A. Introduction
This petition volume contains information regarding sales at less than fair value in the
United States of common alloy aluminum sheet ("CAAS") from India. This volume presents
information reasonably available to Petitioners demonstrating that CAAS from India is being sold
in the United States at less than fair value within the meaning of section 731 of the Tariff Act of
1930, as amended (,,the Act"). See 19 U.S.C. $ 1673. As discussed below, application of the
standard antidumping methodology used by the U.S. Department of Commerce ("the
Department,,) demonstrates that producers and exporters in India have sold, or offered for sale,
CAAS in the United States for less than fair value.
The general and injury information required by section 35I.202 of the Department's
regulations, l9 C.F.R. $ 351 .202,andsection 207.11 of the regulations of the u.S. International
Trade Commission ("ITC" or "the Commission"), 19 C.F.R. $ 207.1\, canbe found in Volume I
of this petition. Based on information reasonably available to Petitioners contained in this volume,
the Department should initiate an investigation of sales at less than fair value of GAAS from India
and should impose antidumping duties in an amount that is equal to the amount by which the
normal value exceeds the export price or constructed export price.
B. Producers in India
To the best of petitioners' knowledge, CAAS is produced in India and exported to the
United States by the following companies during the proposed period of investigation ("PoI"):

Pursuant to 19 C.F.R. $ 351 .202(b)(7)(iXA), the full names and addresses of all known
producers and exporters of CAAS in all of the subject countries (including India) is provided in
Volume L See Petition Volume I, Exhibit GEN-6 (foreign producer list) and Exhibit GEN-15
(information on foreign producers). Although information about the proportion of total exports to
the United States accounted for by each listed company is not reasonably available to Petitioners,
Petitioners believe based on experience in the marketplace that merchandise produced by the
identified companies accounts for most or all U.S. imports of CAAS during the proposed POI.'
C. Export Price or Constructed Export Price
Petitioners have reason to believe or suspect that producers in India are selling CAAS in
the United States at less than fair value, with sales of the subject merchandise occurring either
before or after importation to the United States.
' Consistent with the Department's practice, Petitioners have treated the four calendar quarters
prior to the month in which the petition has been filed, January l, 2019 - December 31,2019, as
the proposed POI.

Petitioners calculated U.S. pricing for CAAS from India based on information Petitioners
obtained from confidential sources concerning sales or offers for sale in the United States during
the proposed POL See Exhibit AD-IN-l'
2. Adiustments to U.S. Pricine
Petitioners believe that exporters sell CAAS both directly to end users in the United States,
as well as through trading companies or affiliated sales agents in the United States, including:

D. Normal Value
The preferyed method for determining the normal value of imported products is to examine
sales or offers for sale of the identical or similar product in the home market of the exporting
country. See 19 C.F.R. $ 351.403. Petitioners were able to obtain pricing information in India
based on confidential market research. See Exhibit AD-IN-2. In the Department's antidumping
duty investigation of CAAS from China,2 the Department classified all 1O00-series alloys in the
same product control number ("CONNUM") reporting code and all 3000-series alloys in the same
CONNUM reporting code. See Department's Letter To All Interested Parties, Re: Product
Characteristics for the Antidumping Duty Investigation of Common Alloy Aluminum Sheet from
the People's Republic of China (Feb. 1, 2018) (Case number A-570-073, barcode 3669167-01) at
4. The Department classified 5000-series alloys into two reporting codes depending on their
magnesium content. Id.
E. Antidumpine DutY Marsin Calculations
Petitioners deducted the export price or constructed export price from normal value for
comparable merchandise -- using foreign market pricing as normal value -- to determine the
dumping margin for the U.S. sales. This comparison results in dumping margins ranging from
122.8 to 151.0 percent, ad valorem. See Exhibit AD-IN-3'

Pricing for CAAS may be quoted as a single amount or as a fabrication (or "fab") component
plus Jmetal component that is based on average pricing on the London Metal Exchange
(.'LME',¡ for a specifîed month, such as the month 30 days prior to sale or 30 days prior to the
anticipated shipment.
In the U.S. market, impofts of CAAS are usually sold by intermediaries acting as trading
companies or agents. Such intermediaries may be affiliated with a foreign mill or operating
indeþendently. During 2019, intermediaries actively suppoÉing imports of CAAS on behalf
of fóreign mills included GARMCO USA Inc., OARC USA Inc., Novelis NORF and Novelis
Korea. Other intermediaries included such companies as AA Metals, Metal Exchange and
Sinobec. Based on my experience and knowledge of the CAAS market, I estimate that prices
quoted or offered by an affiliated or unaffiliated intermediary include a mark-up of between 3
and 5 percent of total gross price in order to cover the cost of operations in the United States.

