Sources
Since the previous Review and Assessment report, there have been none of the
following new or newly identified developments:
� Airports;
� Locations where diesel or steam trains are regularly stationary for periods of
15 minutes or more, with potential for relevant exposure within 15m;
� Locations with a large number of movements of diesel locomotives, and
potential long-term relevant exposure within 30m; or
� Ports for shipping.
3.3 Industrial Sources
Since the previous Review and Assessment report, there has been one new
industrial development. Tata Steel works (planning application number, 050283)
located the on the eastern bank of the River Dee near Connah’s Quay have installed
a Combined Heat and Power plant. An air quality assessment has been carried out
to assess the impacts from the development. The assessment concluded that no

significant impacts upon air quality would occur due to the installation. This site will
be regulated as a Part A process by the Environment Agency.
3.4 Commercial and Domestic Sources
Since the previous Review and Assessment report, there have been none of the
following new or newly identified developments:
� Biomass combustion plant – individual installations;
� Areas where the combined impact of several biomass combustion sources
may be relevant; or
� Areas where domestic solid fuel burning may be relevant.
3.5 New Developments with Fugitive or Uncontrolled Sources
Since the previous Review and Assessment report, there have been none of the
following new developments:
� Landfill sites;
� Quarries;
� Unmade haulage roads on industrial sites;
� Waste transfer stations etc; or
� Other potential sources of fugitive particulate emissions.
Flintshire County Council has identified the following new or previously unidentified
local developments which may impact on air quality in the Local Authority area.
Tata Steel Works, Connah’s Quay
This will be taken into consideration in the next Updating and Screening Assessment

4 Local / Regional Air Quality Strategy Flintshire County Council are currently in the process of reviewing and updating the
Local Air Quality Strategy.

5 Planning Applications There are no new planning applications which will have an impact upon air quality.
The council will continue to monitor all developments which have the potential to
impact air quality and review each as necessary.

6 Air Quality Planning Policies Flintshire County Council are currently in the process of reviewing and updating the
Air Quality Planning Policies.

7 Local Transport Plans and Strategies Flintshire County Council works in partnership with Taith which is a collaboration with
the six other North Wales local authorities in Wales – Anglesey, Conwy,
Denbighshire, Flintshire, Gwynedd and Wrexham.
The Regional Transport Plan (RTP) is a strategy for delivering improvements to the
transport system in North Wales over the next 5 years and is being developed by
Taith. Taith and the three other Welsh partnerships have been tasked by the Welsh
Assembly Government with producing four Regional Transport Plans within Wales.
The RTP Priorities include:
� Efficiently meeting North Wales diverse transport needs;
� Passenger transport profile and performance;
� Reducing congestion and journey times;
� Supporting development;
� Safe, efficient, sustainable transport networks;
� Improving rail services for North Wales;
� Environmentally Friendly and efficient freight movement;
� Smart traffic planning and management; and
� Sustainable transport.
The RTP objectives are to:
� Provide, promote and improve sustainable forms of transport and
infrastructure to minimise the negative impacts of transport on the local and
global environment;
� Improve safety of all forms of transport;
� Enhance the efficiency and use of the transport network; and
� Upgrade and maintain the transport infrastructure, providing significant new
infrastructure where necessary.

8 Climate Change Strategies Flintshire County Council does not have a specific climate change strategy, however
climate change and carbon reduction is included in the Community Strategy 2009-
2019.

9 Implementation of Action Plans The council do not currently have an Action Plan. They have however already begun
to look into quantitative modelling of potential measures to mitigate air quality
impacts upon Rose Cottage. The council will prepare an Action Plan once the plans
for the Rose Cottage AQMA are finalised.

10 Conclusions and Proposed Actions
10.1 Conclusions from New Monitoring Data
Monitoring carried out in 2012 indicated 5 potential new air quality hotspots in the
County. Due to uncertainty around bias correction factors, it is recommended that
2013 monitoring data is considered prior to making decisions on the requirement for
Detailed Assessment. The site at Rose Cottage previously assessed via Detailed
Assessment continued to exceed the objectives for NO2 annual mean in 2012. There
was also an exceedence of the hourly objective for NO2 at the Rose Cottage site.
10.2 Conclusions relating to New Local Developments
One new development was identified in 2012. The Tata Steel works site added a
new combined heat and power installation. The air quality assessment for the
installation concluded no significant adverse impacts would occur.
10.3 Other Conclusions
The council will continue to finalise the decision regarding a new AQMA at Rose
Cottage following the findings of the 2012 Detailed Assessment.
10.4 Proposed Actions

Diffusion Tube Bias Adjustment Factors
Factor from Local Co-location Studies A co-location study was set up at the AURN station in Mold in January 2010. The
data capture at the AURN site has limited the reliability of the study in past years.
The data in 2012 was again below 90% but was enough to give a good overall
precision. A factor of 1.05 was produced from the study.

Factor from National Studies The factor taken from the national bias adjustment spreadsheet (v03_13) for the lab
and method applied was 0.84 based upon 5 studies.
Discussion of Choice of Factor to Use The 2011 Annual Progress Report considered both the local and the national bias
adjustment factors in the report as the national factor had historically been used in
Flintshire as there was no co-location study available. In 2011 a co-location study
was available at the AURN Mold continuous monitor, however due to less than 90%
data capture from the site the data was not deemed reliable. Additionally the
variation between the national and the local factor was significant. In 2012 the data

capture from the AURN site was again below the recommended 90%. There is still
significant variation between the national and the local and as such both sets of
results have been presented. The local results have been considered when
comparing against the national air quality objectives as this is a conservative
approach. Additionally the co-location will remain in place in 2013 and as long as the
data capture is good this factor can be used for the following years report.
PM Monitoring Adjustment
No PM monitoring adjustment was required.
Short-term to Long-term Data adjustment Data capture at all sites which recorded less than 75% data capture during 2012 has
been annualised according to the method set out in LAQM TG(09) box 3.2. The
details of the annualisation have been provided in the table below.

QA/QC of Automatic Monitoring
The Mold site is managed to the UK Automatic Urban and Rural Network (AURN) QA
procedures and standards as the site.
The Rose Cottage site is managed by Air Monitors. The site is managed to the
AURN standards.

QA/QC of Diffusion Tube Monitoring
ESG participates in the Workplace Analysis Scheme for Proficiency (WASP), which is
an independent analytical performance testing scheme.
According to the summary of laboratory precision published by the LAQM Helpdesk,
tubes analysed by ESG displayed ‘Good’ precision in 4 out of 4 studies in 2012
(based on spreadsheet version 07/13).
