MINUTES OF 7th MEETING OF WESTERN REGIONAL POWER COMMITTEE HELD ON 3rd MAY 2008 AT MAHABALESHWAR
The TCC and 7th WRPC meetings were held on 2nd & 3rd May 2008 respectively at
Mahabaleshwar. The lists of the participants are at Annexure-I (A) & I (B)
respectively.
Shri D.K. Valecha, Executive Director, WRTS-I, POWERGRID welcomed all the
members and participants attending the 7th meeting of WRP Committee. He
informed that with the commissioning of 765 kV 2nd Ckt. of Sipat-Seoni DC line on
24.04.2008, the mega transmission system associated with Sipat-1 & 2 has since
been completed. This has provided parallel corridors starting from Korba, Sipat,
Seoni, Khandwa, Rajgarh on one side and connectivity of Seoni, Satpura, Itarsi and
Bhopal on other side. He assured the WR constituents that POWERGRID is making
all efforts for timely completion of transmission schemes and expressed his
confidence that with the co-operation from all concerned, all the schemes will be
executed in time. He said that in the area of O & M also POWERGRID has been
performing well and informed that Western Region Transmission System has been
awarded the shield for the best performance for consecutively 2 years, viz. 2005-06
and 2006-07.
Dr. A.B. Pandey, Chairman, WRPC & MD, MSEDCL welcomed all the members of
Western Regional Power Committee and the representatives from the concerned
constituents to the 7th Meeting of WRPC and thanked POWERGRD, for making
excellent arrangements for the meeting and stay of the participants. He said that the
grid had been operating in a critical mode during January to March 2008. During this
period, frequency remained below 49.0 Hz for more than 24% of time and the region
faced shortage to the tune of 10,000 MW. He said that the regional demand is likely
to remain high till mid June 08 and urged upon constituents to maximize the power
availability to ensure the system frequency within the permissible range. He also
stressed that the AUFLs relays must be ensured to be kept in service and the relief
should come as per the expected quantum. He recalled that during the period
January to March 2008 major portion of regional transmission system under Sipat-I
being executed by POWERGRID, has been put in commercial operation. A capacity

addition of 1125 MW is taken place in Chhattisgarh and Maharashtra states during
the above period. However to meet the increasing demand it is the essential that all
the generating capacity addition should come as per the schedule. He then
requested Member Secretary, WRPC to take up the Agenda Items for discussion.
ITEMS FOR DISCUSSIONS
ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 6th MEETING OF WRP COMMITTEE
1.1 Member Secretary, WRPC stated that the minutes of 6th meeting of WRP
Committee held on 11th January 2008 at Port Blair were sent to the Members vide
letter No. A.S./Min./WRPC/2008-1010 dated 31st January 2008. He said that
comment were received from GM (O&M), WRTS-I, PGCIL requesting amendment in
Para 12.3 of Item No. 12 “Testing of Special Energy Meters’’ vide letter dated
11.02.2008 (copy enclosed at Annexure-1.1).
The Committee discussed the comments received as above and the minutes
were confirmed without any modification.
1.2 PGCIL reiterated that according to CEA Regulations testing of CTs/CVTs
along with meters are required to be carried out for consumer’s meters only. Neither
such testing has been envisaged in CEA regulation for testing of interface meters nor
it is possible to carry out such testing as no infrastructure for on site testing of 400 &
220 kV CTs/CVTs is available in the country. In this context Member (GO&D), CEA
informed that queries were made by CEA with CPRI, Bangalore and they have
shown interest in developing technology to test the meters along with CTs/CVTs
online, if order for testing of sufficient number of meters are received by them. He
therefore requested PGCIL to interact with CPRI to explore the possibility of testing
of meters along with CTs / CVTs.
The Committee reiterated the decision taken in 6th meeting that PGCIL should
take one stand for all regions and whatever testing philosophy is followed in
NR, the same should be implemented in WR as well.

ITEM No.2: BACKUP COMMUNICATION LINKS FROM SLDCs & STRATEGIC LOCATIONS IN THE NETWORKS OF ULDC SCHEME
2.1 Member Secretary, WRPC informed that in order to improve the reliability of
data communication between WRLDC and SLDCs, a scheme for backup
communication links from SLDCs and strategic locations in the networks of ULDC
proposed by WRLDC/PGCIL was discussed by a committee of Western Regional
Constituents, WRLDC and WRPC Secretariat earlier on 17th Dec. 2007. The
constituents agreed to the need for back-up communication links between SLDCs /
Strategic locations and WRLDC and also usefulness of back-up links between Sub-
LDCs to SLDCs. However, instead of providing the stand by arrangement through
bandwidth provided by PGCIL Telecom network, it was proposed to have these links
through VSAT/Radio link. In addition OPGW link between Gotri to Jambuva & Gotri
to Asoj was also agreed to. He further stated that these recommendations were put
up to the TCC in its meeting held on 10th January 2008, wherein PGCIL pointed out
that the cost of the revised proposed scheme would be very high. The other points
which also emerged in the TCC meeting were that (i) the expenditure for sub-SLDC
to SLDC link should be borne by the concerned SLDC and not loaded in the regional
system and (ii) the commercial implications of VSAT vis-a-vis earlier proposal by
PGCIL needs to be examined. WRP Committee in its meeting held on 11.01.2008
endorsed the decision of TCC and directed that the proposal be discussed initially at
working level Committee and its recommendations be put up to next TCC / WRPC
for the decision.
2.2 In this context, Member Secretary, WRPC further stated that the comparative
cost estimates worked out by PGCIL for the two alternatives, viz. considering
bandwidth from PDT and VSAT, were sent to the constituents and the same was
discussed by the committee of Western Regional Constituents, WRLDC and WRPC
Secretariat in a meeting held on 15th April 2008. Considering various technical
features, its cost implications, etc. the above committee recommended the following
back up communication scheme for consideration / approval of WRPC:
(i) 9 Nos. E-1 to be located between Asoj and Kalwa (consisting of 6 Nos.
E1 for traffic, 1 No. E1 for CPCC and 2 Nos. E1 for network
management system) and STM-16 equipment to be provided at Asoj

