LIGTAS 774A COMMUNITY-BASED DISASTER RISK REDUCTION MANAGEMENTPowered by FrontLine SMSPFCW

A

BACKGROUND - Why• Natural & Man-made disasters

• High-risk for flooding and fires School or work time lost Average of 2-3 fire incidences

per year

• Inefficient risk reduction efforts Lacks

political commitment and institutional arrangement of LGU’s

risk identification, assessments, monitoring, and early management

knowledge management, and risk reduction & transfers

DRR: Disaster resilience

0Disaster Risk Reduction (DRR) is a framework to ensure that disaster is avoided and resilience is achieved

Problems with existing DRRM

0 Lacks community ownership due to limited stakeholder participation

0 Insufficient education and capacity building0 Inadequate risk identification and mapping0 Absent evaluation and monitoring 0 Lacks political commitment and institutional

arrangements of LGUs’ especially regarding funding0 Ineffective early warning and information management,0 Neglect of Risk reduction strategies0 No exit strategy for program implementers

Our way of proceeding

0Community organizing0Process > outputs0End goal: a dynamic community that aims to equalize

power relations, binds the group cohesively in the process of making decisions, deals with conflicts, resolves issues, and manages individual and collective tasks and processes with long term, sustainable outcomes.

Objectives of the CBDRRM Training

0 1. Developed a shared understanding of the concepts, principles and practices of disaster risk

0 reduction specially the four minimums of CMDRR;0 2. Demonstrated the use of selected tools in facilitating the four minimums of the

CMDRR0 process such as participatory disaster risk assessment (hazard, capacity and

vulnerability0 assessment) and participatory planning, community organizing for CMDRR,

monitoring,0 evaluation and learning (PPMEL);0 3. Conducted hands-on participatory exercises on risk assessment and formulation of

DRR0 measures at the community level;0 4. Developed understanding of strategies towards sustaining CMDRR in a community;0 5. Identified action points applicable in their working areas.
