  • MINUTES OF 453RD MEETING OF OPERATION & COORDINATION SUB-COMMITTEE OF WRPC HELD ON 15th NOVEMBER 2013

    AT WRLDC, MUMBAI

    The 453rd meeting of Operation & Co-ordination Sub-Committee of WRPC was held on 15th November 2013 at WRLDC, Mumbai. The list of participants is enclosed at Annex-I.

    Shri S D Taksande, Member Secretary, WRPC extended warm welcome to the members and participants of the 453rd OCCM.

    He informed that

    1. 400kV Parli-Pune Ckt -1 & Ckt-2 charged on 08.11.2013 and 10.11.2013

    respectively.

    2. Synchronization of SR- NEW grid will be done by December 2013 end provided

    all prerequisites are completed.

    3. CGPL Mundra all units got desynchronized on 14th November 2013 as

    incoming coal conveyor belt got a major fire. The recovery procedure is in full

    swing & it is expected all units will be synchronized by 25th November, 2013.

    4. 1800 MW generating capacity has been added during last month which include

    Korba West(IPP) Unit -1 of 600 MW, D B Power unit No-1 of 600 MW and JPL

    Ext Unit-2 of 600 MW.

    5. Black Start Mock Drill at Kawas Gas Power Station(NTPC) has successfully

    performed on 15.10.2013.

    6. Protection Audit at TAPS 1&2, 3&4 carried out on 13.11.2013 by the group

    nominated by WRPC

    7. SPS at APL, Tiroda and CGPL commissioned and operational with inputs from

    Wardha PGCILS/S, however, SPS at Tiroda needs change due to

    commissioning of 400 kV Wardha – Chandrapur Ckt.

    8. Meeting on Reserve shutdown of NTPC coal units and issues of declaration of

    separate DCs on domestic and imported coal by NTPC is scheduled on

    27.11.2013 and decision of running of coal fired NTPC units will be reviewed

    accordingly.

    9. ESIL has been granted transmission licensee in ISTS transmission line

    availability certification will be issued by WRPC on monthly basis.

    He informed that Western Regional Grid registered maximum demand of 39233 MW

    during October 2013, which was about 4.05 % less than the registered demand of

    40890 MW met during the same month last year. (In September 2013, it was 38807

    MW). The unrestricted demand was 39272 MW as compared to 41479 MW during the

    last year. The decrease in unrestricted demand is of the order of 5 %. (In September

    2013, it was 39562 MW). He further informed that frequencies remain between 49.7 to

    50.2 Hz for 89.19 % of the time during October 2013 & remain below 49.7 Hz for 1.01

    %. Above 50.2 Hz for 9.80%. Frequency didn’t touched 48.8 Hz during the month.

    He stated that important issues would be taken up for discussion before resorting to

    regular agenda items. Thereafter following important issues were taken up for

    discussion.

    Member Secretary then requested to SE(Operation), WRPC to take up the regular

    agenda items.

    ITEM No. 1: CONFIRMATION OF THE MINUTES

    Superintending Engineer(Opn), WRPC stated that the minutes of 452nd meeting of

    Operation & Coordination Sub-Committee of WRPC held on 17th October 2013 at Navi

    Mumbai were forwarded vide letter No. WRPC/OPN/OCC-Minutes/2013-14/10713 dated

    24.10.2013.

    CE, SLDC, MPPTCL, Jabalpur vide letter dated 08.11.203 commented on following

    items:

    C - TECHNICAL MINIMUM REQUISITION FOR COAL FIRED CENTRAL SECTOR GENERATING STATIONS:

    SLDC MP representative informed that sub-committee that the requisition to ensure

    technical minimum schedule of NTPC coal based units by MP is not possible as they

    have to follow the merit order principle. He further informed that SLDC has to submit

    the report of merit order dispatch followed by MP to MPERC & Govt. of MP as and

    when required by them. He further infirmed that due to heavy rains, the demand of MP

    could not pick up and running of Hydel Stations including Indira Sagar was also

    restricted even in the period of spill over from reservoir. He stated that in view of the

    above, MP shall continue to give their requisition as per their demand and merit order

    dispatch principle and WRLDC may enhance the schedule to the technical minimum

    levels in case of requisition from beneficiaries being lower than the technical minimum

    as mentioned in para 1 above. SLDC MP representative requested Member Secretary

    to record the comments of MP in the minutes of 452nd OCC meeting but the same is

    not included in the above minutes. It is therefore requested to include the comments of

    MP in the minutes of 452nd OCC meeting. It is also to mention that SLDC’s view on

    scheduling of technical minimum in case consolidated requisition by all beneficiaries is

    less than technical minimum of stations was also narrated by SLDC representative in

    the OCC meeting.

    Member secretary, WRPC informed that the decision taken in 24th WRPC meeting in the matter of RSD of NTPC station was intimated to OCC members and as WRPC is apex forum of WRPC its decision cannot be overridden by OCC sub-Committee. Also, there were concern constraint expressed by beneficiaries in WRPC meeting and after due deliberation WRPC took above decision till any firm decision. Therefore decision of WRPC is binding till further directives are received from WRPC forum.

