Q: Is one allowed to purchase an item that would require a Shehechiyanu during the “Three Weeks”?
A: Rav Yosef Karo in Shulchan Aruch (551/17) rules that one should not recite the blessing of Shehechiyanu, the bracha one recites after purchasing a precious object or upon eating a new fruit, between the 17th of Tammuz and the 9th of Av. Rav Avraham Gombiner, in Magen Avraham points out that while most of our customs during these three weeks parallel the customs of the mourner, this Halacha is different. Namely, a mourner is permitted to recite the blessing of Shehechiyanu during the mourning period. We are nonetheless instructed to refrain from reciting this blessing because this is a time period marked by difficulties and tragedies, and as such, the blessing of Shehechiyanu, which is fundamentally a blessing of joy, is not in the spirit of the three weeks. Despite the ruling of the Shulchan Aruch, Rav Yisrael Meir Kagan in Mishnah Berurah quotes from the Vilna Gaon who disagreed and ruled that prohibiting the blessing of Shehechiyanu is an unnecessary stringency. As a compromise, the Mishnah Berurah advises that one may certainly recite the blessing during the Shabbatot leading up to Rosh Chodesh Av. It should also be noted that the Rama, Rav Moshe Isserles, allows one to make a Shehechiyanu on a fruit that if not consumed during the three weeks will rot and one will lose the opportunity
