> Overall objective

Overall objective of the project was to establish National Emission Inventory System (NEIS) that will:

(1) facilitate development, implementation and evaluation of environmental policy at different national and sectorial levels,

(2) ensure timely reporting of emission inventories in accordance with national and international requirements and commitments, and

(3) strengthen capacities of stakeholders in the decision-making process by providing complete, transparent and consistent environmental information.

> Specific objectives (1)

By-law on Cadastre of Emissions to Environment (KEO)

New software tools (Internet technology)

Guidelines documents

Access to data by public (web site)

> Specific objectives (2)

Improvements in sectorial data collection and management

Establishment of central emission database (CollectER)

Regular reporting to UNFCCC and CLRTAP (ReportER)

Use of specific software tools (EstimatER-i)

> Specific objectives (3)

Establishment of QA/QC system

Communication with stakeholders

Transfer of knowledge and good practice

Training of users

> Structure of project – main components

• Revision and upgrading of KEO system

• Improvement of sectorial data collection and management system

• Establishment of central inventory database

• Established tools for reporting on different purposes

• Coordination activities and information exchange

• Quality assurance and quality control (QA/QC) preparatory work

• Implementation of National Emission Inventry System (further as NEIS)

> Reconstruction of KEO - results

1. Analysis of existing system

2. International commitments and guidelines

3. Analysis of good practice (Slovakia, Greece, the

Netherlands)

4. KEO reconstruction plan

5. Workshops (3)

6. Drafting of By-law

7. New KEO software (Internet technology)

> Sectorial improvements – results

1. “Gap” analysis and improvement plan

2. Sectorial guidelines and software tools: Energy

Industrial processes

> Central inventory database – results

1. Installation and training

2. Putting CollectER-a in function

3. Preparation of database for 2002

> Reporting tools – results

1. Installation and training

2. Putting ReportER in function

3. Web site

4. Improvement of EMEP grid

> Preparatory activities for QA/QC – results

1. Analysis of international good practice

(UNFCCC/IPCC Good Practice Guidance, the

Netherlands)

2. Preparation of QA/QC guidelines document

> Implementation

1. Preparation of National Inventory Report-a i

CRF-a (UNFCCC)

2. In-country review (09/2004)

3. Preparation od air emission inventory (2000.,

2001., 2002.-CollectER)

4. Testing od KEO software