    This item was confirmed without any modification.

    9.15 FREQUENT TRIPPING OF 220 kV AURAIYA MALANPUR AND AURAIYA MEHGAON:

    SLDC MPPTCL requested to included following:

    “SE (Opn.) requested MP to submit updated status of frequent tripping of 220 kV

    Auraiya –Malanpur and Auraiya-Mehgaon Circuits on Single phase to earth fault.

    SLDC MP representative informed that the Shutdown was taken on Malanpur-Auraiya

    Line on 08,09 and 10.10.2013 for patrolling work and replacement of flash over disc.

    He further informed that after availing shut down there is no tripping occurred on the

    Malanpur – Auraiya line. He informed in the meeting that the shut down on Mehgaon –

    Auraiya line has been planned on 18.10.2013 and 19.10.2013 for patrolling work and

    replacement of flash over disc.”

    OCC agreed to included above in the minutes of 452nd OCC meeting.

    Minutes of 452nd OCCM were confirmed with above modifications.

    ITEM No.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF

    OCTOBER 2013

    SE(Operation), WRPC requested WRLDC to brief the Committee on Grid Operation

    experiences during October 2013.

    Chief Manager, WRLDC in the presentation ( copy attached at Annexure – 2 in soft copy) concentrated broadly on the performance of the grid for month of October 2013 as below:

    Frequency Particulars WRLDC presented the following highlights of grid operation during the month of

    October 2013.

    During October 2013 the system frequency was below 49.7 Hz for 1.01 % of time

    against 1.51 % of time during September 2013. The system frequency was within the

    IEGC range of 49.7 Hz -50.2 Hz for 89.19 % of the time against 89.24 % of time during

    September 2013. The average monthly frequency was 50.03 Hz during October 2013,

    whereas it was 50.02 Hz in the month of September 2013. Regarding operation in high

    frequency range, frequency during the month of October 2013 was above 50.20 Hz for

    9.80 % of time against 9.25 % of time during September 2013.

    The detailed frequency particulars are enclosed at Annex- 2.1.

    The Sub-Committee noted. Inter-regional exchanges status:

    There was a net inter-regional export of 2223.27 MUs by WR against net export

    schedule of 2366.73 MUs.

    The Sub-Committee noted as above. 2.3 Voltage Profile

    Voltage profile at some of 765/400 kV sub-stations during the month of October

    2013 furnished by WRLDC is enclosed at Annex-2.3.

    During the month, the deviations of voltages from the accepted limit on either

    side were recorded at the following locations in WR grid: -

    • Minimum voltages beyond IEGC range were not observed at above substations.

    WRLDC intimated that since about 30th October it is observed that voltages at Indore,

    Nagda, Bina and Gwalior had been reducing gradually to about 395kV between

    08:00hrs-11:00hrs. On 30.10.2013 the voltage at Indore reduced to 385kV at

    08:38hrs. The typical voltage profile at Indore is shown below (plotted from SCADA,

    the spikes are due to change of data from non-current state to current state):

     The maximum and minimum voltages at the above stations (as per SCADA) on

    30.10.2013 are mentioned below:

    The following measures are to be implemented:

    a. Bus reactors at Indore(PG), Nagda, Itarsi, Bina(MP), Bina (PG) and

    Gwalior are to be switched off at 08:00hrs and to be switched on at

    about 09:45hrs.

    b. VAR generation at Satpura, JaypeeBina to be ensured during the above

    period.

    c. The hydel generation at Indira Sagar and Omkareshwar can be

    maximized between the above period.

    d. The lines opened to control O/V voltage during night hours are to be

    taken into service by 07:30hrs when the M.P. demand starts increasing.

    Similarly the voltages at 400 kV Parli and 400 kV Sholapur are about 390kV in the

    afternoon hours when the demand in Maharashtra is high. Necessary measures of

    taking all opened lines into service and switching of bus reactors to be ensured by

    MSETCL and WRTS-I.

    The Sub-Committee noted as above. 2.4 U/F Relay Operations

    As per WRLDC records during October 2013 the system frequency didn’t touch 48.8

    Hz. The details of UFR operation received from constituents for the month of October

    2013 is enclosed at Annexure 2.4.

    GETCO has reported, AUFLS on five occasions in October 2013. GETCO had also

    informed UFR operation in the month of September when frequency did not touch 49.2

    Hz. Matter was discussed in 452ndOCC and Gujarat was advised to check the relay

    setting. GETCO representative was requested to review the relay setting to avoid

    unintentional operation of UFR.

    The Sub-Committee noted as above. 2.5 Power Cuts / Load Restrictions

    The committee noted the details of Power Cuts and Regulatory Measures during

    October 2013 as furnished by the state utilities as per the enclosed Annexure-2.5.

    The Sub-Committee noted the above. 2.6 Details of Generating Units under Forced outages

    Details of generating units under forced outages during October 2013 were discussed. The modified details of force outages programme of Generating units are given in Annexure-2.6.

