Agencies, New DelhiThe Centre has issued a new set ofguidelines for issuing Covid deathcertificates after the Supreme Courthad asked to submit an affidavit re-garding the matter nearly 10 daysago.

The Health Ministry and the Indi-an Council of Medical Research(ICMR) has jointly prepared the offi-cial document on September 3.

Accordingly, deaths occurringwithin 30 days from the date of test-ing or from the date of being clinical-ly determined as a COVID-19 case,will be treated as deaths due toCOVID-19, even if the death takesplace outside the hospital/in-patientfacility.

As per the new guidelines, pa-tients who have “died either in hospi-tal settings or at home, and where aMedical Certificate of Cause of Death(MCCD) in Form 4 and 4 A has beenissued to the registering authority asrequired under Section 10 of the Reg-istration of Birth and Death (RBD)Act, 1969, will be treated as a COVID-19 death.

If someone died due to poisoning,suicide, homicide, and accident,

among others, will not be consideredas COVID-19 deaths even if the in-fection is an accompanying condi-tion. 95% of deaths take place within25 days of a person testing Covid-19positive, said the affidavit citing anICMR study.

The new guidelines say that theCovid-19 cases that have been diag-nosed through RT-PCR test, molecu-lar test, rapid-antigen test, or clini-cally determined through investiga-tions at a hospital or in-patient facil-ity by a treating physician will beconsidered. If the Medical Certifica-tion of Cause of Death is not avail-able or the family of the deceased isnot satisfied with certification, statesand union territories shall notify acommittee at the district level.

Ahmedabad (UNI)In a move that came as a surprise tomany, Ghatlodia MLA BhupendraPatel was on Sunday unanimouslyelected by MLAs of the BJP in Gujaratas their leader to succeed Vijay Ru-pani, who resigned from the top poston Saturday. Patel will be sworn in asthe new Chief Minister on Monday.

Patel, a first time MLA from Ghat-lodia, met Governor AcharyaDevvrat and staked claim for beingthe next Gujarat Chief Minister. Hewas accompanied by former chiefminister Vijay Rupani and state BJPchief CR Patil along with other partyleaders.

Union Minister N.S. Tomar whowas one of the observers appointedby the BJP for the process of selec-tion made the announcement. Hesaid Patel's name was proposed byRupani, who insisted on being theproposer for the new chief minister.

Patel fought from the Ghatlodiaseat with a margin of over 1,17,000votes against Shashikant Patel from

the Congress party. The seat was ear-lier held by former Gujarat chiefminister Anandiben Patel who re-signed and later was appointed as agovernor.

A local BJP leader, with an old as-sociation with the RashtriyaSwayamsevak Sangh, Patel has earli-er served in the local municipal bod-ies, also serving as a municipal coun-

cillor in Ahmedabad. Gujarat ChiefMinister Vijay Rupani resigned onSaturday as Chief Minister of thestate leaving questions over whocould be his successor.

Rupani, 65, represents RajkotWest assembly constituency. He hadtaken over as Chief Minister of Gu-jarat in August 2016 whenAnandiben Patel had quit the officein the wake of agitation by Patidarcommunity leader Hardik Patel.

Rupani's resignation by defaultmeans resignation of the state cab-inet. Meetings were held inAhmedabad on Saturday and Sun-day by top leaders of the party anda meeting of the core group of theparty was held before the meetingof the MLAs.

Rupani took charge as the ChiefMinister of Gujarat on August 7,2016. He currently represents Gu-jarat's Rajkot West as MLA. In the2017 state election, the BJP won 99 ofthe state's 182 Assembly seats, Con-gress got 77 seats.

Chronicle Reporter, BhopalA major accident happened inVidisha on Sunday. Threeyouths died after drowning in a100 feet deep pool of a picnicspot known as Mini Pachmarhinear Halali Dam. Five friendsfrom Bhopal had come here inthe morning for a picnic. Theaccident is said to have hap-pened due to slipping of the footof one of the youths. Fourfriends plunged into deep waterto save a friend. Two were res-cued, while three drowned.

17-year-old Amit Patel, 19-year-old Abhay Sharma andMohit Sharma, residents ofAshoka Garden, Bhopal, havedied due to drowning. Theirbodies were taken out from thewaterfall near Chhota Pach-marhi. At the same time, 17-year-old Abhishek Sharma andAbhishek Singh, residents ofBhim Nagar, were rescued.

The police team with the

help of villagers pulled the deadbodies out of the pool.

According to the police, Ab-hishek Sharma along with fourother friends had reached MiniPachmarhi from Bhopal for apicnic in the morning. Vijay, aresident of Ashoka GardenBhopal, reached the bottom ofthe waterfall falling from aheight of about 100 feet. He ap-parently lost balance and hisfoot slipped while he was taking

bath. Seeing him going into the

deep water, the other fouryouths got down in the water.Three of the youths drowned af-ter going into deep water. Some-how Abhishek Singh came outand shouted for help. Some vil-lagers nearby reached for helpand also saved Abhishek Shar-ma. The local people also in-formed the police.

Milind MuzumdarIndore: The state BJP has abol-ished the posts of divisional or-ganization secretaries. Six divi-sional organization secretarieswere looking after 9 divisions ofthe state. All of them have beenmade members of the State Ex-ecutive Committee.

