New Zealand Development Scholarships and Commonwealth Scholarships Schemes

Purpose of the schemes

EducationisofcriticalimportancewithinNZAID’spolicyframeworkandNZAID’saimofachievingasafeandjustworldfreeofpoverty.Aspartofitseducationstrategy,NZAIDprovidesscholarshipstocitizensofsomedevelopingcountriestoundertakepost-secondarystudyinNewZealand.

TheguidingprinciplesoftheNZAIDScholarshipsschemesarethattheyshould:

• helpmeettheshort-termhumanresourcetrainingneedsofselecteddevelopingcountrieswithinNZAID’scountryandregionalprogrammes;

• strivetomaximisethelong-termdevelopmentimpactofpovertyreduction;

• placenationaldevelopmentneedsaheadoftheprofessionaldevelopmentofindividualawardees–thescholarshipisnotapersonalgifttoyou,butrather,anagreementbetweenyourselfandtheNewZealandGovernment;

• haveregardtoprinciplesoftransparency,accessandequity,includingthosethatrelatetoethnicityandgender;

• bedeliveredinthemostcosteffectivewaypossible;and

• beconsistentwithNZAID’sobjectivesandpolicies,includingthecountryandregionalprogrammestrategiesdevelopedbyNZAIDand,whereapplicable,partnergovernments.

ThepurposeofNZAIDScholarshipsschemesis,therefore,foryoutogainknowledgeandskillssothatyoucancontributetothedevelopmentofyourhomecountryingovernment,civilsocietyorprivatesectororganisationsoncompletionofyourscholarship.

InsupportoftheprinciplesofNZAIDScholarshipsschemesyouare:

• encouragedandassistedthroughacademictuitionandpastoralcaretoacquireskills,knowledgeandaqualification;

• expectedtocompleteyourqualificationintheminimumtimepossible;and

• requiredtoreturntoyourhomecountryforatleasttwoyearsoncompletionofyourscholarship,toapplyyournewlyacquiredskillsandknowledgetowardthedevelopmentofyourcountry.

NZDS DEfINITIONS

New Zealand Development Scholarships – Public category (NZDS-Public) students

NZDS-PublicstudentsarenominatedbytheirhomegovernmenttostudyinNewZealand.Thesestudentsmaybestudyingatundergraduateorpostgraduatelevel,dependingonNZAID’sagreementwiththepartnergovernment.Ifpreviouslyworking,NZDS-Publicstudentsmaycomefromthepublicsectorortheprivatesector,orfromacommunity-basedorganisation.NZAIDkeepsthehomegovernmentadvisedoftheprogressofNZDS-Publicstudents.

New Zealand Development Scholarships – Open category (NZDS-Open) students

Generally,NZDS-OpenstudentshaveapplieddirectlytotheirNewZealandeducationinstitutionforaNZDS*.AswithNZDS-Publicstudents,NZDS-Openstudentsmayhavepreviouslybeenworkinginthepublicorprivatesector,orforacommunity-basedorganisation.However,NZDS-Openstudentscanonlystudypostgraduatequalifications,exceptforstudentsfromtheFederatedStatesofMicronesia,PalauandtheMarshallIslandswhocanalsostudyatundergraduatelevel.

COmmONWEAlTh SChOlArShIp AND fEllOWShIp plAN

TheCommonwealthEducationConferenceatOxfordin1959establishedtheCommonwealthScholarshipandFellowshipPlan(CSFP).NewZealandwasafoundationmemberofthePlan,whichbeganayearlater.ThePlanisdesignedtoenrichtheintellectuallifeofeachcountryoftheCommonwealthbyenablinganumberofitspromisingstudentstoshareinthewiderangeofeducationalresourcesavailablethroughouttheCommonwealthandthuspromotetheequalityofeducationopportunityatthehighestlevel.

CommonwealthScholarshipsprovidetheopportunityforindividualsofhighintellectualpromisefromCommonwealthcountriestoundertakepostgraduatelevelstudyatauniversityinanotherCommonwealthcountry.Oncompletionoftheirscholarship,thesescholarsareexpectedtomakeasignificantcontributiontothedevelopmentoftheircountryontheirreturnhome.

ThefivegeneralprinciplesoftheCSFPlaiddownatthetimeofthescheme’sinceptionarethat:

• thePlanshouldbeadditionalto,anddistinctfrom,anyotherplaninoperation;

• thePlanshouldbebasedonmutualcooperationandthesharingofeducationalexperienceamongthecountriesoftheCommonwealth;

• thePlanshouldbesufficientlyflexibletotakeaccountofthediverseandchangingneedsofthecountriesoftheCommonwealth;

• whilethePlanwillbeCommonwealth-wide,itisoperatedthroughaseriesofbilateralarrangementstoallowforthenecessaryflexibility;

• awardsshouldbedesignedtorecogniseandpromotethehigheststandardsofintellectualachievementaswellastechnicalandprofessionalperformance,andhaveregardtoanyexpressedhumanresourcedevelopmentneedsofdevelopingcountries.

InternationalStudents’Office(ISO)advisersatNewZealanduniversitiesareresponsibleforthepastoralcareofCommonwealthScholarshipstudentsandreportontheiracademicprogress.WhileyouarestudyinginNewZealand,theISOadviserwithresponsibilityforNZAIDstudentsatyouruniversitywillmanageyourscholarshiponaday-to-daybasis.

AnadviserattheInternationalStudents’Office(ISO)ofyoureducationinstitutionisresponsibleforNZAIDstudents.ThisISOadviserwillprovideyouwithsupportwhileyouareinNewZealand.PleasecontacttheISOadviserifyouhaveanyquestionsorconcernsregardingyourstudyoryourwelfare.Theyaretheretohelpyou.

Arrival in New Zealand

Someonefromtheeducationinstitutionwillmakearrangementsforyoutobetakentothetemporaryaccommodationthathasbeenarrangedforyou.

WithinafewdaysofarrivinginNewZealand,theISOadviserwillprovideanon-arrivalbriefingtoexplainhowyourstudyprogrammewillworkandtotellyouaboutyourinstitution.

The ISO adviser will also:

• informyouaboutthetermsandconditionsofyourNZDSorCommonwealthScholarship,includingyourallowancesandotherentitlements;

• explainyourapprovedstudyprogrammeandcourse-relatedissues,includingtheenrolmentprocess;

• provideyouwithadviceonaccommodationandotherstudentsupportserviceswhichareavailableatyourinstitution;

• explainaccesstotheNewZealandmedicalsystemandoutlinetheinsuranceschemeunderwhichyouwillbecovered;

• giveyouinformationaboutbeingastudentattheinstitution,contactsforstudentassociationsyoucanjoin,andamapofthecampus;and

• provideyouwithusefulinformationaboutthecommunityyouwillbelivingin.

During the academic year

TheISOadviserwillmonitoryouracademicperformanceandcarryouttwice-yearlyinterviewstodiscussyouracademicandgeneralprogress.TheISOadviserwillkeepNZAIDinformedaboutyourprogress.IfyouareonaNZDS-Publicaward,NZAIDwillforwardthisinformationtoyourhomegovernment.

TheISOadviserwillprovideinformationorassistyouwitharangeofsituations,including:

• academicperformancestandardsandcontinuationcriteria(seepage29);

• requestsforadditionaltutoringduringtheacademicyearifyouarehavingdifficultywithyourstudies;

• requeststochangeyourscholarshipoffer,suchasadeferral;

• changeofsubjectsorqualification(Note:CoursechangesareonlypermittedinexceptionalcircumstancesandonlywiththepriorapprovalofNZAIDand,forNZDS-Publicstudents,yourhomegovernment.);

• compassionatetravel(seepage24);

• availabilityoffinancialassistancefordependants(spouseorpartner,and/orchildrenuptotheageof19years);

• travelarrangementsforreturntoyourhomecountry;and

• adviceonorganisingtheproductionofyourthesis,ifyouareapostgraduatestudent.