    The Sub-Committee noted the above. 2.7 Details of Generating Units under Planned outages The status of planned outage is modified as per intimation by concern members. The modified details of generating units under Planned Outages during October 2013 are given in Annexure-2.7.

    The Sub-Committee discussed and finalized the planned outages.

    ITEM No.3: OPERATIONAL PLANNING 3.1 Proposed outage programme of generating units

    The maintenance programme of generating units for November 2013 & December 2013 was discussed. The Sub-Committee finalized the outage schedule of generating units for the above period and the modified outages plan is placed at Annexure-3.1.

    3.2 A. Outage Programme of Transmission Lines/elements

    SE(Opn), WRPC informed that for the 454th OCC transmission elements outages planning data, must be submitted on or before 03.12.2013. Inter-regional outages proposal must be submitted on 01.12.2013 so that it can be take up with the counterpart of other region as well as NLDC. The Committee discussed the maintenance Programme for transmission lines/elements for the months of November & December 2013.

    The Sub-Committee discussed and finalized the planned outages(enclosed at Annexure-3.2 A & Annexure-3.2 B).

    B. Line outages planned vs. implemented:

    In 453rd OCC it was decided that the status of lines planned vs. lines availed and any

    deviation from planning or emergency outages for the concerned month shall be

    submitted by WRLDC for discussion in respective OCC. Accordingly in the next OCC,

    WRLDC would furnish the status of complete list of line outages during the month of

    November 2013 planned vis-à-vis implemented.

    WRLDC submitted the status of planned transmission element outages vs.

    actual availed or emergency outages during the October 2013(Attached at Annexure-

    3.2-C2).

    The statistics for planned vs availed outage during October 2013 is summarized below:

    As agreed during the 452ND OCC meeting the respective utilities were requested to

    apprise the sub-committee regarding reason for failing to avail approved outages.

    SE(Operation), WRPC pointed out that out of approved transmission outages bulk

    quantum of outages are not availed by constituents even when there is no real time

    condition problem. He further stated that after approving outages for particular date

    for particular line, outage on parallel line or for the line in the same corridor is very

    difficult owing to consideration of the fact that the approved outage would be availed

    by that constituent. But non-availing of such outage by any constituent deprives other

    constituent requiring important outage. Also, sometimes the outages for two agencies

    are clubbed together with change in dates suitable to one agency. In case such

    outage is not availed by the agency for whom the dates are suitable, other agency

    unnecessarily have to shuffle their plan/manpower which cause trouble to them.

    He requested constituents to restrict the proposal on outages to really required. The Sub-Committee noted as above.

    ITEM No. 5: SYSTEM DISTURBANCE IN WESTERN REGION

    There was no major grid disturbance in the Western Region during the month.

    The consolidated list of other grid disturbances as furnished by WRLDC is attached at Annexure- 5.

    The tripping details and Voltage profiles have to be furnished by WRLDC to WRPC on

    first working day of the month. The same has to be reported to MOP via GM division

    of CEA. Accordingly, WRLDC were requested to furnish the tripping details to WRPC

    along with details immediately in the event of tripping.

    The Sub-Committee noted as above.

    ITEM No. 6. Confirmation of Healthiness status of SERs/DRs equipment in the system.

    Constituents have furnished the status of healthiness of SER/DRs in their

    systems on the dates below:-

    providing additional reactors at the various locations in WR.

    1) During the discussion on the status of the reactors, MSETCL clarified that

    implementation of Fixed reactors(instead of revival of existing CSRs) at Dhule

    would now be in December 2013 instead of Oct.2013.

    The respective utilities were requested to ensure that reactors are installed and commissioned according to the schedule agreed as above.

    Status of physical & cyber security in Power Sector for the Second quarter (July

    8.3 IEEE SMART GRID RESEARCH AND ROADMAP:

    IEEE is unveiling a host of resources designed to foster continued innovation and advancement of the global Smart Grid. IEEE Smart Grid Research represents a concerted effort to build one of the industry’s most comprehensive portfolios of smart grid-related intelligence, including materials such as vision documents and research papers that address problems and challenges in both the long- and short-term. It leverages potential use cases, application scenarios and enabling technologies to deliver the most complete picture possible of the next generation of technology in each respective smart grid space. IEEE Smart Grid Research will have a long-term vision document, reference model, and roadmap for each of the five technology sectors, as well as shorter-term research available for addressing more immediate concerns.

    IEEE Smart Grid Research fellow would made a presentation which covers projections of where the smart grid will evolve to, technology challenges and opportunities, and areas where additional research is needed.

    Representative from IEEE gave a nice presentation(enclosed at annexure-8.3) on smart grid operation.

    8.4 ELECTRICITY GENERATION PERFORMANCE REVIEW DURING THE PERIOD APRIL-SEPTEMBER 2013(1ST & 2ND Qtrs.):

    Director(OPM), CEA, vide letter dated 24.10.2013 intimated that CEA has been

    monitoring the performance of all generating stations in the country with a view to

    improve availability of power in the country. During the Periodic review undertaking in

    CEA, it has been observed that the following thermal generating stations have not

    performed as per the programme/ targets fixed for the period April- September, 2013.

