Introduction

Acknowledging that the primary users of this handbook may be new to mobility management, or

even to the field of transportation, the handbook includes a description of the mobility management

concept and some context for the handbook.

Mobility Management in Nebraska

The Nebraska Department of Transportation (NDOT), along with a broad range of partnering

agencies, initiated the Statewide Mobility Management Project in December 2015, with the goal of

improving travel options for residents and visitors of the state. Through this statewide approach to

addressing mobility needs, alternatives that fill in service gaps were identified and an implementation

plan was initiated.

Mobility management represents a transportation strategy that focuses more on the customer and

their needs, and addressing these needs through the coordinated use of a variety of providers. The

concept looks beyond a single transportation service or solution by following a “family of services”

philosophy offering a wide range of services and options to meet the needs of a population with

diverse socio-demographics.

Region Development

To better address the diversity of the state, six regions were organized along county boundaries. -

Northwest or Panhandle, Southwest, North Central, South Central, Northeast and Southeast. A

Regional Coordinating Committee (RCC) was established for each region to help understand transit

needs and overlaps. Organizing regions helps in creating more manageable areas for travel

management. Figure 1 shows the 6 regions. These regions consider the boundaries of the current

multicounty transportation agencies, and the general service areas of county and community-based

transit agencies.

Six Regions Used for Structuring Statewide Mobility Management

Coordination Governance

To provide an organizational structure to the coordination process, coordination committees were

formed at the state and regional level. The representatives of each committee met periodically

throughout the length of the Mobility Management project. The regular meetings helped in refining

the concept of coordination governance structure, roles and responsibilities of individuals involved

and identifying local, regional, and state-level transportation needs and challenges. As shown in

Figure 2, there are three main elements to coordination governance in Nebraska: the Statewide

Coordination Committee (SCC), the Regional Coordination Committee (RCC), and the Mobility

Manager.

Statewide Coordination Committee (SCC)

The SCC brings together representatives from various agencies and stakeholder groups providing or

supporting services that include client mobility. The SCC has been organized as an advisory group to

the NDOT and is not a policy‐making body. The committee, while made up of agencies with

budgets that include transportation service, does not have the ability to develop its own funding

mechanisms, nor operate a transit system.

Regional Coordination Committee (RCC)

RCC is a forum for bringing transportation providers, human service agencies, and other

stakeholders together on a regular basis for:

• Sharing information and experiences that are likely to help in mutual learning and seeking

advice

• Creating opportunities for partnership and seeking coordination ideas that help in

economically efficient public transportation in the region

• Discussing and addressing mobility needs in the region

• Serving as an advisory body to the NDOT about the local mobility issues in the region and

the identified coordination strategies

Mobility Manager

Often, mobility managers are employed to assist with mobility management in a region or the state.

Although mobility managers are most common in urban areas, they are successful in rural areas as

well. A mobility manager’s duties include travel training, connecting riders to providers, connecting

transit, human services, and businesses, and developing One-Call/One-Click reservation systems.

Other duties include the promotion of transit services, identifying service gaps, operational planning,

and advocating for rural transit. Mobility managers are likely to also be tasked with organizing

regional coordination council meetings, developing new coordination ideas, and serving as a liaison

between the local agencies and the DOT.

In the Fall of 2017, the concept of regional coordination committee (RCC) and Regional Mobility

Manager advanced from a conceptual concept to a functional reality in the southeast (SE) region for

a 6-month pilot period. One of the consultant team staff served as the regional mobility manager for

the southeast region.

One of the tasks for the southeast region mobility manager was to develop this mobility manager

handbook. (applicable at both regional and state level). This handbook was designed to assist the

Mobility Managers in understanding their role and responsibilities including:

• Purpose of the position

• Roles and responsibilities

• Interaction with the NDOT

Purpose of the Mobility Manager Position

Central to continued advancement of transit service coordination throughout Nebraska is an active

group of providers and human services agencies working together to understand changing needs,

identify opportunities, and implement changes to the current transit concept. By establishing

Mobility Manager positions, the NDOT provides:

• A liaison between the NDOT and the transit providers

• Actively participating transportation professionals focused on improving transit

coordination, transit resource utilization, and transit rider’s experience in their region.