22x24=528 hours). lf customs clearance takes 7.5 hours, the data are recorded as is Alternatively,
suppose documents are subm¡tted to a customs aqency at 8:00a.m., are processed overn¡ght and
can be picked up at 8:O0a.m. the next day. The time for customs clearance would be recorded as
24 hours because the actual procedure took 24 hours.
Cost: lnsurance cost and informal paymenLs for which no rece¡pt ¡s ¡ssued are excluded from the
costs recorded. Costs are reported in U.S. dollars. Contributors are asked to convert local currency

tariffs) assoc¡ated w¡th three sets of procedures-docunìentary compliance, border compliance and domestic transport-within the overall process of exporting or

To make the data comparable across economies, a few assumptions are made about the traded
goods and the transactions:
T¡me: Time is measured in hours, and 1 dôy is 24 hours (for example, 22 days are recorded as
22x24=528 hours). lf customs clearance takes 7.5 hours, the data are recorded as is. Alternatively,
suppose documents are submitted to a customs agency at 8:00a.m., are processed overnight and
can be picked up at 8:00a.m. the next day. The time for customs clearance would be recorded as
24 hours because the actual procedure took 24 hours.
Cost: lnsurance cost and ¡nformal payments for which no rece¡pt ¡s issued are excluded from the
costs recorded. Costs are reported ¡n U.S. dollars, Contributors are asked to convert local currency
¡nto U.S. dollars based on the exchange rate prevâiling on the day they anslver the questionnaire.
Contributors are private sector experts ¡n international trade log¡st¡cs and are ¡nformed about
exctiange rates.
Assumpt¡ons of the case study:- For all 190 economies covered'lsy Doing Business, ¡t is assumed a sh¡pment is ¡n a warehouse ¡n
the lârgest bus¡ness city of the export¡ng and travels to a warehouse in the largest
business city of the importing- lt is assumed each economy i
its natural import partner-theauto parts (HS 8708) from
the largest value (price times
quantity) of auto parts. lt ¡s assumed exports the product of its comparat¡ve
advantage (defined by the largest export value) to its natural export partner-the economy that is
the largest purchaser of this product. Shipment value is assumed to be $50,000.
- The mode of transport is the one most widely used for the chosen export or import product and
the trading partner, as is the seaport or land border crossing.
- AII electronic information submissions requested by any government agency in connection w¡th
the shipment are considered to be documents obtained, prepared and submitted during the export
or import process.
- A port or border is a place (seaport or land border crossing) where merchandise can enter or
leave an economy.- Relevant government agencies include customs, port authorit¡es, road police, border guards,
standardization agenc¡es, ministr¡es or departments of agriculture or ¡ndustry, nat¡onal secur¡ty
agencies and any other government author¡ties.