    Subsequently a letter from WRPC(Copy attached at Annexure-8.4-A) has issued to the

    concern generating agency to furnish specific reasons which resulted in shortfall in

    generation and proposed plan made if any so that the loss of generation suffered during

    period April- September, 2013 could be made up during the remaining period of the year

    2013-2014.

    In response of the above NTPC HQ-II, Raipur furnished the reason(copy enclosed at

    Annexure 8.4-B) and other respective generating stations/agencies are requested to

    furnish the reasons.

    The concern utilities are agreed to furnish the reasons at the earliest.

    The Sub-Committee noted as above.

    ITEM NO. 8.5 KORBA UNIT-6 R& M WORKS DURING 2014-15 

    A meeting of Annual Generating Unit outage planning was held on 18.10.2013 at

    Mumbai, wherein the Korba unit # 6 outage planning for the year 2014-15, was

    discussed and beneficiary members are not agreed as proposed by NTPC.

    Beneficiary constituents are requested NTPC to preponed the outages in lean season.

    AGM(OS), WR-II, NTPC, Raipur vide letter dated 28.10.2013(Copy attached at

    Annexure-8.5), requested to allow to take the Korba Unit-6 outages from 21.11.2014

    to 19.01.2015.

    Member Secretary, WRPC stated that almost all the 500 MW unit of NTPC stations

    are proposed in lean period(i.e. June-July 2014) except Korba unit No.-6. He further

    informed that NTPC had tied maintenance program with M/s BHEL full year and

    therefore requested the constituents to agree for the same as changing of any one

    unit schedule would disrupt whole program.

    Beneficiaries/utilities agreed on the same.

    8.6 ANNUAL MAINTENANCE PROGRAMME OF GENERATING UNITS IN WR

    DURING 2014-15.

    As per the Regulation 5.7.4 of Central Electricity Regulatory Commission (Indian Electricity Grid Code)(First Amendment) Regulations, 2011(reproduced below for reference)

    Quote

    “(c) RPCs Secretariat shall compile load Generation Balance Report for peak as well as off peak scenario and also prepare annual outage plan for transmission elements and major generating stations in the region. RPCs Secretariats shall then come out with the draft outage programme for the next financial year by 30th November of each year for regional grid taking in to account the available resources in the optimum manner and to maintain security standards. This will be done after carrying out necessary system studies and, if necessary, the outage programmes shall be rescheduled. Adequate balance between generation and load requirement shall be ensured while finalizing outage programme. The same shall be uploaded by the RPCs on their website.”

    Unquote Accordingly WRPC shall come out with the draft outage programme for the Year

    2014-15 by 30th November 2013 for Western Grid. Subsequently a meeting was held

    on 18.10.2013 at WRLDC Mumbai, wherein Annual Maintenance programme of generating units in WR was discussed and finalized and abstract is attached at

    Annexure 8.6. Annual Maintenance programme for the Korba unit-6 is agreed by

    constituents as suggested by NTPC. Annual maintenance program from some the

    generating agencies are still awaited and requested to furnished the maintenance

    programme on or before 20th November, 2013, otherwise it will considered as no

    outages during the year 2014-15 and report would submitted to CEA on 28th

    November,2013.

    The Sub-Committee noted as above and agreed to furnish the same.

    ITEM NO. 8.7 CERTIFICATION OF AVAILABILITY WITH RESPECT TO ESSAR POWER TRANSMISSION COMPANY LIMITED

    EPTCL vide letter dated 19th October, 2013 (copy enclosed at Annexure-8.7A)

    intimated that M/S EPTCL has been declared as ISTS transmission licensee vide

    Hon’ble CERC order dated 12.09.2013(copy enclosed at Annexure 8.7B).

    Accordingly M/s EPTCL had requested for availability certification of following

    transmission elements as per the existing CERC Regulations:

    Member Secretary, WRPC informed that the data certification for EPTCL lines shall be

    done on monthly basis. EPTCL shall submit the same to Member Secretary WRPC and

    another to GM, WRLDC for verification of the data as per records maintained by

    WRLDC and WRLDC shall forward the same with their comments to Member Secretary,

    WRPC for further necessary action by WRPC.

    ITEMS FROM WRLDC:

    9.1 COMMISSIONING OF 2ND ICT ALONG WITH LINE AND BUS REACTORS AT 765 KV SASAN

    In the 451st meeting of OCC held on 12th September 2013 representative from Sasan had informed that the tentative plan for commissioning of elements at 765 kV Sasan is as under:

    The 765/400 kV ICT at Sasan is loaded critically (850 – 900 MW)particularly when the Sasan unit # 3 is not available and the generation at Vindhyachal STPS is full.