• NDOT rural transit promoters who work to establish transit branding in rural Nebraska.

The general purpose of the mobility manager position is similar at the regional and the state level.

The position is responsible to improve business and community support for the transportation

organization. It will require development and distribution of information that explains how to utilize

the available resources in meeting the diverse travel needs of the market it serves. The purpose of

the position includes:

• To create partnerships between multiple agencies and organizations, including taxi and other

private transportation providers to provide more transportation options.

• To promote a customer-driven, market-based approach to transportation that provides

customers with a variety of transportation options through individualized trip planning.

• To offer support for trip planning and travel training.

• To help establish, improve and/or expand the mobility management activities by developing

future expansion of transit options across municipal boundaries

• To serve as a liaison between the NDOT and the SCC or RCC to share ideas and

recommendations for coordination and other successful mobility management practices.

• To bring unrepresented transportation gaps and needs to the table for RCC and SCC

discussions.

• To represent the jurisdictions without transit service and the regionally organized human

service agencies that might be affected by coordination strategies.

• To direct design, production and distribution of marketing materials directed at the public,

employers, employees, human service agencies and other entities.

• To make public presentations on the benefits/costs of mobility management for the

community

Roles and Responsibilities of the Mobility Manager

The mobility manager will be responsible for:

• Creating partnerships between multiple agencies and organizations, including taxi and other

private transportation providers to provide more transportation options.

• Enhancing the rider’s transit experience by making information about transportation options

easily available in an accessible format (including transit services information on agency and

Nebraska Transit website).

• Seeking input from RCC and SCC members for prioritizing coordination strategies and

pursue the promising ones by providing regular coordination strategy updates to the

coordination committees (via email or at the RCC/SCC meetings).

• Identifying, discussing with RCC/SCC, evaluating, and making recommendations on

mobility issues.

• Providing advice to the NDOT on changes in public transportation policies, procedures or

forms that are likely to improve mobility management.

• Assisting the NDOT with any training or education tasks need to be completed at the

regional or state level.

• Ensuring maximum feasible coordination of public transit services addressing the transit

gaps and overlaps.

• Providing appropriate technical assistance to the transportation providers to help in inter-

agency coordination as well as efficient transit operations.

• Ensuring that the coordination strategies are complying with the federal regulations for

funding program requirements.

• Providing marketing and advertising assistance to transit agencies including travel training to

target populations in their service area.

• Facilitating communication between the transit providers, the NDOT, and the RCC/SCC.

• Providing periodic updates on mobility management for Nebraska Transit website

(www.nebraskatransit.com).

• Serving as a resource to other mobility managers for sharing experiences, tools, and expertise

to enhance mobility management in the state.

• Staying in touch with other mobility managers (via email/phone correspondence) for regular

mobility management updates in-between consecutive RCC/SCC meetings. Email listserv or

customized email recipient list can be prepared for easy information insemination.

• Discussing potential updates to the RCC, SCC and Mobility Manager handbook with the

NDOT, coordination committees and other mobility managers at the RCC and/or SCC

meetings.

Duties of a regional and the state mobility manager are similar except the difference in the service

areas and interaction with the RCC and the SCC, as noted below:

• The regional mobility managers are required to participate in all of their local area RCC

meetings1 and all SCC2 meetings (either in-person or via phone/online connection).

o Based on RCC members’ approval, the regional mobility manager can also serve as

the RCC Chair and/or meeting facilitator for their region. Refer to RCC handbook

for RCC meeting facilitator duties.

o A regional mobility manager may be requested to attend one or more RCC meetings

in other regions based on the need to represent their regions interest in

transportation coordination strategies or to share experiences, tools or expertise.

o All regional mobility managers are expected to stay informed about mobility

management activities in other regions (Information can be exchanged via

phone/email or Nebraska Transit website updates).