Your responsibilities

ReceivingaNewZealandDevelopmentScholarshiporCommonwealthScholarshipisrecognitionofyourpreviousachievementsaswellasyourpotentialtoassistinthedevelopmentofyourcountry,andassuch,itisanimportantopportunityforyou.

Scholarship conditions

Whileonscholarship,itisyourresponsibilityto:

• befamiliarwiththeacademicperformancerequirementsofyourscholarshipandapplyyourselftoyourstudiestoachievethese(seepages29-30);

• informtheISOadviserimmediatelyofanyacademicorpersonalfactorsthatmayaffectyourabilitytocontinuewithyourstudiesorscholarship;

• ensuretheISOadviserhasyourcurrentresidentialandpostaldetails,inNewZealandandinyourhomecountry;

• meettheconditionsofyourscholarshipdetailedinyourScholarshipAcceptanceletterandsummarisedintheNZDSorCommonwealthScholarshipDeclaration(seepage41);

• ifanundergraduate,unaccompaniedstudent,contacttheISOadviserbyJulytodiscussbookingtraveltoyourhomecountryattheendoftheacademicyear(seepage25);

Definition of ‘accompanied’ and ‘unaccompanied’ students

An ‘accompanied’ NZAID studentisastudentwhoseimmediatedependantfamily(spouseorpartnerand/orchildren)arelivingwiththestudentinNewZealandduringthescholarshipperiod.

An ‘unaccompanied’ NZAID studentisastudentwhoeitherhasnoimmediatedependantfamilyorwhosefamilyhaveremainedinthehomecountry.

Dependant family members

• arrangemattersfordependantfamilymembers,e.g.accommodationandimmigrationrequirements,inthefullknowledgeoftheconditionsforassistanceundertheNZDSorCommonwealthscheme;

• takeresponsibilityforthewellbeingofyourdependantswhiletheyareinNewZealand.Theyarealsoexpectedtoobserveandcomplywiththetermsandconditionsofyourscholarshipandtoobeythelaw.

Establishment allowance

AnestablishmentallowanceispaidbychequewhenyoufirstarriveinNewZealand.Alesseramountispaidatthebeginningofeachsemesterforeachsubsequentfullyearofstudy(excludinganyextensionperiod).

Theinitialestablishmentallowancepaymentof$1,250forunaccompaniedstudentsand$2,000foraccompaniedstudentsisintendedtoassistwithsomeofyourimmediatecostsonarrival,including:

• temporaryaccommodationcostsonarrivalinNewZealand;

• accommodationbond(usuallyequivalenttotwotothreeweeksrent),rentinadvance(usuallytwoweeksrent),andoccasionallyrentalagents’fees;

• utilitybonds(forelectricityandtelephoneservices,ifmovingintorentalaccommodation);

• purchaseofsuitableclothing;

• courseexpenses;and

• purchaseofhouseholditemsifmovingintorentalaccommodation.

Thestipendissufficienttocoverroutineexpenditureonday-to-dayexpenses,including:

• livingexpenses(e.g.telephone,electricityandwaterbills);

• transporttoandfromtheinstitution;

Tuition fees

NZAIDfundsthemajorcoursecostsofyourstudysuchastuition,enrolmentandorientationfees.Thesearepaiddirectlytotheinstitution.

Course expenses

NZAIDprovidesindividualallowancestocoversomeofyourcoursecosts:

i. Textbook/course costs’ allowance:Anallowanceof$300persemesteris paidtoallstudentsbytheISOadviserfortextbooksorothercourse-related costs,suchasequipmentorclothing.Thismaybepaidatthebeginningof eachsemester.

ii. Postgraduate research allowance:A$1,000allowanceisaone-off paymentduringthescholarshiptowardspostgraduatestudents’research- relatedcosts(foreitherNewZealand-basedresearchoroverseasfieldwork), whereresearchformsatleast50percentofthestudyprogramme.

iii. Thesis allowance:A$500allowanceisavailableonceduringthefinal yearofstudytoassistwithpostgraduateresearchstudents’thesis productioncosts.

Nofurtherprovisionforcourse-relatedcostsisavailablefromNZAID.

Therewillbeothercourseexpensesthatyouareexpectedtopayforfromyourstipend.Thesemayinclude,butarenotlimitedto:

• generalcourseexpenses:stationery,internetcharges,equipmentandphotocopying;

• someresearchcosts,e.g.forphotographicdevelopment,questionnairephotocopying,libraryinterloans,andtelephone,internetandfaxcharges;

Travel

Duringyourstudy,youcanapplyforassistancewithtravelunderthefollowingcategories:homeleave,overseasfieldwork,andtraveltoundertakeanundergraduateworkpracticuminyourhomecountry(seepages23to27forfulldetails).YourISOadviserarrangesfinaltraveltoyourhomecountryforyouandalleligibledependantsoncompletionofyourscholarship.

Medical assistance and insurance

NZAIDstudentsandtheireligibledependantsareentitledtothesamegovernment-fundedhealthassistanceinpublichospitalsasNewZealandcitizens.Inaddition,theISOadviserwillorganiseyourinsurance,whichincludesbasichealthcarecover,

andwillexplaintheseentitlementsfurther.

Additional tutoring

Youcanreceiveupto30hoursperyearoftutoringfundedbyyourscholarship(seepage19).

Dependants’ funding

Inadditiontotheaccompaniedstipendrate,NZAIDfundsachildren’sschoolallowance,andinsomesituations,assistswithchildcarecosts.Ifyourspouse/partner’sfirstlanguageisnotEnglish,NZAIDwillfundsomeEnglishlanguagetrainingforthem.Fordetailsseepage22.

Stopping allowances

Onceyouhavecompletedyourfinalexamorsubmittedyourthesis(forresearchstudents),yourscholarshipendsandyouarerequiredtoreturntoyourhomecountrywithin14days.Yourallowancesandentitlementswillbepaiduptoamaximumof14daysfollowingscholarshipcompletion,orthedateofyourdeparture,whicheverissooner.

Yourstipendandentitlementswillalsostopinthefollowingsituations:

• youhaveanunexplainedabsencefromNewZealand;

• youfailtoreturntoNewZealandfromprivateinternationaltravel;

• youareoncompassionateleaveformorethanfourweeks;

• youarehospitalisedformorethanthreeweeks;

• youareanundergraduatestudentundertakingacompulsoryworkpracticum(e.g.ateachingpracticum)inyourhomecountryandyoustaybeyondtherequiredperiod(stipendsarepaiduptoamaximumof12weeksdependingonthepracticum);

• yourscholarshipisdeferred.YourallowancewillbepaiduptothedayyouleaveNewZealand,whichmustbewithin14daysofthedateofthedeferral;

• youareemployedfull-timeaspartofacompulsorycourserequirement;

• yourscholarshipisterminatedorsuspendedforanyreason;

• youbreachtheconditionsofyourNZDSorCommonwealthScholarshipandyouapplyfor,oraregranted,NewZealandorAustralianpermanentresidencyoraworkpermit(Note:Thisactionistreatedveryseriously–seepage28).

YourallowancewillalsostopifyouareaPhDstudentandyoureturnhometoawaitoralexaminations.OnreturntoNewZealandfororalexamsyouareentitledtoonemonth’sstipendandareturnairfare.