S/s of GETCO. Fixed Cost – Rs. 7 lakhs. Recurring cost Rs. 32.4 lakh
per year (inclusive of service tax)
(ii) Radio link suitable for min. 9 E-1s in delicensed frequency band from
Kalwa to Marol (WRLDC, Mumbai). Fixed cost Rs. 5 Lakh (subject to
feasibility of link)
(iii) OPGW cable from Jambua to Gotri (13 Kms.) & Gotri to Asoj (23 Kms.)
– Fixed cost Rs 140 Lakh.
Record notes of discussions of the meeting regarding back-up communication held
on 15th April 2008 are enclosed at Annexure-2.2
2.3 In the TCC meeting held on 2nd May 2008, Chief Engineer (LD), GETCO
suggested that OPGW cable route from Asoj to Gotri may be modified as Asoj to
Jambua as there is no electrical connection between Gotri and Asoj. Further, this
modification will also reduce the total route length by about 1.5 km. The TCC
members deliberated the above recommended back up communication scheme in
detail and modified route suggested by GETCO. TCC agreed to the scheme as
proposed in para 2.4 (i) & (ii) above and OPGW cable from Jambua to Gotri &
Asoj to Jambua in view of no electrical connection between Gotri and Asoj as
intimated by GETCO. It was also decided that beneficiaries of WR would share
the cost in respect of above backup communication link.
Further, CSEB representative in the TCC meeting intimated that SLDC, Bhilai is
to be shifted to Raipur. As such the corresponding expenditure for data
communication link from Raipur to Bhilai shall required to be pooled in
regional system. TCC agreed to the same
The WRP committee discussed the matter and ratified the above decision of
TCC.
ITEM No 3.: PERFORMANCE OF WR GRID DURING JANUARY 2008 TO MARCH 2008
3.1 System Performance
Member Secretary, WRPC stated that during the period January 2008 to March
2008, the grid operated in the frequency range 49.0 Hz and 50.5 Hz for 75.93 % of

time. The percentage time, when the frequency was within this range varied between
73.02% and 77.62%. During March 2008, frequency remained below 49.0 Hz. for
26.95% of time. The details of frequency profile during the above period is enclosed
at Annexure-3.1 (a). He said that WRLDC reported about inadequate load relief
forthcoming due to operation of UFRs. It was also observed that in many cases
delayed load relief comes due to manual load shedding, whereas the relief is
expected to come instantaneously at 48.8 Hz and 48.6 Hz. Despite WR constituents
having been requested in various fora for keeping the UFRs operative and ensuring
full quantum of recommended load relief, the same was not getting achieved.
He said that it was noted in the TCC meeting of WRPC held on 2.5.2008 that UF
relays in Chhattisgarh and Gujarat States were inspected in February 2008 and April
2008 respectively at six substations and for 19 feeders. The UFRs provided there
were found to be in operating condition. However, it was observed that in CSEB
system the load relief obtained on their operation was on the average of the order of
35% of the normal load relief expected.
The Committee noted the details relating to registered demand/unrestricted demand,
energy availability and energy requirement during the above period at Annexure-3.1
(b). The maximum unrestricted demand of the region was 39780 MW as recorded
during January 2008. The maximum demand met during this period was 29746 MW,
which was registered during February 2008. The peak shortfall of the Western
Region ranged from 9183 MW to 10678 MW. Capacity shortage during this period
was of the order of 23.59 % to 26.84 % and energy shortage was in the range of
18.90% to 20.43 %. Member Secretary, WRPC said that during the 6th WRPC
meeting held on 11th January 2008, it was noted that the issue of prevailing low
frequency scenario in N-E-W interconnected grid was discussed in a joint meeting of
NR and WR constituents taken by Chairman, CEA on 4th December 2007 at New
Delhi. However, low frequency scenario had continued to prevail. The WRP
Committee had therefore, suggested that a second joint meeting of WR and NR may
be taken by Chairman, CEA to address issue of low frequency. Accordingly, a joint
meeting of WR and NR constituents was taken by Chairman, CEA on 5th February
2008 at New Delhi to discuss issues related to low frequency operation of the grid
due to overdrawl by some constituents.