General Notes 2
2 Customs Territory ol the Uniled States. The term "customs territory of the United States", as used in the tarifl schedule, includes only
the States, the District of Columbia and Puerto R¡co.
3 Rates of Duty. The rates of duty in the "Rates of Duty" columns designated 1 ("General" and "Special'') and 2 of lhe tar¡fl schedule apply
to goods imported into lhe customs territory of the United Slates as hereinafter provided ¡n this note:
(a) Rate of Duly Column 1.
(i) Except as provided in subparagraph (iv) of this paragraph, the rates of duty in column 1 are rales which are applicable to all
products other than those ol countries enumerated in paragraph (b) of this note. Column 1 is divided ¡nto two subcolumns,''General" and "Special", which are applicable as provided below.
(¡¡) The "General" subcolumn sets forth the general or normal lrade relations (NTR) rates which are applicable to products ol lhose
countries described in subparagraph (i) above which are not entitled to special tariff trealment as set forth below.
(iii) The "special" subcolumn reflecls rates of duty under one or more special tarilf trealment programs described in paragraph (c)
of this note and identified ¡n parentheses immediately following lhe duly rate specilied in such subcolumn. These rates apply
to lhose products which are properly classilied under a provision lor which a special rate is ind¡cated and for which all ol lhelegal requirements for elig¡bilily for such program or programs have been met. Where a product is eligible for special treatmenl
under more lhan one program, the lowest rate of duty provided for any applicable program shall be imposed. Where no special
rate of duty is provided for a provision, or where the country from which a product otherwise eligible for special treatmenl was
imported is not designaled as a beneficiary country under a program appearing with the appropriate provision, lhe rates olduly in lhe "General" subcolumn of column 1 shall apply.
(iv) Products of lnsular Possessions.
(A) Except as provided in additional U.S. note 5 of chapter 91 and except as provided in additional U.S. note 2 of chapter
96, and except as provided ¡n sect¡on 423 of lhe Tax Reform Act of 1 986, and additional U.S. note 3(e) of chapter 71 ,
goods imported lrom insular possessions of the United States which are outside the customs territory of lhe United Stales
are subject to the rates of duty set forth in column 1 of the tariff schedule, except that all such goods the growlh or producl
of any such possession, or manufaclured or produced in any such possession lrom materials the growth, product or
manulacture of any such possession or of the cusloms terr¡tory of the United Stales, or of both, which do not conla¡n
foreign mater¡als to the value of more than 70 percent of their total value (or more than 50 percent of the¡r lotal value with
respect lo goods described in section 213(b) ol lhe Caribbean Basin Economic Recovery Act), coming to lhe customs
terr¡tory of the United States d¡reclly from any such possession, and all goods preViously imported into the cusloms
terr¡tory of the United States with payment of all applicable duties and taxes imposed upon or by reason ol importalion
which were shipped from the Uniled Slates, without remission, refund or drawback ol such duties or taxes, directly to thepossession lrom which they are being returned by d¡rect shipment, are exempl from duty.
(B) ln determining whether goods produced or manufactured in any such insular possession contain foreign materials to the
value of more than 70 percent, no malerial shall be considered foreign which either--
(1) at the time such goods are entered, or
(2) at the time such material ¡s imported into the insular possession,
may be imported into lhe cusloms lerritory from a foreign country, and entered lree of duty; except that no goods containing
maierial to which (2) of this subparagraph applies shall be exempt from duty under subparagraph (A) unless adequale
documentat¡on is supplied to show lhat the material has been incorporated inlo such goods during the 18-monlh period
after the dale on which such material is imported into the insular possession.
(C) Subject to the limitations imposed under sections 503(aX2), 503(aX3) and 503(c) ol the Trade Act of 1 974, goods' desþnaled as eligible under section 503 of such Act which are imporled from an insular possession of the United States
shalireceive dutytreatment no less lavorable than the treatment afforded such goods ¡mported from a beneficiary
developing country under t¡tle V ol such Act.
(D) Subject to the provis¡ons in section 213 of the Caribbean Basin Economic Recovery Acl, goods which are imported from' insular possessions of the Uniled States shall receive duty treatment no less favorable than the treatment alforded such
goods when they are imported from a beneficiary country under such Act.