• The state mobility manager is required to participate in all of the SCC2 and RCC3 meetings

(either in-person or via phone/online connection).

o Based on SCC members’ approval, the NDOT staff may assign the task of

facilitating SCC meetings to the state mobility manager. Refer to SCC handbook for

SCC meeting facilitator duties.

o The state mobility manager is expected to stay informed about mobility management

activities in all the regions via RCC meeting attendance as well as regular

email/phone correspondence.

o The state mobility manager may assist in collaborating coordination ideas involving

multiple RCCs.

Interaction with the NDOT

Mobility managers serve as the conduit of information between the NDOT and the coordination

committees. They are required to interact with the NDOT staff on a regular basis (in-between

consecutive RCC/SCC meetings) via in-person or email/phone meetings for:

• Providing updates on coordination strategies (including newly identified ones).

• Discussing mobility management material for Nebraska Transit website update for the

NDOT’s approval.

• Staying informed about changes in federal or state regulations for funding mechanisms, and

funding programs.

• Providing advice to the NDOT on changes in public transportation policies, procedures or

forms that are likely to improve mobility management.

• Staying informed about needs for training and education at the state or regional level and

plan time commitment for assisting in such tasks.

• Reporting information about coordination committee working and outcomes.

• Suggesting and discussing potential updates to the RCC, SCC and Mobility Manager

handbooks on a quarterly basis.

• Discuss new membership requests for the RCCs and the SCC.

transportation disadvantaged Nebraskans) and their needs, and addressing these needs through the

coordinated use of a variety of providers. To better address the diversity of the state, six regions

South Central, Northeast and Southeast. A Regional Coordinating Committee (RCC) was

established for each region to help understand transit needs and overlaps. The NDOT plans to hire

a statewide mobility manager and one or more regional mobility managers for the six regions.

Primary Responsibilities

The following are the typical primary responsibilities of the Mobility Manager:

• Work with the multiple transportation providers and transportation stakeholders (like human

service agencies) including private transportation providers in the service area to create a

network of partnership. Coordinated transportation services are likely to provide better

connections into the currently underserved areas.

• Enhance the rider’s transit experience by making information about transportation options

easily available in accessible format.

• Organize coordination committee (with help from the NDOT) to represent your service

area. The coordination committee helps in identifying, evaluating and making

recommendations on mobility issues.

• Seek input about mobility needs and coordination ideas from the coordination committees

(via email/phone or during the committee meetings).

• Assist the NDOT with any training or education tasks need to be completed at the regional

or state level.

• Provide appropriate technical assistance to the transportation providers to help in inter-

agency coordination as well as efficient transit operations.

• Ensure that the coordination strategies are complying with the federal regulations for

funding program requirements.

• Facilitate communication between the transit providers, the NDOT, and the RCC/SCC.

• Provide periodic updates on mobility management for Nebraska Transit website and

participate in public events, such as television, radio, advertising, interviews and community

fairs, on behalf of the NDOT.

• Attend and participate in community interest groups, advisory committees and focus groups

to stay informed about mobility issues in your service area.

• Assist transportation providers with marketing and educational strategies, as needed

including targeted marketing and/or travel training to specific clientele.

Preferred Knowledge and Skills

• Knowledge of the Americans with Disabilities Act (ADA) and its application to public

transportation.

• Knowledge of FTA funding programs as applicable to public transportation in Nebraska

(including but not limited to section 5307, 5317, 5310 and 5311 programs).

• Knowledge about the Coordinating Council on Access and Mobility (CCAM) and other

similar federal coordination initiatives.

• Ability to understand transportation funding program requirements, policies, standards and

other planning documents

• Knowledge about the FTA and NDOT policies, procedures and practices.

• Ability to work on a personal computer and/or mobile device.