He said that during the above meeting of 5.2.2008, it was observed that States of
UP, Haryana, J&K, Rajasthan and Punjab in Northern Region and Madhya Pradesh,
DNH and DD in Western Region and Bihar and Jharkhand in Eastern Region were
generally overdrawing. After detailed deliberations overdrawing utilities were directed
to take additional load regulatory measures to give additional load relief with a view
to maintaining their drawl as per the schedule.
In the TCC meeting, GM, WRLDC reported that the low frequency operation
continued to prevail mainly because of low availability and sustained overdrawl by
some of the utilities in the interconnected N-E-W grid. In Western Region the
overdrawl by Madhya Pradesh, Gujarat States and UTs of DD and DNH had been
prevailing to the extent of 100-200 MW, 100-300 MW, 50 MW and 100 MW
respectively. The availability had been remaining low considerably due to high
quantum of forced outages of thermal generating units, low availability at Dabhol
and Uran plants in Maharashtra. Low level of hydro generation availability was also
prevailing. The forced outage in Western Region had reached to the order of 4200
MW. The load relief obtained at two levels of low frequency viz. 48.8 Hz and 48.6 Hz
was not adequate so as to improve frequency.
Member Secretary WRPC said that the performance of the grid during the subject
period was discussed in TCC meeting on 2.5.2008. The TCC had noted with serious
concern the continued low frequency operation of the interconnected N-E-W grid and
discussed the action plan to handle the current situation.
CE(LD), GETCO, Gotri had stated that the power availability of Gujarat State is
being managed by them according to the anticipated load demand and short-term
deficits. The overdrawl by Gujarat State had been mainly for short durations. As the
frequency excursions below the permissible range have been very frequent,
imbalance therefore remained between availability and the requirement at any
particular instance despite the efforts made to maintain the balance, which had
resulted slight delays in correcting the overdrawls. He further said that the continued
overdrawl of the order of 100-150 MW by UTs of DD & DNH, which are electrically
connected to Gujarat system is not contained by them during low frequency periods.

MSEDCL representative had stated M/s Jindal Power Ltd. (JPL) was not supplying
the power as offered under short-term open access. Gujarat and Chhattisgarh said
that despite the Long Term Open Access granted to M/s Jindal Power, they are
selling power under STOA. During the discussions, it was noted that Gujarat as well
as CSEB have so far not signed the Long Term Agreement with M/s JPL. In this
context WRLDC stated that the injection schedule of M/s Jindal Power Ltd. is being
issued by them on the basis of STOA schedules given by SLDCs.
CE(LD), MPPTCL had stated that MPPTCL had taken necessary load regulatory
measures, but despite same the shortage quantum was very high which worsened
with forced outages of thermal generating units in the region. Eventually 500 MW
unit at Birsinghpur TPS in Madhya Pradesh had also to be taken out on emergency
forced outage which was unavoidable. He said that frequent overdrawl by NR from
the interconnected grid at low frequency had been prevalent as a result the WR
utilities could not draw their share from the interconnected grid. Although WR utilities
have taken adequate regulatory measures and WRLDC opens EHV lines to the
overdrawing States, the extent of load regulatory measures taken by NR utilities and
similar details of EHV lines opened by NRLDC could not be known.
Director (Operations) MSETCL had stated that grid was passing through bad
situation. Even with MSETCL maintaining controlled drawl from the grid, the
frequency profile has not been able to be kept within permissible range. The AUFLS
operations are taking place but this is not taking place adequately in the entire grid
as per the total load relief requirement under defense mechanism. He said even
other utilities in WR are also taking timely corrective action to contain overdrawls at
low frequency and UFRs operate (because of heavy overdrawl by some of the
defaulting utilities in the interconnected N-E-W grid) frequently causing avoidable
interruption in power to the consumers in current hot summer days and the
consequent public unrest. However whether the similar corrective actions being
taken by NRLDC/NR utilities viz. extent of operation of UFRs, load management
measures taken by NR utilities, action taken by NRLDC for regulation of power to the
overdrawing NR utilities etc is not known. GETCO also endorsed these views.

In the WRPC meeting, Chairman, WRPC/MSEDCL said that the transparency in
corrective action taken by all utilities that constitute the interconnected grid must
exist. The corrective / regulatory actions taken should be available on the websites of
all the RLDCs. This will induce better operational planning mechanism and enable
estimating quantitatively and precisely the corrective action to be taken in the real-
time process. Advisor, PTC suggested that it would also be worthwhile if the status
on sustained low frequency of the N-E-W grid is widely highlighted on TV in real
time, so that the consumers at large get signal to conserve electrical energy at
proper time in the interest of grid security.
Regarding generation at Uran GPS in Maharashtra, Director (Operations), MSETCL
intimated that generation has now increased to 600-650 MW from the earlier low
level of 450 MW due to fuel shortage.
ED (WR),NTPC said that the Unit No. 1 at Sipat is likely to commence generation
during the current month i.e. May 2008. NTPC further intimated that the RLNG was
available during April 2008 and is tied up for May and June 2008 to ensure full
availability at Kawas and Gandhar GPSs of NTPC.
Upon query regarding maximization of generation at running 540 MWe unit No. 4 by
utilizing fuel available for 540 MWe unit No. 3 at TAPP 3,4 station during its ongoing
biennial shut down, NPCIL representative had stated that this was not possible as
the fuel allocation at the Nuclear Power Station is made unit-wise at National level by
considering already the planned shut down period and, therefore, fuel cannot be
diverted to other unit(s).
Member (GO&D), CEA stated that to discuss issues relating to security and safety of
the integrated N-W-E-NE grid, Secretary (Power), MOP had taken a high-level joint
meeting with NR and WR constituents on 2.5.2008 in New Delhi. He said that
Secretary (Power) has expressed serious concern on low frequency operation of the
interconnected grid caused by the in-disciplined States. He said that during the
deliberations, it also evolved that load shall have to be restricted/managed in such a
manner that the system frequency does not come below 49.0 Hz. The outstanding UI
payments shall also have to be liquidated immediately in the interest of ensuring

