Public NoticeFinal Public Notice - Impacts to Floodplain

Regional Water – Water System ImprovementsRegional Water, Avoca, Iowa intends to seek financial assistance from USDA, Rural

Utilities Service (RUS) for costs to be incurred while constructing improvements to its municipal water system. The proposed project consists of drilling a new well within its existing wellfield located near the City of Avoca in rural Shelby County, Iowa. All improvements will be designed and constructed to be protected from 100- and 500-year flood hazards.

RUS has assessed the environmental impacts of this proposal and determined that the location of the new well will convert or effect a floodplain or critical action floodplain. In accordance with Executive Order 11988, Floodplain Management and USDA Departmental Regulation 9500-3, Land Use Policy, the Agency is notifying the interested public of this land conversion. It has been determined that there is no prac-ticable alternative to avoiding this conversion or effect and that there is a significant need for the proposal. The basis of this determination is the amount of floodplain to be converted will impact a very small amount of land. The area to be impacted is an existing well field and is utilized as a water supply for Regional Water. No comments were received in response to the Preliminary Floodplain Notice that was published on June 11, 18, and 25, 2021.

The Harlan Municipal Utilities Board of Directors will hold a Public Hearing on the proposed Plans, Specifications, form of Contract, and Estimate of Cost for and work incidental thereto on a project described in general as “Harlan Municipal Utilities Pres-sure Filter No. 1 Repairs” hereinafter described in accordance with the provisions of Chapter 384, Code of Iowa, at 2:00 p. m. on the 26th day of August, 2021 at the office of Harlan Municipal Utilities. At the hearing, the Owner will receive and consider any objections made by any interested party, to the Specifications, proposed form of Contract, and the Estimate of Cost for the project.

The Work will include but is not limited to the following improvements:• Remove and dispose of existing media and support gravel at site designated by

Owner (HMU).• Removal and disposal of media present below under drain at site designated by

Owner (HMU).• Install new gravel bed and media.• Inspect air wash system.• If determined necessary following inspection, and following authorization of Engi-

neer, install new air wash system.• Replacement of under drain nozzles, authorized by Engineer.• Disinfection of filter.• Start-up services authorized by the Engineer.All work and materials are to be in strict compliance with Bidding Requirements

and Contract Documents prepared by McClure Engineering Company, of Clive, Iowa, which, together with the proposed form of contract and estimate of cost have here-tofore been approved by the Owner and are now on file for public examination at the office of Harlan Municipal Utilities and are by this reference made a part hereof as though fully set out and incorporated herein.

Stamp, Fred Miller III, William Dea and Matt Gramkow present. Motion by Miller, sec-onded by Dea to approve the agenda. Motion carried 5-0.

Council has decided to put out a quarterly newsletter. City Hall will send it out as a blanket mailer to the Avoca residents.

Motion by Stolz, seconded by Dea to place Steve Miller and Thomas Reese as Club House employees with extra duties at the rate of $15.00 per hour. Motion carried 5-0.