Accompanied Stipend for Dependants

Youmaybeeligibletoreceiveahigherrateofstipend(an‘accompaniedstipend’)toassistwithbasiclivingcostsifyoubringyourspouse/partnerand/orchildrentoNewZealand.ThisstipendistoassistyouinsupportingyourdependantfamilymemberswhileyouarestudyinginNewZealand.

This allowance may not cover all your living costs.YouandyourfamilymustcarefullyconsiderthecostsofsupportingafamilyinNewZealandasNewZealandhasamuchhighercostoflivingthanyourowncountry.Youmayneedtosupplementtheaccompaniedstipendwithyourownfundstomeetday-to-daylivingexpenses.

NZAID definition of ‘dependants’

Dependantfamilymembersaredefinedas:

i. Yourchild/renunder19yearsofage

Dependantchildrenmustbesingle.Eligibilityforthestipendceaseswhenachildreaches19yearsofageorwhentheyarenotattendingschoolandareworkingfull-time.Ifadependantchildturns19yearsofagewhilestillstudyingatsecondaryschoolinNewZealand,however,youshouldcontactyourISOadvisertofindoutifyourdependantchildisstilleligiblefortheaccompaniedstipend.IfyouapplyforNZAIDfundingforanadoptedchild/ren,youmustprovideevidencestatingthatyouand/oryourspouse/partnerhavebeenthelegalguardiansofthechild/renforatleasttwoyears.

WhenapplyingforNZAIDfundingfordependantchildren,youmustprovideacertifiedcopy(inEnglish)ofeachchild’sbirthcertificate(orcertifiedchurchbaptismcertificateoradoptioncertificate),andacertifiedcopyofthepersonalpagesoftheirpassport.

ii. Yourspouse(iflegallymarried)orpartner(ifinadefactorelationship)

Apartnerisdefinedassomeoneyouareinadefactorelationshipwith.Youmusthavebeenlivingtogetheratthesameaddressinastablerelationship–‘akintoamarriage’–foratleastoneyear.Youwillberequiredtoprovideevidenceofthestatusofyourrelationship.Thiscouldincludeprovidingajointbankstatementshowingoneaddressforyouandyourpartner,and/orasignedaffidavitorstatutorydeclarationattestingtoyourrelationship.

WhenapplyingforNZAIDfundingforyourdependantspouseorpartner,youmustprovideacertifiedcopy(inEnglish)ofyourmarriagecertificateorsupportingevidenceofadefactorelationshipgreaterthanoneyear;acertifiedcopyoftheirbirthcertificate(orcertifiedchurchbaptismcertificate);andacertifiedcopyofthepersonalpagesoftheirpassport.

Dependants’ costs not funded by NZAID

Youareresponsibleforarrangingandpayingyourdependants’:

• passportcosts,includingrenewalofpassports;

• immigrationvisasorpermits,includingextensionstovisaorpermits;

• thefullcostofalllivingexpenses.

The accompanied stipend ceases when:

• youcompleteyourstudyprogramme;

• yourdependantsreturntoliveathome(andyouarestillstudying);

• youareoutofNewZealandformorethanthreemonths.(Note:Ifapostgraduatestudentonoverseasfieldwork,thiswillbeassessedonacase-by-casebasis);or

• yourscholarshipisterminated.

ItisyourresponsibilitytolettheISOadviserknowifyourfamilyisplanningtoleaveNewZealandforanyreasonduringyourscholarshipasthiscouldaffectthecontinuationofyourstipend.Youwillberequiredtorepayanyallowancesthat

areoverpaid.

Dependants working in New Zealand

Ifyourspouse/partneriseligibletoworkinNewZealandandwishestoobtainaworkpermit,youmustnotifyyourISOadviser,asapprovalmustbesoughtfromNZAIDbeforeImmigrationNewZealandwillissuetheworkpermit.Yourspouse/partner’sstipendwillcontinuetobepaideveniftheyaresuccessfulingainingemployment.However,shouldadependantchildgainfull-timeemployment,theirportionoftheaccompaniedstipendwillcease.

Other New Zealand Government benefits

YouandyourdependantscannotreceiveotherbenefitsfundedbytheNewZealandGovernmentwhileonscholarship.Ifyouapplyfor,orreceive,otherNewZealandGovernmentbenefits,yourscholarshipmaybeterminatedandyouwillberequiredtorepaytheNewZealandGovernmentthetotalcostofyourscholarship(seepage38).

Other Entitlements for Dependants

Dependants’ initial travel to New Zealand

NZAIDwillfundtheinitialairticketstoNewZealandforyourspouse/partneranduptotwoofyourchildrenThisincludesanyreasonable,compulsorystop-overcosts,suchastransitvisasandunavoidableovernightaccommodation.Toreceivethisprovision,theymustmeettheeligibilitycriterialistedonthepreviouspage.

IfyouwanttobringyourdependantstoNewZealandafteryourarrivalinNewZealand,youmustasktheISOadviserinwriting.Ifapproved,theywillassistinorganisingtheirtraveltoNewZealand.YoumustalsoinformtheISOadviseronceyourfamilyhasarrivedinNewZealand.

Dependants’ final departure travel

Whenyoucompleteyourscholarship,youwillreceiveaneconomyclassairtickethomeforeacheligibledependantfamilymember.

English language tuition for dependant spouse/partner

Adependantspouse/partnermayapplyforNZAIDfundingtoundertakeEnglishlanguagetuitionforuptoatotalof20weeks,iftheirfirstlanguageisnotEnglish.Toapply,contactyourISOadviser.

Schooling for dependant children

Yourdependantschool-agedchildrenbetweensixandsixteenyearsarerequiredbylawtoattendschoolinNewZealand.YoumusttalktoyourISOadviserbeforeenrollingyourchildrenatschool–theywillprovideyouwithinformationaboutlocal

schools.

AllschoolagedependantsofNZAIDstudentsaretreatedasdomesticstudentswitheffectfrom1January2009.NZAIDwillpayschooldonationsforallschool-agedchildrenandthecostofNCEAfeesforseniorsecondaryschoolchildren.TheISOadviseradministersthepaymentforthesecostsdirectlytotheschool.

NZAIDprovidesaschoolallowanceofupto$250foreachfullyearforchildrenatprimaryschool,andupto$500foreachfullyearforchildrenatintermediateandsecondaryschool.Thisallowanceistoassistwithschoolrelatedcosts,suchasschooluniforms,transporttoschool,schooltrips,sportsclothing,stationerytextbooksetc.TheInstitutionmaypaythisallowancedirectlytotheschoolagainstaninvoiceorintoyourbankaccount.Thisallowancewillnotcoverallofthecostsforyourchild/children.

Travel Entitlements

Air travel and travel arrangements

NZAID-fundedairtravelisalwaysbythemostdirectandeconomicalroutefromthenearestinternationalairportinyourhomecountrytotheclosestcitytoyourinstitutioninNewZealand.Travelmustbestandardeconomyclassandupgradesarenotpermitted.Airticketsarenottransferableorrefundable.

OnceyouareinNewZealand,alltravelbookingsmustbemadethroughtheISOadviser.IfyouaregoingonhomeleaveduringthesummerholidayyoumustcontacttheISOadviserbyJulytoensurethatthemosteconomicalairfareisobtained.

You should not change or adjust travel bookings funded by NZAID and

organised by the ISO. If you do change your travel plans and there are extra costs incurred, you will have to pay these costs.

Initial travel to New Zealand

YourISOadviserwillarrangeyourtravelbookingstoNewZealand.