secured operation of the grid. He said that operation of grid without an effective
defence mechanism, cannot be allowed to continue, else the grid would be exposed to
extreme danger of Nation-wide collapse.
Chief Engineer (GM), CEA stated that in the TCC meeting it was presented by WRLDC
that the available installed capacity of thermal units is not fully utilized due to fuel
related problems. This needs to be highlighted and the details to this effect should be
regularly sent to Chief Engineer, Fuel Management Division, CEA.
The Committee deliberated the issue relating to the current scenario and endorsed the
following action plan recommended by TCC on 2.5.2008: -
i As the peak demand of WR expected during the season may go as high as 39,045 MW, while Maximum availability of WR (considering 1000 MW from other regions) may touch only 31,315 MW. Deficit of 8000-9500 shall have to be managed through the requisite load shedding and by implementing distress load shedding plan in the right earnest and as recommended by WRLDC.
ii AUFLS relays should be ensured to remain in operating condition and provide load relief as per the expected quantum.
iii It should be ensured that total forced outage quantum do not exceed 2500 MW and all efforts should be made to restore back the units under forced outage at the earliest possible.
iv Availability should be maximized through arranging additional bilateral import of power. Since Margins in ER-WR, SR-WR and NR-WR corridors are still available for May-Jul’08, WR constituents may explore additional transactions through PX/Bilateral.
v Since NTPC has tied up the RLNG supply for full capacity of Kawas & Gandhar GPS, the beneficiaries should ensure full utilization of these plants
3.2 Voltage Profile
The Committee noted the month-wise detail of voltages at important 400 & 765 kV
substations during the month of January 2008 to March 2008 as furnished in
Annexure-3.2. Member Secretary, WRPC stated that during this period, low voltages
were recorded at 400 kV Gwalior, Indore and Jetpur substations of the order of 369
kV (January 2008), 378 kV (March 2008) and 372-379 kV (January to March 2008)
respectively. The high voltages were recorded at Bina, Indore, Itarsi, Karad, Dhule

and Gwalior ranging between 426-436 kV and of the order of 813 kV at 765 kV Seoni
S/s. He said that following actions were taken to ensure smooth voltage profile in
the grid:
i) Two RBPH machines of SSP are being operated in Synchronous
Condenser mode whenever required on advice of WRLDC.
ii) 63 MVAR reactors on 400 kV Bina-Nagda D/c line (one on each circuit)
were taken into service. POWERGRID intimated that reactor for 400 kV
Bina-Nagda ckt I at Bina end would be put in service by 15.05.2008.
iii) POWERGRID intimated that 3x80 MVAr Bus Reactors of 765 kV Seoni-
Sipat line at Seoni end have been energized.
Further, the Committee noted the following actions initiated to control high voltages
during the low load periods:
i) 63 MVAR reactor at 400 kV Damoh sub-station being provided by
POWERGRID would be available by 20.05.2008. Regarding 125
MVAR bus reactors each at 400 kV Khandwa and Dehgam sub-
stations, POWERGRID intimated that orders for these reactors
were placed in March 2008 and the commissioning of the same is
expected by June 2010.
ii) Shunt Controllable reactor at 400 kV Padghe s/s in Maharashtra is
likely to be commissioned by MSETCL in October 2008.
iii) The installation of 125 MVAR bus reactor each at Dhule, Indore,
Kasor sub-stations by MSETCL, MPPTCL and GETCO and 80
MVAR bus reactor each at Karad and Nardipur substations by
MSETCL and GETCO is yet to take place. According to information
furnished by MSETCL orders for 2 x 50 MVAR line reactors at
Dhule end for 400 kV SSP-Dhule D/c line have been placed and
these are expected to be commissioned by October 2008.