• Proficiency with Microsoft Office Suite, Online conference call software (like Skype,

gotomeeting, etc.) and Google Calendars.

• Excellent interpersonal, written and verbal communication skills including public speaking.

• Ability to work on a flexible schedule that may include day/overnight travel (via automobile

or other mode of transportation) for outreach activities as well as some evening or weekend

commitments.

• Ability to operate a motor vehicle; must possess and maintain a valid U.S. Driver’s License.

Introduction of aseries of Regional Mobility Manager was one of the strategies identified as part of theproject.

The NDOT and consultant team is pleased to announce the implementation of theMobility Manager of the southeast (SE) region of the state. Smita Sharma from SRFConsulting Group, Inc. will be holding the position of SE Region Mobility Manager fora period of six-months to introduce the concept of mobility manager in the state.This six-month pilot period will help the NDOT and the consultant team to drawmeaningful insights into the workings of the position at a regional level.

Happy New Year!

By the end of 2017, NDOT’s Statewide Mobility Management project saw

implementation of several coordination pilots and services. Key to the overall

state coordination effort are activation of the Regional Coordination Committee

(RCC) and Mobility Manager in the Southeast (SE) region. The first RCC meeting

was held on November 16th 2017. The meeting refreshed the concept, purpose

and working of the RCC and input by members aided greatly in organizing future

meetings. Based on the feedback, the second RCC meeting held in December

followed the suggested meeting outline including the first mobility manager

update.

Most of the transit providers expressed the desire to share information about

their regional trips with other providers for potentially picking up additional

riders outside the provider’s service area. An online shared calendar for

regional trips in the southeast region is being developed as a quick and easy

method to share the information. Agencies are encouraged to work with the

mobility manager to keep information up-to-date on the shared calendar.

Coordination Activities UpdateFrom the Southeast Region Mobility Manager

As the SE Region Mobility Manager, I am working to implement transportation

coordination strategies (identified in the Mobility Management Project) in the

Southeast region. The main coordination strategies are briefly described below:

Based on the RCC composition (Who should be in RCC?) discussion held duringthe first RCC meeting, several new stakeholders were invited to the RCCincluding:➢ Intercity Carriers: Burlington Trailways and Arrow Stagelines➢ Veterans Service Officers of Counties in Southeast Nebraska

➢ United Way Chapters in the region

The idea of this shared calendar stemmed from the coordination discussions

held with two groups of transit providers in the southeast region:

➢ Fillmore, Lancaster (rural), Saline, Saunders, Seward and York County transit

providers for coordination of their trips to Lincoln.

➢ Blue Rivers Area Agency on Aging (BRAAA), Johnson County Transit and

Southeast Nebraska Community Action (SENCA) for coordination of their

trips to Lincoln, Omaha, Beatrice and Nebraska City.

Coordination Strategies

Regional Trips Shared (Online) Calendar

Currently, all providers take reservations using phone calls. Most transit agencies want to diversify their

ride reservation options to attract riders from all age groups. Currently, University of Nebraska’s team of

programmers are helping in the development of a ride reservation mobile device application. This

application will provide mobile device and agency website reservation access. While the mobile

device application is under development, a time and cost-effective alternative of using cell phone

text messages to reserve rides is being implemented. The test messaging option will include riders

sending and receiving information using texting service on their cell phones and dispatcher

communicating via email to respond to the text messages. This concept will be tested on a small

group of potential riders in Seward County to assess the feasibility of the concept.

University of Nebraska’s Engineering School runs a shuttle service between Omaha and Lincoln 6 times

a day on weekdays (during school session). As part of the mobility management project, the concept

of expanding this service to general public is pursued by adding off-session trips and a park & ride stop

in Lincoln. State funding options are currently being explored to fund the expansion.