Youwillneedtoensurethatyouhavesomecashwithyoutocoverincidentalcosts,suchassnacks,phonecallsandtaxis,whileyouaretravellingto,andonarrivalin,NewZealand.

Compulsory stopovers

IfyouhavetomakeacompulsorystopovernightinNewZealandoranothercountryonthewaytoorfromyourhome,theaccommodationandtransfercosts(i.e.airport/hotel/airport)willbepaid.Ifyouneedavisaforthecountrywhereyouarerequiredtostopover,thiswillalsobepaidbyNZAID.

Youmustuseanypre-bookedstopoveraccommodation,includingaccommodationwithinNewZealand.Ifyoudonotusethisaccommodation,thecostoftheaccommodationwillbedeductedfromyourstipendwhenyoureturntoNewZealand.IfyouwanttostaywithfamilyratherthanusepaidaccommodationyoumusttellyourISOadviserbeforeanyaccommodationbookingsaremade.

Unlesschangestoyourtravelarrangementsareforreasonsbeyondyourcontrol,e.g.flightschedulechangesordelays,badweatherorillness,etc,youwillhavetomeetthecostsofchangestoyourtravel.

Overseas travel for work practicums or overseas fieldwork

Returntravelwillbeprovidedifyouareanundergraduatestudentandyouarerequiredtoreturnhomeforacompulsoryworkpracticum,e.g.ateachingpracticum.

IfyouarerequiredtochangeeducationinstitutionsorifyourstudyprogrammerequiresyoutocompletepartofyourstudyatanotherinstitutioninNewZealand,NZAIDwillfundyourtravelcosts,bythemostdirectroute.

Compassionate travel

Wherenotcoveredbyyourinsuranceprovider,areturneconomyairticketmaybeavailableonacase-by-casebasisforstudentstotraveltotheirhomecountry

forcompassionatetravelconcerningthedeathorimminentdeathofanimmediatefamilymember.Animmediatefamilymemberincludesyourparents,siblings,spouse/partner,children,orgrandparents(wheretheyhaveraisedyouinplaceofparents).

Compassionatetravelisgenerallyonlyavailableonceduringthescholarship.Yourstipendwillcontinuetobepaidforamaximumoffourweeks.

YoumustcontacttheISOadviserifyouwishtoapplyforcompassionatetravel.Youwillneedtoprovidemedicalverificationofthefamilymember’sdeathorimminentdeath.

Thereturnairticketentitlementdoesnotapplytodependants.However,somefundingmaybeavailablethroughyourinsuranceprovider.

Home leave travel

Homeleaveisanentitlementforunaccompanied,undergraduatestudentstoreturntotheirhomecountryfortheNewZealandsummerholidayperiodattheendoftheacademicyeartospendtimewiththeirfamily.TobeeligibleforhomeleaveyoumusthavebeenstudyinginNewZealandforatleastonefullacademicyearandyoumusthaveatleastonesemesterofstudyremaining.

Youmusttraveltoyourhomecountrywithintwoweeksofyourfinalexamandremaininyourhomecountryforthedurationoftheinstitution’sholidayperiod,unlessyouneedtoreturntoNewZealandearliertocompletespecialexaminationsorsummerschool.ThestipendcontinuestobepaidintoyourNewZealandbankaccountswhileyouareonhomeleave.

Students from Pacific countries:IfyouarefromaPacificcountryyouareexpectedtotakehomeleaveeachyear.ExceptionstothisareifyourstudyprogrammerequiresyoutoremaininNewZealandduringthesummerholidaystoundertakecompulsorywork,whichcannotbecarriedoutinyourhomecountryoryouareattendingsummerschool.

Students from Timor-Leste or Rapa Nui:IfyouarefromTimor-LesteorRapaNui,youareentitledtoNZAID-fundedhomeleaveeverytwoyears.

Non-qualifying students

Youarenoteligibleforhomeleaveifyou:

If you undertake any travel outside New Zealand, you are required to tell your ISO adviser before you leave.

Youshouldnotmissanyclasstimeorcourseworkduetoprivatetravelanditmustnotaffectyourstudiesorcompletiondate.Youmustreturntoyourinstitutionintimetorecommenceyourstudiesatthebeginningofthesemester.

Beforeyouundertakeanyprivatetravel,checkyourinsurancepolicytoseewhetheryouarecoveredforthetravel.Ifyouarenot,youmustarrangefurthercover(eitheranupgradeoranewpolicy),atyourexpense,forthetimeofyourtravel.

Final departure travel

YoumustleaveNewZealandwithin14daysofthecompletionofyourscholarship,followingyourfinalexamorfollowingsubmissionofyourthesis(forresearchstudents).Yourallowancesandentitlementswillbepaiduptoamaximumof14daysfollowingscholarshipcompletion,orthedateofyourdeparture,whicheverissooner.

WhereyourstudyiscompletedwithinashorterperiodoftimethanthatshowninyourScholarshipOfferletter,thelengthofyourscholarshipwillbeshortenedaccordinglyandyouwillnolongerbeentitledtostayinNewZealanduntiltheenddateintheoriginaloffer.

YouarenotpermittedtoremaininNewZealandoncompletionofyourstudiestoseekemploymentormedicaltreatmentorforanyotherreason(seepage39).

Unaccompanied baggage

Limitedfundingisavailabletoassistwithunaccompaniedbaggagecostsforthereturnofyourbelongingstoyourhomecountryattheendofyourscholarship.YourISOadviserwilladviseyouofthebaggageentitlementandeligibilitycriteria.

ImmigrationNewZealandadvisesthatallpeoplecomingtoNewZealandtostudyformorethanthreemonthsarerequiredtoobtainastudentvisa.YoumustapplyforastudentvisawellbeforeyoucometoNewZealand.YoualsoneedtomaintainacurrentstudentpermitallthetimethatyouareinNewZealand.YoushouldnotenterNewZealandonavisitor’svisa.

Do not let your passport, visa or student permit expire while you are in New Zealand.

Ifyouloseyourpassportoritisstolen,youmustre-applyforareplacementatyournearestEmbassyorConsulateimmediately.YouwillalsoneedtoapplytoImmigrationNewZealandforareplacementvisaandstudentpermit.

Obtaining a visa to enter New Zealand

TheNewZealandDiplomaticPostnearesttoyouwillassistyoutoarrangeyourstudentvisabeforeyourdeparture.Thevisaisgenerallyformultiple-entrytoNewZealand.TheNewZealandDiplomaticPostwillpaythecostofyourvisaapplicationfee.(Youmayneedtopayfortheassociatedmedicalandpoliceclearancecostsinitially,butyourISOadviserwillreimbursethesecoststoyouonsightingreceiptsfollowingyourarrivalinNewZealand.)

OnarrivalattheairportinNewZealandyoumustapplyforastudentpermit.

If,forsomereason,youdonotgetastudentpermitattheairportyouwillneedtoapplytothenearestImmigrationNewZealandofficeforastudentpermitassoonaspossibleafteryourarrival.YourISOadviserwillreimburseyouthestudentpermitapplicationfee.

YoucanuseyourScholarshipOfferlettertoprovideevidencethatyouareaNZDSorCommonwealthScholarshipstudentfundedbytheNewZealandGovernment.

New Zealand or Australian Permanent Residency

You must not apply for, or be granted, New Zealand or Australian permanent residency while you are on a NZAID scholarship or within two years of completion of your scholarship.

Ifyouapplyfor,oraregranted,NewZealandorAustralianpermanentresidencywhileyouareonaNZDSorCommonwealthScholarship,yourscholarshipwillbeTERMINATEDimmediately(seepage37).