MSETCL, MPPTCL and GETCO were requested to expedite installation and
commissioning of reactors at Karad (80 MVAR), Indore (125 MVAR), Kasor (125
MVAR) & Nardipur (80 MVAR) as early commissioning of these reactors would
help in smoothening of high voltage profile in Western regional grid.
3.3 PROGRESS OF INSTALLATION OF SHUNT CAPCITORS IN WESTERN REGION DURING THE YEAR 2007-08 AND PROGRAMME OF THEIR INSTALLATION IN THE YEAR 2008-09.
Member Secretary, WRPC stated that during the year 2007-08 the WR utilities installed
516 MVAR capacitors in Western Region viz. Madhya Pradesh 396 MVAR, CSEB 100
MVAR and TPC system 20 MVAR. He said that to work out requirement for installation
of shunt capacitors for the year 2008-09, the WRPC study Committee met on
1.10.2007 and again on 4th & 5th March 2008. Based on the system data provided by
WR utilities and the deliberations on results of the capacitor study conducted by WRPC
Secretariat, the study Committee evolved the requirement of HT capacitors in the
region. TCC of WRPC on 2.5.2008 recommended the HT capacitor installation
programme for the year 2008-09 as follows:-

The WRP Committee approved the requirement as above. All the concerned
utilities were requested to initiate timely action for procurement and
installation of the HT capacitors in the region as per the above details and
intimate monthly status to WRPC Secretariat on the progress in this regard.
ITEM No.4: REVISION OF SETTINGS OF THE df/dt UFLS RELAYS IN THE WR
Member Secretary stated that during the 6th WRPC meeting, the Committee had noted
the recommendation made during a joint meeting held between RPCs and RLDCs of
NR, WR and ER on 27.11.2007 at Kolkata to discuss the proposed revision in df/dt
settings in view of N-E-W grids having been interconnected with number of A.C.

interconnectors. The Committee had also further noted the opinion of OCC of WRPC
on the above recommendation made in its 382nd OCCM held on 12.12.2007. WRLDC
in the TCC meeting held on 10.1.2008 had suggested that the currently prevailing df/dt
settings which were earlier revised in August 2006 have been working as per
expectations under contingency conditions, therefore, the same settings might
continue. However, in view of the above deliberations, WRP Committee in 6th WRPC
meeting had advised WRLDC to discuss the matter with NRLDC and ERLDC and
come out with the jointly agreed df/dt settings for final view by the Committee and
implementation of the revised settings thereafter.
In pursuance of above, WRLDC vide letter dated 31.3.2008 had intimated that detailed
deliberations were held by them with NRLDC and ERLDC keeping in view all possible
N-E-W grid conditions concerning the interconnected grid security. As a result the df/dt
settings agreed between WRLDC, NRLDC and ERLDC are as follows:-

Member Secretary, WRPC further stated that in 386th OCCM of WRPC held on
11.4.2008, WRLDC had explained the df/dt UFLS settings agreed between the RLDCs
as above. WRLDC had also intimated therein that as there is not much literature on
df/dt relay operating experience, the settings recommended as above may be adopted
and performance observed for next six months. The OC sub-Committee of WRPC had
agreed to the same.
Member Secretary WRPC said that the TCC was apprised of the status as above in its
meeting held on 2.5.2008. TCC deliberated and had opined that the existing settings
of AUFLS relays were earlier revised upwards with the improvement in frequency
profile, which had been remaining above 49.0 Hz most of the time. Under the present
scenario due to low availability, frequency profile has been deteriorating and the
upward revision of cut-off frequency to 49.9 Hz in the existing settings of df/dt relays
may not be advisable. Further the TCC apprehended that in case of raised cut-off
frequency the unwanted AUFLS operation might cause avoidable grid disturbance in
case of mal-operation. The TCC had further suggested that settings needed to be
evolved at national level. However WRLDC in the TCC had reiterated that the scheme
was finalized in consultation with other RLDCs and as such it was proposed that this
may be implemented at least for six months and can be reviewed thereafter.
The WRP Committee discussed the issue further. GM, WRLDC stated that current
phenomena of low frequency is a temporary one which occurred when un-eventually
availability had become low due to higher number of forced outages coupled with low
hydro power availability in the region. The frequency profile is likely to improve through
concerted efforts of all the utilities in maximizing the availability as discussed in the
Minutes of 7th WRP Committee meeting held on 3rd May 2008 at Mahableshwar 17
foregoing items. GM, WRLDC further stated that the revision in df/dt settings as above
has been evolved after thorough consideration of all possible exigencies, which might
arise upon sudden loss of large quantum of power and to protect the grid from
probable diversion of large quantum of power through weaker alternative paths. As
such, he requested WRPC members to approve the revised df/dt settings for
implementation, initially for a period of six months.
Member Secretary, WRPC said that apprehension about mal-operation at higher cut-
off frequency leading to sudden and abnormal rise in frequency causing grid
disturbance did not appear to be true, as the operation of df/dt relays is location
specific and mal-operation of one or two relays at a time will not have any significant
effect on the grid.
The Committee further deliberated the issue. The Committee had noted that the
provision of df/dt relays is essential for protection of the grid against a large
disturbance. However the WRP Committee suggested that under the present scenario
when grid is passing through high shortage conditions and low frequency profile is
prevailing, it would not be desirable to implement the revised df/dt settings immediately
at present.
In view of above, the Committee agreed to implement the revised settings w.e.f.
1st July 2008 and if required, these settings might be reviewed after six months
upon observing the performance and gaining operating experience in this
regard.
ITEM No.5: UTILISATION OF 220 KV UJJAIN-KOTA AND UJJAIN-MORAK LINES
5.1 Member Secretary, WRPC informed that Hon’ble CERC in petition no.
85/2007 (suo-moto) in the matter of “Proposed approach for sharing of charges for
and losses in inter-state transmission system” vide order dated 28.03.2008 stressed
the need to identify the state owned inter-regional lines and to operationalise such
lines in synchronous mode. CERC observed that 220 kV Ujjain-Kota is one such link
which can reinforce NR-WR interconnection. The Commission directed RPCs to
identify such lines and take necessary action to convert them into synchronous

