tender has been reduced from $10 million to $4 million in metropolitan Adelaide and from $3 million to $1 million in regional areas;

• Potential benefits of buying locally included in value for money guidelines produced by the State Procurement Board for agencies

• Default limitations of liability will be set at five times the contract value yand will apply on all low‐risk contracts valued up to $1 million

Economic Modelling

The key outputs of this modelling include:• Value add – a measure of the economic contribution resulting from 

activity within an economy.  This is measured as either gross state product (CSP) or gross domestic product (DGP) depending on the region considered.

• Employment – the number of jobs (measured in full‐time equivalent positions) created as a result of economic activity withinequivalent positions) created as a result of economic activity within a particular industry.

• Ration of value added in South Australia to Australia – the proportion of value added attributable to the South Australianproportion of value added attributable to the South Australian economy as opposed to the national economy.  This is an indicator of what proportion of economy activity occurs as a ‘leakage’ i t t tinterstate.

Procurement Efficiency Review

• To identify tangible ways to reduce costs of tendering and procurement for business and the South Australian Government while maintaining and improving procurement efficiencies. 

• Explore alternative procurement options which will foster an earlier engagement with industry with the view of using a g g y gmore performance or outcome driven approach compared with overly prescriptive tender specifications in the future.