Working in New Zealand

i. Ifyouarerequiredtoworkasacompulsorycomponentofyourstudyprogramme,youwillneedtoobtainapprovalfromNZAIDthroughyourISOadviser.(Note:Inmostsituations,compulsoryworkpracticumorinternshipsareunpaid.)

YouwillneedtoprovidealetterfromtheISOadviserandyourcoursesupervisorsupportingyourapplicationandconfirmingthattheworkwillnotimpactuponyouracademicprogress.YouwillalsoneedaletterofsupportfromNZAIDtoincludeinyourapplicationforaworkpermit.

Ifpermissionisgranted,youwillneedtoobtainavariationofconditionstoyourstudentpermitfromImmigrationNewZealand.WheretheworkattachmentorinternshipisunpaidyourISOadviserwillreimburseyoutheapplicationfee.

ii. Ifyouareapostgraduatestudent,youmayapplytotheISOadvisertoworkupto20hoursperweekiftheworkisrelatedtoyourstudy(forexample,tutoringorundertakingresearchforyourdepartment).TheISOadviserwillconsultNZAIDastowhethertheworkisrelevant.YouarerequiredtopaytheImmigrationNewZealandfeetoreceiveavariationofconditionstoyourstudentpermit.Note:Undergraduatestudentsarenotpermittedtoworkexceptasstatedini.)above.

iii. If,inbreachofyourscholarshipdeclaration,youapplyforaworkpermittoremainin,orreturnto,NewZealandtoworkduringoraftercompletionofyourNZDSorCommonwealthScholarship,ImmigrationNewZealandwilladviseNZAIDandyourapplicationwillbedeclined.

Immigration requirements for dependants

Ifyoubringyourspouse/partnerand/orchildrentoNewZealand,youareresponsibleforensuringthattheymeetallImmigrationNewZealandrequirements(e.g.holdavalidvisaandpermit).Youarealsoresponsibleforpayinganyimmigration-relatedcostsandensuringthattheirpassportsremaincurrentduringtheirstay.

Academic progress

YourISOadviserandNZAIDwillmonitoryouracademicperformanceandgeneralprogresswhileyouareonscholarship.IfyouareaNZDS-Publicstudent,certaininformationwillalsobeprovidedtoyourhomegovernment.ItisimportantthatyoudiscussanyacademicconcernswiththeISOadviserthroughouttheacademicyear.

Whenplanningyourstudiesforthefollowingsemesteroracademicyear,makesurethatyouconfirmwithyourinstitutiontheexactpapersorsubjectsyouarerequiredtotakewithyourinstitution,includinganycompulsorypapers,inordertocompleteyourqualificationwithintheagreedtimeandtomeettheinstitution’scompletionregulations.

If you do not meet NZAID’s continuation criteria your scholarship will be terminated.

Satisfactory academic progress

Foryourscholarshiptocontinue,youmust

• achievesatisfactoryresultsinanypreparatoryorbridgingprogramme,ifrelevant.Ifyoudonotpassyourpreparatoryorbridgingprogramme,youwillnotbepermittedtoprogresstoyourmainqualificationandyouwillberequiredtoreturnhome;

• demonstratecommitmenttoyourstudies(seebelow);

• meettheinstitution’scontinuationcriteriaandcompletionregulations;

• meetNZAID’scontinuationcriteria(seebelow);and

• atalltimesbeonscheduletocompleteyourdegreewithintheoriginalscholarshipofferduration(unlessgivenanapprovedextension).

Commitmenttostudyisshownwhenyou:

• remainenrolledinthestudyprogrammeforwhichyourscholarshipwasoffered(orforwhichpriorapprovalforascholarshipvariationhasbeengiven);

• makefulluseofavailableinstitutionalacademicandsupportfacilities;and

• studyafullcourseload,attendclassesregularlyandparticipateinallcourse-relatedactivities(e.g.tutorials,assessments,examinations,etc)necessarytosuccessfullycompletethecourserequirements.

NZAID continuation criteria

Whereyourdegreeissemester-based,youwillmeetNZAID’scontinuationcriteriaifyou:

• obtaina“Pass”gradeoraboveinatleast50percentofallpapersinafullcourseloadinthefirstyearofthescholarship;

• failnomorethanonepaperinafullcourseloadineachsemesterinthesecondandsubsequentyearsofthescholarship;

• meetyourinstitution’scontinuationcriteria,suchasaminimumgradepointaveragetocontinuetothenextstage.ThisalsoincludesanyconditionsspecifiedinyourScholarshipOfferletter;

• passcorepapersthatareprerequisitesforcontinuationtothenextlevelinyourstudyprogramme,orforsuccessfulcompletionofyourqualification.

Whereyourdegreeisbasedaroundafullacademicyear,youwillmeetNZAID’scontinuationcriteriaifyou:

• passtheyearatasufficientleveltobeabletoprogresstothenextyearofyourdegree(includingmeetinganyconditionsspecifiedinyourScholarshipOfferletter),ortosuccessfullycompleteyourdegree.

Withdrawing or ‘dropping’ papers

Youracademicprogressisdeemedunacceptableifyoudroppapersorfailtositexams.“Droppingpapers”iswhenyoustopattendingclassesandtutorialsorsubmittingassessmentswithoutofficiallywithdrawingfromthepaper.

Ifyoudropapaper,yourprogresswillbeassessedasifyouhavecontinuedwithafullcourseloadandthedroppedpaperswillbereadas‘failed’grades.

Ifyouareconsideringwithdrawingorchangingpapers,youmustfirstdiscussthiswithyourISOadviser.RememberthatchangeofcourseneedspriorapprovalfromyourISOadviser.

Probation

Ifyoumeetthecontinuationcriteriabutyouracademicperformanceisconsideredtobemarginal–thatis,youreceivemostlyC-gradesoryouregularlyfailonepaperasemester–youwillbeplacedonprobation.

Ifyouareonprobationyourprogresswillbecloselymonitoredandyouwillberequiredtopassaspecifiednumberofpapersthefollowingsemester.TheISOadviserwillinformyouinwritingoftheconditionsthatyoumustfulfilifyouareplacedonprobation,includinghowmanyandanyspecificpapersthatyoumustpass.

Youcanonlybeplacedonprobationonce,andgenerallyfornomorethanonesemester.Ifyoudonotpassthespecifiedorrequirednumberofpapersyourscholarshipwillbeterminated(seepage37).

TheISOadviserandNZAIDreviewtheacademicandgeneralprogressofallNZAIDstudentssixmonthlytoassesswhichstudentscancontinuewiththeirstudies.

Help with coursework

Forvariousreasonsyoumaystrugglewithsomeaspectsofyourcoursework.Theworkmaybedifficult,youmayhavedifficultyunderstandingtheaccentofyourlecturers,oryoumaybehomesick.

Whateverthereason,youshoulddiscussthiswithyourISOadviserassoonasyouthinkyouneedhelp.Theywillbeabletoreferyoutosomeonewhocangiveyouspecifichelporcanprovidetutoring.YourmainaimwhilestudyinginNewZealandistodoyourbest,andyourISOadviserwillendeavourtoassistyouinthisregard.Don’twaituntilyouarebehindwithcourseworkorhavefailedexams.

Iftherearemedicalorpersonalreasonsaffectingyourstudyyoumaybeeligibletodeferyourstudiesforupto12months(seepage34).IntheeventthathealthproblemsoranillnesswillaffectyourabilitytositanexamyoushouldcontactyourcoursesupervisororstudentcounsellorandtheISOadviserbefore or on the day of the examtoexplainthesituation.Youmaybeeligibletoapplyforanaegrotatorcompassionatepassforyourexamsothatyouwillnotjeopardisethecontinuationofyourscholarship.TheISOwillhaveinformationonaegrotatorcompassionatepasses.