operation. In this context, Member Secretary, WRPC further stated that WRPC
secretariat have already addressed letter to Secretary, Deptt. Of Energy, Govt. of
Madhya Pradesh requesting him to advise the concerned authorities of MP to
expedite finalisation of the plan to operationalise 220 kV Ujjain-Kota and Ujjain-
Morak lines at the earliest in coordination with RRVPNL. WRLDC had also taken up
the matter with MPTRANSCO and requested them to expedite settlement of bilateral
commercial issues with Rajasthan so that the parallel operation of above lines may
start.
5.2 The matter was discussed during TCC meeting held on 2nd May 2008. In the
TCC meeting WRLDC intimated that as per the studies carried out by them
considering the operation of the above AC link in synchronous mode, the system
loss would get reduced by about 7 MW. MPPTCL representative stated that they
had requested WRLDC to carry out study to ascertain the effect of parallel operation
of these lines on loading of transformers at Indore and Nagda. WRLDC clarified that
based on the studies carried out by them, no constraint in envisaged on this account
and assured prompt action in real time, in case of overloading of any element. TCC
discussed the matter and observed that technically there is no problem in
synchronous operation of these lines. Member Secretary, WRPC further stated that
as intimated by M.S., NRPC, Rajasthan has given unconditional consent for
operation of these links in synchronous mode with WR. However, MPPTCL
representative stated that the synchronization of the lines would be acceptable to
them provided the payment of O&M charges for Satpura TPS by Rajasthan is
assured to Madhya Pradesh by opening of LC etc. and related outstanding
commercial issues are sorted out.
5.3 Member (GO &D), CEA informed that during the meeting earlier held between
MoP, Madhya Pradesh and Rajasthan, Rajasthan had shown their willingness to
operationalise these lines in synchronous mode. He pointed out that Chairperson,
CEA also wrote in the above matter to the Secretary, Govt. of MP. He stated that in
case Madhya Pradesh and Rajasthan are not able to sort out the matter bilaterally,
CEA may intervene and can provide the platform for further discussion.

The matter was discussed and WRP Committee endorsed the views of the TCC
about in principal technical agreement for the need to operate the above link in
synchronous mode. Further MPPTCL were requested to resolve the
commercial issues bilaterally at an early date. In case they are not able to
resolve the issue, they may provide necessary details to WRPC Secretariat so
that the matter could be taken up with NRPC for taking needful action by
Rajasthan.

ITEM No.6: FUNDING OF WRPC SECRETARIAT
6.1 Member Secretary, WRPC stated that the matter regarding funding of WRPC
secretariat was discussed in the Special Meeting of WR constituents held at New
Delhi on 13th March 2006 and reimbursement of expenditure in respect WRPC
secretariat to GoI was agreed to. Regarding sharing of expenditure by the
constituents of WR, the matter was discussed in 1st meeting of WRP Committee held
on 8th June 2006 and it was agreed that the same will be equally shared by each
WRPC member except CEA, NLDC, RLDC and WRPC Secretariat. This expenditure
as decided is presently being reimbursed to the Government of India on quarterly
basis.
6.2 In order to streamline the reimbursement procedure and to reduce the
number of transactions, it is proposed that instead of quarterly reimbursement, total
annual payment may be made in a single installment. Any variation between
sanctioned budget estimates and actual expenditure may be adjusted in the
subsequent year. This procedure is already in vogue in Northern, Southern &
Eastern Regions.
The above matter was discussed. WRP Committee gave their approval for
making total annual payment by WRPC members (except CEA, NLDC, RLDC
and WRPC Secretariat) towards reimbursement of expenditure of WRPC
secretariat in a single installment. Any variation between sanctioned budget
estimates and actual expenditure would be adjusted in the subsequent year.

ITEMS FOR INFORMATION
ITEM No.7: ANTICIPATED POWER SUPPLY POSITION FOR THE PERIOD APRIL 2008 TO JUNE 2008
The Committee noted the anticipated power supply position in the region for the
period from April 2008 to June 2008, which is furnished at Annexure-7. Member
Secretary, WRPC stated that the regional demand is likely to remain high till mid-
June 2008. During May and June 2008, the peak demand deficit is likely to be of the
order of 6900-9000 MW, whereas energy deficit would be of the order of 60 -160
MUs per day. The anticipated regional peak demand is in the range of 35600-38100
MW. The anticipated peak demand shortages for Gujarat, Chhattisgarh, M.P.,
Maharashtra, Goa, DD and DNH would be in the range of 4200-4400 MW, 100-250
MW, 900-1400 MW, 3000-5100 MW, 130-150 MW, 90 MW and 140-195 MW
respectively during the above period.
Member Secretary, WRPC said that the TCC in its meeting on 2.5.2008, had
suggested that the overdrawing utilities of WR should arrange bilateral purchase of
power as the margins were existing in the inter-regional links’ capacity, else other
regions might book the available capacity. CE(LD), MPPTCL intimated that they
already had LOI for 3000 MW, against which only 250 MW is available.
Upon query by TCC, PTC representative had indicated that no power is available
during peak-time with the utilities like West Bengal, DVC and GRIDCO, which had
been selling in good quanta earlier. PTC further intimated that sellers were reluctant
to sign for bilateral sale under STOA as under the new regulations, STOA power
once scheduled can only be changed upto 5 days prior to the day of schedule,
whereas under day-ahead arrangement, the schedule can be revised one day
before the day of actual scheduling.
In view of the above, Member Secretary, WRPC requested all utilities to ensure that
system frequency, voltage profile and transmission system loadings are maintained
within the permissible limits in the interest of security of the interconnected grid. All
the utilities were, also requested to maximize power availability to overcome
overdrawals at low frequency. All generating utilities may also ensure that the entire