(ll) when not included in lhe manulacturer's aclual cost lor the materials, the fre¡ght, insurance, packing and all
other costs incurred in lransporting the materials lo lhe manulacturer's plant;
(lll) the aclual cosl ol waste or spoilage, less the value of recoverable scrap; and
(lV) taxes or duties imposed on the mater¡als by the West Bank, the Gaza Strip or a qualifying industrial zone, if
such taxes are nol remitted on exportation.
(21 lf a material is provided lo lhe manulacturer wilhout charge, or al less than fair market value, its cosl or value shall
be delermined by computing the sum o!-
(l) all expenses incurred in the growth, production or manufaclurer of the malerial, including general expenses;
(ll) an amounl lor profit; and
(lll) freight, insurance, packing and all other costs incurred in transporling the material to the manulacturer's plant.
(3) ll the information necessary to compute lhe cost or value of a material is not available, lhe Cusloms Service may
ascertain or estimale lhe value thereol using all reasonable methods.
(E) (1) For purposes of this paragraph, the "direct cosls of orocessìng operations peformed in the West Bank. the Gaza
Strip or a qualilying industrial zone" with respect to an arlicle are lhose costs eilher directly incurred in, or which can
be reasonably allocated lo, the growth, production, manufacture or assembly ol that art¡cle. Such cosls include, but
are not limited to, the lollowing to the extent that lhey are includible in the appraised value of articles imported into
the Un¡led States:
(t) All actual labor costs involved in the growth, production, manulacture or assembly of the article, including fringe
benefits, on-the-job training and cosls of engineering, supervisory, quality control and similar personnel;
(ll) Dies, molds, tooling and depreciation on machinery and equipmenl which are allocable to such articles;
(lll) Research, development, design, engineering and blueprint costs ¡nsofar as they are allocable lo such articles;
and
(lV) Costs of inspecting and testing such articles.
(2) Those items that are not included as d¡recl costs of processing operations with respect lo an article are those which
are not d¡rectly attributable to the article or are not costs of manufacturing the art¡cle, Such ilems include, bul are
riot limited to--
(l) profil;and
(ll) general expenses of doing business which are either not allocable to the art¡cle or are not related to the growth,
production, manufacture or assembly ol the article, such as administrative salaries, casualty and liabilily
insurance, advertising and salesmen's salaries, commissions or expenses.
(F) Whenever arlicles are enlered with a claim for the duly exemplion provided in this paragraph--
(1) the importer shall be deemed lo cert¡fy that such articles meel all of lhe conditions for duty exemplion;and
(Z) when requested by the Customs Service, the importer, manulacturer or exporter submils a declaralion selling lorth
all pertinent inlormalion w¡th respect to such articles, including the following:
(l) A descriplion ol such articles, quantities, numbers and marks of packages, invoice numbers and bills of lading;
A descriplion ol lhe operations performed in the production of such arlicles in lhe Wesl Bank, lhe Gaza Strip,
a qualifying industrial zone or lsrael and an identification of the direct costs of processing operalions;(il)

(lll) A description of the materials used in the production of such arlicles which are wholly the growth, product or
manufaclure of the West Bank, the Gaza Strip, a qualifying industrial zone, lsrael or the United States, and aslatement as to the cost or value of such materials;
(lV) A descriplion of the operations performed on, and a stalemenl as to lhe origin and cost or value of, any foreign
materials used in such arlicles which are claimed to have been sullicienlly processed ¡n lhe West Bank, the
Gaza Strip, a qualifying industrial zone or lsrael so as to be mater¡als produced in the West Bank, the GazaStrip, a qualifying induslrial zone or lsrael;and
(V) A description of the origin and cost or value of any foreign materials used in the article which have not been
substantially transformed in the West Bank, the Gaza Strip or a qualifying induslrial zone.
(G) For the purposes of this paragraph, a "qualilying industrial zone" means any area lhat--
(1) encompasses portions of the territory of lsrael and Jordan or lsrael and Egypt;
(2) has been designated by local authorities as an enclave where merchandise may enter without payment of duty or
excise laxes; and
(3) has been designated by the United States Trade Representative in a nolice published ¡n the Federal Register as aqualifying industrial zone.
(b) Rate of Duty Column 2. Notwithstanding any of the loregoing provisions of this note, the rates of duty shown in column 2 shall applylo producls, whether imported directly or indirectly, of the following counlr¡es and areas pursuant to seclion 401 of the Tariff
Classif ication Act of 1962, to secl¡on 231 ot 257(el(2) ol the Trade Expansion Act of 1 962, to sect¡on 404(a) ol the Trade Act of1974 or to any olher applicable section of law, or to action taken by lhe President thereunder:

article shall be entitled lo rece¡ve the duty{ree lrealmenl provided lor in subdivision (c) of this nole w¡thoul regard lo the
limitations on preferenl¡al treatment ol eligible articles in section 503(c)(2XA) of the Trade Act, as amended (19 U.S.C.
2463(c)(2)(A)).
(ii) Articles provided for in a provision for which a rate of duty "Free" appears ¡n the "Special" subcolumn followed by the symbol"A+" in parentheses are lhose designated by the President lo be eligible articles lor purposes ol the GSP pursuant lo section
503(a)(1)(B) of the Trade Act of 1974, as amended. The symbol ''A+" indicates thal all least-developed beneficiary countriesare eligible for preferential treatment with respect to all articles provided for in lhe designated provisions. Whenever an eligible
arlicle which is the growth, producl, or manufacture of a designaled least-developed developing country listed in subdivision(b)(i) of this note ¡s ¡mported into the customs terr¡tory of the Un¡ted States directly from such counlry, such arlicle shall be
eligible for duty-free trealment as set forth in the "Speóial" subcolumn;provided that, in accordance with regulat¡ons promulgated
by lhe Secretary ol the Treasury the sum of (1 ) the cost or value of lhe materials produced in lhe leasl-developed beneficiarydeveloping counlry or 2 or more counlries which are members of the same assoc¡at¡on of countries which is treated as onecountry under seclion 507(2) of the Trade Act ol 1974, plus (2) the d¡rect costs of processing operations perlormed in such
least-developed beneficiary developing country or such members countries, is not less than 35 percent ol the appraised valueof such article at the time of ils entry ¡nto the customs territory of lhe United States. No article or material ol a least-developedbeneficiary developing counlry shall be eligible for such lrealmenl by v¡rlue of having merely undergone simple combining orpacking operations, or mere dilulion with water or mere d¡lut¡on with another subslance lhat does not materially alter lhecharacterist¡cs of the arl¡cle.
(c) Articles provided lor in a provision fòr which a rale ol duty of "Free" appears in the "Special" subcolumn lollowed by the symbols"A" or "A." ¡n parentheses are those designated by the President to be eligible articles for purposes of the GSP pursuanl to section
503 of the Trade Act of 1974. The following art¡cles may not be designated as an eligible article for purposes ol the GSP:
(i) text¡le and apparel articles which were not eligible articles for purposes of this note on January 1 , 1994;
(i¡) watches, except as determined by the President pursuant to section 503(cXlXB) of lhe Trade Act ol 1974, as amended;
(iii) import-sensitive electronic articles;
(iv) import-sensitivesteelarticles;
(v) loolwear, handbags, luggage, flat goods, work gloves and lealher wearing apparel, the foregoing which were not elig¡ble articles
for purposes of lhe GSP on April 1 , 1984;
(vi) import-sensitive semimanufactured and manulactured glass products;
(vii) any agr¡cultural product of chapters 2lhrough 52, inclusive, that ¡s subiect to a tariftrate quota, if entered in a quantity in excess
ol the ¡n-quota quantity for such product; and