Ifyoufailtoseekhelpanddonotsittheexamyouriskhavingyourscholarshipterminated.

Additional tutorial assistance

Youmayreceiveuptoatotalof30hoursadditionalassistanceperyearwhenyouhave:

• obtainedpriorapprovalfromyourISOadviser;

• fulfilledthecurrentstudyrequirementsforyourstudyprogramme;

• madefulluseofavailableinstitutionalfacilitiesandservices;and

• yourinstitutionrecommendsthatthesupportisessentialforyoursatisfactoryprogress.

Ifyouareapostgraduatestudentundertakingresearch,youmayapplyfortutorialassistanceforproofreadingand/oreditingofyourfinalthesisdraft.ApprovalfromtheISOadvisermustbesoughtbeforethesearrangementsaremade.

Summer School

YoucanapplytoattendSummerSchoolwhereitisessentialtotheprogressofyourstudy,e.g.tomakeuppapersforanyfailedduringtheyear.Youcanalsoundertakesummerschoolifyouwishtoacceleratetheprogressofyourdegree.

YoumustapplyinadvancetoyourISOadviserforadditionaltuitionfeesupporttoundertakesummerschool.Thiswillnormallybeapprovedifyouhave:

• keptyourISOadviserupdatedregardinganyacademicdifficultiesyouareexperiencing;

• providedtheISOadviserwithrelatedevidence(e.g.medicalcertificateorreports,etc)confirmingyoursituation;

• passedallprevioussummerschoolpapers,ifrelevant;

• supportfromyourcoursesupervisorthattakingsummerschoolpapersisbeneficialtotheprogressofyourdegreeandthatyouarelikelytopassthepapers.

Youcanalsoapplytoundertakesummerschoolpapersatanotherinstitutionbutonlywhereyou:

• havesought,andreceived,priorapprovalfromyourISOadvisertoundertakesummerschoolpapers;

• haveconfirmationinwritingfromyourinstitutionthatyouareabletocross-creditthesummerschoolpaperstoyouroriginalqualification;

• undertaketopayalladditionalcostsfromyourstipend,includingtravel,accommodationandotherincidentalcosts(butexcludingthesummerschooltuitionandothercompulsoryfeeswhichNZAIDpays);and

• undertaketoreturntoyourinstitutionintimeforthenewsemester.

YoumustdiscussthiswithyourISOadviserbeforeenrollinginanotherinstitution’ssummerschoolprogramme.

Overseas fieldwork for research Students

IfyouareapostgraduatestudentenrolledinaMastersorPhDdegree,andtheresearchcomponentisatleast50percentofyourdegree,youmayapplytoundertakeessentialfieldworkorresearchinyourhomecountry–‘essential’meansthatyoursupervisorconfirmsthatitisanintegralcomponentofyourqualification.

Youareexpectedtoundertakethefieldworkinyourhomecountrysothattheresearchisunderlocalconditionsandsothatitcanpotentiallycontributetoyourcountry’sdevelopment.However,shouldyourresearchrequirefieldworktobeundertakeninadevelopingcountryotherthanyourown,youwillneedtomakeacaseoutliningwhythisfieldworkwillbettercontributetoyourresearchratherthanfieldworkinyourhomecountry.NZAIDwillnotfundfieldworktobeundertakeninadevelopedcountry.

YourapplicationtoundertakethefieldworkmustbesupportedbyyoursupervisorandtheISOadviser.Youmustsubmitaproposaltotheinstitutionat least six monthsinadvanceofthefieldworkwhichincludesan:

• outlineofthefieldworkanditsroleinyourqualification;

• statementfromyoursupervisorconfirmingthatthefieldworkisessentialforthesuccessfulcompletionofyourqualification,includinganindicationofthesupervisoryarrangements;

• ifapplicable,youmustincludeastatementoutlininghowfieldworktobeundertakeninadevelopingcountryotherthanyourhomecountrywillbestcontributetoyourresearch;

• travelitinerary;and

• assessmentofanylikelyeffectonthescholarshipduration.

Prior approval must be sought from NZAID before you leave New Zealand.

Overseasfieldworkentitlementsarelimitedtopaymentoftheawardee’sairfare(s)toandfromthedestinationofoverseasfieldwork,withthesameconditionsasforreturntravel;andapostgraduateresearchallowancetoassistwith

additionalcostsrelatedtothefieldwork/research.YourstipendwillcontinuetobepaidatthesamerateuptoamaximumofthreemonthsifyouareaMastersstudentoruptoamaximumofsixmonthsifyouareaPhDstudent–thisincludeswhetheranyofyouraccompanyingdependants(ifrelevant)remaininNewZealandortravelwithyou.

Generally,thereisonlyprovisionforoneperiodofoverseasfieldworkoverthedurationofascholarship.Inexceptionalcircumstances,NZAIDrecognisesthatsomeresearchmayrequiretwoperiodsofoverseasfieldwork–usuallyforPhDresearch–butthisshouldbediscussedwithyourISOadviserasearlyintheresearchplanningaspossible.

Overseasfieldworkshouldnotresultintheneedforascholarshipextension.

Scholarship Deferral

Aftercommencingyourstudyprogramme,youmayrequesttohaveyourscholarshipdeferredifyou:

• haveseriousfamilyproblems,eitherinNewZealandorinyourhomecountry;

• haveaseriousmedicalconditionthatisaffectingyouracademicperformance;

• arepregnant;or

• arehospitalisedformorethanthreeweeksduringtermtime.

NZAIDmayapproveadeferralforuptooneyear.

YoushouldcontactyourISOadviserifyouarecontemplatingapplyingforadeferral.DeferralsrequirethepriorapprovalofNZAID.IfyouareaNZDS-Publicstudent,NZAIDwillalsoconsultwithyourhomegovernment.

IfyouwishtoreturnhomeondeferralyouneedtohavegainedapprovalforadeferralofstudiesbeforeyouleaveNewZealand.Ifarequestforscholarshipdeferralisnotapproved,youhavetheoptiontocontinueortowithdrawfromyourscholarship.

Returning to study

NZDS-Public students: AtleasttwomonthsbeforetheendoftheyearinwhichtheNZDS-Publicawardisdeferred,youwillneedtocontactyourhomegovernmentandthenearestNewZealandDiplomaticPosttoconfirmyouwillbetakingupyourstudiesagain.Ifyoudonotdosointime,yourscholarshipwillbeterminated.

NZDS-Open students:AtleasttwomonthsbeforetheendoftheyearinwhichtheNZDS-Openawardisdeferred,youwillneedtowritetoyourISOadviserinNewZealandtoconfirmthatyouwillbetakingupstudyinthenextacademicyear.Ifyoudonotdosointimeyourscholarshipwillbeterminated.

Commonwealth students

AtleasttwomonthsbeforetheendoftheyearinwhichtheCommonwealthawardisdeferred,youwillneedtowritetoyourISOadviserinNewZealandtoconfirmthatyouwillbetakingupstudyinthenextacademicyear.Ifyoudonotdosointimeyourscholarshipwillbeterminated

Scholarship Extensions

Ifyouarenotabletocompleteyourqualificationbytheexpectedcompletiondate,youmayapplyforanextensiontoyourscholarshipthatwillallowyoutosuccessfullycompleteyouroriginalqualification.

ExtensionsaregrantedinexceptionalcircumstancesonlyandmustbeapprovedbyNZAID.

