Enercon and Gamesa Make WEGs, Grid Monitoring System (Multi Function
Relay) is available in the above 3 WEGs. Out of the installed capacity of
7344.905 MW, the capacity with LVRT sensing and tripping (delay and
immediate) was 4,345 MW. For balance capacity of 2,999.905 MW of various
other make WEGs, LVRT setting or sensing is not available. Letter dated 11th
July.2013 of C-WET regarding LVRT provisions is also enclosed as Annexure-IV.
After the Meeting on 7th June 2013, the issue regarding provision of LVRT
features had been taken up with the NCES/Wind Developers.
KPTCL
The machines were not having LVRT features. There were no reported
incidents of wind generation pulling out even up to 400- 450 ms. ( Z2 fault )
provided grid support was available. It had been reported that the units were
pulling out in case grid support was lost on account of any reason.
It has been reported by wind developers that the cost impact of providing
LVRT features was around Rs.50-60 lakh per MW . There was some
apprehension regarding recovery of this cost since tariff had already been
finalized by the SERC.
Recommendations
Report on action taken /status on the recommendations of the Special
Meeting (Wind) held on 07th June 2013 to be communicated by TN (Annexure-
V).
Incidents of pulling out of wind generation to be analyzed by NCES,
TANGEDCO/TANTRANSCO/TN SLDC in consultation with Wind
RecordNotesoftheSubGroup(Wind) PCSCMeetingheldon08.07.2014 Page9
Developers/OEMs to find the root cause with regard to units which had pulled
out and also which remained on grid. Settings adopted in the units was
needed to be studied and recommended settings communicated to all the
WEGs for necessary implementation. Summarized report in this regard to be
kindly submitted to SRLDC/SRPC by 21st July.2014 (before ensuing TCC/SRPC
Meetings). This should include status of availability of LVRT features, settings
adopted, whether settings adopted are meeting technical regulatory
requirements.
Since this is impacting grid security, the STU/SLDC to approach SERC for
ensuring LVRT feature on the existing machines. Action taken in this regard to
be submitted to SRLDC/SRPC by 21s t July 2014 (before TCC/SRPC Meetings).
It needed to be ensured that new units being commissioned are meeting CEA
(Technical Standards to the Connectivity to the Grid) Regulations 2007 and
Amendment Regulation 2013.
Data Acquisition System/Real Time Data Availability to SLDCs/SRLDC as
envisaged in IEGC needed to be ensured by the WEGs. States to take
appropriate action in this regard.
TN to study line loading/voltage profile in wind intensive area (Udumalpet,
Thirunelveli, etc.) and initiate appropriate action for generation backing
down/load management as per grid requirement. Action plan needed to be
implemented in the field is required to be finalized and communicated to the
field within a month.
TN to expedite the wind evacuation system which is under execution.

Dynamic reactive power compensation i.e. SVC/ STATCOM requirements at
Renewable Energy pooling station for dynamic voltage support to be studied
and taken up for approval/implementation within two months.
TN to study and identify locations for provision of under voltage relays which
could help arrest any fall in voltage. Report would be furnished to SRLDC/SRPC
within a month.
ADMS being developed by the state to address this contingency of sudden loss
of wind generation. Details in this regard to be furnished to SRLDC/SRPC at
the earliest since implementation of ADMS was mandated in the CERC Order.
Reply to SRLDC letter on low voltage/high MVAR drawal Mywadi to be
furnished by TANTRANSCO by 21.07.2014.
The issue and the action taken by the state would be deliberated in the
forthcoming 25th SRPC/24th TCC Meetings.
Need for provision of LVRT features on existing machines to be taken up
appropriately by SRLDC/SRPC with CEA/CERC.