The concept of agreements between transit agencies and higher education institutions for providing no

or reduced fare transit trips is not new especially in urban areas with fixed route transit services. As part of

the mobility management project, this concept is explored for demand-responsive rural transit systems

and colleges/universities. Agreements between institutions and transit agencies for providing reduced or

no fare rides to students may help with sharing the local match funding needs. If you have an idea and

Practices

Mobility management designs transportation around the customer by providing clear information,

transit coordination, travel training, and identifying service gaps. Mobility managers are most

common in urban areas, but are successful in rural areas as well.

Many rural mobility management initiatives started with the Federal Transit Administration’s 5317

New Freedom funding, but areas lacked funding to continue services once that program ended

when the Fixing America’s Surface Transportation (FAST) Act was adapted in 2015. Mobility

management must now be covered by FTA’s 5310 and 5311 grant funding, competing directly with

transit services. There are some successful rural mobility management programs, including in

Northeast Iowa, Southeast Arizona, and Northwest Colorado. In these areas, mobility managers

work fulltime; two for a local community action corporation, and one for a regional government and

planning agency. In other areas, mobility manager tasks may be part-time duties of a human service

provider.

Official position descriptions often include travel training, connecting riders to providers,

connecting transit, human services, and businesses, and developing One-Call/One-Click reservation

systems. Other duties include the promotion of transit services, identifying service gaps, operational

planning, and advocating for rural transit. In some states, mobility managers are also tasked with

organizing regional coordination council meetings.

In Southeast Arizona, mobility management is not to reduce costs, but to shift the burden of

networking, training, administration, and service analysis from transit providers to a single regional

mobility manager, freeing up time and resources for transit and human service providers to focus on

day-to-day transit service. In Kentucky, 16 transit regions select regional transit brokers through a

Request for Proposals (RFP) process, which coordinate rural transit in the regions.

Mobility management is an eligible expense under 5310, covered 80 percent by federal dollars and a

20 percent local match as a capital expense, and 5311. The local match can come from state funding

sources specifically for transportation or human services, such as disability services or veteran

services, or from local funding.

Mobility Management by State

Case Study: Iowa

The Northeast Iowa Community Action Corporation is a social service agency with a mobility

manager serving primarily rural areas. It covers five counties in Northeast Iowa, based out of

Decorah. The agency has 53 vehicles, 50 part-time drivers, and provides over 175,000 rides a year.4

A full-time mobility manager is employed by the community action corporation to cover the region.

The main duties include community outreach, marketing, working with area employers, travel

training, identifying gaps in service and unmet needs, and keeping track of the regional

transportation inventory. The mobility manager leads the regional transportation advisory group

together with a planner of the regional council of governance, networking with area decision makers

and human service providers.5

A statewide mobility coordinator acts as the mobility manager for the areas without a regional

mobility manager, provides information on the benefits of mobility management to transit agencies,

planning organizations, and other organizations, and chairs the Iowa Mobility Manager’s Network.

The statewide mobility coordinator is a staff member of the Iowa DOT Office of Public Transit.6

Case Study: Arizona

day-to-day transit service.7 The regional mobility manager position was created by the Southeastern

Arizona Government Organization after mobility managers within the existing provider structure

would mainly look out for the interest of their own providers. Daily duties include training,

preparing for coordination meetings, keeping providers and human service agencies connected, and

identifying gaps in the system. Many transit providers see high turnover rates in personnel, thus

require constant training from the mobility manager.8

Case Study: Colorado

The Northwest Colorado Council of Governments started its coordination efforts in 2010, initially

geared towards providing better service for seniors. The mobility manager was tasked to develop a

One Call/One Click Center, a regional billing mechanism for Non-Emergent Medicaid

Transportation, conduct a regional transportation services inventory which included both human

services agencies and transit providers, conduct a detailed gap analysis of the transit needs across the

region, and to expand coordination of and access to transportation resources. The Mountain Ride

Transportation Resource Center started operating in August of 2014. 9 Its website, mtnride.org,

provides resources by county for fixed route and door-to-door services.