    Following details were requested from Reliance Sasan :

    • Overload setting adopted in 1000 MVA, 765/400 kV ICT in operation • Progress of commissioning of the 2nd ICT. • Progress of commissioning of Line reactor of 765 kV Sasan-Satna lines

    at Sasan end • Progress of commissioning of Bus reactors at 765 kV

    Reliance Sasan have submitted the following status through e-mail:

    1. ICT-2 : Ready for charging.

    2. Sasan-Satna Line-1 Reactor: Work in progress, awaiting some shortfall materials from OEM - China. Expected completion by End December'13.

    3. Sasan-Satna Line -2 Reactor : Cyclone damage materials during transit in Sea to be received from OEM China. Expected Work completion by Feb'14.

    4. Bus Reactor: Cyclone damage materials during transit in Sea to be received from OEM China. Expected Work completion by Mar'14.

    9.2 AVAILING WRLDC CONCURRENCE FOR SWITCHING OF ANY OF THE

    IMPORTANT TRANSMISSION ELEMENTS IN WESTERN REGION

    WRLDC informed that as per the regulation 5.2 (c) of the IEGC “No important element of the National/Regional grid shall be opened or removed from service at any time, except when specifically instructed by RLDC or with specific and prior clearance of RLDC. The list of such important grid elements on which the above stipulations apply shall be prepared by the RLDC in consultation with the concerned Users, CTU and STUs, and be available at the website of NLDC/RLDC/SLDCs...”

    In line with the above provision a list of important element list was compiled in May 2013 and is available on WRLDC website at the following URL.

    With the growing complexity in the grid and its associated impacts it is now desirable that concurrence of WRLDC is taken in the form of an operation code prior to switching of any of the transmission element included in the important elements of the Western Region.

    Constituents noted the above and agreed to comply.

    9.3 UPDATION OF THE RESTORATION PROCEDURE FOR WESTERN REGION The recovery procedure for Western Region was compiled in November 2012 in consultation with all the stakeholders. Since then significant changes have taken place in the transmission network and generation capacity in Western Regional Grid. All stakeholders are requested to forward their inputs and suggestions by 30th November 2013 to WRLDC. The draft procedure would be put up for discussion and finalization in the next OCC meeting.

    9.4 ENSURING INJECTION FROM (MOUDA + IEPL + TIRODA) WITHIN 1750 MW

    WRLDC informed that a meeting was convened by WRPC on 26th June 2013 for discussing the SPS for Wardha flow gate. It was decided in the meeting that the total injection by NTPC Mouda, APL Tiroda and IEPL would be limited within 1750 MW. It is being observed that the schedule issued by SLDC Maharashtra to Tiroda alone is around 1850 MW. Consequently the loading on 400 kV Warora-Chadrapur is 900-950 MW; loading on 400 kV Chandrapur-Chandrapur is 550-600 MW, loading on 400 kV Wardha-Akola D/C is 600-650 MW and loading on 400 kV Parli-Lonikhand is 500-550 MW each. The system is N-1-1 insecure and following actions are desirable from SLDC Maharashtra:

    • Ensure that despatch schedule given to Tiroda as well as its injection in real-time is in line with the WRPC MoM ref. WRPC/Protection/SPS/2013-14/949 dated 27/06/2013.

    • Ensure that the SPS of Tiroda is in operation • Coordinate to increase generation at South Western Maharashtra

    (Koyna/Jaigad/RGPPL) to control the power flow on EHV lines in Maharashtra. MSETCL agreed to the above actions suggested by WRLDC.

    9.5 SPS IMPLEMENTATION STATUS:

    9.5.1 SPS for 765 kV Gwalior-Agra D/C (Generation Run back Scheme in WR)

    An SPS was envisaged for ensuring backing down WR generation by 500 MW ( VSTPS - 200 MW, KSTPS - 120 MW, CGPL - 180 MW) in case of sudden reduction of NR import from WR on Bina-Gwalior-Agra link by 1500 MW. The matter was already discussed in 449th, 450th and 451st OCC and 22nd WRPC meeting. During the 451st OCC NTPC intimated that they have got the approval from their corporate centre and it was decided to implement the same within a month. Regarding CGPL Power Grid representatives confirmed that tele-link was being provided at Mundra by them. 9.5.2 SPS at APL Tiroda

    WRLDC intimated that further subsequent to the synchronization of 400 kV Warora-Chandrapur-stg-II line -1, it is proposed that the logic at SPS needs to be revised as under:

    In addition to above action curtailment of drawal by Maharashtra would also be required either by increasing generation on South-west Maharashtra or distress load shedding in South Maharashtra.

    Member Secretary, WRPC stated that a separate meeting is to be called on 18.11.2013 to resolve the above issue. Subsequently a meeting was scheduled and held on 18.11.2013 at WRLDC (minutes are enclosed at Annexure-9.4) wherein following two cases were discussed and concluded as follows:

    A) 400kV Chandrapur-Warora ckt in service :

    1) SLDC Maharashtra may take appropriate manual actions (such as generation pickup at Koyna, RGPPL and Parli and control generation in Wardha pocket) to relive the congestion of the corridor and load shedding in Western Maharashtra as a last resort.