generating capacity is fully available. Also no capacity should be left unrequisitioned
from all ISGS stations. NTPC shall ensure availability of adequate quantity of
Gas/LNG to enable full utilization of their gas-based plants.
To meet any contingent conditions, it must be ensured that the existing UFR and
df/dt relays under the AUFLS scheme are operative at the recommended settings
and the desired load relief is obtainable.
The voltages profile of the grid may tend to drop below lower permissible-levels.
Therefore it shall have to be ensured that all HT capacitor banks at EHV sub-stations
in the region are in service. SSP may follow real-time operational instructions by
WRLDC to operate RBPH machine(s) in synchronous condenser mode for providing
adequate reactive power support and all thermal generating units in the vicinity of
lower voltage profile should maximize generation of reactive power within their
capability limits so as to help in controlling low voltage in the grid.
The Committee noted as above.
ITEM No. 8: PAYMENTS OF UI AND REACTIVE ENERGY CHARGES
8.1 As per the information received from WRLDC during the meeting, the status
of payment to UI pool account and Reactive Energy Pool account as on 29.04.2008
of the current financial year is given below: -

8.2 MPPTCL agreed to pay Rs 100 Crores during current month and to clear
the outstanding UI charges in next 2 months. Daman & Diu representative
stated that they have already made payment of Rs 41 Crores. WRLDC
intimated that DNH has assured to clear the dues of Rs 28 Crores soon and
balance by end May 2008.
GM, WRLDC further stated that details regarding outstanding UI payment have
been furnished by them to CERC. In view of the above commitment made by
the concerned constituent to clear the dues, Member Secretary, WRPC
requested WRLDC to intimate the same to Hon’ble CERC. WRLDC agreed for
the same.
8.3 So far as outstanding dues from Northern Region is concerned, Member
Secretary, WRPC intimated that in accordance with the resolution adopted by WRP
Committee during its 6th meeting held on 11th Jan. 2008, Chairman, WRPC / CSEB
addressed letter dated 25th February 2008 to Secretary (Power), Govt. of India (copy
enclosed at Annexure-8.3), bringing to his notice the concern of WR constituents
regarding non-payment of UI charges by some of the NR beneficiaries. It was
suggested that dues towards UI charges against overdrawl might be managed to be
paid to the recipient entities from the quota of central sector assistance of those
States which are not making UI payment and the amount so paid be adjusted while
releasing final payment of central assistance to these States. MoP was requested to
develop mechanism for releasing such payment directly from Central assistance.
Further, in the matter of default of Unscheduled Interchanges (UI) charges for the
energy drawn in excess of the drawal schedule and in the matter of Power
Development Department, Govt. of J & K, Petition No. 132/2007, Hon’ble CERC in
an order dated 29th Feb, 2008 directed PDD, J & K to open a revolving LC for
assuring regular payment of Rs. 40 Crore every month to the regional UI account, till
liquidation of dues (to the tune of Rs. 410.25 Crores). Similarly, in the matter of
default in payment of UI charges by Uttar Pradesh Power Corporation Ltd., Petition
No. 131/2007, Hon’ble CERC in an order dated 11th April 2008 directed UPPCL, to
take necessary action to liquidate the entire UI arrears in six (6) monthly installments
by paying Rs. 128 Crores every month from May 2008. The Commission also

directed NRLDC to draw up in consultation with Member Secretary, NRPC, a
practicable scheme for physical curtailment of supply to UPPCL, for enforcement in
case necessary.
WRP Committee members noted the same.
ITEM No. 9: CONNECTIVITY TO IPPs WITH LILO OF EXISTING GRID LINES
9.1 Member Secretary, WRPC informed that CSEB have pointed out that the
LTOA connectivity given to IPPs with grid by providing LILO of grid lines is not
desirable as (i) the control of the line goes in the hands of the IPP, (ii) it affects the
serviceability of the system, (iii) it effects the metering & protection of the original
line, making it more complicated and (iv) line loadings may pose problems especially
if alternate line is under maintenance/shutdown/breakdown. In this connection, he
clarified that the Long Term Open Access Applications in Western Region are being
discussed by CTU (PGCIL) regularly in meetings with all WR constituents and Open
Access is granted by PGCIL on the basis of discussions in these meetings. The
issue of open access to M/s LANCO Amarkantak was discussed in 9th meeting of
WR constituents regarding LTOA in WR held on 30.7.2007. Considering limited time
period left out, the LILO of 400 kV Korba (NTPC) – Sipat line at Pathadi was allowed.
However, on completion of identified system strengthening works, LILO arrangement
shall be removed and restored back to its original configuration by M/s LANCO
Amarkantak / PTC on their own cost. Similarly, in case of LTOA to Mahan, Essar
Power M.P. Ltd, LILO arrangement of Korba STPS-Vindhyachal line at Mahan TPS
has been allowed initially, which shall be removed and line will be restored in its
original configuration on completion of identified system strengthening works by M/s
Essar Power Ltd. at their cost.
9.2 The TCC during the meeting held on 2nd May 2008 discussed the above
matter and suggested that the interim arrangement such as LILO arrangement
without actually developing the necessary connection by the IPP should not be
agreed to and care should be taken by the WR constituents in future while
agreeing to such proposals in meetings taken by CTU for granting of the Long
Term Open Access to various IPPs.