The coordination meeting ofthe Rashtriya SwayamsevakSangh was held in Nagpur fromSeptember 3 to 8. The BJP tookthis decision as per the decisiontaken in this meeting. These or-ganization secretaries had start-ed interfering more in the powerthan the organization - suchfeedback was being receivedcontinuously by the Sangh.

By the way, the discussion inthis regard was also held in theChitrakoot meeting of the Sangh

in July. According to sources, thecentral sector unit of the Sanghwas getting feedback about thecontroversial working style ofthe divisional organization sec-retaries for a long time.

Divisional organization sec-retaries are full-time workersand look after the work of the or-ganization in a neutral manner.But the divisional organizationsecretaries of the state startedinterfering more in the powerthan the organization.

Divisional Organization sec-retaries were interested in trans-fer and posting. Due to this, adecision was taken to abolishthe post of Divisional Organiza-tion secretaries. Three years ago,the BJP had similarly abolishedthe posts of district organizationsecretaries.

According to sources, thenew system will come into exis-tence soon. Decision is beingtaken in this regard.

At present, under the super-vision of State OrganizationGeneral Secretary Suhas Bhagatand Co-Organization secretaryHitanand Sharma, the GeneralSecretaries of the State BJP havebeen made in-charge of the divi-sions.

It is being told that the partyis going to reshuffle the organi-zational structure and threeprovinces will be created on thelines of the union. These wouldbe three provinces, MadhyaBharat, Malwa and Ma-hakaushal.

Three provincial organiza-tion secretaries will be appoint-ed in these three provinces. In

this regard, demands have beenmade for Sangh pracharaks.

As soon as the Sangh frees itsdepartment level pracharaksand sends them to the BJP, theywill be given the responsibility.According to sources, the orga-nization of Madhya Pradesh BJPwill now work completely underthe control of the Sangh.

For the past few days, the in-terference of state in-chargeShiv Prakash and P MuralidharRao has increased in organiza-tional matters. Both of these in-charges have been thepracharaks of the Sangh.

They were divisional organi-zation secretaries: Jaipal SinghChavda, Jitendra Litoria,Ashutosh Tiwari, ShailendraBarua, Shyam Mahajan and Ke-shav Singh Bhadoria.

CBI arrests 11 persons in postpoll violence case in WBNew Delhi: Central Bureau of Investigation (CBI)arrested 11 persons, four on Saturday and sevenon Sunday, in an ongoing investigation of twoseparate cases related to post poll violence inWest Bengal.

CBI had registered these cases on the order ofCalcutta High Court and took over the investiga-tion of the cases earlier registered by various Po-lice Stations, the CBI statement said.

It is learnt that on September 4, CBI had filedchargesheet in the first case against four accusedbefore the Court.

The agency had registered the case on August25 after Calcutta High Court orders and took overthe investigation of the case, earlier registered atPolice Station Bhatpara in North 24 Parganasagainst three accused and unknown persons forallegedly visiting the victim's house and abusinghim and family members.

9 lakh out of 16 lakhcases disposed ofChandigarh: In order to give justice to the peoplewho were hoping for justice even in the difficulttimes of Corona, the judges have mostly settled. Thenumber of pending cases in the court could be pre-vented from increasing too much and at present thetotal number of pending cases in the High Court is4.5 lakhs. In the information given by the HighCourt, it was told that from March 24, 2020 to August31, 2021, 137101 cases were filed in the High Court af-ter the start of the Corona period, out of which thecourt disposed of 90,543 cases which is about 66 per-cent. During this period 723041 cases were filed inthe courts of Punjab, out of which 442693 were set-tled which is 61 percent. In Haryana courts, 737718cases were filed, out of which 393831 cases were dis-posed of, which is 53 percent of the total cases.39595 cases were filed in the UT and the judges ofChandigarh disposed of 70 per cent i.e. 27767 cases.

Judges stand between restrictions and challengesIn the era of restrictions, the judges worked dili-

gently even in the midst of limited resources and didnot let the people lose their faith in the judiciary.While rendering their services in the era of Corona,many judges, lawyers and court employees werecaught by Corona. Despite this, the process of provid-ing justice did not stop and most of the cases were set-tled. The High Court said that now the process of phys-ical hearing has been started and physical hearing hasstarted in the High Court in 12 courts.

Covid-19: India reports 28,591new infections, 338 deathsNew Delhi: India logged 28,591 new cases and 338deaths due to the Covid-19 in the last 24 hours, theunion health ministry said on Sunday.

The latest addition has pushed the cumulativecase tally to 3,32,36,921 whereas the death toll hasclimbed to 4,42,655 according to the data.

The daily positivity rate of the infection wasrecorded at 1.87 per cent in the country while theactive cases have remained under 3.9 lakh after de-clining by 6,595 cases, as per the health ministry’sbulletin.

The cumulative active caseload now stands at3,84,921. The share of active cases now stands at1.16 per cent of the total Covid-19 cases, the figuresshowed.

Meanwhile, 34,848 more people recovered fromthe Covid-19 in the last 24 hours making the recov-ery registry climb to 3,24,09,345. As per the data, therecovery rate stands at 97.51 per cent