Note
1. ln this chapter the following expressions have the meanings hereby assigned to them:
(a) Bars and rods
Rolled, extruded, drawn or forged products, not in coils, which have a uniform solid cross section along their whole length in
the shape of circles, ovals, rectangles (including squares), equilateral triangles or regular convex polygons (including "flattened
circles" and "modified rectangles", of which two opposite sides are convex arcs, the other two sides being straight, of equal
length and parallel). Products with a rectangular (including square), tr¡angular or polygonal cross section may have corners
rounded along their whole length. The thickness of such products which have a rectangular (including "modified rectangular")
cross section exceeds one{enth of the width. The expression also covers cast or sintered products, of the same forms and
dimensions, which have been subsequently worked after production (otherwise than by simple trimming or descaling), provided
that they have not thereby assumed the character of articles or products of other headings.
(b) Profiles
Rolled, extruded, drawn, forged orformed products, coiled or not, of a uniform cross section along theirwhole length, which
do not conform to any of the definitions of bars, rods, wire, plates, sheets, strip, foil, tubes or pipes. The expression also
covers cast or sintered products, of the same forms, which have been subsequently worked after production (otherwise than
by simple tr¡mming or descaling), provided that they have not thereby assumed the character of articles or products of other
headings.
(c) Wire
Rolled, extruded or drawn products, in coils, which have a uniform solid cross section along their whole length in the shape
of circles, ovals, rectangles (including squares), equilateral tr¡angles or regular convex polygons (including "flattened circles"
and "modified rectangles", of which two opposite sides are convex arcs, the other two sides being straight, of equal length
and parallel). Productl with a rectangular (including square), triangular or polygonal cross section may have corners rounded
along their whole length. The thickness of such products which have a rectangular (including "modified rectangular") cross
section exceeds one{enth of the width.
(d) Plates. sheets. strio and foil
Flat-surfaced products (other than the unwrought products of heading 7601), coiled or not, of solid rectangular (other than
square) cross sect¡on with or without rounded corners (including "modified rectangles" of which two opposite sides are convex
arcs, the othertwo sides being straight, of equal length and parallel) of a uniform thickness, which are:
- of rectangular (including square) shape with a thickness not exceeding one{enth of the width,
- of a shape other than rectangular or square, of any size, provided that they do not assume the character of articles or
products of other headings.
Headings 7606 and 7607 apply, inter alia , to plates, sheets, strip and foil with patterns (for example, grooves, ribs, checkers,
tears, buttons, lozenges) and to such products which have been perforated, corrugated, polished or coated, prov¡ded that
they do not thereby assume the character of articles or products of other headings.
(e) Tubes and pipes
Hollow products, coiled or not, which have a uniform cross section with only one enclosed void along theirwhole length in
the shape of circles, ovals, rectangles (including squares), equilateral triangles or regular convex polygons, and which have
a uniform wall thickness. ProductJwith a rectangular (including square), equilateral triangular or regular convex polygonal
cross section, which may have corners rounded along theirwhole length, are also to be considered as tubes and pipes
provided the inner and outer cross sections are concentric and have the same form and orientation. Tubes and pipes of the
ioregoing cross sections may be polished, coated, bent, threaded, drilled, waisted, expanded, cone-shaped orfitted wiih
flanges, collars or rings.

Metal containing by weight at least 99 percent of aluminum, provided that the content by weight of any other element doesnot exceed the limit spec¡fied in the following table:

(ii) The total content by weight of such other elements exceeds 1 percent.
2. Notwithstanding the provisions of chapter note I (c), for the purposes of subheading 7616.91 the term "yrite" applies only toproducts, whether or not in coils, of any cross-sectional shape, of which no cross-sectional dimension exceeds 6 mm.
Additional U.S. Note
For the purposes of heading 7608, the rate of duty "Free (C)" appearing in the "Special" subcolumn applies only to tubes andpipes with attached fittings, suitable for conducting gases or liquids.
Statistical Notes
For the purposes of this chapter, the term "aluminum vanadium master alloy" refers to aluminum alloys which contain by weight 20 percentor more of vanadium.
2. For the purposes of this chapter, the term "aluminum can stock" refers to sheets and strip in coils, of alloys of aluminum in which eithermanganese or magnesium is the predominant alloying element, not painted, over 0.175 mm but not over 0.432 mm in thickness, and over254 mm in width, comprising "body stock and "lid stock" as specified below:
(a) The term "body stock" refers to aluminum can stock having manganese as the predominant alloying element and having a minimum
tensile strength oT 262 MPa; and
(b) The term "lid stock" refers to aluminum can stock having magnesium as the predominant alloying element and having a minimum tensile
strength of 345 MPa.
3. For the purposes of statistical reporting number 7601.20.9080, "sheet ingot" (slabs) refers to aluminum alloys with a rectangular cross-sectionsuitable to be manufactured into other products.
4. For the purposes of statistical reporting number 7601.20.9085, "foundry ingot" refers to large castings of aluminum alloys of various shapes
other than sheets or slabs to be melted for further processing.
5. Forthe purposes of statistical reporting numbers 7604.29.3030,7604.29.5020 and 7606.12.3015, "high-strength healtreatable alloys" refers
to aluminum containing by weight 7.0 percent or less of copper or 10.0 percent or less of zinc, and/or designated as series 2xxx and Txxx
(except 7072) in the Aluminum Association's specifications of registered alloys.