IfyouareconsideringapplyingforanextensionyoushoulddiscussthiswithyourISOadviser.ApplicationsarecarefullyconsideredandmusthavethefullsupportofyourcoursesupervisorandtheISOadviser.

NZAIDmustreceiveanapplicationat least six monthsbeforeyourexpectedcompletiondate.Anapplicationreceivedafterthistimemaynotbeconsidered.

Scholarship extension criteria

Approvalforascholarshipextensionissubjectto:

• whetheritistheonlyoptionthatwillallowyoutocompleteyourapprovedstudyprogramme;

• considerationofthereasonswhytheextensionisneeded(supportedbyastatementfromyourcoursesupervisorandyourISOadviser);

• yourattitude,commitmentandacademicprogresstodate;

• theadditionalcostoftheextensionandfundsavailability;

• thelengthoftherequiredextension;

• institutionconfirmationthatyouwillbeabletocompleteyourqualificationwithintheextendedscholarshipduration;and,

• forNZDS-Publicstudents,homegovernmentagreement.

Scholarship extension duration

Extensionsaregenerallyonlyapprovedforanadditionalperiodofonesemesterforcourseworkstudents.Aone-yearextensionwillonlybeapprovedifthedegreecomprisescompulsoryfull-yearpapers.

Mastersresearchstudentsareonlyeligibleforathree-monthextension.

FundingforPhDstudentsisgenerallyforathreeandahalfyearperiod,dependingonthefieldofresearch.NOextensionswillbeconsideredforPhDstudentsthatwilltaketheirscholarshipdurationbeyondfouryears(includingtimefororalexams).

Asecondrequestforanextensionwillnotbeapprovedunlesstherequesthasresultedfrominstitutionorotherfactorsoutsideyourcontrol.Ifthequalificationisnotcompletedbytheextendedcompletiondate,thenthescholarshipwillbeterminated.

Where an extension application is declined

Anextensionmaynotbegrantediftravelforacademicorpersonalreasons(whichwasnotapprovedbyNZAID)hasimpactedsignificantlyonyouracademicperformance.

Ifyourapplicationisdeclined,insomeinstancesitmaybepossibletocompleteyourstudybydistance.Generally,however,ifascholarshipextensionisdeclinedandthequalificationisnotcompletethenyourscholarshipwillbeterminated.

Scholarship upgrades

Yourscholarshiphasbeenapprovedforaspecificqualification,detailedinyourScholarshipOfferletterandacceptedbyyouwhenyousignedyourScholarshipAcceptanceletter.

ThereisnoprovisionundertheNewZealandDevelopmentScholarshipsorCommonwealthScholarshipschemeforyouoryourinstitutiontoinitiateanupgradeofyourstudyprogramme.Thisincludesrequestsforupgradingfromanundergraduatetopostgraduatelevel(includingtoHonoursqualifications),fromMasterstoPhD,orpermissiontoupgrade“off-scholarship”.Suchrequestswillbedeclined.

Scholarship Termination

Attheendofeachsemester,theISOadviserandNZAIDassessyourresults.Adecisionismadeonthecontinuationofyourscholarship,basedonacademicandgeneralprogress.

YourscholarshipwillbeterminatedbyNZAIDifyou:

• failtomakesatisfactoryacademicprogress(e.g.youdonotmeettheinstitution’sorNZAID’scontinuationcriteriaetc),donotregularlyattendclassesordonotcompleteassessments;

• haveattitudeorbehaviouralproblemswhicharedetrimentaltoyourprogressorthatofotherstudents,orinstancesofseriousmisconduct;

• failtokeepyourstudentvisa,studentpermitorpassportcurrentorifImmigrationNewZealanddeclinestorenewyourvisaorpermitorordersyourremovalordeportationfromNewZealand;

• contravenetheconditionsofyourNZDSorCommonwealthScholarshipandapplyfor,oraregranted,NewZealandorAustralianpermanentresidency;

• duringyourstudies,applyforaworkpermittoremaininNewZealand(otherthanforcompulsoryworkpracticumsforwhichyouhavealreadyobtainedNZAIDapproval);

• seriouslyinfringetherulesoftheinstitutionorthelawsofNewZealand(e.g.beingconvictedinacourt,beingcaughtusingorpossessingillegalsubstances,orifyouoroneofyourdependantsareworkingillegallyorwithoutNZAID’spermissioninNewZealand).

Termination process

TheISOadviserwilladviseyouoftheproposedterminationinwriting(andinpersonwherepossible)andaskyoutoprovideanywrittenstatementtothemwithin3workingdays.IfyouareaNZDS-Publicstudent,NZAIDwillalsoconsultwithyourhomegovernment.

Ifthedecisionisthenmadetoterminateyourscholarship,youwillreceivealetterofterminationfromtheISOadviser,whichyoumustacknowledgeinwriting.

Termination on non-academic grounds

Ifyourscholarshipisterminatedfornon-academicreasonsallNZDSorCommonwealthScholarshipentitlements,includingyourstipend,willceaseimmediately.

Youwillberequiredtoreturntoyourhomecountrywithin14daysofthedateoftermination.ThereturnisatNZAIDexpenselessanyoutstandingpaymentsofentitlements.If,foranyreason,youdonotreturntoyourhomecountrywithin14daysoftermination,youwillforfeitthereturnairticketandyouwillberequiredtofundyourreturnhome.

ImmigrationNewZealandwillbeadvisedofyourscholarshipterminationandyourstudentvisawillberevoked.

ThetotalcostofyourscholarshipwillthenbecomeadebtyouowetotheNewZealandGovernment.RepaymentofthisdebtwillbeenforcedunderNewZealandlaws.

Termination on academic grounds

Ifyourscholarshipisterminatedforacademicreasons(e.g.becauseofunsatisfactoryacademicprogressand/ornotmeetingthetermsofprobation),youwillberequiredtoreturntoyourhomecountrywithin14daysofthedateoftermination.

ImmigrationNewZealandwillbeadvisedofyourscholarshipterminationandyourstudentvisawillberevoked.

YourstipendwillcontinuetobepaiduptothedayofdepartureandNZAIDwillfundyourfinaldepartureairticket.

Ifyoudonotreturntoyourhomecountrywithin14daysoftermination,youwillforfeitallyourscholarshipentitlements,includingthefinalairticket,andyouwillberequiredtofundyourreturnhome.

ThetotalcostofyourscholarshipwillthenbecomeadebtyouowetotheNewZealandGovernment.RepaymentofthisdebtwillbeenforcedunderNewZealandlaws.

Debt to the New Zealand Government

IfyourscholarshipisterminatedandyouincuradebttotheNewZealandGovernment,theamountofthedebtwillequalthetotalcostofyourscholarshipincludingactualtuitionfees,airfares,allowancesandothercostspaidtoyouoronyourbehalfbytheNewZealandGovernmentinrelationtothescholarship.

ThepurposeoftheNZDSandCommonwealthSchemesisforyoutogainknowledgeandskillssothatyoucancontributetoyourcountry’sdevelopmentonyourreturnhomefollowingcompletionofyourscholarship.

Youarethereforeunabletoremainin,orreturnto,NewZealandwithintwoyearsofcompletionorterminationofyourscholarship,toeither:

• undertakefurtherstudy(eitherprivatelyfundedorunderscholarshipfunding,e.g.fromanyotheragency,suchastheNewZealandMinistryofEducation’sNewZealandInternationalDoctoralResearchScholarshipsorNewZealanduniversity-fundedscholarships);or

• undertakepaidorunpaidwork.

Ifyoudo,youwillincuradebttotheNewZealandGovernmentasoutlinedabove.