    2) The short term schedules shall be curtailed in the event of crossing of the margins as per the regulatory frame work.

    3) Since the sensitivity of APL Tiroda generation to the Wardha flow gate is significantly low in case of Warora Chandrapur ckt in service, therefore WRLDC would suggest the factor by which the generation of APL Tiroda is required to be backed down (if it is found that the effect of backing down of generation at APL Tiroda under such condition is effective in controlling the flow through Wardha flow gate) to control incremental flow on Wardha flow gate this additional set of logic will be incorporated.

    B) 400kV Chandrapur-Warora ckt out of service : 1) The SPS suggested in the 26.06.2013 meeting shall be in operation such that

    in the event of tripping of Warora Chandrapur line backing down of 600MW at APL Tiroda shall be wired up. All other settings/conditions decided in the 26.06.2013 meeting shall be same.

    2) In the event of tripping of Warora Chandrapur line, POWERGRID shall automatically bypass FSC on one circuit of Raipur-Wardha line.

    3) This arrangement shall be implemented till the 2nd ckt of Warora Chandrapur and LILO of 2nd ckt of Chandrapur-Parli at Chandrapur-II is commissioned.

    Member Secretary, WRPC further intimated that the above suggestions/modifications in the SPS of Wardha flow gate will be reviewed after synchronization of the 400kV Warora-Chandrapur ckt 2 and LILO of 2nd ckt of Chandrapur-Parli at Chandrapur-II.

    9.5.3 SPS at 4x300 MW Balco IPP The SPS at Blaco was scheduled for commissioning by Nov 2013 after commissioning of first unit of 4x300 MW Balco IPP. It was also reported that as a consequence of disconnection from Chattisgarh, a revised islanding scheme would be in place at Balco. Further as per MOM of 17th meeting of WR regarding connectivity/OA applications held on 03.01.13, Balco was asked to implement SPS to trip selected units from 4x135MW in case of load throw off of Aluminium refinery load. Balco representative intimated that SPS at Balco will be implemented at the end of November 2013.

    9.5.4 Defense mechanism for high frequency The status of implementation automatic tripping of generation at KSTPS (unit-7:500 MW), VSTPS (unit-7: 500 MW), CGPL (unit-10: 830 MW), was discussed in the meeting. CGPL representative intimated that they have already implemented the tripping at CGPL unit at high frequency. NTPC representative intimated that Vindhyachal and Korba proposal sent to their corporate office for engineering approval. 9.5.5 SPS at Sipat: As discussed in 449th OCC and subsequently in the special meeting of WRPC on 3-Sep-13 at TAPS 3&4 regarding review and formulation of SPS and islanding schemes in WR grid, NTPC Sipat, ACBIL, PGCIL were requested to submit the status of implementation of the proposed SPS for reliable operation of Sipat units.

    NTPC representative intimated proposal sent to their corporate office for engineering approval.

    9.6 SHIFTING OF 125 MVAR SPARE REACTOR AT 400 KV ITARSI TO 400 KV

    DAMOH S/S. It was decided in the 23rd WRPC meeting that the spare 125 MVAR reactor at 400/220

    kV Itarsi would be shifted to 400/220 kV Damoh S/S. PGCIL, WRTS-II intimated that

    the reactor had already been shifted to Damoh.

    9.7 EXTENSION OF START-UP POWER FOR JP-BINA TPS In the 451stOCC, a proposal for extension of startup supply for JP Bina TPS with from

    Rajghat / Medikheda HPS was discussed. SLDC-MP had stated that they would

    examine the proposal and give their feedback.

    Member Secretary, WRPC stated that SLDC-MP, JP Bina & WRLDC device a

    appropriate scheme for start-up power at JP Bina so that the scheme be discussed in

    next OCC.

    9.8 APPROVED SHUTDOWN OF HVDC TALCHER-KOLAR BIPOLE FROM 10TH TO 13TH JANUARY 2014

    SRTS-1 is mobilizing manpower of 1600-2000 people for carrying out the

    maintenance of the Talcher-Kolar D/C lines and crossing of new lines over the D/C

    lines. The outage of the above HVDC link would reduce the transfer capability

    between the NEW grid and Southern Grid. Proposal for planned outage of other

    transmission elements which would affect the transfer capability in that corridor shall

    be avoided on those days. This is for kind information of all Users/Utilities in Western

    Region.

    ITEM NO.9.9.1 SYNCHRONIZATION OF SR- NEW GRID WRLDC intimated that as per the latest information received by them, synchronization of SR with NEW grid is to be conducted between December 22 to 27, 2013. Following points were discussed towards preparedness for smooth synchronization of SR – NEW grid .

    • Testing of Frequency Response of HVDC Controllers of Chandrapur HVDC Back to back. Power Grid WRTS 1 to intimate the entire Scheme and a suitable date for conducting the same.

    • The status of 765 KV S/c Raichur – Solapur transmission system and transmission elements like Line Reactor, Bus reactors required during time of synchronization.