ITEM No.10: CONSENT FOR PURCHASE /DRAWAL OF POWER FROM 3000 MW DIBANG MULTIPURPOSE PROJECT IN ARUNACHAL PRADESH
10.1 Member Secretary, WRPC informed that Executive Director (Comml.),
National Hydroelectric Power Corp. Ltd., vide letter dated 24th January, 2008
addressed to States / UTs of WR intimated that the construction of 3000 MW Dibang
multipurpose project in Arunachal Pradesh has been entrusted to NHPC for
execution. The Memorandum of agreement for this project between NHPC and Govt.
of Arunachal Pradesh has been signed and techno economic clearance has been
accorded by CEA on 23rd of January 2008. The project cost at November, 2007
price level has been estimated to Rs.16425.65 Crores including IDC of Rs.2527.59
Crores. NHPCL requested the WR constituents to convey their consent for the
quantum of power they intend to draw from the above project at the rate that will be
worked out by CERC. However the exact quantum of power to be allocated will be
decided by MOP.
10.2 He further informed that the following power requirement has been indicated
by States/UTs of WR:

11.3 Member Secretary, WRPC stated that during 49th meeting of Commercial
Committee, the constituents expressed concern about delay in commissioning/
commercial operation of generating unit at Sipat STPP by NTPC as the associated
transmission system has been commissioned and the beneficiaries are not getting
the benefit of generation from Sipat STPP. In this context it was pointed out that the
commissioning of transmission elements associated with the above project have
strengthened the grid and benefited the Western Regional Grid as a whole.
WRP Committee noted the same.
ITEM No.12: ONGOING TRANSMISSION SCHEMES IN WESTERN REGION
The details of ongoing transmission schemes in WR is enclosed at Annexure-12.
The important EHV lines, which are expected to be commissioned during the current

14.1 ADDITION OF DACS AT JABALPUR AND ITARSI
Member Secretary, WRPC stated that GM(O&M/SC&C/Tel), WRTS-I, PGCIL, have,
vide his letter dated 24.04.08 informed that Western Region ULDC network is

expanding continuously with the addition of new transmission lines and sub-stations
by all constituents resulting in congestion of wide band communication channel
between Jabalpur 400 kV S/s and Itarsi 400 kV S/s. As such there is a necessity of
addition of DACS (Wide Band Communication Equipment) at Jabalpur 400 kV S/s
and Itarsi 400 kV S/s at an estimated cost of Rs. 10 lakhs.
This proposal was discussed by constituents of WR in the 4th O & M Meeting held on
16th April 2008 at WRLDC to review SCADA / EMS issues. In this meeting,
constituents agreed to the proposal of PGCIL to add DACS (Wide Band
Communication Equipment) at Jabalpur 400 kV S/s and Itarsi 400 kV S/s.
Member Secretary, WRPC stated that the TCC discussed the above matter in
the meeting held on 2nd May 2008 and recommended the same for approval by
WRPC.
WRP Committee accorded their approval to the above proposal.
14.2 ISSUES RELATED TO ULDC PROJECT
Member Secretary, WRPC said that in the TCC meeting held on 02.05.2008, GM,
WRLDC had proposed to discuss the following issues related to ULDC Project:
(i) Long Term Service Agreement (LTSA) for ULDC project for the period
beyond 31.05.2009.
(ii) Training of operating personnel of constituents for proper operation of
SCADA/EMS system.
(iii) Review of existing spares level and finalisation of a new set of spares to
be procured.
Member Secretary, stated that the TCC suggested that the detailed proposal
prepared by WRLDC in this regard may be first discussed by the ULDC Committee
of WR and the Commercial Committee of WRPC before putting up the matter for
deliberation in TCC / WRP Committee meeting. WRLDC agreed for the same.

14.3 WRP Committee noted that Shri R.S. Sharma, ex-Director (O), NTPC, who
was a member of WRP Committee, has taken over as CMD, NTPC Ltd. The
Committee agreed to place on record its appreciation of the valuable contribution
made by Shri Sharma during the deliberations in WRPC meetings.
ITEM No.15: DATE AND VENUE OF NEXT WRPC MEETING
It was decided that next (8th) meeting of WRP Committee shall be held in the month
of August 2008. TPC agreed to host the same.
The meeting ended with vote of thanks to the Chair.