WhenyoucometostudyinNewZealanditwilltakeyoutimetoadjusttothelifestyleandculturehere.Youwillbesurroundedbynewanddifferentlanguages,culturesandfoods.Therearedifferentclimaticconditionstoadjustto.NewZealandersmaylookandactdifferentlytowhatyouareusedto.WhatyouconsiderednormalinyourownhomecountrymightbelookedatdifferentlyinNewZealand.Oursocialcustoms,etiquetteormannerismsmightnotbewhatyouconsiderappropriateornormal.Thesedifferencesandvariationscanallhaveaneffectonyouandmayaffectyouracademicprogressandgeneralwellbeing.

Cultureshockaffectspeopleindifferentways.Forexample,youmaybecomeboredorhomesick,beindifferenttothelocalfood,orfindyouareunableorreluctanttomixwithotherpeople.Youmaysufferphysicalsideeffectssuchasstomachpain,headacheorinsomnia.Thereisnoinstantcureforcultureshock.Usually,withtime,itwillgoawayasyoubecomemorecomfortablewiththeNewZealandlifestyleandenvironment.Ithelpstotalktootherstudents,especiallyotherinternationalstudents,orfriendsandpeoplefromyourhomecountry.Theymightbefeelingthesameasyouandtalkingaboutitmayhelpyouboth.Trytogetoutandaboutandgenerallytrytostaybusy.Healthandcounsellingservicesarealsoavailable.

Youreducationinstitutionhascounsellingservicestohelpyouovercomeanyproblemsyoumayexperiencewhilestudying.Thesemaybestudyproblems,homesickness,cultureshockordifficultieswithsocialising,budgetingorotherpersonalmatters.Ifyouareexperiencinganyoftheseproblems,seekhelpimmediatelyattheISOorthroughsomeoneelsethatyoutrustatyourinstitution,andusethehelpthatisavailablefreeofcharge.

Yourhealthandwellbeingareimportant.IfyoufeelunwellseetheStudentHealthServiceatyourinstitution.Ifnecessary,theStudentHealthOfficerwillreferyoutoaspecialist.Note:IftheStudentHealthOfficerrefersyouforfurthertreatmentyoumustfirstcontactyourISOadvisertodiscussthis.

Evaluation of your Scholarship

NZAIDisrequiredtoevaluatetheeffectivenessofitsscholarshipschemes,includingtheNZDSandCommonwealthScholarshipsschemes.ScholarshipevaluationsmaybeundertakeneitherbyNZAIDstaffortheirrepresentatives,andmaytakeplacewhileyouarestudyingorfollowingcompletionofyourscholarshipinyourhomecountry.

Inthescholarshipdeclaration,youagreedtoparticipateinevaluationoftheNZAIDscholarshipsasnecessary.YourparticipationwillassistNZAIDtoensurethatthescholarshipsmeetboththegoalsoftheschemes(suchasassistinginbuildinghumanresourcecapacityofdevelopingcountries),aswellasprovidingapositiveexperienceforNZAIDscholarshipstudents.

AtthetimeofacceptingaNewZealandDevelopmentScholarshiporCommonwealthScholarship,yousignedadeclarationthatsetoutthetermsandconditionsofthescholarship.

Themainconditions,summarisedbelow,arethatyou:

• willtakeupthescholarshipfortheacademicyearforwhichitisoffered;

• agreethatthescholarshipofferedisfortheappropriatefieldandlevelofstudy;

• acknowledgethatnoadditionalstudyunderthescholarshipwillbeconsidered;

• agreetofollowyourapprovedstudyprogrammeandagreenottochangethestudyprogrammeoreducationinstitutionwithouttheprioragreementofNZAID;

• agreetoundertakeanypre-sessionalEnglishlanguagetuitionorotherbridgingprogrammeasrequiredbytheeducationinstitution;

• agreetostudytheapprovedstudyprogrammefull-time,achievesatisfactoryacademicprogressandmeetallcourserequirementssetoutbytheeducationinstitution;

• agreetocomplywiththeregulationsoftheeducationinstitution;

• agreethattheISOadviseratyoureducationinstitutionisthefirstpointofcontactduringyourscholarship;

• agreetoensurethattheeducationinstitutionhasyourcurrentcontactdetails;

• agreetothedisclosureofinformationregardingyourprogress;

• agreetothereleaseofinformationintheapplicationformandinformationrelatingtoyourscholarshiptorelevantauthorities(includingyourhomegovernment,ifaNZDS-Publicstudent)inaccordancewiththeNewZealandPrivacyAct1993toenablecollectionofacademicprogressreportsandresults,placementinaneducationinstitution,considerationforascholarship,andtheongoingadministrationandmonitoringofyourscholarship;

• agreetotheexchangeofinformationbetweenNZAIDandauthoritiessuchasImmigrationNewZealand(regardingyourimmigrationstatus)oranyotherrelevantgovernmentagency(e.g.NewZealandInlandRevenueortheNewZealandQualificationsAuthority);

• assistwithevaluationofyourscholarshipasrequiredwhileonscholarshiporoncompletionofthescholarship;

• agreetoactinamannerthatwillnotbringdisreputetoyourself,yourfamily,yourcountryorNZAIDduringyourscholarship;

• agreetoprovideforyourdependantswhiletheyareinNewZealand;

• ensureyourpassportandstudentpermitarekeptcurrentforthedurationofyourstudyortraining;

• agreenottoengageinemploymentwithoutagreementfromNZAID,andnotbeyondtherestrictionsapplyingtoyourvisa;

• agreetoreturntoyourhomecountryforaminimumperiodoftwoyearswithin14daysofthecompletiondateofyourscholarshipandacknowledgethatifyoudonot,youwillincurasubstantialfinancialdebttotheNewZealandGovernmenttothetotalvalueofyourscholarship;

• acknowledgethatNZAIDrequiresindividualstospendatleasttwoyearsintheirhomecountryoncompletionoftheirscholarshiptoutilisetheskillsgainedfromtheirstudy;

• agreenottosubmitanapplicationforaworkpermitorpermanentresidenceofNewZealandorAustraliaduringyourstudyandacknowledgethatifyoudo,itwillresultinthescholarshipbeingimmediatelyterminatedandthatyouwillincurasubstantialfinancialdebttotheNewZealandGovernmenttothetotalvalueofyourscholarship;

• agreenottosubmitanapplicationforaworkpermitorpermanentresidenceofNewZealandorAustraliawithintwoyearsofcompletionofyourscholarshipandacknowledgethatifyoudo,youwillincurasubstantialfinancialdebttotheNewZealandGovernmenttothetotalvalueofyourscholarship;

• agreenottoreceiveotherbenefitsfundedbytheNewZealandGovernmentwhileonscholarship;

• agreetoobeyNewZealand’slawsandmaintainanacceptablestandardofconductwhileinNewZealand;

• agreethatthelawsofNewZealandwillapplytoanyagreementbetweenyourselfandtheNewZealandGovernment;and,

• agreetoreturnhomeattheendofyourscholarship,regardlessofthetimeremainingonyourvisa,oratanytimeuponformalrequestoftheNewZealandGovernment.

Further, you signed the declaration acknowledging that:

• theinformationprovidedaboutandbyyouintheNZAIDscholarshipapplicationwastrue,completeandcorrecttothebestofyourknowledgeandthatsupplyingincompleteorfalseinformationwillresultinNZAIDwithdrawingthescholarship;

• theNewZealandGovernmentisnotresponsibleforyouractionswhileyouareinNewZealand;

• youarenotawareofanymedicalorothercondition(e.g.disabilityorillness)whichmightpreventyoufromcompletingyourstudywithinthetimeallowedforthescholarship;andthat