    • Readiness of 2nd circuit of 765 KV S/c Raichur – Solapur line. As per information available this line is being constructed by M/S RSTCL

    • Status of installation PMUs at Sholapur required for observation of any oscillation during synchronization to be discussed .As per information available, PMU has been already installed however its communication link up to WRLDC is yet to be established. Power Grid WRTS1 to indicate the present status.

    • Implementation of both instantaneous as well as time-delay SPS. The present status of installation of this SPS.

    • Implementation of UF Load shedding Relay Settings from 49.2 Hz to 48.6 in 4 stages by WR Constituents as per National Power Committee.

    • Shut downs of Lines and ICTs during the period 22nd to 27th of December 2013 to be avoided for smooth synchronization.

    AGM, WRLDC intimated that first ckt of 765 kV Raichur-Solapur would be synchronized by December 2013 end and power transfer flow would be limited to 400MW initially whereas Second ckt of 765 kV Raichur-Solapur shall be expected to synchronized in the month of April 2014 and power would be increased gradually taking grid security in to account.

    Member Secretary, WRPC intimated that Member GO&D had submitted action plan

    to MOP regarding the synchronization of SR with NEW grid. Following salient

    aspects are covered in action plan.

    1. Implementation of recommendation of protection audit of under frequency

    load shedding relays settings as per National Power Committee.

    2. Installation of Special Energy Meters and PMUs at Solapur and Raichur ends

    3. Design and implementation of SPS for Solapur‐Raichur 765 kV lines

    4. Review of SPS for Talcher‐Kolar HVDC bipole.

    5. Testing of frequency controller response of HVDC controllers of the

    Chandrapur btb, Gazuwaka btb and Talchar‐Kolar HVDC bipole links.

    6. PGCIL shall submit the complete action plan.

    He opined that local generation should be identified for tripping of units under SPS, i.e.

    for Talcher – Kolar HVDC, the generations in ER should be identified.

    WRLDC proposed that the KSK & JPL generation back down shall be chosen for SPS

    at Solapur‐Raichur 765 kV lines as their station have PPA’s with SR constituents.

    Member Secretary, WRPC stated that KSK and JPL representatives are not present,

    therefore SPS for Solapur‐Raichur 765 kV lines would be designed after consent

    received from KSK and JPL. Also testing of frequency controller on Chandrapur-

    Ramagundam HVDC needed to be carried out urgently and needed to be coordinated

    with frequency controller of Talcher-Kolar and Jaypore-Gazuwaka HVDC lines.

    He stated that synchronization of SR with NEW affects the flow gate like Wardha &

    Bhilai considerably and flows on various lines of MSETCL would alter and therefore

    need detailed preparation. He stated that synchronization with single 765 kV raichur-

    Solapur does not comply to N-1 contingencies and it would be difficult to control flow

    by three HVDC link. Tripping of any single/double pole& mis operation of SPS would

    lead to wide spread disturbance. Constituents also expressed concern over single line

    synchronization attempt. Member Secretary stated that concern would be

    communicate to Member GO&D, CEA and NLDC.

    Sub Committee noted as above. ITEM NO.9.9.2 SHUTDOWN REQUEST FOR HVDC B2B VINDHYACHAL SUBSTATION

    AGM(GM), WRLDC vide letter dated 11.11.2013 intimated that they received proposal for shutdown of HVDC B2B Vindhyachal substation for overhauling of isolators for rectification of hot spot problem to avoid any contingency during upcoming winter season on 18.11.2013 to 22.11.2013. During this time HVDC Block1 will be under shutdown.

    OCC Sub-Committee agreed for outage.

  • Minutes of 453rd OCC meeting held on 15th November 2013

    ITEM NO 9.10 NOT INFORMING TO SLDC KALWA REGARDING MAJOR SYSTEM OPERATION INSTRUCTIONS ISSUED BY WRLDC TO PGCIL S/S IN MAHARASHTRA.

    CE, SLDC Kalwa, Maharashtra intimated vide letter dated 11.11.2013 that WRLDC

    control room had instructions to PGCIL S/s in Maharashtra directly without giving any

    information to SLDC Kalwa. Following two such instances which had major impact of

    power flow in Maharashtra network are mentioned below :

    1. On dated 10th Nov. 2013, 400 KV Parli(PG)-Pune(PG) II was taken in service at

    2018 Hrs and 400 KV Parli(PG)-Pune(PG) – I was taken in service at 2151 Hrs.

    Effect : Power flow on 400 KV Chakan-Lonikand and Pune(PG) – Kalwa

    reversed, load on Parli-Lonikand reduced. Load on 220 KV Talegaon(PG)-

    Talegaon(MS) S/C increased to 280 MW.

    2. On dated 11th Nov. 2013 at about 1040 Hrs. FSC on 400 KV Raipur-Wardha

    taken in sevice.

    Effect : Flow on 400 KV Chandrapur-Warora ( S/C quad line ) increased from

    850 MW to 1128 MW, flow on Chandrapur-II – Chandrapur-I ( S/C twin moose

    line ) increased from 360 MW to 685 MW. Flow on 400 KV Raipur-Wardha D/C

    increased from 950 MW to 1450 MW. APML generation reduced from 1950

    MW to 1650 MW. Maharashtra over drawl increased by 300 MW.

    Any switching operation in CTU network connected to Maharashtra system has major

    impact on power flow and many times loading on lines become critical. Only after

    enquiry with WRLDC control room by SLDC Kalwa switching events are informed. It is

    informed that FSC was taken in service to improve voltages in South Maharashtra,

    please note that 400 KV Solapur-Kolhapur-I, Kolhapur-Mhapusa-II, RGPPL-

    Nagothane-I & RGPPL-Newkoyna-II lines were out of service in south Maharashtra.

    Voltage profile could have been improved by taking these lines in service.

    In integrated system any switching event in CTU network has impact on entire state

    network and required to be carried out in coordination with state SLDC.

    Member Secretary, WRPC stated that Item no. 9.2 & 9.10 are related to communication gap between SLDC, MSETCL & WRLDC with other. He requested WRLDC & SLDC Maharashtra to harmonize data/information

    exchange and suggested to intimate each other in case of switching of elements in the State as well as ISTS grid. WRLDC and SLDC Maharashtra agreed to the above suggestion of Member Secretary.

    The Sub-Committee noted as above.

    OTHER ITEMS FROM POWER GRID

    SA-1 MOU for Tapping of Auxiliary Power supply from tertiary of 400/220/33 kV Transformer in POWERGRID sub-station.

    The ICTs in various POWERGRID substations having 33 kV Bushings which are

    connected to AC Distribution Board through 33 kV/440 V Transformers. The Power

    supply through this Transformer is tapped whenever the requirement arises.

    Generally, the back up supply in event of the Auxiliary supply is provided through

    DG Set. In case of failure of DG Set, power is taken from 33 kv of ICT.

    In this context, it is to intimate that the 765 kV Station at Solapur is under construction

    and likely to be commissioned by December end. The station will have the line

    coming from Raichur in Southern Region. This will connect POWERGRID

    SOUTHERN REGION and WESTERN REGION directly and the entire power system

    of India will have one frequency.

    Further, the Solapur sub-station would be the most important station and the failure of

    AC power supply to the sub-station will affect the reliability of the station.

    The MOU for tapping of power through 33 kV side of the Transformer needs to be

    addressed by local MSETCL and MSDCL offices.

    SLDC, MSETCL assured to look in to the matter & advised the PGCIL to consult with local Discom to short out the issue.

    SA-2 Dismantling of Shunt Reactor at Aurangabad sub-station.

    The clearances for shifting of Shunt Reactor from MSETCL Aurangabad sub-station to

    POWERGRID, Aurangabad sub-station was approved in earlier OCCM and

    accordingly the Committee has agreed to dismantle the Reactor in Akola-Aurangabad

    line I which is in operation without Reactor from last two months.

    PGCIL, WRTS-I representative intimated that after repeated requests MSETCL

    Aurangabad is not allowing the dismantling of Reactor.

    SLDC, MSETCL assured that the matter to take up with Aurangabad MSETCL S/S to resolve above issue on urgent basis.

    SA-3 TESTING OF FREQUENCY CONTROLLER IN HVDC BACK TO BACK STATION AT BHADRAWATI.

    WRTS-I, PGCIL intimated that as per the guidelines circulated by CEA on 30.09.2013,

    the Frequency Controller in all the HVDC stations including Back to Back are to be

    tested to facilitate the smooth synchronization of 765 kV Raichur-Solapur line. The

    preparation for charging of Raichur –Solapur line is in full swing and the line is likely to

    be commissioned by December, 2013 end.

    PGCIL further intimated that as per the procedure received from the CEA, the power flow through HVDC Bhadrawati needs to be controlled between 500 to 600 MW and the frequency range shall be 49.5 HZ to 50.5 Hz.The testing is to be carried out at the earliest so that the necessary feed back is to be given to CEA well before the charging of 765 kV Raichur-Solapur line.

    Member Secretary, WRPC stated that a separate meeting would be held on 19.11.2013, wherein the detailed procedure of frequency controller testing will be discussed thoroughly and testing will be carried out by involving SRPC & SRLDC on suitable date.

    Subsequently a meeting was held on 19.11.2013 at WRLDC, Mumbai wherein procedure for the testing of frequency controller at HVDC BTB at Bhadravati was agreed upon The detailed procedure for the testing of frequency controller at HVDC BTB at Bhadravati on 22.11.2013 is enclosed at Annexure-SA3. WRTS-I PGCIL intimated that the test was successfully conducted on 22.11.2013(report attached at Annexure-SA31).

    ITEM NO. 10: DATE AND VENUE OF NEXT OCC MEETING CGPGCL agreed to host 454th OCC meeting at suitable place in Chhattisgarh

It reduces the advantage provided by theOne and half circuit brekaer scheme for reliability.
